2 CITY OF KYLE, TEXAS INVITATION FOR BID (IFB) NO: PM SPECIFICATIONS AND GENERAL BID REQUIREMENTS FOR PURCHASE OF THREE (3) POLICE PURSUIT VEHICLES CHEVROLET TAHOE SUV 2WD 4-DR CC10706 SCOPE The City of Kyle, Texas is soliciting bids to purchase three (3) Chevrolet Tahoe SUV police pursuit vehicles, as specified in the specification section, to be utilized by the Police Department in carrying-out their daily law enforcement responsibilities. GENERAL CONDITIONS Vehicles shall be new, manufacturer s latest model, and shall have been manufactured as a 2014 or 2015 model year. All components, equipment, and materials shall be installed new and serviced in accordance with manufacturer s recommended predelivery checklist and shall be in conformity with the specifications of this IFB, fully assembled, and ready for use upon delivery for its intended purpose. EVALUATION OF BIDS: Award shall be to the lowest responsible bidder taking into consideration conformity with the specifications, terms of delivery, and other conditions imposed by this IFB. Bidders are required to submit a bid for all three vehicles showing firm price per vehicle with a combined total for all three vehicles. The City of Kyle is a tax-exempt entity and as such taxes should not be included in the bid calculation. INSPECTION The City of Kyle reserves the right to reject, on arrival at destination or at delivery, any vehicle which do not conform with the specifications of this IFB. Equipment offered below the listed specifications will be considered unacceptable. WARRANTY All three vehicles to be offered by the bidder shall have at a minimum a three (3) year 36,000 mile bumper to bumper warranty, a five (5) year 100,000 mile powertrain warranty, and any additional warranties that are required, but not limited to, EPA and any other regulatory requirements that are required to accompany standard production vehicles and vehicles of like design as requested in this bid document. DELIVERY All three vehicles to be purchased under this IFB shall have mileage (odometer) readings not to exceed 50 miles plus the mileage distance from the bidder's shipping point to the delivery location and in no case shall the odometer reading exceed 150 miles. The bidder shall notify the City of Kyle's Chief of Police at least 48 hours prior to the delivery of the vehicles and make necessary arrangements for inspection and delivery of all three vehicles. 3 Delivery of all three (3) Chevrolet Tahoe SUV police pursuit vehicles, as specified in the specification section of this IFB, is to be made at a Chevrolet dealership within fifty (50) miles of the Kyle Police Department or at a location acceptable to and agreed upon by the City s Chief of Police. PAYMENT TERMS Payment term is net 30 days. Payment to the bidder under this IFB will be made within 30 days of delivery of all three vehicles and submission of detailed invoice. PROHIBITION OF GIFTS AND GRATUITIES: Neither the bidder, manufacturer, nor any person, agent, firm, or corporation employed by the bidder or the manufacturer shall offer or give any gift, money, or anything of value or any promise of future reward or compensation to any City of Kyle employee at any time.
