6 Agricultural Commodity Price Bulletin (Year 5: Volume 5) 1. Consumer Price Index (CPI) National Consumer Price Index (CPI) 1 in April was 16.9 percent points lower than in April The annual drop in the national food index was 32.3 percent points, which was mainly due to recent fall in prices of food items. Among food items, annual drop in the index is 73.1 percent points in the case of bread and cereals. The non-food index showed a reasonable annual increase of 7.4 percent points. Annual increase in exchange-rate index was 2.2 per cent points. Annual changes in the food indexes were as follows: Vegetables including tubers Spices (+25.5 percent points); (+17.6); Sugar and sweets (14.7); Non-alcoholic beverages (+13.4); Cigarettes and tobacco (13.1); Fresh and dry fruits (+8.7); Milk cheese and egg (+7.1); Meat (1.6); Oil and fats (-41.8) and Bread and cereals (-73.1 percent points). (Table 1) From March to April, overall CPI decreased by 5.2 percent points, with drops in the food index and non-food index by 8.2 percent points and 0.4 percent points, respectively. Bread and cereal index showed a remarkable drop of 16.2 percent points in a month s period. The exchange-rate also fell by 1.6 percent point in the said period. (Table 1/Annex II) 1 Consumer Price Index (CPI) is an index of the price of consumer goods and services purchased by the consumers. It can be used to measure the rate of inflation or the cost of living. Page 1

Highest annual falls in the indexes in the case of food items were reported from Jalalabad (47.9 percent points), Khost (34.6), Kabul (33.9), and Mazar (33.2). For non-food items, highest rises in indexes were experienced in Herat (15.1), Kabul (9.2), Jalalabad (7.6) and Kandahar (5.3). Of the six locations, Khost experienced least rise in the annual CPI for non-food items (up 1.3 percent point). (Table 2/Annex I/II) Page 2

Increases over 15% were noted in the indexes of Spices and Fruits. In April overall CPI for Kabul dropped by 2.9 percent points, with 4.0 and 1.1 percent points drops in the food and non-food indexes, respectively. (Table 3; next page) Page 3

Price of wheat Table 4 shows the prices of local wheat by regions. Average price of wheat in April was Afs 19.8/kg, which is lower by 11.7% compared with its price in March. The price in April 09 was lower than the price in April 08 by 33.7%. Its price in May (Afs 19.6 Afs/Kg) is further down by 1% compared to its April price (19.8 Afs/Kg). A downward trend in local wheat price from October 08 to May 09 mirrors its negative trend on global markets. Furthermore, gathering of harvest of the current crop season has already started in the eastern part of the country and elsewhere. The price trend of wheat in the recent six months (Table 5; next page) is consistent with very good prospects of cereal production this year. This was followed by a slight rise in January. The price has virtually stabilized since then. In April 09 national average prices of beef, mutton/lamb and chicken were Afs 140/kg, 195/kg, and Afs 108/kg, respectively. The price of mutton and chicken for the month rose by 0.6% and 0.3%, respectively, whilst the price of beef dropped by 0.3%). 15 2.4. Cost of agricultural and casual labour Agricultural labor cost in April 09 was Afs 197/day, which is 3.1% higher than in March. Unskilled casual labor costs remained virtually the same in the latest few weeks in most of the reporting locations. 16 2.5. Price of fertilizers 2 Average price of best quality, imported urea was Afs 18.5 in April. The price went down by 2.3% since March. Nonetheless, annual rise in its price is 22.1%. Average price of the best quality DAP in April 09 was Afs 37.0/kg, which translates into 2.5% and 1.7% annual and monthly decreases, respectively.
