4 1 INTRODUCTION 1.1 TTP Consulting is retained to provide highway and transport advice in relation to the proposed redevelopment of the site at 871 Great West Road (Gillette South). The site lies within the London Borough of Hounslow to the north west of Syon Lane Station. A site location plan is provided at Figure The application site is located to the south west of the junction of the A4 Great West Road with Syon Lane, approximately 200 metres north west of Syon Lane train station. The site is bound to the east by Syon Lane, to the north by Great West Road, to the south by Northumberland Avenue and to the west by an adjacent employment site. 1.3 The site previously contained two office buildings, a petrol filling station and a garage, but is clear at present following demolition of the buildings. Planning permission was granted in 2008 for the redevelopment of the site to provide 10,678 square metres (sqm) GEA of B8 Self Storage space served by 12 car parking spaces and 4 cycle parking spaces (Application Ref /AF/P23). This permission has now expired. 1.4 A planning application was submitted in December 2015 for a self-storage facility comprising 8,838 square metres floor space, 240 square metres office space, a retail of 108 square metres and 93 residential units. The proposals included 40 car parking spaces at basement level and a further 14 car parking spaces at ground floor level. The application was withdrawn earlier this year. 1.5 In addition, a planning application was approved in December of this year for the temporary use of the site as car park until September The proposals would result in the site providing 130 parking spaces for use by employees of the Osterley Sky Campus. This application has yet to be determined. 1.6 The proposed development seeks to provide 7,863sqm GEA of self-storage space, 783sqm GEA of serviced office space and 102 residential units. The site would be managed and operated by Access Self Storage, including the residential units, which would be available for private rent under a private rented sector scheme (PRS). The development proposals will provide 42 residential, 2 visitor and 9 commercial parking/unloading spaces as well as a space for a car club vehicle. The proposals also provide cycle and motorcycle parking. 1.7 Vehicular access for both the residential and commercial elements of the scheme will be taken from Northumberland Avenue. The existing and proposed highways arrangement on Northumberland Avenue can be seen on plans in Appendix A. 5 1.8 Pre-application advice has been sought from Transport for London (TfL) and is Appendix B. This report has been prepared, having regard to TfL s advice, to accompany the planning application and considers the transport and highway implications of the proposals. 1.9 The Remainder of the report is structured as follows: Section 2 outlines relevant policy and guidance at a national, regional and local level; Section 3 provides a description of the application site in relation to the immediate area and considers on the surrounding transport and highway networks; Section 4 provides further detail of the proposals; Section 5 provides a multi-modal trip assessment of the development proposals; Section 6 considers the transport effect of the development; Section 7 outlines the proposed Residential and Workplace Travel Plans; and, Section 8 sets out a summary and conclusion. 6 2 POLICY Introduction 2.1 This section of summarises the relevant transport policies against which the redevelopment proposals will be considered. These include national, regional and local policy guidance, with the main focus being on the following documents: National Planning Policy Framework (March 2012); The London Plan (March 2016), consolidated with changes since 2011; and Hounslow Local Plan (September 2015). 2.2 These documents follow the core principles of promoting sustainable development and reducing the need to travel by private car. National Planning Policy Framework 2.3 The National Planning Policy Framework (NPPF) was published in March 2012 and sets out the Government s planning policies for England and how these are expected to be applied. 2.4 In relation to transport, NPPF states that: The transport system needs to be balanced in favour of sustainable transport modes, giving people a real choice about how they travel. However, the Government recognises that different policies and measures will be required in different communities and opportunities to maximise sustainable transport solutions will vary from urban to rural areas. 2.5 When considering the transport effects of a development, NPPF states that: 2.6 All developments that generate significant amounts of movement should be supported by a Transport Statement or Transport Assessment. Plans and decisions should take account of whether: the opportunities for sustainable transport modes have been taken up depending on the nature and location of the site, to reduce the need for major transport infrastructure; safe and suitable access to the site can be achieved for all people; and improvements can be undertaken within the transport network that cost effectively limit the significant impacts of the development. 7 prevented or refused on transport grounds where the residual cumulative impacts of development are severe. 2.7 In order to promote opportunities for sustainable travel, NPPF advises that: developments should be located and designed where practical to accommodate the efficient delivery of goods and supplies; give priority to pedestrian and cycle movements, and have access to high quality public transport facilities; create safe and secure layouts which minimise conflicts between traffic and cyclists or pedestrians, avoiding street clutter and where appropriate establishing home zones; 2.8 NPPF highlights that a key tool for facilitating the promotion of sustainable travel choices will be a Travel Plan and that: All developments which generate significant amounts of movement should be required to provide a Travel Plan. Parking 2.9 In relation to parking policy, NPPF states that: If setting local parking standards for residential and non-residential development, local planning authorities should take into account: the accessibility of the development; the type, mix and use of development; the availability of and opportunities for public transport; local car ownership levels; and an overall need to reduce the use of high-emission vehicles. Regional Policy The London Plan (March 2016), consolidated with changes since The London Plan is the Mayor s Planning Strategy for London. 8 Transport assessments will be required in accordance with TfL s Transport Assessment Best Practice Guidance for major planning applications. Workplace and/or residential travel plans should be provided for planning applications exceeding the thresholds in, and produced in accordance with, the relevant TfL guidance. Construction logistics plans and delivery and servicing plans should be secured in line with the London Freight Plan and should be coordinated with travel plans The London Plan discusses cycling in Policy 6.9 which states that: Developments should: a. Provide secure, integrated and accessible cycle parking facilities in line with the minimum standards set out in Table 6.3 and the guidance set out in the London Cycle Design Standards (or subsequent revisions) b. Provide on-site changing facilities and showers for cyclists c. Contribute positively to an integrated cycling network for London by providing infrastructure that is safe, comfortable, attractive, coherent, direct and adaptable and in line with the guidance set out in the London Cycle Design Standards (or subsequent revisions) d. Provide links to existing and planned cycle infrastructure projects including Cycle Superhighways, Quietways, the Central London Grid and the Mini-Hollands e. Facilitate the Mayor s cycle hire scheme through provision of land and/or planning obligations where relevant, to ensure the provision of sufficient capacity Table 6.3 of the London Plan provides minimum cycle parking standards, which are summarised in Table 2.1 for the proposed use. 9 Development proposals should ensure high