Energy efficiency f system installatins (data centre buildings, transmissin nde building, cmputer rms, netwrks and IT systems) is f high imprtance fr the ICT Custmers wh are users f ICT System Installatins as Car manufacturers, Banks, Insurance Cmpanies, Netwrk Operatrs, Airplane Cmpanies, Gvernmental Ministries... (hereinafter the Users ). Independently frm the ICT systems integratrs, service prviders, prducers and manufacturers f ICT system installatins, the Users, in the perspective f EU Digital Agenda mechanism and law enfrcements (e.g. carbn taxes ) are prpsing cmmnly agreed and prfed Key Perfrmance Indicatrs (KPIs) and framewrk f implementatin. Fr the Users, existing nn-users specific indicatrs (Like PUE frm The Green Grid assciatin ) are nt cmprehensive enugh and nt taking int accunt all Users installatin effrts and detailed peratinal cnstraints (external physical envirnment, climate and gegraphy, redundancy, free cling...) as well as all innvative energy efficiency techniques (e.g. increase f maximum peratinal temperature). With the supprt f ETSI ATTM members agreed in ATTM#9 Plenary meeting and the Eurpean Cmmissin, the ETSI Members amng the Users already gruped tgether in a nn-fr-prfit Assciatin (CRIP/CTO ALLIANCE) are prpsing the creatin f an ETSI Industry Specificatin Grup (ISG) n Operatinal energy Efficiency fr Users (OEU). This creatin is dne in clse cllabratin with ther majr Users like Banks, Insurance Cmpanies..., wh belng t CRIP/CTO ALLIANCE (Club des Respnsables d Infrastructures et de Prductin) but are nt ETSI-Members CRIP/CTO ALLIANCE is an assciatin f ICT prfessinals seeking t dramatically raise the envirnmental efficiency f ICT areas thrugh a series f shrt-term and lng-term prpsals. CRIP/CTO ALLIANCE prpses the use f efficiency metrics which enable ICT actrs t estimate energy efficiency f their activities driving energy efficiency imprvements. In cllabratin with ETSI this cncept is strengthened. Fr example, the current indicatrs described in ETSI TS Clause need t take int accunt mre factrs t allw useful and meaningful Key Perfrmance Indicatrs (KPIs) calculatin, measurement and cmparisns.

2 ISG OEU Prpsal page 2 f 8 Such mre reliable energy efficiency KPIs will help Users f Operatinal Architecture t easily identify, cmpare and scale the effective energy efficiency f their ICT installatins internally and with the ther Users. Users need a better cmmn standard KPI and way f implementatin. This ISG OEU will elabrate ETSI Grup Specificatins (GSs) fr Energy Efficiency f Operatinal Architecture and framewrk f implementatin designed, implemented and validated by Users. These Users requirements will be prvided t ETSI TCs (e.g. ATTM, EE) in rder t develp ETSI standards (e.g. Glbal KPI definitins) fr their inclusin in EU ICT Digital Agenda and prpsed t all ICT cmmunities.. 4 Terms f Reference fr ETSI ISG OEU [TWP D.3, Part Aa)] In the fllwing, deviatins frm the applicable ETSI TWP (Technical Wrking Prcedures) as agreed by the members f ISG OEU, including deviatins t the ETSI TWP made in the ISG Membership Agreement, are stipulated. 4.1 Scpe The ETSI ISG Operatinal energy Efficiency fr Users ( ISG OEU ) will develp ETSI Grup Specificatins fr envirnmentally efficient ICT, e.g. infrastructure, equipment and sftware within data centres and netwrks taking int accunt at least pwer cnsumptin and green huse gas emissin. The activities carried ut within the ISG OEU aim t issue tw types f Grup Specificatins: Psitin Papers t define Users requirements t be prvided t ETSI TCs fr develpment f needed standards. Users requirements will define Users needs in rder t develp sustainable standards. Referential specificatins t define sustainable levels f ICT elements (e.g. sites, parts f netwrk). These deliverables will enable meaningful glbal cmparisn f peratinal efficiency. 4.2 Membership Membership in ISG OEU is restricted in accrdance with Clause 3.4 f the ETSI Technical Wrking Prcedures t ETSI members and applicants fr membership, wh have signed the ISG agreement. Observers and nn-members f ETSI may nt becme members f the ISG but may participate in the ISG accrding t the rules as described in the ISG OEU Participant Agreement. Participatin f nnmembers f ETSI is subject t acceptance f the ISG OEU Participant Agreement, and payment f a per-meeting participatin fee as described in the ISG OEU Participant Agreement. 4.3 Dues Dues fr membership and peratin are fixed n an annual basis by the members, based n the csts the members anticipate t incur. Fr the initial year f peratin f the ISG, n csts are anticipated therefre there are n membership fees fr the initial year. Observers and nn-members f ETSI are required t pay a per-meeting participatin fee as described in the ISG OEU Participant Agreement. This per-meeting fee is set initially at 100 (excluding taxes) per persn per meeting day. These fees may be mdified by a decisin f the members f the OEU ISG 4.4 Duties and Rights f Members Members have the duty t cnstructively cperate n the develpment f ISG Grup Specificatins. Members have the right t cast their vte n the apprval f a specificatin when necessary, and in ther instances when decisins by the members are required. Members have the right t appeal directly t the ETSI Bard t challenge a Chairman's decisin.

