5 Price Movements February The Consumer Price for All Urban Consumers (CPI-U) rose 0 percent before seasonal adjustment in February to a level of 116( =100), For the 12-month period ended in February, the CPI-U increased 3 percent. The Consumer Price for Urban Wage Earners and Clerical Workers (CPI-W) rose 0 percent in February prior to seasonal adjustment. The February CPI-W level of 114 was 3 percent higher than the index in February. The February indexes for the CPI-U and CPI-W on a 1967 = 100 reference base were 347 and 341, respectively. CPI for All Urban Consumers (CPI-U) On a seasonally adjusted basis, the CPI-U rose 0 percent in February, compared with an average monthly increase of about 0 percent since mid-. In February, food prices fell 0 percent, primarily as a result of a sharp drop in fresh fruit and vegetable prices. Energy prices declined for the third consecutive month, with a drop in gasoline prices more than offsetting the small increases in household fuels. Excluding food and energy, the CPI-U rose 0 percent, with increases in the indexes for shelter and medical care accounting for about two-thirds of the advance. For the first 2 months of, the CPI-U rose at a seasonally adjusted annual rate of 3 percent, compared with an increase of 4 percent for the 12 months ended in December. The index for food and beverages declined 0 percent in February. Grocery store food prices, which rose 0 percent in January, declined 0 percent in February. A larger decline in the index for fruits and vegetables, coupled with down- Table A. s in CPI for All Urban Consumers (CPI-U) turns in the indexes for dairy products and other grocery store foods, more than offset increases in the indexes for cereal and bakery products and meats, poultry, fish, and eggs. Fresh vegetable prices, which rose sharply in the last 2 months of, declined for the second consecutive month. In particular, lettuce prices, which more than doubled at the end of, dropped 25 percent in February. The index for fresh fruits declined after seasonal adjustment, as seasonal price increases were smaller than usual. In February, the index for beef and veal registered its first advance since August, increasing 1 percent. Pork prices were und in February, following declines in each of the preceding 4 months. Poultry and egg prices, which turned up in January after declining throughout most of, dropped again in February. The other two components of the food and beverage indexrestaurant meals and alcoholic beverages rose 0 and 0 percent, respectively. The housing component rose 0 percent in February, following a 0-percent advance in January. Smaller increases in the indexes for shelter and household furnishings and operations more than offset the turnaround in prices for household fuels. Shelter costs, which rose 0 percent in January, increased 0 percent in February. Within shelter, renters' costs, homeowners' costs, and maintenance and repair costs each advanced 0 percent. The index for household furnishings and operations rose 0 percent in February compared with 0 percent in January. Following declines in January, each of the three major household fuels turned up in February. Fuel oil prices rose 0 percent, and charges for electricity and natural gas rose 0 and 0 percent, respectively. The transportation index declined for the third consecutive month, again largely due to the drop in motor fiiel prices. Gasoline prices declined 1 percent in February and have dropped 5 percent in the last 6 months. Prices for new vehicles were und in February as a 0-percent rise in new car prices was offset by a decline in truck prices. Automobile financing charges rose slightly after declining in January. The index for used cars also turned up in February, advancing 0 percent. The index for public transportation, reflecting a 1-percent decrease in airline fares, declined for the second consecutive month. The medical care component rose 0 percent in February following a 0-percent increase in January. The index for medical care commodities prescription drugs, nonprescription drugs, and medical supplies rose 0 percent. The index for medical care services rose 0 percent, with the costs of professional services and hospital and related services up 0 and 0 percent, respectively. The index for apparel and upkeep declined 0 percent in February. Prices for apparel commodities, reflecting end-ofseason sales, declined 0 percent, more than offsetting a 0-percent increase in charges for apparel services. Entertainment costs rose 0 percent in February following a 0-percent increase in January. A 1-percent increase in fees for club memberships accounted for two-thirds of the February rise in the entertainment index. The index for other goods and services advanced 0 percent in February following a 1-percent rise in January. Increases in the indexes for tobacco products and tuition and school fees accounted for most of the increase. CPl for Urban Wage Earners and Clerical Workers (CPI-W) On a seasonally adjusted basis, the CPl for Urban Wage Earners and Clerical Workers also rose 0 percent in February.

