3 MINUTES OF 65 th MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 14th SEPTEMBER 2018 AT 11:00 AM AT CONFERENCE HALL, SLDC, MPPTCL, NAYAGAON, JABALPUR. The 65th meeting of Operation & Coordination Committee of MP was held on 14th September 2018 at 11:00 AM at SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure Shri K.K.Parbhakar C.E.(SLDC) & Chairman OCC welcomed all the guests & participants for 65th OCCM of MP. Chairman OCC requested all the guests &participants to ensure their presence in OCC meeting so that delay in starting the meeting is avoided & operational issues are discussed in detail and without lack of time. He stated that the upcoming months will be crucial from operational point of view due to increase demand of Rabi season. For meeting the increased demand in Rabi season support from NVDA & MPPGCL will be required. Further as MPPGCL has committed for availability of 3700MW generation during the month on Oct-18 & November-18, hence MPPGCL is requested to fulfill its commitment so that Rabi season demand of MP can be met successfully. He also stated that may be a situation of coal shortage with thermal generators, therefore MPPGCL may ensure remedial measures so that 3700MW generation as per their commitment could be fulfilled.. In response to this, representative from MPPGCL informed the committee that MPPGCL is trying to mitigate the coal shortage and will try to comply to 3700mw generation availability commitment. Chairman OCC also stated that one of the major issues with MPPGCL is of coordination of Hydel generators with NVDA &WRD, want of this proper planning/scheduling of hydel machines cannot be done. Considering requirement of NVDA/WRD, hydel m/c should be run in planned manner and taking the unit suddenly on BAR in an haphazard manner should be avoided, which disturbs the complete planning of generation availability in real time. He requested MPPGCL to coordinate properly with NVDA & WRDfor optimum use of hydel generation & mitigate the demand/grid requirement with hydel generation. Further Chairman OCC stated that as per provisions of MPEGC Regulation, SLDC is computing the DSM for intra wind & solar generators from the month of August- 18. He also mentioned that SLDC has planned to implement AGC-secondary response for Singha Ji TPS Ph-I & also requested MPPGCL to coordinate SLDC for implementation of AGC. He also informed the committee that as installation of 2 Units of MPPGCL is planned to be installed at Satpura TPS, therefore for commissioning of new thermal units at STPS, its complete 220 KV switchyard will be dismantled and the same was confirmed by MPPGCL representative in the meeting. Further he requested MPPTCL to submit the planning of transmission network considering proposed panning of dismantling of STPS 220 KV switchyard in coordination with MPPGCL so that the transmission network availability is ensured prior to dismantling of STPS 220 KV switchyard and commissioning of new thermal unit at STPS. He also stated that the Black Start Mock Drill at OSP HPS is still pending due to its outage of Bus Coupler Breaker and requested OSP to ensure availability of its Bus Coupler Breaker and propose a date for conducting the Black Start Mock Drill at OSP HPS. Thereafter he requested Member Secretary to take up the agenda points. Shri R.A.Sharma Member Secretary OCC & Addl. Chief Engineer, SLDC welcomed all the guests and participants for 65thOCCM. He stated that as apprised by Chairman OCC, that rightful communication may be done by MPPGCL with NVDA / WRD for proper planning of hydel generation in such a manner that hydel machines are run/scheduled as per the grid requirement instead of running one machine round the clock and during OFF peak hours and its drinking water requirement is also fulfilled. Thereafter the agenda points were taken up which is narrated here under in nutshell: ITEM NO. 1 : CONFIRMATION OF MINUTES : The committee was intimated that Minutes of 64 TH meeting of Operation & Coordination Committee of MP held on 09 th July 2018 at SLDC, MPPTCL, Jabalpur were forwarded to the committee members vide No /SG-9B-II/2652 Jabalpur dated No comments have been received, hence committee confirms the minutes. 