quality pedestrian environments and emphasise the quality of the pedestrian and street space by referring to Transport for London s Pedestrian Design Guidance With regard to smoothing traffic flow and reducing congestion the London Plan states at Policy 6.11 B that DPDs should include features: promoting and encouraging car sharing and car clubs Policy 6.13 sets out the policy with regard to car parking for new development: The maximum standards set out in Table 6.2 in the Parking Addendum to this chapter should be the basis for considering planning applications As proposals comprise a mixed use scheme, maximum policy standards for residential use, office use and B2-B8 (self-storage) will be assessed Table 6.2 sets out maximum parking standards for residential developments, these are summarised in Table 2.2 below. Table 2.2 Residential Parking Standards Number of beds Maximum parking spaces 1-2 Less than 1 per unit 3 Up to 1.5 per unit 4 or more Up to 2 per unit 2.19 Table 6.2 states that development should provide for the needs of businesses for delivery and servicing, thus adding a level of flexibility For office space parking standards allow for outer London developments to provide a maximum of 1 space per sqm GIA With regard to parking for the self-storage facility, the London Plan states that standards for B2 B8 employment uses should have regard to the standards for B1 uses although a degree of flexibility may be required. These standards state that, in Outer London, for non-operational needs, parking should be provided at a maximum ratio of 1 space per 100 to 600 square metres of floor space. Local Policy Hounslow Local Plan (September 2015) 2.22 LB Hounslow s policy with regard to transport is set out in the Enhancing Connectivity chapter of the Local Plan. 10 We will expect development proposals to (k) Ensure that access to existing and future strategic transport connections is considered where appropriate, including through appropriate design; and (l) Contribute to improvements to the strategic transport network where appropriate, consistent with the Local Implementation Plan and Infrastructure Delivery Plan, and the findings of Transport Assessments Policy EC2 sets out LB Hounslow s approach to developing a sustainable transport network that: maximises opportunities for walking, cycling and using public transport, reduces congestion, improves the public realm and improves health and well-being It notes that this will be achieved by: (a) Promoting car-free or low car development where appropriate, as well as car clubs and car sharing schemes; (b) Promoting the active management of car parking and travel demand in the borough, particularly through the implementation of Controlled Parking Zones (CPZs) and restricting access to these zones to existing dwellings, and requiring developments to plan end-use in accordance with these measures; 2.25 With regard to new developments, policy EC2 states that development proposals should: (f) Demonstrate they are located appropriately with regard to public transport accessibility and capacity, road capacity and access to good quality walking and cycling networks. Developments should provide a minimum number of cycle parking spaces and an appropriate maximum number of car parking spaces consistent with the standards in the London Plan; (g) Demonstrate that adverse impacts on the transport network are avoided, including preparation of Transport Assessments for all major schemes, and providing contributions or improvements to transport networks; (h) Demonstrate that sufficient public car parking remains or is re-provided in the area to serve local needs where there will be a reduction in off-street car parking. This could include consideration of available on-street car parking or involve the provision of an appropriate temporary facility. This should ensure that the development ultimately provides for existing local need, together with the resulting increase in demand arising from the development; (i) Prepare Travel Plans in accordance with latest guidance from Transport for London and the council s 10 Point Guide or any subsequently adopted guidance; and (j) Incorporate design measures and facilities to promote cycling, in line with the London Plan. 11 3 BASELINE CONDITIONS 3.1 The development site is located to the west of central London and approximately 1.4 kilometres to the north west of Brentford town centre, within the London Borough of Hounslow. Heathrow airport is situated circa nine kilometres to the west. 3.2 A site location map can be found at Figure 1 Figure 1 Site Location Plan The Site 3.3 The site is located to the south west of the junction of Great West Road (the A4) with Syon Lane, approximately 200 metres north west of Syon Lane train station. The site is bound to the east by Syon Lane, to the north by the Great West Road, to the south by Northumberland Avenue and to the west by an adjacent employment site. 3.4 The site used to contain two office buildings, a petrol filling station and a garage but is now clear. There are a number of existing crossovers to the site on Great West Road, Syon Lane and Northumberland Avenue. The proposed temporary use of the site for car parking by Sky employees utilises an existing access on Northumberland Avenue. 12 The Surrounding Area 3.5 The land in the vicinity of the site contains the Gillette Building and residential land to the north, Homebase to the east and Syon Lane Station to the south east. Residential land is located to the south and west, whilst an employment site borders the development to the west. A Tesco food store is located beyond residential land on the northern side of the Great West Road. Local Road Network 3.6 In the vicinity of the site the A4 Great West Road is a dual carriageway that is subject to a 40mph speed limit. The A4 forms a part of London s strategic Road network. There are wide footways on both sides of the carriageway, each with a one-way segregated cycle lane. There is a break in the cycle route on the southern side of the carriageway as it passes the development site. 3.7 To the east, Great West Road provides access to the M4 and Brentford. The A4 runs between Bristol and Westminster and is an important route into central London. The M4 motorway, which runs between South Wales and London, follows the alignment of the A4 from a flyover approximately 1.4 kilometres to the east of the site, from where it runs above the A4 until ending some 2.2 kilometres further east. 3.8 To the west of the site, Great West Road provides access to Osterley and Lampton and leads to Great South West Road, which provides access to Hatton Cross Station and Heathrow Airport. 3.9 At the signalised junction with Syon Lane, the carriageway widens to provide right turn lanes into Syon Lane. Syon Lane is a two way, single carriageway road that leads to the A315 London Road to the south, whilst to the north, it provides access to the Tesco food store before terminating at a roundabout junction with Windmill Lane and Jersey Road approximately 1 kilometre north of the site. On the approaches to the junction with the Great West Road, it widens to provide additional lanes for turning traffic Northumberland Avenue is also a two lane single carriageway road, which meets Syon Lane at a priority junction at the eastern corner of the site. Keep clear markings are provided on the north westbound carriageway of Syon Lane at the junction to enable traffic turning right into Northumberland Avenue to turn without being obstructed by traffic queuing at the signals at the Syon Lane/Great West Road junction. It is understood that these keep clear markings are not always observed by motorists, resulting in delay for traffic turning right into Northumberland Avenue. 