7 Consumer Price es Shift to New Reference Base in Beginning with the release of data for January in February, most Consumer Price es have shifted to a new reference base year. All indexes previously expressed on a base of 1967 = 100, or any other base through December 1981, have been rebased to =100. Only indexes with a base later than December 1981 have maintained their bases. This base was reviewed by the Office of Federal Statistical Policy and Standards, Office of Management and Budget, and is in keeping with the Government's longstanding policy to update index bases periodically. Selection of the period was made to coincide with the updated expenditure weights, which are based upon data tabulated from the Consumer Expenditure Surveys for 1982, 1983, and The last previous rebasing of CPI data occurred in February 1971, when the 1967 base was substituted for the former base. Historical data for each CPI series on the new base are? available from the Bureau of Labor Statistics (BLS). For the convenience of users, the BLS will continue to publish allitems indexes for the U.S. city average, and for the individual local areas for which CPFs are published, on their former official reference base (1967 = 100 in most cases). Conversion factors and an accompanying fact sheet on rebasing are available from BLS. Dividing by one of these factors will rebase the related index series from its current base to its previous reference base. (Users should note: Because of rounding effects, there may be occasional minor differences between the final rebased index and the result obtained using the conversion factor.)

8 Adjustment of Shelter es for Aging Effects Begining with the January CPI, the Bureau of Labor Statistics adjusted the monthly CPI shelter indexes for the in quality resulting from the effect of aging on rental housing. In January, the Bureau announced its intention to begin making such adjustments, assuming that further research substantiated the need to do so. The decision to implement the adjustment was based on extensive BLS research, in which alternative adjustment methods were explored and tested. Evaluation of the research indicates that an aging effect exists, and that the chosen method is operationally feasible. 1 The adjustment affects CPI shelter indexes, which would have been raised by 0 percent for the year had an aging adjustment been applied. 1 A complete technical presentation of BLS research on this subject is available in William C. The quality of a housing unit decreases as the unit ages. Existing BLS methods are used to correct for relatively easily measured quality s such as the addition of an extra bedroom, but such methods are inadequate to correct for deterioration in the condition of housing units. 2 The aging adjustment method was specificially designed to correct for quality s associated with this deterioration. The BLS used hedonic regression methods to estimate the aging effect. The estimates were then used to correct the CPI rent and rental equivalence indexes. Hedonic regressions are statistical functions that relate the price of a good to its attributes or characteristics. For example, a hedonic regression relates a housing unit's rent to its size, age, location, etc. By using BLS housing survey data from and Census data from 1980, hedonic regression methods provided estimates of the relationship between a housing unit's rent and age while other housing unit characteristics were held constant. The estimated relationship was then used to construct the aging adjustment. Estimates will be recomputed annually by using the previous year's BLS housing survey data and the most recently available Census data.

112 Technical Notes Brief Explanation of the CPi The Consumer Price (CPI) is a measure of the average in prices over time in a fixed market basket of goods and services. The Bureau of Labor Statistics publishes CPl's for two population groups: (1) a CPI for All Urban Consumers (CPI-U) which covers approximately 80 percent of the total population and (2), a CPI for Urban Wage Earners and Clerical Workers (CPi-W) which covers 32 percent of the total population. The CPI-U includes, in addition to wage earners and clerical workers, groups such as professional, managerial, and technical workers, the selfemployed, short-term workers, the unemployed, and retirees and others not in the labor force. The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors' and dentists' services, drugs, and the other goods and services that people buy for day-to-day living. Prices are collected in 91 urban areas across the country from about 60,000 housing units and approximately 21,000 retail establishments department stores, supermarkets, hospitals, filling stations, and other types of stores and service establishments. All taxes directly associated with the purchase and use of items are included in the index. Prices of food, fuels, and a few other items are obtained every month in all 91 locations. Prices of most other commodities and services are collected every month in the five largest geographic areas and every other month in other areas. Prices of most goods and services are obtained by personal visits of the Bureau's trained representatives. Mail questionnaires are used to obtain public utility rates, some fuel prices, and certain other items. In calculating the index, price s for the various items in each location are averaged together with weights which represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Separate indexes are also published by size of city, by region of the country, for cross calculations of regions