1 Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate s or employee s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. It is intended to be a straightforward document providing the reader with the following: 1) core purpose for the position, 2) essential functions which are critical or fundamental to the successful performance of the position, 3) work environment and conditions where the essential functions are performed, 4) listing of skills and abilities that an individual must possess to perform the essential functions, and 5) the mental and emotional demands required to successfully perform the essential functions. EFJAs are also key documents to provide to physicians to ensure that they understand the position and can identify specific work restrictions or activities that may not be safe for an individual to perform. 2 II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation. This document is based on a 9-hour day and 80 hours per 2 week schedule. # Description of Essential Function Percent of Shift / Notes 1 SEWER AND STORM DRAIN MAINTENANCE / CLEANING: Sewer Maintenance Worker I: Assists in the maintenance of the municipal wastewater collection system by cleaning sewer lines and storm drains of grease, roots and other debris with vactor trucks, jet rodder trucks and other rodding equipment; assists in taking storm drain and sewer samples; participates in the operation of specialized video camera equipment to check sewer lines, as needed; monitors gas and oxygen levels in confined spaces; performs other related duties, as assigned. Sewer Maintenance Worker II: Maintains the municipal wastewater collection system by cleaning sewer lines and storm drains of grease, roots and other debris with vactor trucks, jet rodder trucks and other rodding equipment; performs sewer maintenance work of increasing difficulty and provides technical assistance, coordination and training to entry-level and temporary staff, as assigned; operates specialized video camera equipment to search for illegal sewer line usage and to check for overall conditions; takes storm drain and sewer samples; labels samples and makes notations of unusual conditions; monitors gas and oxygen levels in confined spaces; performs other related duties, as assigned. It was clarified in interviews that incumbents work in teams for safety purposes; receives work orders for corrective maintenance (CR) and preventative maintenance (PM) sewer clearing and cleaning; preventative cleaning and clearing of sewer lines in assigned area occur depending on frequency of use of the sewer; coordinates work with maintenance crews from other City assignments; verifies whether blockages are sewer or plumbing issues; fills Vactor truck with water utilizing fire hydrants; may need to search and dig out manhole from being covered in dirt/debris; cones off work area around manhole; ensures safety of crew members; lifts open manhole covers; may need to pry open stuck manhole with a dig bar or pick ax; flushes sewer lines to clean of grease, roots and other debris; assembles hose and vacuums water with Vactor truck; installs/removes pillow plugs and diversion boards; may utilize Closed Circuit Television (CCTV) camera system to investigate problems and blockages; utilizes shovels, water sprayers and absorbents to clean up spills. Incumbent climbs into manhole for further investigation of issues; performs atmospheric safety tests before and during entrance of confined spaces; reports on unusual conditions and illegal use of the sewer system (i.e. installs without permit, dumping, etc.). It was further clarified that incumbents removes debris from storm drains and catch basins; clears screens of trash and debris; cleans sump of sediment, grease, debris and pollutants; cuts away stuck limbs and roots; performs sewer clean up on streets and property in right-of-way; shovels and cleans up debris; vacuums up water to avoid contamination of City water. It was clarified in interviews that incumbents performs repair and installation of sewer lines; digs trenches with power and manual equipment; maintains awareness of utility lines; reinforces walls of trench with shoring in deeper than 4 feet; connects lateral lines to main sewer utilizing clay and PVC piping; makes repairs to broken laterals and main lines; utilizes glue and couplings to install pipe and components; installs concrete saddles around sewer line joints. It was further clarified in interviews that incumbents receives work orders for of manhole repair, maintenance and cleaning; removes and replaces manhole covers; frame and set manholes to street/ground level; measures and stakes out the areas to be resurfaced or filled; prepares dirt area so it is level and compact install headers; performs confined space testing if needed; ensures securing a safe work zone, directing traffic, clearing debris; utilizes traffic cones and caution tape to keep away pedestrians and vehicles. Clarification was further provided that incumbents breaks up asphalt and concrete as necessary to repair; utilizes jackhammers, sledge hammers, crow bars, shovels and wheelbarrows to break up and remove pieces of debris; shovels concrete or asphalt from wheelbarrow to set manholes, build saddles and perform patch work; forms and spreads concrete to necessary level. Incumbent addresses concerns and complaints of residents of the City and notifies Crew Leader of any work issues that may need more attention. It was further clarified in interviews that incumbents in both classifications may train new employees in the safe and proper use of a variety of sewer equipment (i.e. utilizing hoists, water jetters, vactor trucks, pump and lift station maintenance, cameras, etc.); participate in job shadowing opportunities; review trainee completed work for accuracy, completeness and compliance with established procedures; ensure proper procedures for entering confined spaces. 