4 ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS JUNE 2018 TO JULY Frequency Particulars: The committee was apprised that during JUNE 2018 the system frequency was below Hz for 11.48% of time against % of time during JULY The system frequency was above Hz for % of time during JUNE 2018 against % of time during JULY The system frequency was within the IEGC range of Hz for % of the time during JUNE 2018 against % of time during JULY The average monthly frequency was Hz during month of JUNE 2018 and Hz during month of JULY The system frequency did not touch Hz during the above period. Representative from Central Discom informed the committee that all the capacitor banks in Gwalior region are healthy and in working condition and it is expected that it will provide MVAR support. Representative from MPPTCL informed the committee that in Shivpuri area it is observed that on 33 KV the MVAR loading is about 70% - 80% which is on higher side and Discom shall identify such feeders and plan for capacity addition of capacitor banks on such area. 6 2.2.4 Status of Shunt Capacitor Banks installed at various EHV Transmission Substation: The updated information of the status of installed capacitor banks (in MVAR) in EHV transmission system as on as submitted by MPPTCL was informed to the committee: - Voltage Capacitor bank Capacity Added Capacitor banks TOTAL Capacitor Bank Class installed as on after Last OCC already covered CAPACITY AS Installed but (MVAR) Meeting (MVAR) under ADB T-V ON defective & are not (MVAR) repairable (No & MVAR) 220 KV All in Service 132 KV Total The members discussed the matter & noted Status of completion of ongoing Transmission Schemes being executed by MPPTCL: The committee was updated regarding the various ongoing Transmission Schemes completed during the financial year (up to July 2018) and plan for completion of various ongoing Transmission Schemes for the Year is enclosed as Annexure 2.2.5(i) and 2.2.5(ii) respectively U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch Hz during JUNE 2018 and JULY There was no df/dt operation during the same period. Member secretary OCC requested MPPTCL to ensure submission of consolidated report of healthiness of U/F & df/dt relay on monthly basis. (ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt and U/F relays are in operation, where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & at S/S Chapda the df/dt protection is provided through df/dt feature of DPR. All U/F stages are in good/ healthy & working condition. 2.3 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to feeders: (i) Details of DISCOM wise Power supply given to various domestic categories during the period JUNE 2018 and JULY 2018 is enclosed at Annexure 2.3(i). [Committee may like to note] (ii) Group Allocation to Newly Commissioned existing EHV substations:- The region wise list of feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.3 (ii). Representative from Central Discom informed the committee that out of 14 no. feeders, 8 no. feeders have been group allocated in Gwalior region and group allocation of remaining feeders shall be done at the earliest. The representative of Discom were requested that the order copy shall be submitted to P&D, MPPTCL under intimation to SLDC vide which group have been allocated. ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme: The annual maintenance /outages of thermal generating units of MPPGCL during SEPTEMBER 2018 to OCTOBER 18 as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur is as follows:- S.NO UNIT FROM DATE TO DATE REASON 1. MPPTCL informed that after investigation & Testing X mer declared failed and transformer will be replaced by new 50 MVA X mer by Oct Representative from MPPTCL informed the committee that the X mer has reached the S/s and is expected to be taken in service by 1 st week of October. MPPTCL informed that another transformer will be commissioned by Oct-2018 end. Representative from MPPTCL informed the committee that the testing of X mer is under process & is expected to be taken in service within 2-3 days. MPPTCL informed that the X mer is under inspection & testing and is expected to be taken in service by October Representative from MPPTCL informed the committee that the X mer will be replaced by another 20 MVA X mer & is expected to be taken in service by end of OCT-18. MPPTCL informed that after investigation & Testing X mer declared failed and transformer will be replaced by another 160MVA X mer. Representative from MPPTCL informed the committee that the X mer has reached the site and its erection is under process and is expected to be charged in OCT- 18. Representative from MPPTCL informed the committee that 40 MVA X mer will be replaced by 20 MVA X mer from 132 KV S/s Ingoria and is expected to be taken in service by end of September-18. Transformer is under GP and referred to OEM for replacement of defective diverter switch. Emergency shutdown taken for 15 days from to for CPRI oil filtering and RLA testing work.thereafter ICTis kept off SF6 Gas Leakage Under outage since due to concentration of Acetylene gas. DGA test of transformer oil of reactor was carried out by M/s CPRI, Bhopal. Station Transformer has been charged on and taken load on MPPGCL informed that tendering work is under progress for all winding replacement. The representative of all utilities was also requested that itransmission element/ EHV element under outage, should invariably be intimated to SLDC. All entities are requested to ensure the same. ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF JUNE 2018 AND JULY 2018: The details of actual generation, Schedule from Central Sector, demand etc. were tabled for discussion as annexed below:- Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of Annex. 4.2 Annex. 4.3 Annex. 4.4 MPPGCL & NHDC Hydel Units. 10 ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF JUNE 2018 AND JULY 2018: The Grid Disturbances and Grid Incidents in MP during these months as indicated in Annexure 5 were apprised to the committee and was discussed. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The present status regarding schedule and commissioning of reactors / transmission elements is as below:- S.No. 400 KV S/s Size MVAR Implementing Agency Expected Date of Commissioning as intimated in last OCC 1. MPPGCL informed that the price bid has to be opened and the reactor will be commissioned by December Representative from MPPGCL informed the committee that the order has been placed in June-18 and reactor is expected to be commissioned by March Generation target / LGBR preparation for the year :- LGBR preparation for the year :- - It was apprised to the committee that as per the regulation of Central Electricity Regulatory Commission (Indian Electricity Grid Code) ) First Amendment) Regulations 2011, WRPC shall prepared Loan Generation Balance Report for the year in respect of Western Region. In this context all respective utilities were requested to provide desired information upto 15 th September 2018, so that same may be communicated to WRPC for necessary action. It was mentioned that a meeting has been proposed to be held on 4 th week of September 2018 at WRPC wherein constituents will discuss the matter. The desired data still awaited from all respective utilities. Accordingly, it was again requested to all concern that following data may be provided to SLDC on priority basis: - 1. Generation Units proposed annual Maintenance programme in respect of your system ( also under your control area) for the year April March Annual Maintenance programme in respect of transmission elements in your system for the year April March Month-wise restricted and unrestricted requirement of power (MW) and energy (GWH) for the year April 2019 March Minutes Of 65th OCCM Of MP 8

Month-wise minimum requirement of power (MW) for the year April March Projected month-wise, unit-wise generation of power (MW) corresponding energy (GWH) as furnished in Generation Target for the above period. 6. Commissioning dates of new generation units during the year April March Expected dates of commissioning of new generating units likely to be commissioned during the April 2019-March Month wise detail of proposed / tied-up bilateral agreements/ Short term open access sought for availing assistance from other agencies during the above period. 9. Expected RES energy (MUs) & corresponding demand (MW) for the year 2019-March Representative from MPPGCL informed the committee that the desired information is being prepared and will be submitted at the earliest. 6.3 Multiple trippings of EHV elements at Birsinghpur on : - It was apprised to the committee that at around 18:02 hrs on dtd bus bar protection operated at 220 KV substation Birsinghpur (Pali) resulted tripping of all outgoing feeders radiating from Pali substation. Subsequently at around 18:04 hrs, 220 KV Birsinghpur-Rewa line tripped along with bus coupler at SGTPS Power House, this caused tripping s of unit No.-II & IV at SGTPS due to lack of load evacuation path. The aforesaid trappings required to be analyzed on following points: - 1. Why 220 KV bus I & II bus bar protection operated simultaneously and reasons/ remedial actions thereof. 2. The tripping of bus coupler at SGTPS, the relay setting provided for the same, load carrying capacity permitted therein, as tripping of these elements resulted generation loss of approx. 370 MW in unit No. II & IV at SGTPS. The MPPTCL/ MPPGCL were requested to provide detailed report of tripping. The matter was discussed in the meeting. 6.4 Review of Load Dropping Scheme installed at 220 KV substation, Rewa:- - It was apprised to the committee that Load Dropping Scheme have been installed at 220 KV S/s, Rewa to handle over loading condition under various contingencies considering limited source of availability of 220 KV supply at Rewa as during Rabi season, 220 KV Rewa-Tons and Rewa-Sirmour-Tons circuits were kept open earlier to mitigate loading condition at Satna substation. The following feeders are being tripped due to operation of Load Dropping Scheme to safeguard over loading of 220/132 KV ICT at Rewa / 220 KV Rewa-Sidhi line / 220 Rewa- Birsinghpur line for which different settings have been provided: Minutes Of 65th OCCM Of MP 9

