1 Advertisement to Bidders (1) Brush Fire Truck Watertown Fire Rescue Sealed bids will be received by the City of Watertown at the Finance Office in City Hall, 23 Second Street NE, Watertown, SD 57201, until 2:00 PM on the 18th day of December, 2013 for providing a bid for 1 Brush Fire Truck. The bids will then be publicly opened and read at that time by authorized representatives of the City. The awarding of the bids may be made at the next regular meeting of the City Council. The bid documents have been placed on file at the City Finance Office and are available to the bidder along with specifications for the Brush Fire Truck. The bid documents have also been placed on the City of Watertown web page at Bids must be accompanied by a certified check, cashier s check, or a bank draft, payable to the City of Watertown in the amount equal to five percent (5%) of the amount bid, or a bid bond of ten percent (10%) is also acceptable. 3 BID SPECIFICATIONS NOTE TO BIDDERS: Whenever any brand name or other indication of a particular product or manufacturer is used in this specifications, it is for illustration purposes only to more clearly identify the piece of equipment sought. Wherever these indications appear, bidders are instructed that they may presume the words or approved equal have been incorporated into these specifications. EXCEPTIONS TO SPECIFICATIONS: Exceptions to these specifications shall be noted below. All exceptions taken shall be recorded per the guidelines defined above. 4 Page #: Header: Exception: Page #: Header: Exception: Page #: Header: Exception: NFPA 1906 COMPLIANCE The National Fire Protection Association Standard for Wildland Fire Apparatus, 2012 Edition, is hereby adopted and made a part of these specifications, the same as if it were written out in full detail, with the exception of the section dealing with "Equipment Recommended for Various Types of Apparatus". Bidders shall provide the equipment requested herein and the buyer shall supply the rest before the apparatus is put into service. NFPA STATEMENT OF EXCEPTIONS The proposed apparatus as described in this specification document does not meet the intent and applicable requirements based on the specified edition of NFPA in the following areas: The specified chassis does not meet the NFPA recommendation of section which requires the seat belt webbing to be bright red or orange in color. This option is not available from the chassis manufacturer. The required Equipment as stated in the newest edition of NFPA 1906, section 5.7 shall be the responsibility of the purchaser unless otherwise specified in these specifications. VEHICLE STABILITY The apparatus shall comply with the vehicle stability requirements of the 2009 edition of NFPA The apparatus shall be considered substantially similar to a previously tested apparatus meeting the stability requirements based on section FACTORY AUTHORIZED SERVICE CENTER Due to the complex nature of the apparatus, there shall be a Factory Authorized Service Center located within 300 miles of Watertown, SD. As this unit is a critical component of the Watertown Fire Rescue s fleet.

OEM PAINTED CHASSIS CAB The chassis cab shall be as painted from the chassis manufacturer. Vermillion Red OEM PAINTED CHASSIS RIMS The chassis rims shall be painted gray in color by the chassis manufacturer. CHASSIS MODIFICATIONS The chassis SEIC (Stationary Engine Idle control) system shall be wired to engage automatic high idle when the emergency brake is applied. A UREA tank fill flange shall be supplied and mounted on the left side of the apparatus. A fuel fill pocket flange shall be supplied and mounted on the left side of the apparatus. LETTERING The finished apparatus shall be decaled on each front chassis door. The decal will be supplied by Watertown Fire Rescue. The Apparatus number shall be applied to each side of the chassis hood. NOTE: If lettering request exceeds above noted character amount an additional charge will be added to the final invoice. REFLECTIVE STRIPING A white 4" scotchlite reflective stripe shall be affixed to the exterior perimeter of the chassis cab and the flatbed body. A white reflective stripe shall also be applied to the interior of each chassis cab door and/or any equipment such as roll-out trays or frames that protrude beyond the body of the apparatus to indicate a hazard or obstruction.

