4 Price Movements The Consumer Price for All Urban Consumers (CPI-U) increased 0 percent before seasonal adjustment in. The level of 299 (1967 = 100) was 2 percent higher than the index in. The Consumer Price for Urban Wage Earners and Clerical Workers (CPI-W) rose 0 percent in, prior to seasonal adjustment, to a level of 298 (1967 = 100). For the 12-month period ended in, the CPI-W has increased 2 percent. The CPI-W is used for indexing Social Security and some other Federal payments. It is also commonly used as an escalator in collective bargaining agreements. CPI for All Urban Consumers (CPI-U) seasonally adjusted s On a seasonally adjusted basis, the CPI for All Urban Consumers rose 0 percent in, following a 0 percent rise in. For the first 7 months of, the CPI-U rose at a seasonally adjusted rate of 3 percent. All major categories of consumer spending other than entertainment contributed to the modest acceleration in the overall CPI. The index for food and beverages declined, but by less than in the preceding month. All other major expenditure categories recorded moderate increases in, except for the other goods and services index which registered a large gain. The index for food and beverages recorded its second consecutive monthly decline. Grocery store food prices, which declined 0 percent in, were down 0 percent in. Continuing sharp drops in the indexes for beef, pork, and fish more than offset the small increases in most other grocery store foods. Prices for all these items were below their levels of a year ago. Poultry prices were sharply higher in, but remained below their level. On the other hand, egg prices were down in, although over the year they increased 2 percent. The index for fruits and vegetables rose 0 percent in, but also remained below its level a year ago. The other two components of the food and beverage index restaurant meals and alcoholic beverages rose 0 and 0 percent in, respectively. The housing component rose 0 percent in, following a 0 percent increase in. All three major housing groups shelter, fuel and other utilities, and household furnishings and operations registered larger increases in than in the preceding month. Shelter costs increased 0 percent, with renters' costs up 0 percent and homeowners' costs 0 percent higher. The 0 percent rise in the index for fuel and other utilities derives from small increases in prices for fuel oil and natural gas, a large rise in water and sewerage costs, and a slight drop in electricity charges. The index for household furnishings and operations increased 0 percent in. The transportation component advanced 0 percent in, following a 0 percent increase in. Used car prices rose 1 percent, following increases of 1 percent in each of the 2 preceding months. The acceleration in used car prices was partially offset by the moderation in prices for motor fuels and new vehicles. As of, however, gasoline prices were still 9 percent below their peak level in March New car prices were und in, after registering a slight increase in. On the other hand, the 0 percent decline in the automobile finance charge index its 12th consecutive monthly decrease was substantially less than the average monthly decline during the preceding 11 months. The index for public transportation rose 0 percent, the same as in, reflecting increases in fares for airlines and intercity trains. The increase of 0 percent in the medical care component was somewhat more than the increases in each of the previous 4 months, though significantly less than the double-digit rates that prevailed during the past 4 years. The index for medical care commodities, which includes prescription and non-prescription drugs and medical supplies, increased 0 percent. Within medical care services, charges for professional services and hospital rooms rose 0 and 1 percent, respectively. The index for apparel and upkeep advanced 0 percent in, following a 0 percent increase in. Seasonal price reductions were, on average, less than during recent years. Charges for apparel services rose 0 percent. The index for other goods and services registered an increase of 1 percent in compared with 0 percent in. A 3 percent rise in cigarette prices accounted for most of the increase. Since, cigarette prices have increased 25 percent, due in part to an increased Federal excise tax in January. The entertainment index rose 0 percent in, the same as in. CPI for Urban Wage Earners and Clerical Workers (CPI-W) seasonally adjusted s On a seasonally adjusted basis, the CPI for Urban Wage Earners and Clerical Workers rose 0 percent in, following a 0 percent increase in. Most major categories of consumer spending contributed to the modest acceleration. The 0 percent rise in the CPI-W compares with an increase of 0 percent in the CPI-U. The CPI-U uses a rental equivalence measure, which rose 0 percent in, to measure shelter costs of homeowners. Homeownership in the CPI-W, which uses house prices, mortgage interest rates, property taxes, property insurance, and maintenance and repair costs, rose 0 percent in. Small increases in mortgage interest rates, property taxes, and maintenance and repair costs offset a small decline in house prices. Property insurance costs were und. Announcement to Users: Homeownershlp Changes Effective with release of the index for January, the Bureau of Labor Statistics d the way homeowner costs are measured in the CPI-U to rental