1 CITY OF SANTA MONICA th STREET / SANTA MONICA, CALIFORNIA ESSENTIAL FUNCTIONS JOB ANALYSIS JOB TITLE: MECHANIC I/II DEPARTMENT: COMMUNITY MAINTENANCE (FLEET MANAGEMENT DIVISION) I. POSITION PROFILE: PURPOSE: Troubleshoots, maintains and repairs a variety of light, medium and heavy duty city vehicles and equipment. Works under the general supervision of a Senior Mechanic or Fleet Maintenance Supervisor, arranging, planning and performing routine assignments alone. Instructions are regularly provided and work is periodically reviewed. It was clarified that a difference between a Mechanic I and a Mechanic II is that a Mechanic II does not need as much assistance to perform required duties, and therefore works under less supervision than a Mechanic I. In general, Mechanic I incumbents and Mechanic II incumbents perform the same duties. *May oversee trade interns and cover for Senior mechanic, dispatching, and overseeing work of other mechanics. ESSENTIAL JOB FUNCTIONS / DUTIES: (Refer to Appendix 1 for reasoning) (% based on 9-hour workdays) 1 VEHICLE DIAGNOSTIC & REPAIR DUTIES: Inspects, diagnoses, repairs and overhauls and replaces systems and components including but not limited to: brakes, transmissions, engines, air conditioning, exhaust systems, electrical systems, diesel, gasoline, CNG, propane, and other alternative fuel systems, emissions, automotive and truck hydraulic systems, and related computer-controlled components; performs all tire maintenance including dismounting, repairing, remounting and balancing of various tires in service on City equipment; The following related duties were clarified: follows applicable rules and regulations when performing all duties; replaces defective parts and components; troubleshoots, repairs, rebuilds vehicle parts and systems; re-aligns brakes, cuts brake drums and arcs brake lining to fit drums per Original Equipment Manufacturer (OEM) standards; replaces hoses; repairs and paints both internal and exterior body panels; performs bumper-to-bumper repairs; repairs and rebuilds starters, generators and alternators; performs skilled work regards to electrical and mechanical defects; repairs all vehicle components including lift gates, hydraulic arms, and wheelchair ramps; replaces a variety of interior and exterior body parts, including bumpers, doors, glass, and body panels; and performs additional related duties as assigned. 2 PREVENTATIVE MAINTENANCE & SAFETY INSPECTION DUTIES: Performs routine and preventative maintenance on vehicles and various equipment; conducts vehicle safety inspections; The following related duties were clarified: performs major and minor tune-ups and oil, filter and fluid changes; conducts vehicle Preventive Maintenance Inspections (PMI), Quality Control Inspections (QCI), and safety inspections; inspects interior, exterior, undercarriage, and all parts of assigned vehicles; troubleshoots major vehicle components including fuel systems, high voltage electrical systems, brake systems, hydraulic systems, and air conditioning systems; inspects diesel engines, natural gas engines and gasoline engines, transmissions, differentials, compressors, wheelchair lifts/ramps, and various electrical components; identifies and reports defects and/or malfunctioning systems and parts; and performs additional related duties as assigned. 3 WORK AREA SETUP / CLEANUP DUTIES: Maintains and cleans tools and work areas; The following related setup duties were clarified: ensures that complete chassis, engines and components are pressure-washed and shop work areas are cleaned in accordance mechanic shop standards; drives vehicle into assigned repair or inspection area; rolls out appropriate tools (i.e., welding equipment, battery readers, jack stand); adjusts inground lift hoist; and sets up accordingly; returns all tools and equipment; sweeps, and may vacuum area; cleans tables; rolls up hoses; cleans oil spills when necessary; and performs additional related duties as needed and assigned. 4 WELDING DUTIES: Performs minor welding; The following related duties were clarified: performs cutting and welding; ensures that all safety equipment is in place; sets up vehicle for related repairs; measures, cuts, and designs scheme; solders, brazes and manufactures parts; operates electric and acetylene welding equipment as required; and performs additional related duties as assigned. 5 PARTS FABRICATION DUTIES: Fabricates and installs a variety of parts and equipment; The following related duties were clarified: welds, drills, designs, paints, and cuts a variety of metals including stainless steel, steel, and aluminum, to make small parts such as brackets, framework, and engine mounts; and performs additional related fabrication duties as assigned. 3 6 HAZARDOUS WASTE DISPOSAL DUTIES: Disposes hazardous waste in accordance City guidelines; The following related duties were clarified: contains, collects, and disposes of excess oil, grease, or gas, from inside shop and outside during field repair duties; and performs additional related duties, all in accordance proper hazardous waste disposal standards. 7 FIELD REPAIR DUTIES: Responds to road calls and performs on-site diagnostics and repairs on vehicles and equipment; The following related duties were clarified: performs vehicle exchanges; performs emergency repairs on vehicles in the field (i.e., tire changes; engine, transmission, oil/fuel/coolant/air leak repairs; and hazardous waste clean-up) as needed; and performs additional related duties as assigned. 8 DIAGRAMS / SCHEMATICS INTERPRETATION: The following related duties were clarified: reads and interprets schematics for the various vehicle components (i.e., electrical, hydraulic, air, and fuel systems); references maintenance manuals and parts books; and perform related duties as needed and assigned. 9 EQUIPMENT OPERATION: The following related duties were clarified: operates a variety of hand tools, power tools, waste disposal equipment, electrical diagnostic equipment, assistive equipment, welding equipment, and safety equipment used in the repair and maintenance of assigned vehicles and related equipment; and performs related duties as assigned. 10 DRIVING / HAULING: Hauls a variety of equipment and vehicles using a truck and trailer; responds to road calls; The following duties were clarified: performs vehicle exchanges and road calls; road-tests vehicles to troubleshoot and evaluate repair; parks vehicles upon completion and set up of maintenance, repair, and inspection duty; delivers and picks up vehicle parts (may be outside City limits); observes legal and defensive driving practices; and performs related duties as assigned and needed. 11 COMMUNICATION / WORK RELATIONSHIPS: The following related duties were clarified: provides effective customer service; establishes and maintains effective and cooperative working relationships City employees and the public; works cooperatively and effectively others; and performs additional related duties as assigned. 12 MEETINGS / TRAININGS: Keeps current new technology including participating in various training; The following related duties were clarified: attends daily/weekly/monthly meetings to discuss work orders, project assignments, changes in policies and procedures, equipment upgrades and training, equipment safety techniques; attends onsite or off-site training sessions; and performs related duties as assigned. 13 RECORDS / REPORTS / LOGS: Maintains paper and electronic records of repairs and maintenance; maintains and/or assists in maintaining parts inventory, as assigned; maintains or assists in maintaining tire inventory, as assigned; and performs related duties as assigned.