6 ALUMINUM FLATBED The flatbed shall be designed to mount on a 60" cab to axle chassis with dual rear wheels. The deck shall measure approximately 100" wide x 110" long. The frame shall consist of 2" x 6" x 1/4" wall channel and 2" x 2" x 1/4" wall support angles. There shall be a minimum of seven 2" extruded aluminum tubular cross members extending the full width of the deck to support selected equipment, compartments, and water tank, etc. The left and right sides of the flatbed shall consist of 5" extruded aluminum channel and the deck shall be constructed with a combination of.125" aluminum treadplate and.125" aluminum NFPA embossed treadplate. The rear flatbed panel shall be constructed of smooth aluminum. The flatbed shall be fastened to the chassis frame in a minimum of six locations. There shall be two (2), spring loaded u-bolts at the front to allow flexing, two (2) rigid u-bolts, and two bolts or tow eyes through the rear frame flange plate. Two (2), mud flaps shall be supplied and mounted one on each side behind the rear wheels. The body shall carry a (7) seven-year structural warranty. HEADACHE RACK The body shall have an aluminum headache rack at the front of the flatbed to protect the rear of the chassis cab. The headache rack shall be modified to accommodate the specified lightbar. HEADACHE RACK SPOT LIGHTING Two (2), Whelen model PFBP12C Par 36 flood lights shall be provided and mounted one on each side of the headache rack. Each light head shall feature a pedestal/swivel style mounting base, 12-Super LEDs with a built-in on/off switch, T-Handle and black housing with chrome rear cover. There will be separate on/off switches to be operated from center console, inside cab. UNDER BED COMPARTMENT There shall be an aluminum storage compartment located under the flatbed deck. This compartment shall be approximately 24" W x 5" H x 104" D and accessible from the rear of the apparatus with a horizontally hinged drop down aluminum treadbrite door. REAR STEP; PERMANENT MOUNT The rear step framework shall be constructed, with 3" channel iron and welded to the frame rails at the rear of the chassis. The stepping surface shall be approximately 8" in depth and 34" wide. The step frame shall be painted black in color.

7 TOW EYES Two (2), heavy duty chrome tow eyes, shall be installed at the rear of the body above the rear step. The tow eyes shall have a 2-3/16" inside diameter eye with a 1-1/4" threaded shaft and nut. The tow eyes will be fastened directly to each rear chassis frame rail. CUSTOM COMPARTMENTS The compartments for storage will meet or exceed the following specifications (Aluminum or Polypropylene). There will be no exceptions made for pre-manufactured bolt on type toolboxes. All compartments shall be of sweep-out type with no lip at bottom edge for easy cleaning. All compartments mounted above the flatbed deck shall be 21" deep, with a useable depth of 19". Option A: ALUMINUM CONSTRUCTION TREADBRITE COMPARTMENT CONSTRUCTION The compartments shall be constructed entirely of fire apparatus quality 1/8" aluminum treadbrite sheets, using the break-and-bend method of fabrication, then welded together. This uniform method of construction forms the aluminum into a strong, yet flexible structure. TREADBRITE COMPARTMENT DOORS Compartment doors shall be lap type, with double panel aluminum construction consisting of a.125" treadbrite outer door panel and a.125" smooth inner stiffener panel. There shall be a heavy-duty, automotive type, extruded rubber molding installed around the doors to insure a weatherproof seal. The doors shall be fastened to the compartment with a polished stainless steel continuous hinge and stainless steel bolts. The door handles shall be 6-1/8" diameter stainless steel recessed type, with nondirectional bent "D" ring type handles. An adjustable single point center latch, with a double catch and adjustable striker plate shall be furnished on all compartment doors to keep a tight seal. All horizontally hinged lift-up compartment door(s) shall be furnished with two (2), pressurized, gas filled pneumatic cylinders to assist in raising and holding the door in the open position. The lift-up door(s) shall swing-up 30-degrees past horizontal position to allow for head clearance.

8 OPTION B: POLYPROPYLENE CONSTRUCTION POLYPROPYLENE COMPARTMENT CONSTRUCTION All compartments will be made with ½ polypropylene sheet. All compartments shall have a minimum of one (1) louvered panel bolted into a wall to provide the proper airflow inside the compartment. The overlap polypropylene compartment doors shall be securely attached to the body with a full stainless steel hinge. Door openings shall be fitted with solid neoprene weather strip completely sealing the perimeter of the compartment door opening. Drop down door shall be installed with a cable retaining. The compartment doors are latched with recessed, polished stainless steel D ring handles and locks. Roll-up compartment doors shall be equipped with Amdor brand or equivalent roll-up doors or equivalent complete with the following features: door ajar switch, aluminum double wall slats with continuous ball & socket hinge joint and recessed slat seal, double wall reinforced bottom panel with stainless steel lift bar latching system, reusable slat shoes with positive snap-in securement, one-piece aluminum door track / side frame, top gutter with non-marring seal, non-marring side seals, bottom seal, with all wear component material to be Type 6 Nylon. Roll-up doors to be anodized gray. LEFT SIDE COMPARTMENTS One (1), 60" wide x 36" high compartment shall be mounted on top of the flatbed deck on the left side. This compartment shall have a door with an opening of approximately 56" wide x 24" high and a useable depth of 19". There shall be one (1), compartment located below the flatbed on the left side The compartment door opening to be approximately 32" wide x 16" high with a usable depth of 18" and a single horizontally hinged 90 degree drop-down door with a jackknife style stop. DUNNAGE STORAGE There shall be a dunnage storage area located above the left side compartment. The compartment shall be 12" in height and constructed integral with left side compartment. RIGHT SIDE COMPARTMENTS

