2 The background to the 2050 London Infrastructure Plan is the city s expected strong population growth.. By January 2015 London will surpass 1939 population peak of 8.6m 2
3 The case for growing London rests on the benefits for the UK of having a leading world city London tops the global competitiveness league Its agglomeration of high value services and international connections make it uniquely well placed to act as the UK s gateway to the rest of the world, attracting investment, trade and visitors to the benefit of the whole country 3
4 But if London is to remain competitive we need to improve the arrangements for planning and funding its infrastructure. This Plan is the first plan to look at the full range of the city s infrastructure needs together. It covers: transport, housing, energy, waste, water, schools, telecommunications, and green infrastructure 4
5 The Plan is supported by various other papers and additional evidence including a Transport Supporting Paper Transport Supporting Paper Enabling Infrastructure; Green, Energy, Water and Waster Infrastructure to 2050 Raising London s High Speed Connectivity to World Class Levels Improving Delivery of London s Infrastructure The Cost of London s Long Term Infrastructure (Arup) 5
6 The Plan will form a basis for future long term strategic planning in London Future London Plan/ Mayors Transport Strategy?? Up to 2036 Up to 2031 Up to 2040/45? The 2050 Infrastructure Plan gives us takes a long term view about London s long term development options It is helping us define a programme of further research that will support future strategy documents including a new London Plan and Mayor s Transport Strategy 6
7 The plan is informed by considerations of the ways London could develop in terms of its size and shape over the coming decades Scale and nature of the challenge The Key Challenges and Opportunities - Ensuring global success - Housing a growing London - Better, not just bigger London - Innovating for a transport system of tomorrow Transport Requirements 7
8 Scale and Nature of Challenge With increasing population, the number of trips will increase Under the central population projection, this would mean an increase of 35-40% in the number of trips by 2050 We will need a 70% increase in public transport capacity 8
9 Key Challenges and opportunities 1. Ensuring the foundations for London s continued global city success Direct and frequent global aviation connections Case for growing the Central Activities Zone (CAZ) Role of rail in growing the CAZ A better road system across London 9

Helping to house a growing London A balance will need to be found between different ways of accommodating population growth: Maximising the role of London s Opportunity Areas Areas with good public transport A growing role for town centres An inner London focus A denser Outer London Growth opportunities outside of London Current Policy Public transport focus 10 Town centre focus

Supporting a better, not just a bigger London An expected fourfold increase in the number of Londoners who are over 90 years old by 2050 Transport has a central role in improving the health of Londoners Support place-making with new iconic spaces and welcoming places A safer and cleaner transport system 11

Innovating to develop the transport system of tomorrow Technology is constantly changing and we need to look ahead to build in opportunities in our infrastructure Transport is integral to people s lives and will need to adapt to wider changes in lifestyle May need new ways to pay for road infrastructure and use Will vehicles still need drivers? If fully autonomous vehicles are legalised the benefits are great: Shared ownership models Sustainable mobility patterns Road capacity efficiencies Improved road safety Demand management 12
13 Transport Requirements: Global City A world class hub airport and improved international connections World class international connections, including a four runway hub airport Improved rail connections to mainland Europe Dedicated link between HS1 and HS2 Additional cross-channel rail tunnel in longer term 13
14 Transport Requirements: Global City Improved radial links to meet forecast increase in demand and prevent worsening crowding Maximise performance of existing network through Tube upgrade programme Further Crossrails starting with Crossrail 2 by 2030 Upgrade central London stations to enhance growth and catalyse growth Transform the commuter rail network Supporting a 24/7 city 14
15 Transport Requirements: Global City A road network fit for the future A congestion-busting programme to support network functioning A new inner orbital tolled tunnel and series of mini-tunnels and decking over to help transform places across the city A series of new river crossings in east London to ensure the effective functioning of the road network 15
16 Transport Requirements: Housing London Getting the most from existing and potential growth areas Extensions to the existing network to connect to areas with major development potential Package of investment to maximise potential of Opportunity Areas Focus future growth (Opportunity Areas/Housing Zones) in areas with spare network capacity and existing transport connections New and improved stations to act as focal points for development 16
17 Transport Requirements: Housing London Opening up wider opportunities across and beyond London for sustainable development Further devolution of suburban rail networks in London Extend high quality metro style services across the whole city including a south London metro Improved public transport and sustainable travel options to support densification of suburbs Targeted investment to help town centres adapt to their changing role as locations for city living A series of further national rail enhancements to create faster links or additional capacity to 17
18 Transport Requirements: A Better London A more accessible, efficient, active, cleaner and safer transport system Enhanced accessibility program with two thirds of public transport journeys step free by 2050 A comprehensive network of high quality cycle and pedestrian routes A programme of iconic place-changing and greening schemes A pollution free transport system Minimal impact freight including out of hours delivery, consolidation centres and zero emission freight vehicles 18
19 Transport Requirements: Innovative System Leading innovation through smarter assets and networks and transforming the customer experience Provision of seamless information and integrated systems for users Rolling out smarter assets across transport networks and capitalising on wider technological/business change Development of a clear policy framework for implementation of autonomous vehicle technology in London Delivering a cooler Tube New ways to pay for infrastructure 19
