1 120/25-kV Gracefield Substation and 120-kV Lines PUBLIC CONSULTATION Spring 2015 Note: kv is the abbreviation for kilovolt, which is equal to 1,000 volts. To meet increasing demand in the regional county municipality (MRC) of La Vallée-dela-Gatineau, Hydro-Québec must build a new 120/25-kV transformer and rebuild the majority of the transmission line over about 65 km from Paugan sub station, in Low, to the municipality of Déléage. From there, a new line, about 5 km long, will run along the existing line to Maniwaki. These modifications to the transmission lines will serve to reinforce the 120-kV system. To supply the new Gracefield, a supply line will be tapped off the rebuilt transmission line. Two routes are proposed for this line, which will be about 5 km long. This bulletin describes Hydro-Québec s proposed location, the transmission line route, the variants for the line s entry to Maniwaki and the proposed tap line routes to supply the new Gracefield. It also provides a summary of the comparative analysis of the routes based on technical, economic and environmental criteria.

2 Pemichan Study area The project study area covers approximately 172 km 2. It includes portions of ten municipalities in MRC La Valléede-la-Gatineau, specifically, from north to south, Egan-Sud, Maniwaki, Déléage, Messines, Sainte-Thérèse-de-la-Gatineau, Bouchette, Gracefield, -Sainte-Marie, Kazabazua and Low. 3 Studies Starting in fall 2013, Hydro-Québec carried out environmental and technical studies to determine the route of least impact between Paugan and Maniwaki s, the best site for Gracefield and potential routes for its supply line. Public participation Hydro-Québec s goal is to integrate the, its supply line and the transmission line into the environment as harmoniously as possible. The company invites all organizations, landowners and individuals affected to voice their comments and concerns in regards to the project by June 20, An opinion submission form is enclosed with this bulletin and is also available on the project Web site: gracefield.html. The company will thus be able to take into account the comments expressed by the public and stakeholders in order to put mitigation measures in place and best adapt the project to local realities. Support for community development Hydro-Québec makes sure that its projects are an opportunity to participate in the development of the host communities through its Integrated Enhancement Program (IEP). As part of the project, the company grants eligible organizations funding equivalent to 1% of the initially authorized value of the new facilities covered by the IEP. 3

4 Paugan Maniwaki transmission line Segment from Paugan to the Mont-Laurier tap The proposed line route is about 65 km long and would be built in the middle of the existing corridor. The current line on wooden H-frames would be dismantled before the new line is built. The new line would be supported by guyed lattice towers in forested areas and reduced-footprint towers on farmland. Due to the addition of a second circuit, the current 30-m right-of-way will have to be widened. About 4.3 m must be added on either side of the existing right-of-way, for a total width of 39 m. Two variants are proposed for the entry to Maniwaki. Variant A From Route 105 to Maniwaki, the new line would run south of the current line, passing between existing buildings. To make this possible, a temporary line, which would follow the same route as Variant A, would be built just south of the existing corridor. It would remain in place while work is being carried out and would then be dismantled. This 4.5-km segment would be built to the west of the existing line and require the right-of-way to be widened by 26.3 m. The new line would be supported primarily by reduced-footprint steel lattice towers. 6 Gracefield and supply line 120/25-kV Gracefield The studies showed that using the site of the current Gracefield, on Route 105, and on adjacent land is the only way to keep the close to the load centre and distribution system infrastructure. Furthermore, this solution would make it possible to reuse some infrastructure from the current, notably the access road. The new Gracefield would be located mainly on Hydro-Québec property. However, since it will cover an area of about 100 m by 70 m, around which ditches must be added, it will be built on some brushland adjacent to the existing. The new will house a 74 m 2 prefabricated building. Supplied by two 120-kV circuits, the will be equipped with two 120/25-kV transformers able to supply nine 25-kV distribution feeder bays. Once the new has been commissioned, the current 69/25-kV will be dismantled. In preparing route options, Hydro-Québec used the following critiera: Select the shortest and most direct route possible to limit the number of elements that could potentially be affected and reduce construction costs Avoid elements with the greatest environmental resistance: the built environment, wetlands and potential sugar bushes Limit impact on farmland Limit impact on the landscape Hydro-Québec is proposing two routes, A and B. 7 Route A Route A starts north of Highway 105. It runs along property boundaries for about 1.8 km, touching a number of wetlands, including some at their edges. It crosses Henri and about 800 m further turns to follow the relief. Route A, including the common segment, is 5.3 km long. Route B Route B starts south of Highway 105. It crosses known and potential wetlands and crosses a number of parcels of agricultural land before crossing Highway 105. Route B, including the common segment, is 5 km long. Common segment Both routes come together for a common segment that takes advantage of the topography for better landscape integration and reduced visibility from Route 105. 8 Next steps Hydro-Québec is currently holding information and consultation sessions to collect stakeholder comments and opinions, which it will integrate into its analysis whenever possible. The company will then determine the line route and variant that are technically, environmentally and socially the most advantageous, and will share its decision with the public. Following that, it will submit an environmental assessment in order to obtain the government approvals needed to carry out the project.