9 There shall be a full length 84" long x 36" high compartment located above the flatbed on the right side. The compartment shall have two (2), door openings of approximately 38" wide x 24" high. There shall be one (1), compartment located below the flatbed on the right side. The compartment door opening to be approximately 32" wide x 16" high with a usable depth of 18" and a single horizontally hinged 90 degree drop-down door with a jackknife style stop. DUNNAGE STORAGE There shall be a dunnage storage area located above the right side compartment. The compartment shall be 12" in height and constructed integral with right side compartment. A permanent divide shall be provided 4" from inside wall of compartment to provide a hosebed storage area. This area shall be equipped with drain holes to allow standing water to exit. FRONT TRANSVERSE COMPARTMENT There shall be a front transverse compartment located to the rear of the headache rack at the front of the flatbed. The compartment shall extend from the left side of the flatbed deck to the right side of the flatbed deck. The compartment shall be 20" wide x 36" high and shall have two front vertically hinged doors. The door opening shall be 16 wide x 28" high. HOSEBED There shall be a hosebed compartment located above the front transverse compartment. The compartment shall be approximately 6" in height and constructed integral with the lower enclosed compartments. This area shall be equipped with drain holes to allow standing water to exit. The hosebed will be covered. A webbing restraint shall be located on the end of the hosebed to prevent unintentional deployment of hose. The webbing shall be opened and closed using lift-a-dot style fasteners which will also aid in preventing the cover from accidentally opening in route to the scene. VERTICAL STRUT CHANNELS The following compartments shall be equipped with vertical strut channels for the future installation of shelves: Right Front Side Compartment Right Rear Side Compartment Transverse Compartment (2)front Transverse Compartment (2)rear

10 ADJUSTABLE SHELVING There shall be adjustable shelving constructed of 1/8" aluminum treadbrite, with a 2 lip bent up around the perimeter of the shelf. The shelves shall be located in the following compartment(s): One (1), right front side compartment. One (1), right rear side compartment. TURTLE TILE MATTING Turtle Tile matting shall be provided with the completed apparatus. This style of matting is composed of ¾ recycled PVC with a grid style surface providing maximum drainage and traction. The matting shall be black in color with yellow edging when applicable. Matting shall be installed in the following areas of the apparatus: Two (2), Above Deck Compartment Floor(s) Two (2), Below Deck Compartment Floor(s) One (1), Front Hosebed Two (2), Dunnage Storage Compartment(s) Two (2), Adjustable Shelve(s) CUSTOM CAB CONSOLE w/switch PANEL One aluminum fire application custom console installed between seats with rocker switch. To be quickly identified and visible to the driver and passenger while seated, the rocker switches shall be installed on the top face of the console designed with a 40 deg. angle. This area shall be able to hold at least two rows of rocker switches. All switches shall be rocker style internally lighted and appropriately identified by panel mounted legends. The first lighted rocker switch to be a red Master Optical Warning switch. A master body disconnect automatic switch, normally open contacts, shall be provided to disconnect all electrical loads not provided by the chassis manufacturer. The starter solenoids shall be connected directly to the batteries. All rocker switch to have a green On indicator that is visible from the driver s position shall be provided. The console will have an area to accommodate department map books, clipboards etc.. The console shall also have a custom desinged area for radio head & Siren installation. All electrical components like breaker, relays, wiring etc. will be installed inside this customized console and protected with an aluminium box. This console will be design to easily gain access to those

