1 ADDENDUM NO. 1 January 11, 2018 Shuttle Bus Service RFP # H This addendum revises RFP documents. This addendum is issued to respondents of record prior to execution of contract, and forms a part of contract documents and modifies previously issued documents. Insofar as previously issued contract documents are inconsistent with modifications indicated by this addendum, modifications indicated by this addendum shall govern. Where any part of the contract documents are modified by this addendum, all unaltered provisions shall remain in effect. 2. Addendum Acknowledgement Form Acknowledge receipt of this addendum in the space provided on the Addendum Acknowledgement Form. Proposers must include the signed form with their response. Should the pricing be presented by hour or by route? 7 Due date of proposal: Please note, on the cover page, the proposal due date is stated as January 18, 2018 by 2:00PM and on page 3 section 2 Schedule, it states January 14 th 2018 by 2:00 PM. Can you confirm the proposal deadline? 8 Vehicles: In section 4.10, there are requests for ADA certification and drivers certifications for the State of Illinois 1. Regarding Illinois Safety and ADA certification, how would we convey this for vehicles not yet purchased? (4.9, 4.10) 2. Regarding drivers, are we able to use any out of state licensed (i.e. Wisconsin) drivers? (4.6, 4.10) Yes, but contract will remain contingent on satisfying requirements. Pricing should be as formatted in the spreadsheet which is attached to the RFP. The pricing proposal is a spreadsheet attached to the RFP file. Use that format. The due date is 1/18/18 Certifications must be received before service starts, and vendor selection is contingent. Drivers must meet legal requirements to drive route. 9 When is the estimated start date of the contract? 3/1/18 10 Is this a new service? 11 If this is not a new service, who is the incumbent? The requirements are as stated. 22 Is it possible to get current rates of pay and benefits of operators? 23 May we get a copy of the last three billings from the current provider? 24 May we get a copy of the current organization chart? Maintaining Inventory Are there a desired number of shuttles required or is that up to the contractor? Up to contractor, must meet service requirements Routes When you ask for 2 shuttles from JTDC to Stroger, do you want to have 2 shuttles simultaneous? Or do you want less than a 15 minute wait during the rush hours listed? At minimum 2 shuttles operating simultaneously 27 Is it possible to receive ridership information by day of week and by month?. Specifications Bus Requirements You have a maximum vehicles size for vehicles required. Is there a minimum size that would be evaluated? There is no weekend service Routes 4.1 Routes 4.2 Bus Requirements Can you please confirm how many days a week are required for Routes 3 and 4? Route 3, Stroger to Provident, is two trips at 45 minutes each. This underutilized route takes a dedicated bus and driver resource and is expensive to operate based on the current requirement. Will CCHHS consider changes or adaptions to the other routes to run Route 3 more efficiently or delete the route completely and save the County money? The NOTE mentions the required equipment for the buses including first aid kits. Are the drivers required to be 1st aid and CPR certified? It s a shuttle that needs to run once a day in each direction. There might be some minor changes acceptable. Net What are the Net payment terms between CCHHS and the Contractor going to be on this contract? 35 Will the Contractor be able to charge late fees or penalties associated with non-compliant payments? 3/1/ What is the anticipated commencement date of the Shuttle Bus Services contract? After the bid award, what will be the time frame offered to secure the required specialized vehicles and have them available to use on the routes? 3/1/18 1/18/ Is the due date January 14th or January 18th as it states on the cover sheet? We plan to purchase or lease new vehicles for the contract. Can we just state that we will meet Illinois safety certification and ADA compliance for vehicles? Is it possible to submit the copy of Class B DL for the drivers prior to the start of the contract rather than with submission? We will not have hired them yet?
