This will enable GO Transit and/or Metrolinx to perform their required grade separation at Strachan Avenue. This project is one of four electrical relocation projects required for the grade separation at Strachan Avenue. 0 Scope: The scope of work for this project is to relocate the five kv feeders of BT, BT, BT, BT and BT. These feeders cross the existing Strachan Avenue rail crossing to the new rail crossing to be constructed approximately 00m west at the northwest corner of Western Battery Road. It will also involve installing approximately.km of new cable that would be re-connected to existing kv feeders through new laterals and transition splices. 3 EB-0-0 Page of JUSTIFICATION 0 Project Background GO Transit is creating a rail link to Pearson Airport, part of the Georgetown South Service Expansion. Within this project there are over separate locations where THESL infrastructure crosses the tracks. Of these locations, the Strachan Avenue underground crossing is the largest. THESL has a total of 0 ducts crossing under the railway at Strachan Avenue. These ducts are separated into three separate duct runs, one is a x duct bank and the other two are x duct banks. Within these ducts, there are five kv feeders and sixteen.kv feeders for a total of feeders crossing under the railway. 0 GO Transit has plans to lower the tracks at Strachan Avenue five meters, while raising the road two meters, allowing trains to run at faster speeds on the route. This would require all utilities crossing the tracks, including the five kv feeders identified in this project, to relocate elsewhere. GO plans to have this project completed in time for the Pan Am games in the summer of 0, and has asked all utilities to be out of the crossing area by mid 0. THESL has requested it feeders on the completed bridge over the new rail crossing on Strachan Avenue in 0. Since all THESL infrastructure installed through the existing rail crossing is on GO and/or Metrolinx land, the existing rail crossing agreement applies and therefore all THESL infrastructure is to be removed at the utilities own cost. Alternatives A number of alternatives to relocate the five kv feeders, in addition to all other THESL feeders were reviewed, including relocating to overhead and using other routes to cross

Relocating the feeders overhead was not practical because there are feeders crossing at Strachan Avenue, which would result in a number of poles lines in the middle of a construction zone. Also, some of the underground feeders crossing at Strachan Avenue are -wire feeders and cannot be moved from underground to overhead. The other option reviewed was alternate crossing locations at Bathurst Street and Atlantic Avenue. Both of these routes involved extensive civil work and longer cable detours, which would have resulted in higher costs to THESL. 0 Benefits Maintains the current customers and existing capacity supply Establishes a new crossing under the GO tracks IMPACT OF DEFERRAL If this work were to be deferred, it would negatively impact the staging of the GO Transit construction at Strachan Avenue, which would subsequently delay the completion of the Air Rail Link for the 0 Pan Am Games. THESL would lose the window of opportunity to better coordinate with appropriate utilities and agencies on infrastructure work.
5 EB-0-0 Page of Portfolio: Externally Initiated Plant Relocations Project Title: TTC Spadina Subway Project Number: Project Year: 0 Estimate Cost: $,0, PROJECT DESCRIPTION Objective: The purpose of this project is to assist the TTC in the construction of the Toronto-York Spadina Subway Extension ( TYSSE ) through the relocation of THESL infrastructure, in conflict with the proposed construction for the TYSSE. 0 Scope: The scope of work for this project is to cover a number of projects associated with the TYSSE, as well as any other projects anticipated to arise over this time. As such, work to be addressed through this project include relocations for Finch West Station, Sheppard West Station, York University Subway Station, Steeles West Station and any other locations where the Tunnel Boring Machines will come above ground, as well as relocation or temporary wire removals where required. 6 EB-0-0 Page of JUSTIFICATION Project Background The TYSSE is intended to provide a critical extension for the existing TTC subway system across the municipal boundary between the City of Toronto and The Regional Municipality of York. This project is funded through various levels of federal, provincial and municipal government agencies. Environmental assessments for this project in 00 and construction started in 00. Lastly, all costs incurred during this project are paid 00% by the TTC. 0 Alternatives At each project location, the needs and requirements from the TTC and THESL are reviewed to determine what options are available. These alternatives include various relocation routes as well as the possibility of supporting and protecting THESL infrastructure. Benefits Maintains the current load configuration 0 IMPACT OF DEFERRAL If this work were to be deferred, it would negatively impact the staging of the TYSSE and possibly delay the proposed operational date in 0. Moreover, delays in funding would also result in a loss of resources and effort, as there is work currently ongoing or has been completed. Lastly, THESL would also lose the window of opportunity to better coordinate with appropriate utilities and agencies on infrastructure work.