11 breaker, relays, wiring, etc. Controls and switches that are expected to be operated by the driver while the apparatus is in motion shall be within convenient reach for the driver. Console to be painted black herculiner bed liner style. APPARATUS BODY 12-VOLT DISCONNECT One (1), disconnect solenoid with a sufficient amp rating shall be wired from the battery and activated by the chassis ignition to disconnect all electrical accessories added by the body manufacturer. Items such as auxiliary engine starter, winch, booster reel(s), or high amp load items shall be excluded from the disconnect solenoid. One (1), reset breaker shall be installed between the solenoid output and any electrical load. One (1), indicator light shall be provided to indicate the apparatus 12-volt system is on. The light shall be located in the chassis cab and be visible from the driver s positions. The light shall be green in color and labeled "BATTERY ON". 12-VOLT ELECTRICAL All electrical equipment to be installed with high temperature, copper, multi-strand, crosslink-coated wire. Wiring to be colored coded and function labeled every 3 end to end. All wiring shall be enclosed in a protective loom throughout the system, with rubber grommets where the wiring passes through module walls. All exposed wire connections located under the body shall be sprayed with a clear flexible protective coating to block out moisture. The rear combination brake, turn, and stop tail lights to be LED 4" round with red lens. The rear backup lights to be LED 4" round with clear lens. The lights to be connected to the transmission reverse switch. Clearance lights and reflectors, to comply with ICC regulations, one on each side and rear corner of the apparatus body and a triple red light cluster recessed at the rear center of the body for a total of seven clearance lights. A lighted license plate bracket shall be mounted at the rear of the apparatus. COMPARTMENT LIGHTING All compartments of the apparatus shall be equipped with Versa-Bryte LED style strip lighting. The lighting strips shall be sealed in a flexible water resistant plastic body with (9) LED s every three inches and rated 50,000 hours with an output of 33.8 lumens for every 6. This style of lighting will provide uniform and consistent illumination throughout the compartment and has a 3-year warranty. Each compartment door opening located above the flatbed deck shall be supplied with one (1) lighting

12 strip mounted vertically on the inside of the door opening and activated by an automatic switch located at each door. Each compartment door opening located below the flatbed deck shall be supplied with one (1) lighting strip mounted vertically on the inside of the door opening and activated by an automatic switch located at each door. NOTE: Compartment lighting shall not be provided in storage areas such as dunnage, hosebed, long tool storage, ladder tunnels, pikepole/hard suction storage tubes, or underbody compartments unless otherwise specified.

13 HAZARD WARNING LIGHT A red flashing LED hazardous warning light shall be mounted in the chassis cab. This light shall warn the operator of any open compartment doors, and/or other items permanently attached to the apparatus that may cause damage should the apparatus be moved. The warning light shall be marked with a sign that reads 'DO NOT MOVE APPARATUS WHEN LIGHT IS ON'. NOTE: This hazard light does not apply to manually raised pole lights with an extension of less than 5ft. BACK-UP ALARM The backup alarm shall be an electronic 97-decibel rated alarm installed at the rear of the vehicle. This alarm shall alert personnel any time the transmission is shifted into reverse gear. SIREN One (1), Whelen model 295HFS2 100/200 watt selectable output electronic siren with a flush mount controlhead shall be supplied and installed in the cab. This siren is a full function system including radio repeat, public address, SI-Test, 17 scan-lock selectable siren tones and a unidirectional pre-wired microphone. This siren has a five (5) year HDP, heavy duty professional, warranty. SPEAKER One (1), 100-Watt speaker shall be mounted at the front of the apparatus. LIGHTING PACKAGE All warning and signal light switches shall be provided with an indicator light and located inside the chassis cab. UPPER ZONE A (Front) A Whelen JUSTICE LED light bar shall be supplied and installed on the headache rack. 4 x Red SUPER LED Corners 2 x Red SUPER LED Inner 2 x White SUPER LED Inner 2 x Front Facing Takedown lamps The front takedown lights will be provided with a specific switch in the cab. All white forward facing emergency lights in the light bar shall be deactivated when the parking brake is engaged in the Blocking Right of Way mode as required by NFPA. LOWER ZONE A (Front) Two (2), Whelen LINZ6R series, Super-LED lights shall be installed at the front of the apparatus, one on each side with a chrome flange. The lighthead shall have red LEDs and a clear lens cover.