3 ISG OEU Prpsal page 3 f 8 Vting is n a ne-member ne-vte basis, and vting rights are dependent n regular participatin in the OEU ISG: members are required t have participated in at least ne f the three meetings preceding any vte in rder t have the right t vte. 4.5 Term f ffice f chairman, vice-chairmen and wrking grup chairmen The chairman, vice-chairmen and wrking grup chairmen f ISG OEU are appinted fr a perid f 2 years. After each perid they may be re-appinted. 4.6 Preparatin f Grup Specificatins Grup specificatins are prepared within the ISG r within specific wrking grups. Wrking grups are chaired by wrking grup chairs, wh are appinted accrding t the rules f peratin f the ISG. All draft specificatins must be apprved by the ISG members using the decisin making prcess detailed in the rules f peratin f the ISG. If a specificatin is prepared in a wrking grup and fails t be apprved by the members, it is referred back t the wrking grup. 4.7 Detailed deviatins frm the ETSI Technical Wrking Prcedures (TWP) In the fllwing, deviatins frm the applicable ETSI TWP as agreed by the members f the ISG OEU, including deviatins t the ETSI TWP made in the OEU ISG Membership Agreement, are stipulated. Sectin 4.7 is included in these Terms f Reference nly fr infrmatin as the prevailing dcument in respect f changes t the TWP is the OEU ISG Membership Agreement Participatin in the wrk f the Industry Specificatin Grup (clarificatin f TWP 3.4) Observers r nn-members f ETSI must agree t the OEU ISG Participant Agreement in rder t be authrized t participate. The Participant Agreement will be terminated if the participant has nt participated in at least ne meeting f the ISG in a 12 Mnth perid. A revcatin ntice under article 9.1 (c) f the ISG Participant Agreement is sent t the participant in this case. The ISG Chairman will peridically review the participatin recrd f authrized Participants. In additin, access t meeting dcuments, mailing lists etc. will be remved frm authrized Participants if they fail t participate in, r register and pay participatin fees fr any OEU ISG meeting fr 6 mnths, r fr tw successive meetings f the ISG if they are separated by mre than 6 mnths. Such access will be restred upn registratin fr a subsequent meeting f the ISG Cnvening an ISG meeting (TWP 3.5) Invitatin t an Industry Specificatin Grup meeting (TWP 1.5.1) The invitatin t an Industry Specificatin Grup meeting and the necessary lgistical infrmatin shall be disseminated by the hsting rganizatin at least 30 days befre the meeting t all n the Industry Specificatin Grup membership list (see clause 1.5.5). The first meeting f a new Industry Specificatin Grup will be annunced in a Cllective Letter, with at least 30 days ntice, by the ETSI Secretariat Agenda fr an Industry Specificatin Grup meeting (TWP 1.5.2) The draft agenda shall be disseminated by the respnsible Chairman t all n the Industry Specificatin Grup membership list at least 30 days befre a meeting. The draft agenda shall include details f draft ETSI deliverables fr apprval and fficials fr appintment. Any ther subject matters where vting may be required shall als be included and indicated in the draft agenda. The draft agenda fr the first meeting f a new Industry Specificatin Grup will be annunced in a Cllective Letter, with at least 30 days ntice, by the ETSI Secretariat.