13 Existing Traffic Flows 3.11 In order to establish the typical existing traffic flows on the highway network adjacent to the subject site, two sources of information were used as follows: Great West Road/Syon Lane - TfL survey data (19th November, 2014) Northumberland Avenue/Syon Lane Manual Classified Counts and queue length survey (30th September, 2015) 3.12 Traffic flows have been extracted from these two sources to provide existing traffic flows for the morning and evening peak period, which are shown at Figures 3.1 and 3.2, whilst full results are included at Appendices C and D. Existing Parking Conditions 3.13 In order to determine the existing demand for on-street parking on the roads surrounding the proposed development, a parking beat survey was undertaken at the following times: Tuesday 20 th October :00; Wednesday 21 st October :00; Wednesday 21 st October :00; Thursday 22 nd October :00; Thursday 22 nd October :00; and Thursday 22 nd October : The full survey results can be found in Appendix E. Within the survey area some streets are located within a Controlled Parking zone (CPZ) with parking restrictions applying from Monday to Friday 09:00 to 18:00. Since the survey was undertaken, the CPZ has been extended to include Northumberland Avenue adjacent to the site, where 7 resident permit holder parking bays have been provided Furthermore, the CPZ will be further extended by the end of the financial year to include streets to the south of the site up to the junction of Northumberland Avenue with Roxborough Avenue, some 250 metres walk from the site. A map of the extended zones can be found in Appendix F. 14 3.16 The results of the parking survey provide a good indication of the operation of streets at the current time, as only minor changes to on street parking have occurred since the surveys took place. The result of the parking survey for area outside of the CPZ, where parking is unrestricted is summarised in Table 3.1. Notwithstanding that, the survey indicates that there was capacity to accommodate additional parking on street It is understood that the CPZ extension is to be implemented before the end of the financial year and as such, demand for parking is likely reduce as a result of a reduction of commuter and employee parking The demand for resident permit holder parking is summarised in Table 3.2. Road Safety 3.21 In order to establish road safety conditions on the highway network in the vicinity of the site, Personal Injury Accident data has been obtained from Transport for London for the most recently available five-year period. This covers the five-year period to 31 st March Over this period there were 53 accidents recorded. Of these, 50 resulted in slight injury, 3 resulted in serious injury and none resulted in a fatality. Table 3.3 summarises the serious accidents, whilst full details are included as Appendix G. On that basis, it is considered that there is no inherent safety issue with highway design in the vicinity of the site. Accessibility by Non-Motorised Modes Public Transport Accessibility Level (PTAL) 3.23 Public Transport Accessibility Levels (PTAL) provide a guide to the relative accessibility of a site. PTAL scores range from 1 to 6b, where 6b is the highest score and 1 is the lowest The TfL PTAL calculator indicates a PTAL of 2 when measured from the centre of the application site, although it is noted that the PTAL increases to a 3 to the immediate south east of the site, on the approach to Syon Lane Station. A copy of the TfL PTAL summary report is provided at Appendix H It is important to note that PTAL does not take into account the pedestrian and cycle facilities within the vicinity of a study point, or public transport interchange opportunities. Accessibility by Bus 3.26 There are bus stops located on both sides of Great West Road (A4) in the vicinity of the application site. Eastbound bus stop K is located some 80 metres to the west of the junction with Syon Lane whilst the westbound stop C is approximately 70 metres to the east of the junction. Both stops benefit from a shelter and seating. 16 3.27 Further bus stops located on both sides of Syon Lane approximately 100 metres to the south east of the junction with Northumberland Avenue. Details of the bus services within the vicinity of the site are provided in Table 3.4. The relevant Transport for London (TfL) bus route map is attached at Appendix I. It lies on the Waterloo to Weybridge and Hounslow Loop lines with services operated by South West Trains. From Monday to Saturday these provide regular services to Waterloo and Hounslow. Details of train services are provided in Table 3.5. Osterley is on the Piccadilly Line, which runs between Heathrow and Cockfosters. Typical offpeak journey times are 14 minutes to Heathrow and 35 minutes to central London (Leicester Square). Monday to Saturday trains run typically every 5 to 7 minutes Cockfosters and 3 to 6 minutes Heathrow. On Sunday services run every 5 minutes to Cockfosters and 4 to 8 minutes to Heathrow. 17 Accessibility by Cycle 3.30 There are off-carriageway segregated cycle paths on both sides of the Great West Road. These form part of the London Cycle Network Route 44, which runs between the western end of Great West Road and Hyde Park Corner. This also allows connections to the wider London Cycle Network. Through the junction of Great West Road with Syon Lane cycle path joins the carriageway. The west bound cycle path is interrupted along the frontage of the development site It is understood that TfL proposes improving the junction of the Great West Road with Syon Lane to provide better crossing facilities for pedestrians and potentially, deliver some improvement for cyclists Northumberland Avenue and Hexham Gardens to the south of the site are quieter roads as recommended by other cyclists in the TfL Local Cycling Guide. Hexham Gardens provides step free access to the Central London bound platform of Syon Lane station There are Sheffield stands located adjacent to the parade of shops on the west side of Syon Lane to the north of the Great West Road and sheltered cycle parking, covered by CCTV, on platforms 1 and 2 at Syon Lane station providing parking for 30 cycles A cycling environment review survey (CERS) was undertaken within one kilometre of the site. The CERS audit concluded that the majority of cycle infrastructure in the vicinity of the site is of average or above average. A copy of the Audit is provided at Appendix J. Accessibility by Foot 3.35 The Institution of Highways and Transportation publication Providing for Journeys on Foot (2000) identifies that the average length of a walk journey is 1 kilometre. This document identifies a preferred maximum walking distance of 2 kilometres for commuting. Brentford, Isleworth, Woodlands, Spring Grove, Osterley and Little Ealing lie within this distance of the site There are wide footways alongside all of the significant roads in the vicinity of the site. There are a number of signalised crossing points, which provide connections to the wider pedestrian network An at-grade signalised pedestrian crossing is present over the western arm of Great West Road, close to its junction with Syon Lane. A wide central refuge for pedestrians is provided allowing for safe passage across the Great West Road. A signalised pedestrian crossing is provided on Syon Lane adjacent to the access to the Homebase car park. 18 3.38 There is also a subway under Great West Road on the eastern arm of its junction with Syon Lane. It is well lit and has both ramped and stepped access at each end. It is understood that the junction improvements the TfL is developing for the junction include the provision of at grade pedestrian crossing facilities A pedestrian environment review survey (PERS) has been undertaken within one kilometre of the site. This review was carried out 19th October 2015 by Motion, in connection with the 2015 planning application. The audit found that the pedestrian environment surrounding the site was either of good or average quality. It did not identify any areas that required improvement. The full results of the PERS audit are included as Appendix K. It should be noted that the proposed improvement scheme at the junction of the Great West Road with Syon Lane is expected to improve pedestrian facilities. 