14 ZONE B (Right Side) One (1), Whelen LINZ6R series, Super-LED lights shall be installed on the right side of the apparatus towards the front with a chrome flange. The lighthead shall have red LEDs and a clear lens cover. One (1), Whelen LINZ6K series, Super-LED light shall be installed on the right side of the apparatus in a midship location with a chrome flange. The lighthead shall have a split red-amber LEDs and a clear lens cover. One (1), Whelen LINZ6R series, Super-LED light shall be installed on the right side of the apparatus towards the rear with a chrome flange. The lighthead shall have red LEDs and a clear lens cover. UPPER ZONE C (Rear) Two (2), Whelen LINZ6A series, Super-LED lights shall be installed on the rear upper section of the apparatus, one on each side with a chrome flange. The lighthead shall have amber LEDs with a clear lens. LOWER ZONE C (Rear) Two (2), Whelen LINZ6R series, Super-LED lights shall be installed at the rear lower section of the apparatus, one on each side with a chrome flange. The lighthead shall have red LEDs and a clear lens cover. ZONE D (Left Side) One (1), Whelen LINZ6R series, Super-LED lights shall be installed on the left side of the apparatus towards the front with a chrome flange. The lighthead shall have red LEDs and a clear lens cover. One (1), Whelen LINZ6K series, Super-LED light shall be installed on the left side of the apparatus in a midship location with a chrome flange. The lighthead shall have a split red-amber LEDs and a clear lens cover. One (1), Whelen LINZ6R series, Super-LED light shall be installed on the left side of the apparatus towards the rear with a chrome flange. The lighthead shall have red LEDs and a clear lens cover. GROUND LIGHTING Lights shall be installed beneath the apparatus in areas where personnel may be expected to climb on and off of the apparatus. The lights shall illuminate the ground within 30" of the apparatus to provide visibility of any obstructions or hazards. These areas shall include, but not be limited to the cab doors, running boards, and the rear step area. The ground lighting shall be activated when the emergency or park brake is set, and also from a separate switch on the operators console. SURFACE LIGHTING The completed apparatus shall have sufficient lighting provided on the apparatus as per NFPA requirements to illuminate the following surfaces: Rear Backup Lights will be Illuminated to Light the Rear Step Surface The surface lighting shall be activated when the emergency or park brake is set, and also with ground lighting switch on operators console.

15 BATTERY CHARGER A Kussmaul Model Auto Charge 12 automatic battery charger shall be installed and connected to the chassis battery system to maintain the vehicle in a constant state of readiness. The Auto Charge 12 is a fully automatic battery charger for vehicles with a single battery system. Remote voltage sensing is provided to compensate the charger output for the voltage drop in the charging wires. The charger system shall receive power from the 120-volt shoreline receptacle. The charger shall carry a three-year manufacturer warranty. AUTO EJECT SHORELINE RECEPTACLE A flush mount Kussmaul model WP-120 Auto Eject WP 120-volt shoreline receptacle shall be installed on the left side of the apparatus and connected to the charging system. When the vehicle is started the shoreline shall automatically eject to prevent the vehicle from being driven away with the line connected. The receptacle shall be supplied with a yellow weatherproof cover unless otherwise specified. An industrial grade 120-volt connector designed to function with the auto eject shall be provided. The auto eject shall carry a two-year manufacturer warranty. REAR CHEVRON REFLECTIVE STRIPING In addition to the custom striping pattern supplied on the apparatus, there shall be additional striping applied to the rear flatbed panel by the body manufacturer. At least 50 percent of the rear-facing vertical surfaces, visible from the rear of the apparatus, excluding any pump panel areas not covered by a door, shall be equipped with retro-reflective striping in a chevron pattern sloping downward and away from the centerline of the vehicle at an angle of 45 degrees. The striping shall consist of alternating red and fluorescent yellow retroreflective stripes. Each stripe shall be a minimum of 6" in width and shall be applied to the apparatus at 45 angle. SPECIAL LABELS All labeling shall meet the 2012 edition of NFPA A permanent plate shall be affixed to the completed vehicle specifying the quantity and type of the following fluids that may be used in the apparatus for normal maintenance. Where a fluid is not applicable to the unit, the plate shall be marked N/A to inform the service technician who may not be familiar with the apparatus. A permanent label shall be affixed in the driver's area that states the maximum number of personnel allowed to ride on the apparatus at any time. A sign shall be affixed in the chassis cab, in plain sight of the driver, that states the overall travel height of the apparatus. A sign shall be affixed in the chassis cab, in plain sight of the driver, that states the overall travel length of the apparatus. A sign that reads OCCUPANTS MUST BE SEATED AND SEAT BELTS MUST BE FASTENED WHEN APPARATUS IS IN MOTION shall be visible from each seated position.

