5 A new Consumer Price for All Urban Consumers (CPIU) and a revised CPI for Urban Wage Earners and Clerical Workers (revised CPIW) were introduced with release of the January data on February 27. The new and the revised CPI's are the result of an 8year effort to update and improve one of the Nation's most important economic statistics. This report presents February data and other information on the new and the revised CPI and on the unrevised CPI for Urban Wage Earners and Clerical Workers (unrevised CPIW) and introduces new regional CPFs crossclassified by population size. For further details, see page 4). Price Movement February. On the other band, after seasonal adjustment, prices for eggs averaged und, and prices for fresh fruits and vegetables, and fish declined. The downtrend in coffee prices continued. Table A. CPI for All Urban Consumers (CPIU) Expenditure category Seasonally adjusted percent. January February February The Consumer Price for All Urban Consumers rose 0 percent before seasonal adjustment in February to 188 percent of its 1967 base. The revised Consumer Price for Urban Wage Earners and Clerical Workers increased 0 percent before seasonal adjustment in February to 188 percent of its 1967 base. CPI for All Urban Consumers (CPIU) seasonally adjusted s On a seasonally adjusted basis, the CPI for All Urban Consumers (CPIU) rose 0 percent in February, compared with 0 percent in January. Food and beverage prices rose sharply for the second consecutive month, up L2 percent. Among other major expenditure categories, the February increases of 0 percent for medical care and 0 percent for transportation were the same as in January. The increase of 0 percent for housing in February, however, was somewhat smaller than in January. The apparel and upkeep index declined percent in February, following a moderate rise in January. The February rise in the food and beverage index stemmed from increases of 1 percent for grocery store foods, percent for restaurant meals, and 0 percent for alcoholic beverages. These increases were about the same as in January. Almost threefourths of the February rise in the foodathome index was due to higher prices for meats and poultry. Beef prices rose 4 percent in February, compared with increases of about 2 percent in each of the 3 preceding months. Pork and poultry prices also showed large increases in February 2 percent and 1 percent, respectively but not as much as in January. Prices for most other foods such as cereal and bakery products, dairy products, sugar and sweets, salad and cooking oils, and processed fruits and vegetables also rose in All items Food and beverages Housing Apparel and upkeep Transportation Medical care Entertainment Other goods and services 0 0 In the housing category, the index for residential rent increased 0 percent and homeownership costs rose 0 percent in February both less than in January. The slower rise in the latter group reflected smaller price increases for houses and home maintenance and repair commodities. Prices of housefumishings rose moderately in February for the second consecutive month. Charges for housekeeping services increased 0 percent, compared with percent in January. The index for fuel and other utilities advanced 0 percent in February, considerably more than in January, primarily as the result of increases in charges for electricity and natural gas. In the medical care component, prices of commodities such as prescriptions and nonprescription drugs and supplies increased 0 percent in February, slightly more than in January. Charges for professional services rose 0 percent and charges for hospital and other medical care services rose 1 percent in February, both about the same as in January. The February rise in the transportation index was primarily due to increases for new and used cars. After seasonal adjustment, the index for new cars rose 0 percent and the index for used cars rose 2 percent, both about the same as in January. Charges for auto repairs and maintenance also continued to rise. Gasoline prices, which averaged und in January, declined slightly in February. Among public transportation charges, taxicab fares rose percent, intercity bus fares 1 percent, and airline fares 0 percent in February. 1

6 The increase of 0 percent in the entertainment index was due to higher prices for commodities such as sporting goods, toys, and musical instruments and for services such as membership dues. Prices for reading materials declined in February, following a large rise in January. In the apparel and upkeep category, prices declined in February for all types of clothing percent for men's and boys', 2 percent for women's and girls', and percent for infants' and toddlers' apparel. Charges for apparel services, however, continued to show large increases percent in February and percent in January. Revised CPI for Urban Wage Earners and Clerical Workers (revised CPIW) seasonally adjusted s The revised CPI for Urban Wage Earners and Clerical Workers also rose 0 percent in February after seasonal adjustment, following a 0percent increase in January. The rapid rise in food and beverage prices continued, with an increase of percent in February and percent in January. The index for entertainment also rose percent in February, compared with 0 percent in January. Among other expenditure categories, the medical care index rose 0 percent, and housing and transportation each rose 0 percent in February, but the index for apparel and upkeep declined 0 percent. The index for food purchased in grocery stores rose 1 percent in February, the same as in January. Beef prices continued to advance rapidly. Prices for pork, poultry, cereal and bakery products, sugar and sweets, fats and oils, processed fruits and vegetables, and fresh fruits also rose in February. Prices declined, however, for fresh vegetables, fish, eggs, and coffee. Prices of food away from home rose 0 percent and alcoholic beverages 0 percent. The percent rise in the entertainment category reflected sharp increases in prices for toys, musical instruments, photo supplies and equipment, and membership dues. The medical care index rose 0 percent in February, the same as in January. Prices for medical care commodities rose 0 percent. This was more than twice the January increase as a result of large advances in prices of prescription and nonprescription drugs and supplies. Charges for medical care services rose 0 percent, the same as in January. The housing index increased 0 percent in February. This was less than in January, reflecting smaller increases for rent and homeownership costs such as houses and home maintenance and repair commodities. Charges for utilities, particularly electricity and natural gas, rose sharply, and charges for housekeeping services continued to increase. The index for transportation also rose 0percent in February, compared with 0percent in January. February increases of 2percent in the used car index, 0percent in the new car index, and 0 percent for public transportation were somewhat smaller than in January. In the apparel and upkeep category, prices for apparel commodities declined percent in February, reflecting lower prices for most types of clothing. Charges for apparel services, however, rose percent as laundry and drycleaning charges continued to show large increases. 