19 4 PROPOSED DEVELOPMENT 4.1 The proposed development seeks to provide 7,863sqm GEA of self-storage space, 783sqm GEA of serviced office space and 102 residential units. The site would be managed and operated by Access Self Storage, including the residential units, which would be available for private rent under a private rented sector scheme (PRS). Parking 4.2 It is currently proposed that a total of 42 residential parking spaces be provided in a basement parking area, with 9 spaces provided for commercial use at surface level. A further three spaces are provided outside the gate to the site, two for visitor use one for a car club. Blue badge holder parking will be provided in accordance with relevant car parking standards, one space for commercial use and 10 residential spaces. In accordance with the London Plan, 20% of car parking spaces will be for electric vehicles and an additional passive provision for electric vehicles in the future, 20% of residential bays and 10% of commercial spaces. Parking for 6 motorcycles will be provided at basement level. Access to the basement parking area is provided by way of 2 car lifts. 4.3 A total of 196 cycle parking spaces for residents is provided at basement level in a total of seven secure storage areas close to the cores of the building. A dedicated cycle lift is provided in addition to the two car lifts, which cyclists will be able to use. The parking storage areas contain a mixture of two tier cycle parking and Sheffield stands, which provide opportunity for parking of larger non standard cycles. In addition, a further 4 cycle parking spaces, by way of two Sheffield stands, is provided adjacent to the main residential access point off Northumberland Avenue. 4.4 The office and self storage facility provides secure long stay cycle parking within the site at ground floor level in two cycle stores. The stores provide both two tier cycle parking and Sheffield stands. In total 28 long stay commercial spaces are provided. In addition, a further two Sheffield stands are provided for visitor use outside the main vehicular entrance to the site. 4.5 The proposed cycle parking exceeds the quantity required by London Plan cycle parking standards. Plans showing the proposed cycle parking arrangements are attached at Appendix L. Access Self Storage will monitor and manage all parking on site and take appropriate action to deter incorrect use or abuse of the facilities. 20 Access 4.6 Vehicular access is proposed from Northumberland Avenue, at the southern extent of the site. Northumberland Avenue is subject to a 30mph speed limit and the access will provide with 2.4m x 43m visibility splays, providing sufficient stopping distance for vehicles travelling at 30mph. 4.7 Northumberland Avenue has resident permit holder parking bays on both sides of the road adjacent to the site. So as to accommodate the new access and movement by heavy goods vehicles that will need to visit the site, it will be necessary to reconfigure on street parking bays. The current configuration provides on street parking for 7 cars, whilst the proposed highway arrangement would provide parking for 5 cars. The existing and proposed highway arrangement plan is provided at Appendix A. 4.8 As part of the development it is proposed to provide an off-carriageway cycle route along the site frontage where the London Cycle Network Route 44 is currently interrupted. This will improve cycling conditions along the Great West Road. A plan showing a proposed cycle lane arrangement is attached at Appendix M. 4.9 In addition, so as to discourage traffic approaching the signals at the junction of Syon Lane with the Great West Road from blocking access into Northumberland Avenue, it is proposed to replace the existing Keep Clear markings with yellow box junction markings, which will enable the highway authority to take enforcement action against drivers who block the junction. A plan showing this proposed arrangement is attached at Appendix N. Servicing 4.10 All servicing including refuse and residential deliveries will take place on site. The development provides sufficient space to turn all vehicles up to a maximum length articulated vehicle. Swept path analysis has been undertaken using AutoTrack, the industry standard software, to demonstrate that vehicles can manoeuvre from Syon Lane to the site and enter and exit the site in forward gear Swept path analysis is included at Appendix O So as to enable servicing activity associated with the development to take place in a safe and efficient manner a Delivery and Servicing Plan (DSP) will be implemented. The DSP will contain a range of measures to control servicing and delivery activity based upon TfL guidance. 21 Where possible, scheduling deliveries between 10am and 4pm so to reduce the impact on the local highway during peak times; Source supplies locally when possible; Investigate the potential to source goods from the minimum number of suppliers; Investigate the potential of sourcing goods and services from companies using alternatively fuelled vehicles, for example electric and LPG vehicles and bicycles; Maintain a record of all deliveries; and Advise suppliers of the delivery strategy for the site, to ensure that they are aware where they can stop to deliver to and collect from the site. 22 5 TRIP ATTRACTION 5.1 The trip attraction of the proposed site uses by all modes of transport will be assessed for the typical weekday morning (08:00 09:00) and evening peak hour periods (17:00 18:00). B8 Self Storage Use 5.2 The land use class B8 covers self-storage and warehouse/distribution. The proposed building would operate as a self-storage warehouse which has a relatively low level of activity given that items are stored for long periods of time. Based on the nature of the B8 proposals the only realistic mode of transport for the majority of customer trips is by motor vehicle. 5.3 To ascertain the likely level of trips to the self-storage unit, reference has been made to the TRICS database. An interrogation of the database revealed there was only one suitable site for comparison (survey data less than 5 years old), a Safestore site in Merton, which was surveyed in June 2012 using the TRAVL methodology. Full details of this survey are included in Appendix P. 5.4 The trip rates extracted from that survey and the resultant trip attraction of the self-storage facility are summarised below in Table 5.1. As such, in order to provide an assessment of the likely proportion of HGV trips to the site, reference has been to data gathered from other Access Self Storage sites. This data indicates a daily HGV trip rate of trips per 100 square metres of floor space which results in an anticipated 5 HGV trips daily. Therefore, for the purpose of this study, it is assumed that there would be one HGV arrival and departure movement during each peak hour. C3 Residential 5.6 The trip generation of the proposed residential use has been calculated from total person trip rates extracted from the TRICS database. Trips AM Peak PM Peak For the purposes of this assessment the modes of transport that people will use when travelling to and from the site will be based upon the journey to work modal split for residents of the Middle Layer Super Output Area of Hounslow 009 recorded by the 2011 Census. The development will provide 42 parking spaces for the 102 residential developments, a ratio of spaces per dwelling. This compares to car ownership for privately rented flatted accommodation in the Hounslow 009 Middle Layer Super Output Area of per dwelling. 5.9 In 2017, the current controlled parking zone (CPZ) will expand to encompass residential streets to the south west of the site. As the development will provide low car parking and residents will not be able to park in the CPZ controlled streets around the site, car ownership will be proportionally less than those currently living within the local area. This lower level of car ownership will mean that peak hour trips by car will be lower than that of existing local residents For assessment purposes, a factor of 0.52 (0.412/0.787) has been applied to the residential modal split to reflect the lower car ownership levels and the other modes of transport have been proportionally increased. The modal split for the residential element of the development and trips associated with each mode of travel can be found in Table 5.3. 