2 INFORMATION FOR BIDDERS Bids not complying with the stated requirements will be considered invalid and rejected by the Owner. Bids received after noon on Monday, November 26, 2018, will be considered invalid and rejected by the Owner. All bids must be mailed to and/or hand delivered no later than 12 o clock noon on Monday, November 26, 2018, at the Parsons Municipal Building located at 535 Tennessee Avenue South, Parsons, Tennessee The following information must be written on the front of the mailing envelope: City of Parsons 2018 Tennessee Clean Energy Grant Bid The envelope containing the bid must be sealed and have the following information on the front of the bid envelope: City of Parsons 2018 Tennessee Clean Energy Grant Bid Bids will be opened, reviewed, and recorded by City of Parsons, City of Parsons Municipal Centre located at 535 Tennessee Avenue South, Parsons, Tennessee 38363, on Tuesday, November 27, 2018, at 10:30 AM. A bid not containing a signed Certification document will be considered incomplete and not accepted. A bid not containing a completed bid sheet will be considered incomplete and not accepted. City of Parsons reserves the right to reject any and all bids. Minority and female vendors are encouraged to respond. For more information please contact the City of Parsons during regular business hours Monday thru Friday 8:00 AM until 4:30 PM. Bids should include copies of warranties, owner s usage manuals, and other documentation associated with the purchase of five (5) CNG fueled vehicles and information pertaining to the CNG system.

3 The City of Parsons reserves the right to reject any and/or all bids and reserves the right to negotiate with the successful bidder on any items that might be overlooked. 1. INTRODUCTION CITY OF PARSONS REQUEST FOR PROPOSAL FOR PURCHASE OF FIVE (5) CNG FUELED VEHICLES FORM OF BID A City of Parsons is accepting proposals from qualified vendors for the purchase of five (5) CNG fueled vehicles. 2. SCOPE OF SERVICES General These vehicles must meet the following specifications and/or exceed the specifications. 1. Vendor must provide proof the CNG engine is EPA certified or approved for the specific vehicle being bid. 2. If conversion was performed by any entity other than the vehicle manufacturer, vendor must provide proof the conversion was done by a licensed mechanic having either a certification or having had training to perform conversions. 3. Vendor must guarantee the vehicle upfitter installed the proper EPA label under the hood and the label at the fuel door indicating the expiration date of the cylinder and the date of inspection. 4. Bids should include copies of warranties, owner s usage manuals, and other documentation associated with the purchase of five (5) CNG fueled vehicles and information pertaining to CNG systems. 5. The CNG conversion will be EPA certified or approved for the vehicle model and engine.

4 2. The vehicle will comply with all applicable federal and state regulations as certified by the dealer doing the conversion. 3. The vehicle system will comply fully with the current edition of NFPA 52 (2010 or later). 4. The converted vehicle must certify the vehicle conversion complies with the most recent version of NFPA The CNG cylinders must be labeled, tested and certified in accordance with FMVSS 304. Performing maintenance on hydraulic, mechanical, and electrical equipment. 3. Having the ability to road test vehicles to diagnose problems and/or test repairs. 4. Performing repairs and preventative maintenance on CNG vehicles to maximize safe and productive operations. 5. Monitoring pressures and temperatures. 6. Maintaining oil and fluid levels. 7.