equivalence. The rental equivalence approach calculates homeowner costs of the shelter based on the implicit rent owners would have to pay to rent the homes they own. The old method calculated homeowner costs as home purchase, mortgage interest costs, property taxes, property insurance and maintenance and repair. As previously announced, the CPI-W will be d to rental equivalence effective with data for January The CPI experimental measures, known as the CPIu, X-l through CPI-U, X-5 are no longer being published. The new homeowners' cost component was introduced into the CPI-U in such a manner that the indexes using the old and new methodologies were equal in the socalled link month December. A similar technique will be employed for the CPI-W in December This technical procedure has been used in previous revisions of the CPI. In accordance with historical practice, the BLS made available calculations for the CPI-U from January to based on the old method of homeownership. A 6-month overlap period for the CPI-W will also be made available to users; it will run from January to The new homeowners' cost component is similar to the one used in the CPI-U, X-l, with 4 important

6 refinements. First, BLS has calculated a set of owner weights for the individual units in the CPI rent sample. These new weights make the rent sample represent owner-occupied housing and permit the calculation of a rent estimate for homeowners. Second, the Bureau has augmented the rent sample in order to enhance the rental equivalence measure. This new sampling is concentrated in areas where the housing is predominantly owner occupied in order to increase the proportion of rental units that have characteristics similar to owner-occupied units. Third, the expenditure weight for rental equivalence, which for the experimental index, X-l, was calculated by means of a short-cut method, has been recalculated using the complex statistical estimating procedure used for weights in the official CPI. In addition, the weights associated with other homeowner expenditures for such things as insurance, appliances, and maintenance and repairs have been modified to be consistent with the rental equivalence concept. This enhancement has improved the quality of the national CPI'S rental equivalence weight and provides weights for computation of local area CPI-U'S using the rental equivalence approach. Finally, the computer system which produces the CPI ach month has been expanded to accommodate the calculation, with complete item and geographic detail, and with proper geographic weighting for the rental equivalence approach, BLS will continue to work on other refinements in the statistical estimating techniques used in the rental equivalence measure. A more detailed description of the methods employed is available from BLS on request.

79 Technical Notes Brief Explanation of the CPI The Consumer Price (CPI) is a measure of the average in prices over time in a fixed market basket of goods and services. Effective with the January 1978 index, the Bureau of Labor Statistics began publishing CPI'S for two population groups: (1) a new CPI for All Urban Consumers (CPI-U) which covers approximately 80 percent of the total noninstitutional civilian population; and (2) a revised CPI for Urban Wage Earners and Clerical Workers (CPI-W) which represents about half the population covered by the CPI-U. The CPI-U includes, in addition to wage earners and clerical workers, groups which historically have been excluded from CPI coverage, such as professional, managerial, and technical workers, the self-employed, short-term workers, the unemployed, and retirees and others not in the labor force. The CPI is based on prices of food, clothing, shelter, and fuels, transportation fares, charges for doctors' and dentists' services, drugs, and the other goods and services that people buy for day-to-day living. Prices are collected in 85 urban areas across the country from about 18,000 tenants, 18,000 housing units for property taxes, and about 24,000 establishments grocery and department stores, hospitals, filling stations, and other types of stores and service establishments. All taxes directly associated with the purchase and use of items are included in the index. Prices of food, fuels, and a few other items are obtained every month in all 85 locations. Prices of most other commodities and services are collected every month in the five largest geographic areas and every other month in other areas. Prices of most goods and services are obtained by personal visits of the Bureau's trained representatives. Mail questionnaires are used to obtain public utility rates, some fuel prices, and certain other items. In calculating the index, price s for the various items in each location are averaged together with weights which represent their importance in the spending of the appropriate population group. Local data are then combined to obtain a U.S. city average. Separate indexes are also published by size of city, by region of the country, for cross-classifications of regions and population-size classes, and for 28 local areas. Area indexes do not measure differences in the level of prices among cities; they only measure the average in prices for each area since the base period. The index measures price s from a designated reference date 1967 which equals 100. An increase of 122 percent, for example, is shown as 222.
