Responsible for completing a general safety inspection of the interior and exterior of the school bus. 2. Responsible for safely transporting school aged children to and from designated school. 3. Responsible for knowing and completing emergency procedures when necessary. Product /Workplace Descriptions The work of a Substitute Bus Driver with the Houston Independent School District is performed in a school district involved primarily in the education of school-aged children and students grades Kindergarten through twelfth grade. The specific department in which the duties are performed is the Transportation department. The Substitute Bus Driver is responsible for filling in for Bus Drivers and works on an on-call basis. The Substitute Bus Driver for HISD must be able to complete safety checks of the bus before and after driving a route. Before the route, the Substitute Bus Driver is required to check the outside of the bus (including all mirrors, windows, lug nuts on tires, oil leaks, body damage, the hood, the tire pressure, mud flaps, lights, the license plate, the orientation of the exhaust pipe, route number sign, the fuel tank and rubber molding around the door) and inside the bus (fire extinguisher, body fluid clean-up kit, first-aide kit, insurance paperwork, seats, emergency door, porthole, emergency windows, headlights, blinkers, windshield wipers, horn, volt meter, oil pressure gage, temperature gage, fuel gage, tattle tail box, and air-brakes). After driving a route, the Substitute Bus Driver must check the bus for any students who may try to hide or who have fallen HISD - Substitute Bus Driver 1 9/26/2009

2 asleep and also personal belongings left on the bus. This safety check is documented on a checklist that is carried with the Substitute Bus Driver along the route. The Substitute Bus Driver could be given points on his/her driving record for not carrying this information along the route. The Substitute Bus Driver must pass a Department of Transportation physical and random drug screenings, and is not allowed to drive for the HISD with more than 10 points on his/her record. The Substitute Bus Driver is ultimately responsible for ensuring the students arrive at school or to the bus stop safely. In the event of an emergency, the Substitute Bus Driver must be cognizant of all safety procedures and regulations and ensure the students on the bus are safe and remain calm. The work of a Substitute Bus Driver requires the individual to be able to perform several basic physical tasks in the case of an emergency. The buses in the school district have portholes located on the roof of the bus for emergency evacuations. These portholes are checked on a daily basis to ensure that in the case of an emergency they are in proper working order. The latch to unhook the porthole is located 79 inches above the floor of the bus and gripped using a lateral or palmar pinch. This latch is red and is approximately 6 inches long. The latch must be turned to the side to unhook the porthole, and then the porthole is pushed up. The area of the porthole is 23 by The peak force required to push up on the porthole is 36.8 pounds. This push force is completed using hands with arms overhead, the forearms in pronation, and extended wrists. If the bus is lying on one side, the porthole is at a distance of 42 from the bottom (or side) of the bus. The peak force required to pull the porthole back into place to lock it is 44.4 pounds. This pull is completed with a neutral forearm rotation and a modified power grip. Generally, digits II-V are used to grip slits located in the side of the porthole and pull down. The latch is then hooked to secure the lock. The forces required to open and close the safety door located in the rear of the buses are negligible. The Substitute Bus Driver must be able to sit for extended periods of time and also be able to access areas low to the ground and areas overhead when completing safety checks. The control panel of the bus, located to the left of the driver, is manipulated using varying grip and pinch patters. The controls can be manipulated with one finger or with a palmar or tip pinch. The work of a Substitute Bus Driver with Houston Independent School District is performed indoors and outdoors in a school system environment. Temperature and humidity levels are generally ambient on air-conditioned buses. Most of the buses in the district are air-conditioned, but a Substitute Bus Driver may be required to drive a bus that is not air-conditioned if his/her normal bus has mechanical problems or for special situations. The Substitute Bus Driver is required to drive during inclement weather and must still perform safety inspections in times of cold or rain. Tools and equipment used in this Substitute Bus Driver include, but are not limited to the following: Bus, radio, emergency cones, first-aide kits, and bodily fluid clean-up kit. Function Description: As described previously, the bus driver is required to check the interior and exterior of the bus before and after each route. HISD - Substitute Bus Driver 6 9/26/2009