25 5.13 The modal split of trips has been based upon the daytime population travel mode of those travelling to the Middle Level 2011 Census for Hounslow 009 from the 2011 Census. The modal split has been adjusted to reflect that there will be just one disabled car parking space for office use. The adjusted modal split for the office development and trips associated with each mode of travel can be found in Table 5.6. 26 6 EFFECT OF DEVELOPMENT 6.1 This section of the Transport Assessment will consider the effect of the development on the operation of the local transport network including on street parking. This assessment will take into account the increase in peak period trips as a result of the development and will also consider the effect of any committed development schemes in the area as necessary. Traffic Distribution 6.2 It is assumed that the majority of self-storage traffic will arrive and depart via the A4 Great West Road, with a small proportion of trips originating from residential area to the north, south and east of the site. The distribution of self-storage traffic is shown on Figure Residential traffic has been distributed with reference to peak hour counts of traffic movements from Hexham Gardens, a residential road to the south of the site. During the morning peak hour 62% exited to the east and 38% to the west, while 75% entered from the east and 25% from the west. During the evening peak hour 27% exited to the east and 73% to the west, while 55% arrived from the west and 45% arrived from the east. Away from the site access, residential traffic has been distributed in accordance with observed turning proportions. The residential traffic distribution for the morning and evening peak hour periods is shown on Figures 6.2 and The self-storage and residential traffic has been distributed on the local road network in accordance with the distribution patterns shown in Figures 6.1 to 6.3. The resulting traffic movements are shown on Figures 6.4 to 6.7 respectively, whilst the total development traffic flows are shown on Figures 6.8 and 6.9 for the AM and PM peak hours respectively. 6.5 Beyond this point, any effect of development traffic will be negligible, no more than 16 movements on any one arm of the Syon Lane/Great West Road junction, less than one vehicle every 3 minutes. This level of traffic movement is likely to be within fluctuations that occur on a daily basis in any event and as such, no further assessment of the Syon Lane/Great West Road junction is proposed. 6.6 It should be noted that the Transport Assessment that accompanied the approved planning application for the temporary use of this site for parking by Sky employees carried out modelling of the Syon Lane/Great West Road junction. 27 Using a TRANSYT model developed for the 2013 Sky Campus Development scheme, updated with 2016 traffic flows, it has been demonstrated that the additional trips and changes in turning manoeuvres generated by the car park can be accommodated within the existing junction. Junction Capacity Assessment Northumberland Avenue/Syon Lane Priority Junction 6.7 In order to assess the effect of the development of the junction of Northumberland Avenue and Syon Lane, the PICADY element of Junctions 9, the industry standard modelling software for priority junctions has been used. 6.8 Models of the junctions have been created for the morning and evening peak hours the existing conditions, the baseline (without development) and proposed (with development) scenarios. 6.9 In order to assess the impact of the proposed development two scenarios have been created: Existing traffic flows obtained from TfL and surveys; Baseline existing traffic flows obtained from TfL and surveys plus committed development of the Sky campus and the Nishkam School; and, With Development includes the proposed self-storage, office and residential development The Baseline traffic flows are illustrated in Figures 6.10 and 6.11, while the With Development traffic flows are included in Figures 6.12 and Full modelling outputs are included in Appendix S and the results are summarised in Table 6.1. 28 6.12 It can be seen that the results of the modelling show that the priority junction of Northumberland Avenue with Syon lane will continue to operate well within capacity with the proposed development. It is noted that the model does not fully reflect the observed queues at this junction. However, these queues are the result of vehicles queueing at the signals at the junction of Great West Road with Syon Lane preventing traffic from exiting Northumberland Avenue. The queues are short lived and dissipate when traffic on Syon Lane receives a green signal. Based on the modelling outputs there will be no changes in queue lengths on Northumberland Avenue It should be noted that the operation of this junction would improve following the implementation of yellow box markings on Syon Lane, which should reduce queue lengths on Northumberland Avenue by preventing traffic blocking the exit to Syon Lane. Road Safety Audit 6.14 A Stage 1 Road Safety Audit (RSA) of the proposed site access arrangement on Northumberland Avenue. The audit was undertaken between the 4 th and 10 th October The team raised one concern with about the junction due to obstructed access visibility. They noted that the presence of street furniture in the form of large cabinets (suggest BT) on each side of the proposed access, which could obstruct visibility splays. The recommendation was to consider the extent to which visibility could be obstructed, and if necessary provide a kerb builtout to improve visibility. With regards to the recommendation the designer response was that: The cabinets are shown on plan rev B. Visibility to the southwest of the site access is satisfactory. The cabinet to the north east will need to be relocated to construct the access and can then be positioned so as not to obstruct visibility. The exact location will be determined as a part of the detailed design process The team raised a concern with the quality of footways at existing closed access points to the site, which could lead to injury. The recommendation is to reinstate the footways at the existing site accesses with full height kerbs. The designer response that: the development proposals include the closure of existing site access points and the reinstatement of footways with full height kerbs The full report can be found in Appendix T. 29 Parking 6.18 The commercial element of the scheme will provide 9 parking/loading spaces including 1 for disabled users The proposed residential development will be provided with 42 car parking spaces at basement level including 10 for disabled users. An additional two visitor parking spaces will be provided at surface level as well as a car club parking bay. This is in line with local and national policy and is considered sufficient to serve the needs of the development Data extracted from the 2011 Census for the Middle Layer Super Output Area of Hounslow 009 indicates a car ownership level of 0.83 cars per household for flatted accommodation. Applying this rate to the proposed 102 residential units results in an estimated car ownership equating to 85 cars The 2011 Census this area also enables car ownership for rented flatted accommodation to be determined. The data indicates a car ownership level of 0.79 cars per household. Applying this rate to the proposed 102 residential units results in an estimated car ownership equating to 81 cars The site is located adjacent to the Syon Lane Station controlled parking zone (CPZ), which restricts parking to resident permit holders between the hours of 9am to 6pm from Monday to Friday. The CPZ has recently been extended to include Northumberland Avenue adjacent to the site and the zone will be further extended by the end of the financial year to include streets to the south of the site up to the junction of Northumberland Avenue with Roxborough Avenue, some 250 metres walk from the site. A map of the extended zones can be found in Appendix F. Any planning would be subjected to a S106 agreement which would restrict future residents of the development from applying for on street residents parking permits The scheme comprises flats available for private rental and as such, it is