5 Price Movements ober The Consumer Price for All Urban Consumers (CPI-U) rose 0 percent before seasonal adjustment in ober to a level of 120 ( =100). For the 12-month period ended in ober, the CPl-u increased 4 percent. The Consumer Price for Urban Wage Earners and Clerical Workers (CPI-W) also rose 0 percent in ober prior to seasonal adjustment. The ober CPI-W level of 118 was 4 percent higher than the index in ober. CPI for All Urban Consumers (CPI-U) On a seasonally adjusted basis, the CPl-u rose 0 percent in ober, about the same as the average monthly increase during the first 9 months of. Small increases were recorded in the food, shelter, and energy components. The food index continued to advance up 0 percent in ober but by substantially less than in recent months, largely as a result of a sharp downturn in fresh fruit and vegetable prices. Shelter costs also rose 0 percent in ober. The energy index turned up slightly as higher charges for gas and electricity more than offset a further decline in petroleum-based energy products. In contrast, the CPI excluding food, shelter, and energy rose 0 percent in ober. Over half of this advance was accounted for by sharp increases in clothing prices, automobile insurance, and automobile finance charges. During the first 10 months of, the CPl-u rose at a seasonally adjusted annual rate of 4 percent. This compares with a 4-percent increase for the 12 months that ended in December. The index for food and beverages rose 0 percent in ober. Grocery store food prices, which increased percent in September, were up 0 percent in ober, largely as a result of a sharp downturn in the index for fruits and vegetables. Prices for fresh fruits and vegetables declined percent in ober after advancing 12 percent in the prior 3 months. The index for meats, poultry, fish, and eggs recorded its second consecutive monthly decline in ober. Prices for beef, pork, and poultry were down 0, 0, and percent, respectively. In comparison, each of the other three major grocery store food groups registered larger increases than in September. The 0-percent rise in the ober index for dairy products was the largest in this component since December The index for cereal and bakery products rose 0 percent, about the same as the average monthly increase during the first 9 months of and more than twice the monthly rate during. The other food at home index rose 0 percent in ober, reflecting substantial increases in prices for fats and oils and miscellaneous prepared foods. The other two components of the food and beverage index restaurant meals and alcoholic beverages rose 0 and 0 percent, respectively. The transportation index rose 0 percent in ober following a 0-percent increase in September. Sharp increases in automobile insurance and automobile finance charges up 1 and 3 percent, respectively more than offset a - percent drop in the index for motor fuels. (The 1989 models were included in the CPI for thefirsttime in ober and represented a little over one quarter of the new car sample. They will continue to be phased in over the next several months as the new models replace the old at dealerships. For a report on quality s for 1989 cars, see Producer Price es Data for ober, p.) Used car prices rose 0 percent in ober. The index for public transportation increased 0 percent, the same as in September. Increases in airline fares and intracity public transportation more than offset a decline in other intercity public transportation costs. The 0-percent rise in the housing index was the same as in each of the preceding 8 months. Shelter costs rose 0 percent in ober, the same as in September. Within shelter, renters' and homeowners' costs each rose 0 percent, while maintenance and repair costs declined 0 percent. The index for fuel and other utilities rose percent. Charges for electricity and natural gas increased and percent, respectively, more than offsetting a 4-percent drop in fuel oil prices. Among other utilities and public services, the index for cable television rose 5 percent in ober and has advanced 13 percent in the past 12 months. The index for household furnishings and operations increased 0 percent in ober. An increase of 1 percent in the ober index for apparel and upkeep followed a -percent rise in September. These increases reflect the introduction of higher priced fall and winter merchandise, particularly women's and girls' clothing. During the 12 months ended in ober, prices for apparel commodities have increased 4 percent. The medical care component increased 0 percent in ober and has advanced at a 7-percent annual rate during the first 10 months of. The index for medical care commodities- prescription drugs, nonprescription drugs, and medical supplies rose 0 percent in ober. The index for medical care services increased 0 percent, with the cost of professional services and hospital and related services up 0 and 0 percent, respectively. Entertainment costs rose 0 percent in ober. Increases in fees for participant sports up 1 percent and admissions (to movies, theaters, concerts, operas, other musical events and sporting events) accounted for almost half of the ober advance. The index for other goods and services rose 0 percent in ober following a decline of 0 percent in September. The turnaround in educational expenses tuition and other school fees and school books and supplies which increased less than seasonally anticipated in September, was largely responsible for the increase in ober. CPI for Urban Wage Earners and Clerical Workers (CPI-W) On a seasonally adjusted basis, the CPI for Urban Wage Earners and Clerical Workers rose 0 percent in ober.

