1 Introduction An essential functions job analysis (EFJA) describes the classification/position and not the work of an individual person. It is a critical tool to use when determining if or how a candidate s or employee s work restrictions may impact the traditional physical/mental/emotional demands of the position. The EFJA assists the parties to determine where discussions relating to reasonable accommodation need to begin. It is intended to be a straightforward document providing the reader with the following: 1) core purpose for the position, 2) essential functions which are critical or fundamental to the successful performance of the position, 3) work environment and conditions where the essential functions are performed, 4) listing of skills and abilities that an individual must possess to perform the essential functions, and 5) the mental and emotional demands required to successfully perform the essential functions. EFJAs are also key documents to provide to physicians to ensure that they understand the position and can identify specific work restrictions or activities that may not be safe for an individual to perform. JOB TITLE LABORER TRAINEE RESOURCE RECOVERY AND RECYCLING DEPARTMENT / DIVISION PUBLIC WORKS RESOURCE RECOVERY AND RECYCLING I. Classification/Position Summary: Performs unskilled manual labor duties of a routine nature. 2 II. Essential Functions of Classification/Positions: Essential functions are the basic job duties that an employee must be able to perform, with or without reasonable accommodation. The following functions have been determined to be essential only after carefully evaluating them and determining: the function is the primary reason for which the position was established; removing the function would fundamentally change the position, or eliminate the need for the position; there is a lack of qualified employees available to perform such a function; and for some functions, there are severe consequences if the position is not required to perform the function and the function requires specialized expertise. Essential Functions will be reviewed for each incumbent and the above criteria will be evaluated to ensure that a particular function remains essential for a particular candidate or employee in need of accommodation. Essential Job Functions and Duties Actual assignment hours may vary. This document is based on a 7-hour day and 28 hour per week schedule. # Description of Essential Function Percent of Shift / Notes 1 REFUSE AND RECYCLABLE COLLECTION / DISPOSAL DUTIES: Sweeps and picks up litter from beach area, walkways, streets, alleys, sidewalks, City owned parking structures and other public use areas; empties and relines trash cans; performs other related duties, as required. It was clarified in interviews that incumbent assists with collection of refuse and recycling from residents, business and other City locations; maneuvers trash bins up to four yards in size from enclosures to be collected by front loading trash truck; rides in trash truck or may utilize a Scout truck to maneuver bins from areas inaccessible by front loader (i.e. parking garages, etc.); may follow an assigned weekly route with a different route for each day of the week; replaces trash bins after collection; manually retrieves any spilled refuse or debris; assists trash truck driver to back up out of alley ways and other tight enclosures; may receive radio calls for additional help on other routes; picks up fallen trash cans and moves blocked trash bins to safe loading area; assists with transporting refuse and debris to City transfer station or recycling center; rakes out any stuck debris after dumping. It was further clarified that incumbent receives direction from Crew Leader or Supervisor to perform trash clean up at various City locations (i.e. under bridges, City landscaped areas, etc.); cleans up homeless encampments; cleans of debris and liquid spills on City streets and roadways; performs trash clean-up at special events (i.e. marathon, concerts, etc.) Zero to 86% of shift, concurrent with essential functions #2,3,4,5,6,7,8 2 BULKY REFUSE AND RECYCLABLE COLLECTION / DISPOSAL DUTIES: It was clarified in interviews that incumbent may assist with collecting bulky debris and recyclable materials from residents, businesses, and other City locations (i.e. refrigerators, furniture, televisions, old carpet, building materials, etc.); collects either scheduled bulky and/or abandoned bulky items in the City s right of way and transports to closest available Recycling Center or City Transfer Station; inspects debris of dangerous items before handling; manually loads materials into collection vehicles; makes special pick-ups of abandoned items when required; reports findings of possible hazardous waste and conditions to Crew Leader or Supervisor. 