16 A sign that reads DO NOT WEAR HELMET WHILE SEATED shall be visible from each seated position. Any other appropriate label(s) shall be affixed in noticeable locations to ensure the safe operation of the apparatus. WARN GEN II TRANS4MER MOUNTING SYSTEM A Warn Gen II Trans4mer mounting system shall be provided and installed at the front of the apparatus. This mounting system shall feature a black finish, tow hooks, and winch mounting provisions. A Warn black tubular grille guard, light mounting bar, and headlamp guard kit shall be provided and mounted directly to the Gen II Trans4mer mounting kit to provide added protection at the front of the apparatus. WARN M12000 SELF-RECOVERY WINCH A Warn M12,000 lb winch shall be supplied and installed at the front of the apparatus. This winch features big torque, power and quick no-load retrieval speed is 30 feet per minute. It is powered by a 4.6 hp Series Wound motor and a three-stage planetary gear train, with 125 ft. of 3/8" wire rope. The winch will also be supplied with a 12' lead remote control and a zinc plated fairlead roller to reduce wire wear. REAR RECEIVER TUBE A Class III 2" receiver tube shall be installed at the rear of the apparatus with two safety chain attachment points. The receiver tube shall be rated up to 5,000 lbs maximum trailer weight and 500 lbs maximum tongue weight. A label shall be placed near the receiver stating the maximum trailer weight, tongue weight and straight line pull rating. One (1), 7-prong connector with a weatherproof cover shall be supplied and mounted near the rear receiver tube. MANUALS Two (2), set(s) of manufacturer operation and maintenance manuals covering the completed apparatus as delivered, including but not limited to the chassis, wiring diagrams, or any other documents or technical data referencing the apparatus. Also included shall be any manufacturers warranties and/or guarantees. 350 Gallon Polypropylene Custom Skid Unit The skid unit shall be mounted on the above specified fire apparatus and connected to the 12-volt electrical system. The unit shall be built according to the following specifications:

17 ALUMINUM FRAME A heavy duty aluminum frame shall be constructed with a combination of 2" x 2" x 1/8" square aluminum tubing and 1-1/2" x 1-1/2" x 1/4" aluminum angle supports. The frame will provide a secure means of attaching the fire pump and water tank together as one unit to be mounted onto a truck or flatbed. FIRE PUMP The fire pump will have the minimum following requirements. Performance shall be as follows: Capacity Pressure PSI PSI PSI PSI NOTE: The above manufacturer performance rating is based on maximum full throttle with a flooded suction prior to the installation of associated piping. The impeller shall be high strength silicon bronze, fully enclosed, double hubbed to balance hydraulic thrust, mechanically balanced to eliminate vibration. The volute body and head shall be made of high strength aluminum alloy, anodized for superior corrosion resistance. The engine shall be gas driven, air cooled, electric start, and a minimum of 18 h.p. The engine will have a replaceable, spin-on type oil filter. Recoil starting shall also be supplied as a backup feature. An engine operator's panel shall be attached to the engine of the pump unit and shall contain the following: One (1), Liquid Filled Discharge Pressure Gauge One (1), Throttle Control One (1), Priming Control One (1), Master On/Off Switch One (1), Start Push-Button One (1), Choke Control One (1), Low Oil Pressure Warning Light The pump shall be mounted to the skid frame or platform behind the booster tank. PUMP ENGINE REMOTE - ELECTRIC START The pump engine shall have a remote start switch provided and mounted in the chassis cab.

18 REMOTE VERNIER THROTTLE CONTROL The apparatus shall be equipped with an additional vernier style remote throttle control located in the chassis cab. The operation of the remote throttle shall consist of seven full turns from idle to wide open engine speed. The throttle shall have a red center button to quickly return the engine to idle when depressed. PUMP ENGINE FUEL TANK A 5 Gallon capacity outboard fuel tank shall be supplied for the pump engine and mounted near the pump. The fuel tank shall be constructed of black high-density polyethylene (HDPE) and connected to the pump engine with an in-line carbon canister to provide low evaporative emissions as recommended by the government. EXHAUST PRIMER Priming shall be accomplished by using an exhaust venturi primer. Quiet Muffler A quiet style muffler will be installed on pump engine if available. DISCHARGE PRESSURE GAUGE There shall be one (1), discharge pressure gauge installed in the chassis cab in clear view of the operator. The gauge shall be a minimum of 2-1/2" in diameter with a white face and black text. Discharge Piping: Stainless Steel All piping shall be stainless steel piping or high pressure flexible hose. A 2.5" X 2.5" square stainless steel manifold shall be piped directly to the discharge outlet of the pump. Attached to this discharge manifold, by means of welded steel pipe nipples, shall be all the discharge valves. All piping shall be painted red to match the pump. TANK TO PUMP One (1), tank to pump valve shall be a 2" full flow, quarter turn ball, swing-out type valve with a flexible hose to reduce vibration of the pump engine. PUMP TO TANK/RECIRCULATE VALVE One (1), 1" tank fill or recirculate line with a quarter-turn ball valve plumbed directly from the pump discharge to tank with a flexible hose to reduce vibration of the pump engine. INTAKE One (1), 2-1/2" female intake shall be mounted to the pump inlet and controlled with a 2-1/2 full flow quarter turn ball valve. The intake shall terminate with a chrome 2-1/2" NPT female x 2-1/2" NH female swivel fitting with a screen to prevent foreign objects from entering the pump. One (1), 2-1/2 NH chrome plug with chain shall be supplied for the intake. 1.0" Discharge to Rear There shall be one (1) 1.0" valve piped from the discharge manifold to the rear of the truck for connection of fire hose. The valve shall be a, quarter -turn swing out valve with a handle and 1.0" NST threads. The valve shall be furnished with a 1.0" NST chrome cap and chain.