anticipated that many residents will be young professionals who will use Syon Lane to commute to and from work, or be working for one of the many local employers operating in the area. This coupled with the close proximity of the site to the Tesco food store and other local amenities means that the residents will have less need to own a car than residents of the local area. 30 6.24 Residents will be provided with car club membership, enabling them to have access to a car when required. Research published by Transport for London Attitudes to Car Clubs (February, 2007) has shown that car club membership reduces car use by an average of almost 36 per cent and that almost a fifth of members sell a car either immediately before or after joining. Appendix U contains a copy of a proposal from a car club operator to provide a vehicle at the site The proposals are accompanied by a Residential Travel Plan and Workplace Travel Plan Statement which will encourage the use of sustainable modes of travel and reduce the need to own or travel by car On this basis, it is considered that the level of car parking proposed is appropriate for the site and that the proposed development would not result in an increase in demand for parking on streets in the vicinity of the site. The proposals do result in the loss of two on street parking spaces, however the results of the parking survey indicate that the loss of these two spaces would not result in the recorded demand for parking exceeding capacity. The future extension of the CPZ is likely to significantly on street parking demand by discouraging commuter and employee parking. Public Transport 6.27 The assessment undertaken indicates that the development will result in 69 additional trips during the morning peak hour and 48 during the evening peak hour. These trips are split broadly equally between bus, underground and train, with the maximum increase in trips by any one mode being 26 people travelling by train during the morning peak hour period. Given the frequency of peak period public transport services operating in the vicinity of the site, it is not anticipated that the development would materially effect the operation of these services. Construction Traffic 6.28 The planning application package includes a Construction Management Plan, which contains a range of measures to mitigate against the transport effect of development on local residents and on the operation of the local road network. 31 7 TRAVEL PLANS 7.1 National and local planning policy requires that all major development proposals are accommodated by a Travel Plan in order to encourage sustainable travel choices for trips to and from the development. 7.2 A Residential Travel Plan and Workplace Travel Plan Statement has been produced to accompany the planning application. 7.3 The Travel Plans will form a long-term strategy, of which the main objective will be a reduction in private car trips in favour of more sustainable modes of travel. The aims of the strategy will be to: Increase the awareness of the advantages and potential for travel by more environmentally friendly modes; and To introduce a package of physical and management measures that will facilitate travel by other modes. 7.4 The Workplace Travel Plan Statement will focus on the office element of the scheme, given that there is limited potential for users of the self-storage facility to travel by public transport, on foot or bicycle. However, the measures within the Travel Plan Statement will seek to raise awareness of sustainable transport modes amongst all users of the site. 7.5 The Residential Travel Plan will be a strategy for implementing change in travel patterns, reflecting current national and local policy in respect of transport, and will include the following: An assessment of base travel patterns; A series of objectives relating to achieving a reduction in car use; A description of the measures to be implemented to achieve the objectives; Details of the administration of the Plan; and A detailed monitoring system. 32 8 SUMMARY AND CONCLUSION 8.1 TTP Consulting is retained to provide highway and transport advice in relation to the proposed redevelopment of the Access Self Storage site at 871 Great West Road (Gillette South), Hounslow. 8.2 The site is currently vacant however it previously contained two office buildings, a petrol filling station and a garage. The site has previously been granted planning permission for the redevelopment of the site to provide 10,678 square metres GEA of B8 Self Storage space served by 12 car parking spaces and 4 cycle parking spaces (Application Ref /AF/P23). 8.3 The proposed development seeks to provide 7,863sqm (GEA) of self-storage space, 783sqm of office space and 102 residential units. The development will include 42 residential and 9 commercial car parking spaces. A further 2 parking spaces will be made available for visitors at ground floor level as well as a space for a car club vehicle. 8.4 In summary: The site is located in an accessible location, is well placed for undertaking journeys on foot, cycle and public transport; Car parking and cycle parking for the proposed development will be provided in accordance with standards; Servicing will be accommodated on site; Access to the site will be served via Northumberland Avenue; The proposed development will include improved provision for cyclists on Great West Road westbound by linking segregated cycle routes along the site frontage; The proposed development will be accompanied by a Residential Travel Plan and Workplace Travel Plan Statement; and, The proposed development would not result in demonstrable harm to the operation of the highway network local to the site. 8.5 On the basis of the above, it is evident that there is no reason why the proposed development should be restricted on traffic of transportation grounds. This letter concerns both the pre-application meeting and an additional meeting that we to discuss proposals for a mixed-use development at the above site. The following comments are made by Transport for London officers on a without prejudice basis only. You should not interpret them as indicating any subsequent Mayoral decision on any planning application based on the proposed scheme. Furthermore, these comments also do not necessarily represent the views of the Greater London Authority who issued their preapplication advice on 23 rd November 2016, following a 8 th November meeting, also attended by the TfL case officer. As stated above, the proposals are for a mixed-use development and TfL understands that this will comprise self-storage (7863sqm GEA) and associated office use (721sqm), and 102 residential units. The B8 storage use has been accepted by a previous 2008 Consent. 54 Prior to the meeting, you provided some site plans and a Transport Scoping document, which outlined the scheme proposals and baseline conditions, plus the intended approach towards trip generation, travel demand and parking strategy. This response is based on that material, as well as the discussion at the meeting itself. The site is bound to the north by the A4 Great West Road (Transport for London Road Network - TLRN), to the east by Syon Lane, to the south by Northumberland and commercial property to the west. There is a segregated cycle lane along the Great West Road, but it discontinues along this site s frontage. The nearest National Rail station is Syon Lane, 195m south from the south east extremity of the site. This is served by South West Trains accessing Waterloo station, Richmond and beyond. There are no underground stations within easily walking distance of the site: the nearest being Osterley station, 1650m to the west. In addition, the H28 bus route stops outside this station. A second low-frequency bus route, the H91, which operates along the A4, stops 95m to the east (westbound) and 55m to the north of the site (eastbound). Based on a maximum walk distance / time of 640 metres, 8 minutes to bus services, and 960 metres / 12 minutes to rail services, the site records a Public Transport Access Level (PTAL) of 3 (on a scale of 1-6, where 6 is excellent and 1 is very poor). Context The site is on the western border of the potential new Great West Corridor (including Golden Mile) Opportunity Area, which encompasses the expanding BSkyB complex and Gillette Corner. A Golden Mile Vision and Concept Masterplan has been prepared as a non-statutory planning document by the London Borough of Hounslow. The Masterplan links nodes of regeneration and anticipates a significant number of additional homes and jobs. TfL contributed comments to the Council s December 2015 issues consultation paper for the Great West Corridor Plan. Transport Assessment(TA) TfL welcomes the advice that you will undertake a detailed transport assessment (TA) in line with TfL s Transport Assessment Best Practice Guidance available from Access and servicing The site has three (currently redundant) vehicular accesses: from Great West Road, Syon Lane and Northumberland Avenue. The applicant proposes sole vehicular access to be from the latter, a local road. Redundant accesses will be removed and the footway re-instated. It is welcomed that the applicant has acted on TfL s advice given on an earlier proposal, which sort access to the site directly from the TLRN. This was of major concern to TfL in terms of road