7 Changes in the unrevised and revised CPI for Urban Wage Earners and Oerical Workers Table C shows the February indexes, and unadjusted* jpercent s from January, for selected expenditure groups in the unrevised CPIW and the revised CPIW. Detail for the unrevised CPIW using the new publication format is available on request. Further details for the unrevised CPIW presented in the form previously published are shown in tables and. Differences in price s in the two indexes are due to many differences between them, including expenditure weights, samples of items and cities priced, and price collection methodology. For example, food prices for both the CPIU and the revised CPIW are collected throughout the entire month. For the unrevised CPIW, food prices are collected in the first week of the month. Table C. 8 Technical Notes on the Consumer Price Revision With release of the January CPI data introduced, the Bureau of Labor Statistics introduced (1) a new CPI for all Urban Consumers and (2) a revised CPI for Urban Wage Earners and Clerical Workers. The unrevised CPI for Urban Wage Earners and Clerical Workers will be published until the June index is released, after which it will be discontinued. The new CPI and the revised CPI will continue into the future. The CPI for All Urban Consumers includes, in addition to wage earners and clerical workers, groups which historically have been excluded from CPI coverage such as professional, managerial, and technical workers, the selfemployed, shortterm workers, the unemployed, and retirees and others not in the labor force. At the national level, this index covers approximately 80 percent of the total noninstitutional civilian population of the United States. The revised CPI for Urban Wage Earners and Clerical Workers (revised CPIW) represents about onehalf of the population covered by the CPI for All Urban Consumers (CPIU). (Neither index includes persons in the military services or in institutions, or persons living outside urban areas such as farm families.) BLS will publish the unrevised CPI for 6 months so that those who have difficulty making the transition quickly to the revised CPI or to the new CPI will have some extra time. Both the new CPIU and the revised CPIW form a continuous series with the unrevised CPIW. For the national index and for the five areas for which indexes are published monthly, this was accomplished through a process called pivoting in which the new and revised indexes were set equal to the unrevised CPI as of December. Each index will move upward or downward from that level in accordance with, subsequent s in prices. es for six areas were pivoted as of November, and others will be pivoted in accordance with the schedule shown in table D. The standard reference base period for the revised and the new CPI remains 1967=100', the same as for the unrevised index. Local area indexes. The number of CPFs for local areas was expanded to 28 from 24 in the unrevised series. The four additional indexes cover Miami, Florida; Portland, Oregon; Scranton, Pennsylvania; and Denver, Colorado. With the exception of Miami (base period Nov. ) and Anchorage (base period Oct. 1967), the base period for the area indexes remains 1967=100. The U.S. index and those for the five largest cities will continue to be published monthly. es for all other areas will be published bimonthly instead of quarterly as in the unrevised index. (See table D.) The from quarterly to bimonthly publication schedules for local area indexes in the revised CPI may present problems for some users of the CPI. The Bureau is prepared to provide, upon request, estimates of revised local area indexes for those months covered under the previous quarterly publication schedule but not under the bimonthly schedule. Note that area indexes for the unrevised Urban Wage Earners and Clerical Workers (unrevised CPIW) both for monthly and quarterly publication areas will be terminated with publication of the June index. Regional indexes. This release introduces new regional CPI's crossclassified by population size. These indexes will enable users in local areas for which an index is not published to get a better approximation of the CPI for their area by using the appropriate populationsize class measure for their region. These indexes are based on December =100, and will b'e published bimonthly. The ability to produce this information results from a major expansion in the number of areas in which price data are collected for the new and the revised CPI to 85 from 56 urban areas in the unrevised index. The sample for the unrevised index was based on the 1960 Census of Population. The 85area design is a probability sample of urban areas based on the 1970 Census of Population. es by regions only and populationsize only will also be published bimonthly. Source of data. Improvements were made in obtaining the updated consumption weights for the new and the revised CPI's through s in sample design and collection methods. See table E for a comparison of the weighting structures for the new, the revised, and the unrevised indexes. Substantial improvements were also made in the method of selecting retail stores in which price data are collected for the CPI. The selection of retail stores was based, for the most part, on the results of a household survey referred to as the PointofPurchase Survey in which families across the country were asked for information on the name, location, and amount spent in retail stores for many different categories of goods and services. Data provided from this household survey have been used to develop a consistent, objective, and scientificallybased sample of retail stores and service establishments for the CPI. In addition, a major in the process of item selection for pricing within stores was introduced. For the unrevised. CPI, data collectors select items conforming to detailed specifications, which are basically the same for every store across the country. For the new and the revised CPI's, the selection of each detailed item is keyed to the sales experience of the store in which it is priced. Data collectors work from a list of fairly general categories in

11 selecting the item to be priced over time. The new procedure gives each variety, brand, size, etc., a chance of selection proportional to its importance in total sales for the general category in the particular store. Once selected, the same item is priced over time. As a result, a considerably larger range of goods and services will be priced, giving a much better representation of the varieties that exist in the market place. Timeliness of data. Food items in the CPI which were priced in the first week of each month in the unrevised series will be priced during the entire month for the new and revised series. This makes pricing for the food component consistent with pricing for the other components of the CPI. The collection of prices of other items is being spread more evenly over the month, and prices collected on a quarterly cycle for the unrevised series will be collected on a bimonthly cycle. Consequently, the new and revised CPI will be more representative of the month as a whole, and price s will be reflected more quickly. Presentation of data.