100% of the shift, concurrent with all other essential functions EQUIPMENT OPERATION AND MAINTENANCE: It was clarified in interviews that incumbents will operate, utilize and maintain equipment and tools including, but not limited to, dig bars, shovels, pick axes, sledgehammer, sewer snake, wheelbarrow, 2-way radios/cell phone, water pumps; hand tools (i.e. pliers, wrenches, etc.), jackhammers, coring drills, generators, hydraulic pumps, C-snake camera, Closed Circuit Television (CCTV); utilizes A- frame and extension ladders, hand trucks, dollies and pallet jacks. Incumbent also operates City-owned commercial trucks; Vactor combination trucks, back hoes, loaders, cranes, pickup trucks; wenches; and forklifts. Clarification was provided that incumbents assist with maintenance of equipment such as performing daily commercial vehicle pre-trip inspection checklist by checking oil, gas, and water levels, tires, hoses, fire extinguishers, lights, etc.; fills Vactor truck with water; cleans equipment at the end of the shift; notifies Supervisor of any equipment malfunctions or replacement needs. BEACH MAINTENANCE: It was clarified in interviews that incumbents, typically on an annual basis, participants in backfilling beach storm water runoff channels; cleans sand and debris from bike paths; maintains and cleans CDS storm water units of debris and sand. SUPPLY REQUISITIONING / RECORDS / REPORTS: Sewer Maintenance Worker II: Uses word processing software applications to prepare and maintain records and reports regarding inspections, repairs and work performed; performs other related duties, as assigned. It was clarified in interviews that incumbents for both classifications record daily work activities of time, resources and materials used on work orders and service requests; logs water used, debris removed, tools utilized, repairs and installation made, etc.; writes notes for future sewer work; writes list of supplies for Supervisor or may call vendors for supplies (i.e. tools, parts for pumps, hose nozzles, etc.); performs commercial vehicle inspection checklist each morning; logs activity for the Air Quality Management City concerning sewer backups; completes confined space entry forms; utilizes City . It was clarified in interviews that incumbents ensures compliance and adherence to safety rules and regulations for all crew members and work sites; observes legal and defensive driving practices; is responsible to follow all traffic safety rules and procedures; sets up traffic control/flow devices, using cones and/or signs as required to delineate traffic around a work site and/or block lanes; follows applicable health and safety rules and regulations; maintains awareness of pedestrians, drivers, coworkers and others in work areas; ensures proper maintenance and usage of trucks, equipment and tools; follows proper procedures for confined space entry. It was clarified in interviews that incumbents in both classifications receives assignments via phone communication during City emergency situations. Incumbent, Sewer Maintenance Worker II, is an assigned first responder crew member to all City emergency calls related to sewer issues in regards to compliance, catastrophic and safety issues (i.e. clean-up and repair of leaks, floods, backup and overflow of sewers and wet wells, odor complaints, pump station alarms, loose manholes, water main breaks, etc.); may call in Sewer Maintenance Worker I for additional help; collaborates and coordinates with other City employees and any emergency crews; assists with diagnosing the issue(s); completes work as needed to eliminate safety issues. It was further clarified in interviews that incumbent, Sewer Maintenance Worker II, will be on-call for seven (7) days in a row on a rotating basis with all other assigned and qualified staff; responds within a specific time frame to all after-hours calls during that time; may interact with the public and / or property owners; assists with securing areas to ensure public safety. As needed MEETINGS / TRAININGS: It was clarified in interviews that incumbent partakes in a brief daily tailgate meeting with crew at beginning of shift (to discuss assignments, safety concerns for the day s work, etc.); participates in a monthly safety departmental meeting; meets informally with Crew Leader or Supervisor as needed. Incumbent participates in a variety of other meetings as required by City through Trukspect on topics such as, but not limited to, traffic control, ladder safety, blood borne pathogens, safe lifting, ergonomics, heat illness, electrical safety, personal protective equipment, disaster response, etc.; attends any OSHA-mandated trainings for position; partakes in confined space training; maintains First Aid and CPR certification; may attend trainings and seminars outside of City limits; maintains Class B license and Grade 1 Collection System Maintenance Certificate.