55 safety and congestion. So as to accommodate the new access and movement by heavy goods vehicles, it will be necessary to reconfigure on street parking bays, reducing them by two. TfL recognises and supports the practicality of this mitigation. All servicing will take place on site with sufficient space available to turn an articulated vehicle. TfL accepts the swept path analysis that has been scoped to demonstrate that vehicles can enter and exit the site in forward gear. A delivery and servicing plan should be outlined in the TA and a detailed plan conditioned for later approval. Parking The proposal includes 42 parking spaces in a basement parking area for the 92 new residential units, with an additional 9 spaces provided for commercial use at ground floor. A further 2 short stay visitor spaces and a car club space at ground floor, can the land use for which these are intended please be clarified. For the residential use, although this may be below the maximum London Plan standard, it is a higher ratio than in the last design (33 spaces). TfL would need justification for this undesirable change in light of Transport Assessment analysis, the Public Transport Access Level (PTAL), congestion and the Mayor s emerging air quality improvement aims. Disabled parking will be provided in accordance with relevant car parking standards, as well as electric vehicle charging points. As the Council is extending the Controlled Parking Zone (CPZ) in January to cover this area, including Northumberland Avenue, its commitment and that of the applicant to the imposition of car-and-permit-free parking on residents of this site is supported. Long-term cycle parking is spread between ground and basement floors, the latter accessed by lift. In principle this is acceptable, though it is noted that a significant number of spaces are tucked away in a corner of the basement, a considerable distance from any lift; this it is understood is being revisited by the applicant [Cycle parking for the office and residential elements of the scheme will be provided in accordance with relevant quantity, design and space standards. However, TfL is content with there being no parking for users of the self storage facility and just two for the staff, which will also number around two. In addition four visitor (short term) spaces should be provided at ground level in a convenient location with a cover and out of the way of manoeuvring vehicles. TfL s cycle design guidance should be referred to in order to identify a safe, covered and secure location with good lighting and CCTV. Two-tier racks should not be the sole provision: as is set out in LCDS and the Accessible London SPG, we recommend that at least 5% of spaces are capable of storing larger; non-standard cycles such as those used as mobility aids and in general TfL advocates a mix of stands.

56 A parking management plan should be outlined in the TA and a detailed plan conditioned for later approval. Similarly a condition to limit the parking for use by the residents, employees and storage staff/users at this address only is strongly recommended. Cycling and access to the cycle network; pedestrian amenity TfL welcomes the continued commitment by the applicant to join up the gap in the segregated cycle route along the site s A4 frontage, as well as remove the cross-overs. Such developer-funded improvement may not be confined just to the frontage(s) given the site will attract a significant number of new, additional cycle trips by residents and staff (allowing for the applicant s intended evidence that carrying bulky storage items depresses the demand for cycling amongst storage clients). TLRN works will be secured through a s278 agreement with TfL, following further liaison as the proposal progresses. TfL also welcomes the applicant s commitment to set-back the building line to increase cycling and pedestrian amenity, especially at the junction/corner of the two main roads. TfL will most likely adopt the additional footway width created as public highway on the A4 and the TLRN return on Syon Lane, subject to survey. Further discussion will be needed as to the likely mechanism for this and a commitment towards a land-safeguarding clause in the s106 for TfL to take on and maintain the land as highway at nil cost, as is standard in these cases. As before when we met, TfL requests the applicant undertakes a pedestrian environment review survey (PERS) and the same for Cycling (CERS assessment) within one kilometre of the site s centre, with particular focus on the routes from the site south towards the station. This should take into consideration the emerging designs for improving Gillette Corner s junctions to enable signalised crossing for pedestrian, including the addition of a pedestrian crossing on the north east corner of this site. Finally, TfL may seek a contribution towards wayfinding. Public transport The scoping document states the TA will consider the baseline conditions for public transport in the vicinity of the site; it also refers to trip rates extracted from the TRICS database. Further comment on the appropriate data source(s) is given in the next section, but in brief the TA should address bus capacity in relation to trip generation, for this scheme and for other development committed and in the pipeline (the Council should be able to advise on this), as well as providing an audit on the nearest bus stops for accessibility. The extra trips generated by the Nishkam School when completed and in operation will almost certainly require additional capacity on the H91, but it is acknowledged that your scheme is proportionally quite small. For now, TfL s observation is that most commuters will likely use the H91 to travel to Hounslow or Hammersmith or connect with Osterley tube station (some may use the H28 but not likely to be many). For this scheme the trip generation for buses is only around 15 trips in the peak hour, which should be easily accommodated by the