110 Technical Notes Brief Explanation of the CPI The Consumer Price (CPI) is a measure of the average in prices over time in a fixed market basket of goods and services. The Bureau of Labor Statistics publishes CPl's for two population groups: (1) a CPI for All Urban Consumers (CPI-U) which covers approximately 80 percent of the total population and (2), a CPI for Urban Wage Earners and Clerical Workers (CPI-W) which covers 32 percent of the total population. The CPI-U includes, in addition to wage earners and clerical workers, groups such as professional, managerial, and technical workers, the selfemployed, short-term workers, the unemployed, and retirees and others not in the labor force. The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors' and dentists' services, drugs, and the other goods and services that people buy for day-to-day living. Prices are collected in 85 urban areas across the countryfromabout 57,000 housing units and approximately 19,000 retail establishments department stores, supermarkets, hospitals, filling stations, and other types of stores and service establishments. All taxes directly associated with the purchase and use of items are included in the index. Prices of food, fuels, and a few other items are obtained every month in all 85 locations. Prices of most other commodities and services are collected every month in the five largest geographic areas and every other month in other areas. Prices of most goods and services are obtained by personal visits of the Bureau's trained representatives. Some data, such as used car prices, are obtainedfromsecondary sources. In calculating the index, price s for the various items in each location are averaged together with weights which represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Separate indexes are also published by size of city, by region of the country, for cross calculations of regions and population-size classes, and for 27 local areas. Area indexes do not measure differences in the level of prices among cities, they only measure the average in prices for each area since the base period. The indexes measure price froma designated reference date, , which equals 100. An increase of 7 percent, for example, is shown as 10. Calculating Changes Movements of the indexes from one month to another are usually expressed as percent s rather than s in index points, because index point s are affected by the level of the index in relation to its base period while percent s are not. The example in the accompanying box illustrates the computation of index point and percent s. s for 3-month and 6-month periods are expressed as annual rates and are computed according to the standard formula for compound growth rates. These data indicate what the percent would be if the current rate were maintained for a 12-month period. 111 Energy Prices Price are usually available for the U.S. city average, 28 large urban areas, and 16 areas reflecting the four Census regions cross-classified by four population sizes. However, not all energy commodities and services are used in every area of the country. Fuel oil, for example, is not a common heating fuel in some urban areas, particularly in the South and West. Where no average prices are available, the designation will also appear if the data sufficiency criteria have not been met in any given month. For example, if there are fewer than five usuable fuel oil prices for a published city or region size class, no fuel oil prices for the area wiil be published. All prices are collected monthly by BLS representatives in the urban areas priced for the CPI. Prices for natural gas and electricity include fuel and purchased gas adjustments and all applicable taxes. Fuel oil and gasoline prices include applicable Federal, State, and Local taxes. Natural gas and electricity. Natural gas prices are reported in therms, which are a measure of heating value. Electricity prices are given in kilowatt hours (kwh). For both utility services, the consumption ranges specified in table P-2 are the upper and lower limits of the bill sizes priced for the Consumer Price. The average prices per therm and per kilowatt hour are calculated from bills priced within these ranges. It should be noted that bills priced for the CPI are not only for different consumption amounts, but may also be calculated from different types of residential rate schedules. The average prices per therm and per kilowatt hour are not, therefore, generally suitable for use in placeto-place price comparisons. The average prices for 40 and 100 therms of natural gas for 500 kilowatt hours of electricity (table P-l) are calculated from a special price collection program. They are not used in the calculation on the CPI. Since heating and airconditioning requirements vary by geographic locations, climate, and weather conditions, it cannot be inferred that these consumption amounts represent those used by a typical residential consumer. These bills are use merely to track price s over time for constant amounts of consumption, and to provide continuity with prices of natural gas and electricity formerly published in conjunction with the unrevised Consumer Price. Fuel oil Only #2 fuel oil (home heating oil) is priced. Prices are collected, in most cases, for quantities greater than one gallon. These prices are converted to a gallon price for this program. Fuel oil prices reflect discounts for quantity and/or quick payment. Gasoline. Gasoline prices are collected at the pump from a sample of full service, mini-service, and self serve gas stations. Approximate British Thermal Unit (BTU) values for some energy items are as follows, according to the source indicated: 1 therm = 100,000 BTU'S (U.S. Department of Energy). 