3 # Description of Essential Function Percent of Shift / Notes 3 EQUIPMENT OPERATION AND MAINTENANCE: Operates a small truck or utility vehicle to haul and dispose of trash in trash bins; performs other related duties, as required. It was clarified in interviews that incumbent operates various City trucks (i.e. utility trucks, Scout trucks, etc.); uses various hand tools, trash grabber, rakes, shovels, brooms, hammers, wrenches and pliers in minor repair and maintenance of the cleanliness of the trucks and work sites; utilizes water hose for cleaning; obeys safety and traffic laws, and rules, regulations, and procedures of the City; utilizes a two-way radio for communication; may use pallet jack, hand trucks and dollies around maintenance yard; utilizes ladders to clean vehicles. It was further clarified that incumbent conducts pre and post trip safety inspection of vehicles; fuels vehicle with diesel or CNG; assists with maintenance of equipment such as washing truck, greasing parts, etc.; cleans up oil and hydraulic spills with absorbent pads; performs minor maintenance and cleaning of all vehicles and equipment; notifies Fleet Services of any equipment malfunctions or replacement needs. Up to 86% of the shift, concurrent with essential functions #1,2,4,6, TRASH BIN MAINTENANCE: Performs routine custodial and maintenance tasks at various City locations; performs other related duties, as required. It was clarified in interviews that incumbent performs minor repairs on trash bins; replaces or greases wheels; greases hinges on bins or enclosures when needed; delivers bins to new collection sites and replaces damaged bins. RECORDS / REPORTS / LOGS: It was clarified in interviews that incumbent completes pre and post-trip vehicle safety inspection sheet; completes incident reports; utilizes route maps; reviews addresses on route sheet and checks off completed stops; writes notes for issues identified in the field. JOB SITE / TRAFFIC SAFETY: Follows all applicable safety rules and regulations; performs other related duties, as required. It was clarified in interviews that incumbent ensures compliance and adherence to safety rules and regulations; observes legal and defensive driving practices; is responsible to follow all traffic safety rules and procedures; directs drivers for backing up trash trucks; sets up traffic safety triangles when needed; observes traffic of other trucks and tractors around transfer station, recycling center and City yard; maintains awareness of pedestrians, drivers, coworkers and others on collection routes; ensures proper maintenance and usage of tools. It was clarified in interviews that incumbent will be responsible to respond to interruptions from people with questions; addresses and handles issues, complaints and concerns from citizens regarding refuse and recycling or forwards to Crew Leader or Supervisor for further handling; may need to provide directions around the general area if required; communicate about work being conducted; answer questions concerning work; report findings of possible hazardous waste and conditions to Supervisor; maintain positive public relations for the City; appropriately represent the City at all times through words, actions and appearance. 100% of the shift, concurrent with all other essential functions 8 9 DRIVING: It was clarified in interviews that incumbent may drive a variety of City-owned vehicles including but not limited to pick-up truck, Scout truck, etc.; delivers and exchanges trash cans and bins to customers. Clarification was provided that incumbent must exhibit solid judgment, regularly and reliably follow all traffic and safety rules, remain nimble and prepared, exhibit good reaction skills and be able to safely and professionally maneuver vehicles within a busy City filled with pedestrians, skateboarders, bicyclists, etc. MEETINGS / TRAININGS: It was clarified in interviews that incumbent completes sign-in sheet and attends brief daily tailgate meeting at beginning of shift (to discuss assignments, safety concerns for the day s work, route sheets, etc.); performs morning stretch routine; participates in meetings with Supervisor when necessary; attends monthly departmental safety meeting. Incumbent participates in a variety of other meetings as required by City through Trukspect on topics such as, but not limited to, traffic control, ladder safety, blood borne pathogens, safe lifting, safe driving, heat illness, heat exhaustion, personal protective equipment, lock out/tag out; disaster response, etc.; attends any OSHA-mandated trainings for position; maintains class C license. 11 VII. Environmental Exposures: Brief Description: Work is performed indoors and outdoors depending on daily assignment. Indoor work is primarily in a climate controlled vehicle cab. Work will typically be performed on public streets, sidewalks, parkways, alleys and other locations within City limits. Incumbents are exposed to seasonal outdoor weather conditions, which are typically not extreme / severe in the City of Santa Monica, as well as slippery surfaces such as grass, wet pavement, gravel, sand, wood chips, etc. Incumbents may be indoors on occasion, with flooring surfaces such as cement, tile, linoleum and carpet.