57 H91 service. Further advice will be given when the application proper is assessed. As to rail accessibility and encouraging use of this sustainable transport mode, it is noted that there is no step-free access to the platforms of the nearby Network Rail station (Syon Lane); it is recommended that further discussion on the feasibility and practicability of tackling this deficiency (through a developer contribution) is undertaken between the applicant, the Council and Network Rail. Approach to trip generation and mode split TfL welcomes the note on Modal Split that has been prepared after the meeting in response to officer advice given there that modal split data should be based upon that for the local Middle Layer Super Output Area from the 2011 Census. Additionally you have supplied two sources of information in order to establish the typical existing traffic peak flows on the highway network adjacent to the site: Great West Road/Syon Lane - TfL survey data and Northumberland Avenue/Syon Lane Manual Classified Counts and queue length survey, both acceptably recent. The approach to trip generation and mode split has been improved and is now acceptable for use going forward. TfL welcomes your advice that you will undertake a detailed transport assessment (TA) in line with TfL s Transport Assessment Best Practice Guidance available from This should consider the impact of the development s constituent proposed land uses, on all modes of transport at both the occupation and construction phases. Committed schemes in the area should be included as advised above. This will enable TfL to better determine what measures (if any) may be required to mitigate the impact of the development on the transport network. As we have discussed the TA should detail the methodology of the multimodal trip generation for the proposed development (from a baseline of zero trips for this long-cleared site). It should establish the level of vehicular and nonvehicular trips likely to be generated by the development scheme for each use. The scope s use of TRICS is acceptable as it is to be supplemented and informed by Census 2011 output and by recent surveys the applicant has of other Access Self-Storage operations. Scope of potential junction assessments Account will need to be taken of impacts on both the junction of Northumberland Avenue with Syon Lane (at the Council s request) and the junction of Syon Lane with the A4. The peak surveys already submitted are welcome, but the inclusion of HGV vehicles is requested. TfL s previously discussed study of the junction of the Syon Lane junction (south, at the corner of this site) has concluded that adding a pedestrian crossing impacted too much on capacity, therefore the improvement will be confined to pedestrian islands, according to current feasibility designs. The concept design is slated to be completed in spring next year with deliver in 2019 subject to funding; further

58 information will be supplied at a later date on the estimated costings/level of developer contribution. There are improvements to the junction of Syon Lane (north) with the A4 relatively near to implementation and, lastly, the A4 crossing on the west side (adjacent to the northern boundary of the site) is intended to be moved closer to the junction There is a signalised facility already for pedestrian crossing over Syon Lane, offset from Northumberland Avenue; at the meeting we discussed the benefits of adding a yellow box on the highway to make the right turn south into Northumberland Avenue easier and safer for cyclists. Auto-tracking for this right turn is requested in order to confirm that this will accommodate additional traffic (including cyclists) safely when development trips have been added. It is proposed that the Transport Assessment will carry out traffic modelling of the junction of Syon Lane with Northumberland Avenue. It is accepted that beyond this point, any effect of development traffic on the other Gillette Corner junctions is likely not to be significant. It would assist TfL s remit to Keep London Moving if the development, and its mitigations, encouraged a shift from current locally car-dominated patterns towards more sustainable modes of transport. The phasing of completion and occupation of your development in relation to this intended highways improvement should be made clear in the TA. Travel and construction plans Construction access, routeing and programming must be set out in a Construction Logistics Plan (CLP), this is especially important if the applicant progresses its proposal to take access for construction off the A4. It is interpreted from the scoping note that the TA will include a framework Travel Plan. You are required to provide a full residential travel plan and reference should be made to TfL s travel plan guidance available from: TfL recommends that the ATTrBuTE assessment tool which is available at is used when developing the travel plans, to ensure that it complies with TfL best practice guidance. Additionally a condition to require the applicant to market the sustainable travel modes and routes to the site was discussed at the meeting and there is a commitment to including it in any planning consent. Other measures to support sustainably low levels of car use, including a range of green travel planning initiatives should be secured, monitored and funded through the section 106 agreement. An appropriate figure to fund the provision of travel plan measures should be agreed with TfL and Hounslow Council and secured within the section 106 agreement. TfL expects that the Council will secure, enforce, monitor, review and ensure the funding of the travel plan through the section 106 agreement. Section 106 and CIL

59 The Mayor introduced a London wide CIL Charging Schedule on 1 April 2012 in line with London Plan policy 8.3 Community Infrastructure Levy. Most new development in Greater London has to pay the Mayoral CIL Boroughs are arranged into three charging bands with rates of 50 / 35 / 20 per square metre of net increase in floorspace respectively. The proposed development is within the London Borough of Hounslow where the Mayoral charge is 35 per square metre. More details are available via the GLA website Summary To summarise, TfL is supportive in general of the principle of the development and the initial transport proposals outlined. Depending on the outcome of the transport assessment, TfL may seek mitigation that includes, but is not limited to the following matters: connectivity and possibly level access improvement for the local station through appropriate legal agreements incentives I hope this provides a useful basis upon which to progress the transport assessment. 123 Technical Note 1: PERS Audit and Cycle Infrastructure Review Project: Gillette Corner Prepared by: Lianne Brook Approved by: Peter Sturgeon Date: 19/10/ Duncannon Street London WC2N 4JF Tel: Introduction 1.1 In order to review the quality of the pedestrian environment in the vicinity of the site, a PERS assessment has been undertaken using the Transport Research Laboratory (TRL) Streetaudit software (version ). The quality of the pedestrian infrastructure between the site and the nearest bus stops, train station, school and local amenities was assessed on-site on the 18 th October 2015 in accordance with the methodology provided with the software. The site visit was undertaken between the hours of 17:00 and 19:00 as dusk fell in order to assess the site s lighting provision. 1.2 An assessment of each Link, Crossing and Public Transport Waiting Area that was undertaken within the study can be summarised as follows; Great West Road (750 metres to the west and 500 metres to the east); Syon Lane north; and, Syon Lane south to The Green School. 1.3 A full copy of the results is included as Appendix A while a summary of the Red/Amber/Green (RAG) ratings for each element is provided below. Those elements that are considered to be of a good standard for pedestrians achieve a green rating, while elements that are considered average are allocated an amber rating. Elements which offer a poor pedestrian environment that require improvement are allocated a red rating. 124 1.4 It is apparent that all of the elements scored either a Green or an Amber rating and are therefore of an average or good standard. There are no areas that were allocated a Red score and therefore this area as a whole can be seen as an acceptable environment for pedestrians. 1.5 Figure 1.1 below provides a map of the study area and the subsequent ratings awarded to each link, crossing and public transport waiting area. Figure 1.1 PERs Audit Map Cycling 1.6 There a number of designated cycle routes in the vicinity of the site, many of which are car free. The Great West Road to the north of the site offers a segregated cycle way on both sides of the road of widths varying between 1.75 and 2.20 metres. These cycle paths connect with Northumberland Avenue south of the site, a quieter road that has been recommended by other cyclists in the TfL Local Cycling Guide. Hexham Gardens has also been recommended by other cyclists as a quieter road and provides step free access to the Central London bound platform of Syon Lane Station.