1 kwh = 3,412 BTU'S (Edison Electric Institute) 1 gallon #2 fuel oil = 140,000 BTIFS (U.S. Department of Energy). Food Prices In the revised CPI, actual weighted average prices are calculated each month at the national level and for the four Census geographic regions. As a result of s in price collection methodology and sample sizes, average prices for individual cities cannot in general be produced. It is hoped, however, that regional average prices will help satisy the need for local area data. It should be noted, however, that the average food prices in this report reflect variations in brand, quality, and size among geographic areas. Uses of average food prices should be aware that these differences exist. Because a number of food commoditites are not available in all areas on a year-round basis, prices will not appear in some months for some regions or for the U.S. city average. In other instances, sufficient prices may not be available due to temporary disruptions in supplies. Where no average prices are available, the designation will appear. When a price is not available from an individual store in any months, an estimated price will be calculated for the missing item and used in computing the average price. In cases where the proportion of estimated prices used to calculate the average is considered too high, the average price will not be published and will appear for that item in the table. Because of space limitations in the table, the description for each item is abbreviated. More detailed specifications are available from the BLS Regional Offices or from the Washington Office upon request. Reference Base Change Beginning with the release of data for January in February, most Consumer Price es have shifted to a new reference base year. All indexes previously expressed on a base of 1967=100, or any other base through December 1981, have been rebased to = 100. Only indexes with a base later than December 1981 have maintained their bases. This base was reviewed by the Office of Federal Statistical Policy and Standards, Office of Management and Budget, and is in keeping with the Government's longstanding policy to update index bases periodically. Selection of the period was made to coincide with the updated expenditure weights, which are based upon data tabulated from the Consumer Expenditure Surveys for 1982, 1983, and The last previous rebasing of CPI data occurred 107

112 in February 1971, when the 1967 base was substituted for the former base. Historical data for each CPI series on the new base are available from the Bureau of Labor Statistics (BLS). For the convenience of users, the BLS will continue to publish allitems indexes for the U.S. city average, and for the individual local areas for which CPI'S are published, on their former official reference base (1967 = 100 in most cases). Conversion factors and an accompanying fact sheet on rebasing are available fron BLS. Dividing by one of these factors will rebase the related index series from its current base to its previous reference base. (Users should note: Because of rounding effects, there may be occasional minor differences between the final rebased index and the result obtained using the conversion factor.) Adjustment of Shelter es for Aging Effects Begining with the January CPI, the Bureau of Labor Statistics adjusted the monthly CPI shelter indexes for the in quality resulting from the effect of aging on rental housing. In January, the Bureau announced its intention to begin making such adjustments, assuming that further research substantiated the need to do so. The decision to implement the adjustment was based on extensive BLS research, in which alternative adjustment methods were explored and tested. Evaluation of the research indicates that an aging effect exists, and that the chosen method is operationally feasible. 1 The adjustment affects CPI shelter indexes, which would have been raised by 0 percent for the year had an aging adjustment been applied. The quality of a housing unit decreases as the unit ages. Existing BLS methods are used to correct for relatively easily measured quality s such as the addition of an extra bedroom, but such methods are inadequate to correct for deterioration in the condition of housing units. 2 The aging adjustment method was specificially designed to correct for quality s associated with this deterioration. The estimates were then used to correct the CPI rent and rental equivalence indexes. Hedonic regressions are statistical functions that relate the price of a good to its attributes or characteristics. For example, a hedonic regression relates a housing unit's rent to its size, age, location, etc. By using BLS housing survey data from and Census data from 1980, hedonic regression methods provided estimates of the relationship between a housing unit's rent and age while other housing unit characteristics were held constant. The estimated relationship was then used to construct the aging adjustment. Estimates will be recomputed annually by using the previous year's BLS housing survey data and the most recently available Census data. Seasonally Adjusted and Unadjusted Data Because price data are used for different purposes by different groups, the Bureau of Labor Statistics publishes seasonally adjusted as well as unadjusted s each month. For analyzing general price trends in the economy, seasonally adjusted s are usually preferred since they eliminate the affect of s that normally occur at the same time and in about the same magnitude every yearsuch as price movements resulting from changing climatic conditions, production cycles, model overs, holidays, and sales. The unadjusted data are of primary interest to consumers concerned about the prices they actually pay. Unadjusted data also are used extensively for escalation purposes. Many collective bargaining contract agreements and pension plans, for example, tie compensation s to the Consumer Price unadjusted for seasonal variation. Seasonal factors used in computing the seasonally adjusted indexes are dervied by the x-ll-arlma Seasonal Adjustment Method. The updated seasonal data at the end of 1977 replaced data from 1967 through Subsequent annual updates have replaced 5 years of seasonal data; e.g., data from 1983 through were replaced at the end of. The seasonal movement of the all-items index and 43 other aggregations is derived by combining the seasonal movement of 50 selected components. Each year, the seasonal status of every series is reevaluated based upon certain statistical criteria.