7 Required Physical Demands Standing Walking Sitting Stair/Ladder Climbing Balancing Pushing Pulling Description Required to access the different areas of the bus for safety inspection. Required when checking the integrity of the air brakes and sitting in the driver s seat of the bus. Also required to check all the control knobs for the automatic door of the bus, the windshield wipers, the headlights, the volt/oil/temperature/fuel meters, and the tattletale box. Required to access interior of standard buses. Required to push open the emergency exit door in the rear of the bus. Also required to push open the porthole located on the roof of the bus. The peak force required to push up on the porthole is 36.8 pounds. This push force is completed using hands with shoulders flexed up to 180 degrees, the forearms in pronation, and extended wrists. If the bus is lying on one side, the porthole is at a distance of 42 from the bottom (or side) of the bus. The Substitute Bus Driver is also required to push on the back of each seat to ensure the seat back is firmly attached to the frame. This push occurs 41 from the floor of the bus. The Substitute Bus Driver also pushes against 4 safety windows located inside the bus during the safety check. This push occurs 42 from the floor of the bus, with pronated forearms and extended wrists, and is of negligible force. Required to pull up on each seat of the bus to check for stowed items or unsafe seats that could slide off the frame if the bus comes to a sudden halt. This pull occurs 13 from the floor of the bus. The peak force to pull down on the porthole is 44.4 pounds and occurs approximately 79 inches above the floor of the bus with neutral forearm rotation and a hook grasp of digits II- V. A pull is required to open the emergency exit door in the rear of the bus at 72 above the ground. This pull is of negligible force. HISD - Substitute Bus Driver 7 9/26/2009

Required to check low lugs on tires, oil on the axle of the wheel, and to inspect for fluid leaks under the bus. Reaching overhead is required to check mirror brackets (72 from ground), to open the emergency exit door in the rear of the bus from the outside (handle is 72 from ground) Required to manipulate handles, lugs, and other associated items when performing safety inspection. Grip Strength - Neutral Grip - Supinated Grip - Pronated Grip Fingering Pinch Strength - Lateral Pinch A lateral pinch is used to grip the latch that unlocks the porthole. A lateral pinch is also used to turn the ignition of the bus over when starting the bus or turning off the bus. A lateral pinch is also used to check the lugs on the tires of the bus. - Palmar Pinch A palmar pinch can be used to grip the latch that unlocks the porthole. - Tip Pinch A modified tip pinch is used to manipulate the controls for the lights, windshield wipers, and other controls located to the left of the driver on a control panel. 9 Correctible Vision Color Vision Hearing controls is 12 inches. The Substitute Bus Driver visually inspects all of the areas described on the exterior and interior of the bus. Required to listen for emergency buzzers that sound when emergency exits are opened. Essential Function 2: Responsible for safely transporting school aged children to and from designated school. Function Description: The Substitute Bus Driver is responsible for driving a specific route and stopping at specific stops to pick up school children. The Substitute Bus Driver must ensure that each child along the route is picked up and safely transported to his/her school. At each bus stop, the driver is required to stop the bus, activate safety lights (strobes on the front and back of the bus and a flip out stop sign on the left of the bus from the driver), pull the parking brake, but the bus in neutral, and open the door for the student. Required Physical Demands Sitting Stair/Ladder Climbing Pushing Pulling Description Required to sit in the driver s seat of the bus. Required to access the interior of the bus. Required to push the accelerator/brake pedal with the foot. The distance from the edge of the drivers seat to the accelerator is between inches, dependent upon how much of the foot is placed on the accelerator. The foot is held in dorsi flexion and pushed into plantar flexion to accelerate/slow the bus. HISD - Substitute Bus Driver 9 9/26/2009

10 Required to pull lever to open the bus door. Reaching Knees to Shoulder Handling Required to manipulate various controls of the bus and steering wheel. Grip Strength - Neutral Grip - Supinated Grip - Pronated Grip Fingering Pinch Strength - Lateral Pinch - Tip Pinch Correctible Vision Color Vision Talking Hearing Required to communicate with school children/other bus passengers. Required to communicate with bus passengers. Also required to listen for sirens, emergency exit buzzers. Essential Function 3: Responsible for knowing and completing emergency procedures when necessary. Function Description: The Substitute Bus Driver must ensure that all students on the bus remain safe. The Driver is required to follow certain safety procedures in emergency situations, such as fights on the bus, roadside accidents, and bus breakdowns. The physical requirements of this essential function will mirror the physical requirements of the other functions. The Substitute Bus Driver is required to assist passengers stepping down from the bus. Required to lift safety cones, radio receiver. In the event of a fire, the Substitute Bus Driver is required to drop the radio receiver out of the driver s window of the bus. Required to carry safety cones to alert passing motorists of a problem with the bus. Required to open emergency exit, porthole. Required to open emergency exit in rear of bus from the outside. Required to assist passengers out of the bus. Grip Strength - Neutral Grip - Supinated Grip - Pronated Grip Fingering Pinch Strength - Lateral Pinch Required to manipulate controls on radio receiver.
