The environmental factors, physical and functional demands for this Job Task Analysis were documented by Andersen & Baim Physical Therapy, Inc. The methodology for documentation consisted of on-site visits, using various measuring devices such as dynamometers and scales, as well as observation and interviews with employees and managers. A detailed record was made of the physical and functional demands of the job in terms of force pounds, weight, frequency, height, distance, anthropometric measurements, stamina, and degrees of range of motion. The determination of the frequencies of functional activities are based on standards provided by the National Institute for Occupational Safety and Health (NIOSH) and the Work Practice Guide for Manual Lifting (U.S. Department of Commerce, National Technical Information Service). 2 GENERAL WORK DESCRIPTION: The frequency of the following activities may vary according to the physical requirements of the specific job tasks that the employee may be required to perform at random intervals. Under the general supervision of the department manager, the Maintenance Engineer I-III positions perform skilled work in the operation, maintenance, repair, remodel and minor construction of County buildings, structures and equipment. SPECIFIC DUTIES The Following Reflects Examples of Job Task Functions: Task 1: Assists in the maintenance and repair of buildings, furniture, equipment and heating, plumbing and electrical systems. Task 2: Performs rough carpentry work, including hanging doors, repairing windows, furniture, roofs, walls and ceilings. Task 3: Replaces linoleum, acoustical and floor tiles. Task 4: Performs minor electrical work, such as replacing switches, sockets, cords, wall plugs, bulbs, lamps and fuses. Task 5: Repairs or replaces broken or leaky faucets, pipes, toilets, sinks and drains. Task 6: Performs routine preventative maintenance on mechanical, heating and air-conditioning equipment, such as greasing, oiling and replacing worn or defective parts. The employee exerts up to 30 pounds of force in a horizontal plane between waist and shoulder height of a distance up to 100 feet when performing job tasks (e.g. reach up and lift to move and push carts, place and remove equipment/appliances, utilize hand tool, demolition, nut/bolt placement, wrench, brush and roller painting, wood saw/cut). Variables to overhead reaching will be the employee s height and anthropometric reach. 7) OVERHEAD REACH: Comments: Overhead reach is performed to a maximum height of 72 inches when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. reach overhead for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation). A ladder (appropriate height) or step stool may be utilized to bring items to eye or shoulder level. Variables to overhead reaching will be the employee s height and anthropometric reach. 8) FORWARD REACH: Frequent Comments: Forward reach is performed up to a distance of inches when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. reach overhead for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation). The degree of elbow extension required for reaching will vary according to the employee s anthropometric reach. Page 7
8 9) STOOP: Comments: Stooping is performed when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. stoop for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation). Variable to stooping will be the employee's height. Stooping of the head, trunk and knees can be minimized or avoided by substituting alternate positions of squatting, kneeling or bending when performing job tasks. 10) SQUAT: (Unloaded) Comments: Squatting is performed when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. squat for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation). Squatting may be minimized or avoided by substituting alternate positions of bending or kneeling. Partial squatting is a preferred lifting posture. 11) FORWARD BEND: Frequent Comments: Bending forward at the waist is performed when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. bend for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation). Maximum forward trunk flexion required is 60 degrees. Employee may minimize or avoid excessive forward bending of the trunk up to 80 degrees by using alternate positions of bending at the hips, kneeling, half kneeling, stooping, sitting or squatting. 12) TWIST: Comments: Twisting at the waist is performed when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. twist for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation). Twisting at the waist may be minimized by turning the whole body, including the feet and working from a swivel office chair. 13) TURN: Comments: Turning is performed when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. turn for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation) Page 8
9 14) KNEEL: Seldom Comments: Kneeling is performed when retrieving, returning, storing, transporting and/or operating equipment and supplies (e.g. kneel for heat/air conditioning; reaching through suspending ceiling, storage on overhead shelf, change lamps, surface preparation). Kneeling may be minimized or avoided by substituting alternate positions of bending, squatting, or half kneeling. 15) CRAWL: Not Required Comments: Crawling is not required to perform job tasks. 16) STAIR CLIMB: Seldom Comments: Stair climb is required in order to go to/from the elevated floors). Maximum number of 24 steps is climbed. 17) LADDER CLIMB: Comments: Ladder climbing is performed onto/off of safety ladders or scaffold to access equipment and structure (e.g. lights, vents, filters, elevated walls, rooftops) located 20 feet above floor level (e.g. routine maintenance of equipment and facility). Variables to overhead climbing will vary according to the employee's height and anthropometric reach. 18) WALK: Continuous Comments: Walking is performed when retrieving, returning, storing, adjusting, moving, operating, transporting and/or utilizing equipment and supplies (e.g. walk to/from meetings with collaborating agencies and/or colleagues; to/from job site). Walking length varies between 3 feet and 600 feet depending on job task. 19) SIT: Comments: Sitting is performed for a maximum of 60-minute intervals when operating equipment (e.g. sit for meetings with collaborating agencies and/or colleagues; drive vehicle).