10 EB-0-0 Page 0 of Portfolio: Externally Initiated Plant Relocations Project Title: Civil Work on East Liberty West of Bathurst Street Project Number: Project Year: 0 Estimate Cost: $,, PROJECT DESCRIPTION Objective: The purpose of this project is to construct the required civil infrastructure so that all existing THESL infrastructure currently crossing the Strachan Avenue rail crossing can be relocated, in order to maintain the electrical capacity for the surrounding area. This will enable GO and/or Metrolinx to perform their required grade separation at Strachan Avenue. 0 0 Scope: The project has two parts, one north of the new railing crossing being constructed 00m west of Strachan Avenue and one south of the new rail crossing. The scope of work for this project, south of the new rail crossing, is to build new civil infrastructure to accommodate the necessary relocation of Liberty Village. It would involved the installation of approximately 00m of new civil infrastructure including concrete encased ducts and approximately cable chambers to be installed in this area. To the north of the new rail crossing, the scope of work for this project is to install approximately cable chambers are to be rebuild and 00m of the existing duct bank on Douro Street will be expanded from a x duct size to the standard x duct.

19 EB-0-0 Page of Portfolio: Externally Initiated Plant Relocations Project Title: MTO Keele Bridge Rehabilitation Project Number: Project Year: 0 Estimate Cost: $, PROJECT DESCRIPTION Objective: The purpose of this project is to maintain the existing crossing on Keele Street across the 0 Highway. 0 Scope: The scope of work for this project is to relocate 0m of an existing duct structure along with cable chambers around and on the Keele Street Bridge to a new alignment under Highway 0. The new ducts will be diverted under the 0 using directional drilling. It would also involve the installation of an additional cable chambers, and during the relocation, THESL plans to increase the number of ducts crossing the 0 from to ducts. The additional ducts will provide greater operational flexibility and allow for future expansion across the 0, with only a minimal increase in the material costs of the project, as the labour requirements to install either or ducts would remain the same. 20 EB-0-0 Page 0 of JUSTIFICATION 0 Project Background The Ontario Ministry of Transportation ( MTO ) is rehabilitating the Keele Street Bridge over Highway 0. An order was issued to all utilities to remove all their infrastructures off the bridge. MTO is allowing all the utilities to relocate their plants under Highway 0. At the same time, MTO is also widening and reconfiguring the traffic lights along Keele Street south of Highway 0, which accounts for approximately 0 meters of the duct relocation. This project falls under the Public Service Works on Highways Act, which states that the MTO will cover 0% of the cost for labour and equipment while Toronto Hydro covers the other 0% of the costs for labour and equipment as well as 00% of the material costs. Alternatives The alternative of eliminating the 0 crossing at Keele Street and crossing at an alternative location were both considered. These were not acceptable alternatives as the feeder tie at Keele Street could not be lost, and other crossing locations would be too far away to effectively tie in. Also, the possibility of relocating overhead across the 0 Highway was not an acceptable proposal to the MTO. 0 Benefits Maintains the current feeder ties Increases duct capacity crossing Highway 0 and Keele Street to allow for operational flexibility and future expansion IMPACT OF DEFERRAL If this project were to be deferred, an integral feeder tie would be lost. Also, this would also delay rehabilitation of the Keele Street Bridge over Highway 0. Lastly, if this