12 i. 132 KV Mangawan- Ckt. I ii. 132 KV Pahadiya iii. 132 KV Jinna iv. 132 KV Rampur-Nakin The configuration of Load Dropping Scheme was discussed and pointed out that due to tripping of 132 KV Mangawan Ckt. I and Pahadiya Ckt. Due to operation of above scheme load dropped due to disconnection of 132 KV feeders i.e. 132 kv Majgawa and Pahadia, ultimately load redirect on 220 KV Rewa-Sidhi feeder. Thus, these two feeders do not give any significant relief. Therefore, it was sujested that Load Dropping Scheme provided on 220 KV Rewa-Sidhi line may be discontinued. Now-a-days at 220 KV Substation, Rewa multiple 220 KV supplies are available as 220 KV Rewa-Tons and 220 KV Rewa-Sirmour-Tons links are always kept closed after LILO arrangement at Kotar substation. The additional transformer capacities have been integrated at Satna-PG substation and 220 KV Interconnector III/IV Satna-Satna has also been integrated. The 220 KV network at Satna, Rewa area is comparatively stronger than previous arrangement. In view of above, it was indicated that Load Dropping Scheme may be reviewed and this scheme may be restricted up to over loading of transformer at Rewa. Further it was suggested, multiple 220 KV supply are available at Rewa, therefore the 220 KV Rewa-Sidhi and 220 KV Rewa-Birsinghpur line may be considered for disconnection from Load Dropping Scheme because tripping of these lines unnecessarily resulted tripping of 132 KV network which may lead to weaken the reliability and also caused interruption to some area. Representative from MPPTCL informed the committee that the matter is under discussion with SE(T&C), Satna and will be intimated thereafter. The matter was discussed in the meeting. 6.5 Compliance to IEGC Regulation 5.2(f) to 5.2 (i) reg. :- - It was apprised to the committee that a Special Meeting of SLDC along with intra-state generating stations mandated to provide primary frequency response as per IEGC 5.2 (f), (g), (h) & (i) was held on at WRLDC, Mumbai. Representative from SLDC, MPPGCL, Jaypee Bina, ISP & OSP of NHDC from MP were attended the interactive session on primary frequency response. Various matters related to compliance to IEGC Regulation 5.2 (f) to 5.2 (i) along with the recent events mentioned in the reference letter WRLDC, Mumbai letter No. WRLDC/SO-I/2018/36 dtd for significant change in MW / frequency were discussed in the meeting at WRLDC, Mumbai. As per IEGC 5th amendment, all coal/ lignite based thermal generating units of 200 MW and above, Open Cycle Gas Turbine/ Combined Cycle generating stations having gas turbines of capacity more than 50 MW each and all hydro units of 25 MW and above are mandated to provide adequate primary frequency response. The installed capacity on Bar in a station is considered while computing the ideal response. The actual response is compared with ideal response. The committee was apprised that there is a penalty for non compliance: CERC (terms and conditions of tariff) Regulations, 2014: Clause 2(iv & v) of Regulation 24 (Return on Equity) as mentioned below: the rate of return of anew project shall be reduced by 1% for such period as may be decided by the Commission, if the generating station or transmission system is found to be declared under commercial operation without commissioning of any of the Restricted Governor Mode Operation (RGMO)/ Free Governor Minutes Of 65th OCCM Of MP 10

13 Mode Operation (FGMO), data telemetry, communication system up to load dispatch centre of protection system as and when any of the above requirements are found lacking in a generating station based on the report submitted by the respective RLDC, RoE shall be reduced by 1% for the period for which the deficiency continues. Vide this office letter No /RPC-27/2108 dtd & No dtd the generators were requested for ensuring the compliance on the matter. In view of above, the utilities were requested to ensure compliance of IEGC regulation 5.2 (f) to 5.2(i). The matter was discussed in the meeting. 6.6 Status of pending protection audit observations of phase I plan and action plan and status of second phase protection audit of existing substations: -- It was apprised to the committee that the SE Protection WRPC vide letter No. WRPC/Protection/PAR/2018/916 dtd 11/07/2018 has enquired regarding status of pending audit observation- compliance thereof and action plan and status of second phase of protection audit of existing substation is enclosed herewith for kind perusal. In the above committee members were intimated that as decided in PCM of WRPC the protection audit of new substations are required to be carried out within year of commissioning and for other substations the periodicity of protection audit is five years. As first phase of protection audit was targeted to be completed by stack holder s up to However, it is observed that compliance of many protection audit observations are still pending. It is therefore requested that pending protection audit observation be completed earliest and compliance report may kindly be provided so that the same may be made available to WRPC. The details of protection audit observations completed