19 1.5" Discharge to Rear There shall be one (1) 1.5" valve piped from the discharge manifold to the rear of the truck for connection of fire hose. The valve shall be a, quarter -turn swing out valve with a handle and 1.5" NST threads. The valve shall be furnished with a 1.5" NST chrome cap and chain. 2.5" Discharge to Rear There shall be one (1) 2.0" valve piped from the discharge manifold to the rear of the truck bed. The valve shall be a, quarter-turn swing out valve with a handle and 2.5" NST threads. The valve shall be furnished with a 2.5" chrome cap and chain. 1 Transverse whip lines Two (2), 1" NH discharge whip line shall be plumbed from the front 1-1/2 discharge line, one to each side near the headache rack with 1 quarter turn valves. The valves shall be located one at each side of the headache rack and terminate with chrome 1 NPT male x 1 NH male adapters with swivels. Two (2), PAC Model Handlelok, with a grip range from 1/8" to 1-3/4" and instant release capabilities shall be mounted to secure the grassline hose nozzle. REMOTE CONTROL TURRET PACKAGE An electric remote controlled turret shall be mounted at the front of the apparatus. The turret shall be constructed from hardcoat anodized aluminum with a silver powder coat interior and exterior finish shall be provided. The turret shall include factory installed motor control circuits to control rotation, elevation and nozzle pattern and shall have a 2" NPT female quick connect inlet and a 1 1/2" NH outlet. The turret shall have a joystick style control station mounted in an enclosure box and control horizontal rotation, vertical elevation and nozzle stream pattern and have a momentary trigger button that can control the electrically operated water valve by squeezing if desired. The turret shall have the following travel capabilities: full horizontal rotation with travel 185 degrees left and right of center, full 135 degrees of vertical travel with field changeable vertical stops at 45 degrees above and 20 degrees below horizontal, field changeable rotation stops shall be provided 90 degrees left and right of center, flow capability of 500 GPM with no more than 25 PSI loss, maximum operating pressure of 200 PSI. An electric valve kit shall be provided at the front of the apparatus. The valve package shall include a stainless steel valve with controller mounted on valve, and an interface box for connection of joystick control, monitor and power. The turret shall be plumbed from the pump discharge with a manual 1-1/2" valve to prevent winter freezeup followed by a combination of fittings and 300 PSI hose to the front of the apparatus. The turret shall be located at the front of the apparatus and mounted directly to the brushguard towards the right side so the operator can see the turret in its operating envelope.

20 TURRET NOZZLE AKRON MODEL 3293 An adjustable nozzle with electrically operated pattern control shall be provided. The nozzle design shall allow for straight stream through dense wide fog patterns and be able to be flushed without shutting down. The nozzle shall have a 1-1/2" female NH swivel rocker lug coupling and a user adjustable flow range of GPM at 100 PSI. A waterproof electrical connection for use with remote control monitors shall be included. REEL AND BOOSTER HOSE One (1), Hannay model EF RT steel electric booster reel, with a capacity of 150' of 1" booster hose. The reel shall be painted red in color. The reel shall have a 1" quarter turn ball valve piped from the pump discharge manifold and connected to the booster reel with a flexible hose to reduce vibration from the pump engine. An auxiliary manual rewind crank shall be supplied with the reel and permanently mounted. One (1), set of chrome guide rollers shall be mounted high on the left side of the hose reel. The rollers shall provide assistance in pulling the hose off from the reel and guiding it on after use. One (1), booster reel rewind switch shall be supplied and mounted near the booster reel operators position. One (1), 1" x 150' section of 300 lb. working pressure light weight booster hose coupled with 1" NH couplings shall be supplied for the booster reel(s). The booster reel shall be mounted directly to the deck of the flatbed near the rear left side corner and deploy to the rear of the apparatus. SCOTTY AROUND THE PUMP FOAM SYSTEM The Scotty "Around the Pump" foam system model 4071-Kit shall be supplied and mounted to the fire unit. The scotty system is a low-energy system as it introduces ambient air in the foam solution through the discharge. This system is calibrated to induct foam concentrate ratios of 0.1%, 0.5% and 1%. The body of the system is made from glass reinforced nylon making it very durable and resistant to corrosion. NOTE: When the around the pump foam system is in operation you cannot recirculate the water flow. FOAM CELL One (1), minimum of ten (10) gallon foam cell shall be constructed by UPF as an integral part of the polypropylene water tank. The foam cell can be used for either Class A or AFFF (class B) foam and be completely resistant to any reaction caused by the foam or any additives that may be used under normal circumstances. The seams shall be nitrogen welded and spark tested for maximum strength. The foam tank shall have a manual fill tower with lid. The fill tower shall be constructed of 1/2" PT3 polypropylene and shall be a minimum dimension of 8" x 8" outer perimeter. The tower shall be located in the rear passenger's side corner. The foam fill tower shall be constructed of a GREEN material indicating Class A foam to be utilized. The capacity of the tank shall be engraved on the top of the fill tower lid. The tower shall be located as indicated by the apparatus manufacturer.