and population-size classes, and for 27 local areas. Area indexes do not measure differences in the level of prices among cities, they only measure the average in prices for each area since the base period. The indexes measure price from a designated reference date, , which equals 100. An increase of 7 percent, for example, is shown as 107. Calculating Changes Movements of the indexes from one month to another are usually expressed as percent s rather than s in index points, because index point s are affected by the level of the index in relation to its base period while percent s are not. 113 Homeownership Changes The Consumer Price (CPi) has been d to incorporate a rental equivalence measure of homeowners' costs in accordance with plans announced by the Bureau of Labor Statistics (BLS) on October 27, For the CPI for All Urban Consumers (CPI-U), this was effective with release of the index for January 1983 and for the CPI for Urban Wage Earners and Clerical Workers (CPi-W), it was effective with the release of the January 1985 index. The rental equivalence approach calculates shelter costs of homeowners based on the implicit rent owners would have to pay to rent homes that they own. The old method calculated homeownership as home purchase, mortgage interest costs, property taxes, property insurance, and maintenance and repairs. The new homeownership component was introduced into both the CPI-U and the CPI-W in such a manner that in each case the indexes using the old and new methodologies were equal in the so-called "link month" December 1982 for the CPI-U and December 1984 for the CPI-W. For more information, see the CPI Detailed Report for January 1983, pp Energy Prices Prices are usually available for the U.S. city average, 28 large urban areas, and 16 areas reflecting the four Census regions cross-classified by four population sizes. However, not all energy commodities and services are used in every area of the country. Fuel oil, for example, is not a common heating fuel in some urban areas, particularly in the Sputh and West. Where no average prices are available, the designation will appear, will also appear if the data sufficiency criteria have not been met in any given month. For example, if there are fewer than five usable fuel oil prices for a published city or region size class, no fuel oil prices for the area will be published. All prices, except for electricity, are collected monthly by BLS representatives in the urban areas priced for the CPI. Electricity prices are collected monthly on mail questionnaires by the Department of Energy for BLS. Prices for natural gas and electricity include fuel and purchased gas adjustments and all applicable taxes. Fuel oil and gasoline prices include applicable Federal, State, and local taxes. Natural gas and electricity. Natural gas prices are reported in therms, which are a measure of heating value. Electricity prices are given in kilowatt hours (kwh). For both utility services, the consumption ranges specified in table P-2 are the upper and lower limits of the bill sizes priced for the Consumer Price. The average prices per therm and per kilowatt hour are 109 calculated from bills priced within these ranges. It should be noted that bills, priced for the CPI are not only for different consumption amounts, but may also be calculated from different types of residential rate schedules. The average prices per therm and per kilowatt hour are not, therefore, generally suitable for use in place-to-place price comparisons. The average prices for 40 and 100 therms of natural gas and for 500 kilowatt hours of electricity (table P-l) are calculated from a special price collection program. They are not used in the calculation of the CPI. Since heating and air-conditioning requirements vary by geographic location, climate, and weather conditions, it cannot be inferred that these consumption amounts represent those used by a typical residential consumer. These bills are used merely to track price s over time for constant amounts of consumption, to provide data for place-to-place price comparisons, and to provide continuity with prices of natural gas and electricity formerly published in conjunction with the unrevised Consumer Price. Fuel oil Only #2 fuel oil (home heating oil) is priced. Prices are collected, in most cases, for quantities greater than one gallon. These prices are converted to a per gallon price for this program. Fuel oil prices reflect discounts for quantity and/or quick payment. Gasoline. Gasoline prices are collected at the pump from a sample of full service, mini-service, and selfserve gas stations. Approximate British Thermal Unit (BTU> values for some energy items are as follows, according to the source indicated: 1 therm = 100,000 BTU'S (U.S. Department of Energy). 1 kwh = 3,412 BTU'S (Edison Electric Institute) 1 gallon #2 fuel oil = 140,000 BTU'S (U.S. Department of Energy). Food Prices In the revised CPI, actual weighted average prices are calculated each month at the national level and for the four Census geographic regions. As a result of s in price collection methodology and sample sizes, average prices for individual cities cannot in general be produced. It is hoped, however, that regional average prices will help satisfy the need for local area data. It should be noted, however, that the average food prices in this report reflect variations in brand, quality, and size among geographic areas. Users of average food prices should be aware that these differences exist. Because a number of food commodities are not available in all areas on a year-round basis, prices will