so far and details of pending protection audit cases are annexed. In the above context all utilities were requested to intimate regarding the action plan and status of second phase of protection audit of existing substations may kindly be checked out and provided to this office for finalizing second phase protection audit activities. Kindly treat this as urgent. Representative from MPPGCL informed the committee that the compliance of protection audit observations is pending in which procurement is required and is under process. Representative from MPPTCL also informed that compliance of protection audit observation are pending for the observation in which procurement is required and is under process which will be complied at the earliest. 6.7 Provision of synchronization facility at EHV sub-stations of MPPTCL and at all power house: - - It was apprised to the committee that as per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In 60 TH OCC meeting MPPTCL representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. In subsequent meetings this issue has been discussed. However, no any fruitful progress has been observed so far. In the above context it is indicated that at Manikheda HPS Minutes Of 65th OCCM Of MP 11

14 and Rajghat HPS synchronization facility is not available. It is felt that every Hydel Power station should be equipped with synchronization facilities invariably for system reliability and Crises Management. Thus, MPPGCL is requested to provide synchronization facility at Manikheda HPS and Rajghat HPS. It is therefore requested, the MPPGCL may kindly provide status of making synchronization facility in aforesaid HPS The MPPTCL may kindly provide the status of installation and commissioning of synchronization trolleys at different substations. Further, is also requested to indicate, whether synchronization facility could be provided at Karera substation on priority basis. The matter was discussed in the meeting. 6.9 Compliance report on 2nd meeting of State Level Relay Settings Group for review and coordination of relay setting held on : - It was apprised to the committee that the relay setting at OSP and adjoining substations were discussed on and the State Level Relay Settings Committee has provided recommendations. On recommendation of the Committee a joint testing was carried out by the members comprising of MPPTCL and OSP Testing Engineers. The recommendations of Relay Settings Group, incorporating outcome of joint testing were conveyed to OSP for compliance. The OSP is requested to provide compliance report on aforesaid issue so that same may be appraised to the member of OCCM. Representative from OSP informed the committee that the relays at OSP has to be replaced by new numerical relays with latest features for implementation of recommendations of the committee as these features are not available in existing relays at OSP. Hence these relays are being planned to be purchased in the upcoming new financial years and will be complied thereafter and the present status will be submitted Procedure for availing outage on ISTS EHV elements and OCC approval thereof:- It was apprised to the committee that as per standard procedure of WRPC, all EHV elements which have been listed under the list of important grid elements of Western Region, the outages for such elements required OCCM approval. All such proposed outages of interstate and 400 KV transmission elements of next months should be got approved in the OCCM of WRPC in the current month. All the constituents of WR shall inform to the WRPC for readiness for availing outage of transmission elements on D-3 basis. Further, as decided non- OCCM outages should be discouraged. Only under exceptional cases, the request for transmission outage after issue of OCCM minutes must be posted through for concurrence of WRPC Member at least three days in advance. It has been seen that OCCM outage proposal which are being submitted and got approved, however the same are not being availed in real time. It was also pointed out that the occm proposal are being submitted very casual manner without accentuating actual requirement, moreover the proposal of a few lines is being submitted regularly in repeated pattern but the outage on the same are not being availed. Where as it is always tried to get approval of non occm outage, which unnecessarily creates disputes with WRLDC/WRPC. It is therefore required that actual requirement of shutdown on EHV Elements may be planned and accordingly outage proposal be submitted to SLDC for approval of OCCM. The work related with construction activities / shifting work, new addition etc. invariably incorporated in OCCM proposal. In the above context EHT Construction was requested to arrange to send their OCCM outage proposal through CE (T &C ) within Minutes Of 65th OCCM Of MP 12