21 The tower shall have a 1/4" thick removable polypropylene screen and a stainless steel hinged-type cover. Inside the fill tower, approximately 1.5 down from the top, there shall be an anti-foam fill tube that extends down to the bottom of the tank. A pressure vacuum vent shall be provided in the lid of the fill tower. A 1/2" shut-off valve shall be installed between the foam cell and the foam system for ease of maintenance. VISUAL FOAM TANK SITE LEVEL GAUGE There shall be a standard built in visual site gauge, natural in color, and 70% transparent located in the rear wall of the tank. BOOSTER TANK The water tank shall be a UPF custom built tank with a capacity of 350 US gallons. The tank shall have a LIFETIME WARRANTY as supplied by the tank manufacturer. The tank shall be constructed of 1/2" thick UPF PT-2E polypropylene sheet stock with AccTuff resin. The material shall be of a certified, high quality, non-corrosive, stress relieved thermoplastic, black in color, and UV stabilized for maximum protection. All joints and seams are to be fully nitrogen welded and electronically tested for maximum strength. The unit shall incorporate transverse partitions manufactured of 3/8" UPF PT2E polypropylene (natural in color) which shall interlock with a series of longitudinal partitions constructed of 1/2" PT2E polypropylene (black in color). All swash partitions shall be so designed to allow for maximum water and air flow between compartments and are fully welded to each other as well as to the inside of the tank. The tank cover shall be constructed of 1/2" thick PT2E polypropylene, black in color, UV stabilized, and flush mounted. The cover shall incorporate as standard two (2) mounting blocks that shall be to accommodate two (2) each sliding nut fasteners. These mounting blocks shall be welded to the covers running from the rear edge of the tank forward. The tank shall be equipped with a combination vent/overflow and manual fill tower. The fill tower shall be 8" round and 8" high with a round molded cover. The cover shall be fastened to the tower with a tether to prevent loss. The tower shall be located in the rear driver s side corner. There shall be a vent/overflow installed inside the tower approximately 2" down from the top. This vent/overflow shall be schedule 40 polypropylene pipe and have an ID of 3". The vent/overflow shall be piped internally toward the driver s side and exit the tank through the sidewall. The overflow pipe shall be flush with the sidewall. There shall be an internal sump as standard per tank. The sump shall be recessed into the tank floor and be a minimum of 1/4" deep. There shall be a 1" FNPT female tank drain located on the rear tank wall towards the passenger side with a 1" stainless steel plug. WORK LIGHT Two (2), Whelen model PFBS12C Par 36 flood light(s) featuring a stud/swivel style mounting base, 12- Super LEDs with a built-in on/off switch, and black housing with chrome rear cover shall be provided. The light(s) shall be mounted on the unit and provide adequate lighting of the work area.

22 WATER LEVEL GAUGE One (1), Innovative Controls Inc. electronic water level fluid meter with a sealed probe shall be mounted into the tank. The indicator panel shall feature high intensity LED's and display FULL, 3/4, 1/2, 1/4 and REFILL levels that are easily distinguished at a glance. Level Monitor accuracy is enhanced by an "anti-slosh" feature, which provides steady, accurate fluid level indication despite sloshing inside the tank due to vehicle motion. The water level gauge shall be located on the left side at the rear of the skid unit. There shall be one (1) Innovative Controls, miniature LED water display located inside the chassis cab in clear view of the driver and/or passenger. LOOSE EQUIPMENT Two (2), Streamlight, model SL-20X rechargeable orange LiteBox shall be supplied and installed at the rear of the custom console on the apparatus. The light(s) shall be wired direct to the chassis batteries. One (1), Red Head wrench set shall be provided and mounted at the rear of the apparatus near the pump. Set will include two(2) spanner wrenches and one(1)hydrant wrench.

An executed copy of Watertown Fire Rescue s bid specification, in its Entirety, and made part of the bid. 5. Contractor s Specifications as required.
