3 SECTION A INFORMATION FOR APPLICANTS 1. PROPOSAL NAME This Request for Formal Quotes (RFQ) will be referred to as the RFQ Supply and Delivery of One Cutaway Style Diesel Powered Community Transit Bus -Town of Tecumseh June 6, SCOPE OF WORK The Corporation of the Town of Tecumseh (Town) is seeking quotes to supply and deliver one Cutaway Style Diesel Powered Community Transit Bus. 3. CLOSING TIME AND DATE Quotations must be received no later than 2:00 p.m. on Thursday, June 16, Proposals should be returned in a sealed envelope marked: RFQ Supply and Delivery of One Cutaway Style Diesel Powered Community Transit Bus Town of Tecumseh June 6, 2011 At the following address: Corporation of the Town of Tecumseh 917 Lesperance Road Tecumseh, Ontario N8N 1W9 Attention: Laura Moy, Director Staff Services/Clerk Any proposal received after the specified closing time will be returned unopened. 4. PROPOSAL OPENING The opening of the submissions shall commence at 2:05 p.m. on Thursday, June 16, 2011, unless the Clerk or designate acting reasonably postpones the start to some later hour, but the opening shall continue once started, until the last bid is opened. GENERAL TERMS AND CONDITIONS This RFQ is subject to the Town of Tecumseh s Procurement Policies and Procedures as outlined in the Town of Tecumseh Purchasing By-Law The Town reserves the right to reject any and all submissions without incurring any liability whatsoever. 7. EVALUATION PROCESS Each response to this Request for Quotes will be evaluated by the Town to determine the degree to which it responds to the requirements as described. Page 4 of 14

5 SECTION B CONDITIONS 1. GENERAL CONDITIONS a) The Successful Respondent shall indemnify and hold harmless the Town, its officers, council members, partners, agents and employees from and against all action, claims, demands, losses, costs, damages, suits or proceedings whatsoever which may be brought against or made upon the Town and against all loss, liability judgment, claims, suits, demands or expenses which the Town may sustain, suffer or be put to resulting from or arising out of the company s failure to exercise reasonable care, skill or diligence or omissions in the performance or rendering of any work or service, required hereunder to be performed or rendered by the company, its agents, officials and employees. Any agreement that results from this RFQ will be subject to the laws of the Province of Ontario and Canada. b) The Successful Respondent shall employ a high standard of public relations and communication. c) The Successful Respondent agrees that the Owner has the right to accept or reject all or any portion of this quotation. d) The Corporation of the Town of Tecumseh is part of the broader public service of the Province of Ontario and as such is entitled to the Concessions (discounts) as arranged by the Ministry of Government Services under VOR: OSS Page 5 of 14

6 SECTION C SPECIFICATIONS 1. DESCRIPTION OF VEHICLE The vehicle is to be a new 2010 or 2011 Ford E450 (or equivalent) Commercial Cutaway Heavy Duty Diesel Powered Transit Bus with a minimum of 15 passenger seating capacity plus two wheelchair spaces for use in the Tecumseh Transit Service. 2. GENERAL REQUIREMENTS The Diesel Powered Lift Equipped Bus should be designed and constructed for use as an accessible cutaway style bus with a curb side wheelchair lift. The bus to be supplied must be designed for ease of maintenance and comply with all Federal and Provincial legislation, including but not limited to, Federal Vehicle Safety Standards and Canadian Motor Vehicle Safety Standards in effect at the time of delivery and must be a current standard production model, current for the model year in which it was delivered. The specification herein states the minimum requirements of the Town. All bids must be regular in every respect. Unauthorized conditions, limitations, or provisions shall be cause for rejection. The Town will consider as irregular or non-responsive any bid not prepared and submitted in accordance with the bid document and specification, or any bid lacking sufficient technical literature to enable the Town to make a reasonable determination of compliance to the specification. It shall be the bidder s responsibility to carefully examine each specification item. Failure to offer a completed bid or failure to respond to each section of the specifications will cause the tender to be rejected without review as nonresponsive. All variances, exceptions and/or deviations shall be fully described in the appropriate section. The vehicle furnished to meet this specification must be of first class quality in every respect and the workmanship must be the best obtainable in the various trades. The body, chassis and accessories must be designed and constructed according to accepted modern practice to produce a vehicle of substantial and durable construction. 3. EQUIVALENT PRODUCT The specifications are prepared with the intention of providing a basis for securing competitive bids. Notwithstanding certain detail or specifications, commodities or equipment of similar design and construction will receive consideration if, in the opinion of the Town, they are considered to be suitable for Page 6 of 14

7 the intended application and generally conform to performance requirements. Bids will be accepted for consideration on any make or model that is equal or superior to the vehicle specified. Decisions of equivalency will be at the sole interpretation of Town. A blanket statement that equipment proposed will meet all requirements will not be sufficient to establish equivalence. Original manufacturer s brochures are to be submitted with the tender. 4. SPECIFICATIONS It is understood that all specifications listed are the MINIMUM REQUIREMENT. Tenders not meeting the minimum specifications MAY NOT BE CONSIDERED. Please indicate clearly where the equipment you are quoting exceeds or is not as stated in the specifications. Bidders must note their compliance to the specifications in the space provided by checking the appropriate YES or NO column. Only NEW (no demonstrator models) are to be quoted. Deviations or changes must be noted in the Specify Actual column or explained in detail on a separate sheet. The use of words such as exceeds, equal to or not required will not be accepted in lieu of a detailed explanation. 12 transmission upshift. All noise readings shall be taken at 50 feet from and perpendicular to the centerline of the bus with all accessories operating.