15 stipulated time as from EHT Construction, OCCM proposal never being received in accordance with laid down procedure they generally insisted upon non OCCM outage approval just before targeted date. The Members were informed that WRPC is reluctant to permit Non OCCM outage for construction activities. Therefore for such cases OCCM approval are invariably required. Member Secretary OCC requested all the entities to intimate SLDC about the approved/proposed shut down which have not been availed as it needs to be further intimated to WRLDC/WRPC. The matter was discussed in the meeting Delay In Submission of Documents For First Time Charging of Elements:- It was apprised to the committee that procedure for interconnection of new transmission elements is briefly narrated hereunder:- Intimation by Transmission Licensee to RLDC / SLDC(Annexure A1-A5): 10 days prior to anticipated date of first time charging. Acknowledgement and comments of RLDC/ SLDC to Tr. Licensee ( Format-II): Within 3 days. Submission of request for first time charging by Tr. Licensee to RLDC//SLDC (Annexure B1-B5): 3 days prior to anticipated date of first time charging. RLDC shall issue Provisional Charging Approval for first time charging to licensee and in case of interregional element RLDC to issue consent/ request to NLDC for IR lines. In case of intrastate line charging approval shall be conveyed by SLDC: (within 2 days). Licensee to submit dummy SEM reading to RLDC to ensure that the Meter processing Software is able to read the SEM data from the new meters. Licensee to take Operational Code from RLDC /SLDC Control Room for switching operations. The code shall be issued keeping view of grid reliability. Transmission Licensee submit Post Charging documents (Annexure C1 to C4). RLDC/ N LDC shall verify the post charging documents and issue certificate for interstate / Interregional lines / ISTS lines. The respective testing department shall furnish regarding measures taken to take care new element interconnection for protection co-ordination for adjacent s/s and accordingly undertaking shall be provided. The licensee / utilities swere requested to adhere with time schedule for documentation of first time charging of new transmission elements of all interstate line and all EHV elements 400kv and above. It was also requested to ensure, FTC formalities should have completed before availing outage for integration of element. The authority submitted FTC document should ensure compliance of protection/ metering/telemetry issue in coordination with T&C official. It is also desired that all necessary data should have made available to all adjacent s/s for relay coordination well before targeted date. The authority submitted FTC document should ensure all formalities have been completed otherwise it would be difficult to obtain clearance from WRLDC.In general non-attachment of requisite papers/ SLD/ document of standing committee approval /approval of Electrical inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused delay in obtaining FTC approval. 16 Therefore it is desired that FTC document completed in all respect may be provided in stipulated time schedule so that FTC formalities could be completed within targeted date of charging. The matter was discussed in the meeting CONTROLLING HIGH VOLTAGE DURING OFF-PEAK HOURS:- - It was apprised to the committee that Switchable Shunt Reactors are being taken in service during high voltage conditions. However in view of inadequate shunt reactive compensation, the generating units are advised to contribute in voltage regulation by operating their units in under-excited mode (absorb Reactive Power) within the capability curve. The MW, MVAR and Voltage of generating units was analyzed for the month of Feb 2017 with the help of SCADA data available at WRLDC. This matter has been discussed in 64 th OCCM and accordingly, it has been again requested that AVR setting and the GT taps may be reviewed / adjusted so as to enable the unit to contribute in voltage regulation within the capability curve. The directives in this regard may please be adhered to control the high voltage during off peak hours. The matter was discussed by the committee Reporting Of Flash Report, DR and EL of Transmission Elements & Detailed Tripping Report:- It was apprised to the committee that as per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real time measures required in future to ensure secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not made available after tripping of transmission grid element by the State Grid Entities and the flash report is also not being sent after repeated pursuation. It was also to informed that as per CEA Protection Standards, in case of tripping of Inter Regional Lines of voltage class 220 KV & above, the DR/EL files shall be invariably submitted to RLDC under intimation to this office. It has been observed that the DR/EL files has not been submitted to WRLDC of Inter Regional trippings as mentioned below: - S.NO. 17 6.14 Ten Daily Reservoir operation table of MPPGCL HPS:- It was apprised to the committee that in the meeting held in Regional Office of MPPMCL at Bhopal on to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54 th, 55 th & 56 th OCCM, request has been made to MPPGCL for furnishing the same to SLDC within a week, In last meeting MPPGCL has submitted the Ten Daily Reservoir Table of Bargi and Bansagar Hydel Power Stations. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of remaining hydel power stations in coordination with NVDA and WRD for optimum utilization of available water in the reservoirs during the summer season. The matter was discussed in the meeting MONITORING OF SCHEMES FUNDED FROM PSDF :- It was apprised to the committee that it was decided in the 6th meeting of NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow up with the utilities to expedite the completion of schemes by giving due priority. The implementation of most of the schemes are based on the recommendation of the enquiry committee on grid disturbance of July 2012 headed by Chairperson, CEA. Therefore timely implementation of these schemes would enhance the grid security and reliability. Accordingly the details of grant sanctioned from PSDF for the schemes of MP is enclosed at Annexure- 6.15A. The status of implementation of above schemes (physical as well as financial progress) may please be reviewed and the entities are requested to expedite implementation of the schemes. The utilities were advised to furnish the information in the format enclosed at Annexure 6.15B by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC. The status of the same is being monitored by WRPC in OCC meeting of WRPC every month. In view of above it is desired that PSDF scheme may kindly be expedite and be completed within targeted dates.the matter was discussed in the meeting ABNORMAL VOLTAGE VARIATION OBSERVED IN PMU AT 400 KV S/s BINA:- It was apprised to the committee that the abnormal voltage variations is being observed in PMU s at 400 KV S/s Bina (plots enclosed as Annexure-6.16 (3 pages) since May SLDC has taken up the matter with T&C, MPPTCL and M/s GE. M/s GE engineer visit was arranged to 400 KV S/s Bina to investigate the problem in PMUs & it has been informed by GE site engineer that the voltage spikes are also observed in the input values of PMU from Bus PT s & line CVT secondary, hence it can be gathered that these PMU s are showing correct values and there is no issue in PMU. Further it is also to intimate that the abnormal voltage spikes are still being observed in the PMU of 400 KV Main Bus I & II and 400 KV Bina(M.P) JP BinaCkt installed at 400 KV S/s Bina and the magnitude &frequency of spikes is continuously increasing with time.in addition to above, it is to also intimate that the voltage spikes are observed in 400 KV Bina-JP BinaCkt even when the line is hand-tripped from both ends. 18 The matter was discussed in 64 th OCCM and MPPTCL was requested to arrange for testing of Bus PT s, line CVT & related equipments installed at 400 KV S/s Bina for investigation of root cause of these voltage spikes observed, for its rectification and ensure healthiness of equipments at site. MPPTCL may kindly update the status. Representative from MPPTCL informed the committee that the matter is under investigation and it is being planned to replace the CVT. ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- It was apprised to the committee that during the black start mock drill successfully carried out at Hydel power station as mentioned below:- S.NO. No.07-05/RPC- 38/2578 dtd , after due consultation with GCC/Manikheda HPS officials. Thereafter Superintending Engineer(O&M),MHPS vide letter MHPS /letter no /blackstart/535 dtd , informed that permission to release water from WRD is awaited and looking to the scarcity of water, requested to postpone the Black Start Mock Drill of Manikheda HPS for one month. In view of the above MPPGCL may kindly inform the latest status of regarding permission to release water from WRD and propose an appropriate date for conducting Black Start Mock Drill Exercise at Manikheda HPS. The black start mock drill exercise of OSP was to be held in April 2018 but due to non-availability of Bus Coupler Breaker at OSP the Mock Drill date cannot be finalized. In 63rd OCC OSP informed the committee that the purchase of Bus Coupler Breaker is under process and the tender is being awarded. In view of the above OSP HPS may kindly inform the latest status of Bus Coupler Breaker so that at the earliest Mock Drill exercise may be organized. Representative from MPPGCL informed the committee that Black Start Mock Drill at Manikheda can be conducted on 30 th October. Representative from OSP informed the committee that the finalized date for conducting Black Start Mock Drill at OSP will be intimated to SLDC at the earliest.