4 Dcumentatin fr an Industry Specificatin Grup meeting (TWP 1.5.3) Dcuments shall be numbered as shwn in the fllwing example: ETSI/TB(nn)x (e.g. ETSI/OEU 001(11)01) This numbering system has fur lgical elements: ISG OEU Prpsal page 4 f 8 1) ETSI: t indicate that it is an ETSI dcument; 2) /TB: the name f the Technical Bdy r Wrking Grup; 3) (nn): t indicate the year, e.g. (98); 4) x: t indicate any additinal infrmatin cncerning the unique number f the dcument r its status, etc. The furth item (x) can be used in any way that an individual Industry Specificatin Grup sees fit Registratin fr an Industry Specificatin Grup meeting (TWP 1.5.4) Every Attendee shall register n arrival at each meeting. Each Attendee wh represents an ETSI full r assciate member shall declare the precise name f that member. An Attendee may nly represent ne ETSI full member r ne ETSI assciate member Maintaining an Industry Specificatin Grup membership list (TWP 1.5.5) The ISG OEU shall maintain a membership list within an explder list established specifically fr that purpse. Any individual may jin this explder list if he/she is a representative f an ETSI member that has signed the "OEU Industry Specificatin Grup agreement" and has an ETSI server user accunt, and thse wh jin this explder list will be cnsidered as being n the ISG OEU membership list. Failure t recnfirm the intentin t remain n the explder list at regular intervals (lists are nrmally reviewed every six mnths) will result in remval frm this explder list and thus frm the ISG OEU membership list. The ISG OEU membership list shall be used fr the disseminatin f infrmatin and fr decisin making within the ISG OEU Decisin making (TWP 1.7 and TWP 3.7) Principles f decisin making (TWP 1.7.1) An Industry Specificatin Grup shall endeavur t reach Cnsensus n all issues, including the apprval f draft ETSI deliverables and the adptin f Grup Specificatins. If Cnsensus cannt be achieved, the Chairman can decide t take a vte which may be perfrmed by a secret ballt. A vte may be cnducted during an Industry Specificatin Grup meeting r by crrespndence. Where vting is used, vte results shall be evaluated by the Chairman n the basis f ne ISG member, ne vte. ISG participants d nt have the right t vte. Decisins cncerning (i) the ISG Budget under Article 3.1(b) f the OEU ISG Agreement, (ii) Additinal Csts under Article 3.1(c) f the OEU ISG Agreement, and (iii) the allcatin f csts amng members f the ISG under Article 3.2 f the OEU ISG Agreement, require unanimus supprt. Otherwise, a prpsal shall be deemed t be apprved if 71 % f the vtes cast are in favur. Abstentins r failure t submit a vte shall nt be included in determining the number f vtes cast. Fr all ther decisins, except fr the appintment f fficials f the ISG fr which clause 3.3 f ETSI Technical Wrking Prcedures applies, a prpsal shall be deemed t be apprved if 71 % f the vtes cast are in favur. Abstentins r failure t submit a vte shall nt be included in determining the number f vtes cast. Fr interpreting the result f an electin fr an ISG fficial the prcedure in clause belw shall apply.

5 ISG OEU Prpsal page 5 f Vting during a Technical Bdy meeting (TWP ) The fllwing prcedures apply fr vting during an Industry Specificatin Grup meeting: befre vting, a clear definitin f the issues shall be prvided by the chairman; vting members shall nly be entitled t ne vte per member; if a vting member has mre than ne representative present, nly ne representative may vte; if manual vting prcedures are used, each vting member may nly cast the vte nce; if electrnic vting prcedures are used, vtes may be changed prir t the clsure f the vte; ISG members are nly eligible fr vting (vting members), if they have been present during at least ne ut f the previus 3 meetings; Funding members f the ISG as identified in the ISG Agreement shall be eligible t vte during and up t the end f the first three meetings fllwing the creatin f the ISG. Thereafter they are subject t the abve participatin requirements as fr all ther members; vting by prxy is nt permitted; there are n qurum requirements; the vting weight shall be 1 per vting member; the result f the vte shall be recrded in the meeting reprt Vting by crrespndence (TWP ) The fllwing prcedures apply fr vting by crrespndence: befre vting, a clear definitin f the issues shall be prvided by the Chairman and disseminated t all n the ISG membership list; the vting perid shall be defined by the ISG Chairman and cmmunicated t all n the Industry Specificatin Grup membership list; vting members shall nly be entitled t ne vte per member; ISG members are nly eligible fr vting (vting members), if they have been present during at least ne ut f the three meetings preceding any vte (wrking grup and ISG plenary meetings cmbined); Funding members f the ISG as identified in the ISG Agreement shall be eligible t vte during and up t the end f the first three meetings fllwing the creatin f the ISG. Thereafter they are subject t the abve participatin requirements as fr all ther members; electrnic vting nly shall be used fr vting by crrespndence; vtes may be changed prir t the clsure f the vte; the vting weight shall be 1 per vting member; there are n qurum requirements; at the end f the vting perid the Chairman shall cunt the vtes as described in clause 1.7.1; the result f the vte shuld be disseminated t everybdy n the ISG membership list within 15 days Vting fr the electin f a Technical Bdy fficial (TWP ) Fr the purpse f electing any Industry Specificatin Grup fficial the prcedures given in clauses , and shall apply. In the case where there is mre than ne candidate, a secret ballt shall be used. When, in the first ballt, n candidate has btained mre than 50% f the vtes cast, a secnd ballt shall be held. The secnd ballt shall be held amng the tw candidates wh have btained the highest number f vtes in the first ballt. The candidate btaining the higher number f vtes in the secnd ballt is then elected. The Industry Specificatin Grup Chairman shall be respnsible fr the vting prcess and shall ensure that cnfidentiality is maintained.

6 ISG OEU Prpsal page 6 f 8 If the vte is cnducted during an Industry Specificatin Grup meeting nly the final result shall be recrded in the meeting reprt. If the vte is cnducted by crrespndence nly the final result f the vte shall be disseminated Appealing against a Chairman's decisin (TWP 1.7.2) Any member f the ISG wh is against the Chairman's ruling n a vte may submit its case t the Bard fr decisin. In such cases the member shall als infrm the ISG OEU Chairman. When the ISG OEU Chairman has made a ruling, his decisin shall be taken as the basis fr future peratins, unless verturned by the Bard. 5 ETSI field f interest [TWP D.3, Part Ab)] The ETSI Members f the ISG OEU already cllabrate with ETSI TCs (e.g. ATTM, EE). In the assciatin CRIP/CTO ALLIANCE, the cmmunity f crprate users made f ETSI Members and nn-etsi Members wanted t wrk tgether n cmmn energy efficiency rules fr peratinal ICT installatin. Instead f creating an external frum, the pssibility t wrk in an ETSI ISG in cllabratin with TCs appeared t be the right slutin fr develpment f Grup Specificatins (GS) (Technical Reprts and Technical Specificatins) in a pre-standardisatin grup (using ETSI Industry Specificatin Grup (ISG) tl) n Operatinal energy Efficiency fr Users (OEU) 6 Why any verlapping r cmplementary elements (with reference t existing wrk r Terms f Reference f any existing Technical Cmmittee r Prject) is regarded as desirable [TWP D.3, Part Ac)] There is n knwn verlapping with any nging wrk in ETSI. 7 Time plan [TWP D.3, Part Ad)] Initial duratin f ISG, and ther timing issues if any ETSI ISG OEU Grup Specificatins n the Framewrk f Implementatin (guidance) f the glbal KPIs fr peratinal infrastructures and the definitins (calculatin) f the KPIs are planned fr 2012 fr data centres and fixed access netwrks and fr 2013 fr Mbile access netwrks and Cre Netwrks. 8 Chairmanship [TWP D.3, Part Ae)] Eric Stern (Orange & CRIP/CTO ALLIANCE member) has accepted t stand as cnvenr fr the first meetings. The Cllective Letter annuncing the first meeting will include a call fr candidates fr the Chairmanship. If it is nt pssible t appint a permanent Chairman at the first meeting then the meeting shall appint a cnvenr fr the secnd meeting. 9 Resurce requirements [TWP D.3, Part Af)] N resurce requirements, beynd the "basic administrative supprt" prvided by the ETSI Secretariat t ISGs, have been identified. Further resurce requirements may be identified frm time t time by the ISG members, wh will decide n the funding arrangements as required. 10 ETSI Secretariat resurces [TWP D.3, Part Ag)] Basic administrative supprt will be prvided by the ETSI Secretariat, e.g. : inf/meeting/dcument handling area n the ETSI Prtal. dcument strage area n the ETSI DOCBOX server.

Meetings held utside f the ETSI Headquarters shall be supprted by the hsting member rganizatin. 11 ISG OEU membership agreement [TWP D.3, Part Ah)] See the Annex f this dcument. 12 ETSI full and/r assciate members having declared their willingness t prvide resurces [TWP D.3, Part Ba)] The fllwing members have indicated that they are willing t supprt the ISG (at least fur required): Airbus (EADS) CNES ORANGE SA PSA Peuget Citren RENAULT SAS THALES 13 Planned deliverables and their delivery dates shall be identified [TWP D.3, Part Bb)] At the pint f writing this prpsal n specific deliverables have been planned. 14 Internal rganizatin [TWP D.3, Part Bc)] N internal rganizatin r Wrking Grups have yet been identified. This will depend n the results f the initial wrk f the ISG. 15 Any cmmittee/prject-external ETSI resurces required (i.e. utside thse prvided by the Industry Specificatin Grup participants) shall be specified [TWP D.3, Part Bd)] N additinal resurces such as experts r Special Task Frces have yet been identified. 16 Maintenance arrangements fr deliverables shall be specified [TWP D.3, Part Be)] The maintenance f any deliverables will be assured by the ISG. At the end f the wrk the ISG shall define the fllw-n respnsibility fr any required maintenance. 17 The relatinship with ETSI Technical Organisatin shall be specified (i.e. list the interfaces between the ISG and ETSI TBs) [TWP D.3, Part Bf)]
