3 MINUTES OF 45 TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 24 TH APRIL 2015 AT AM AT SLDC, MPPTCL, JABALPUR The 45 th meeting of Operation & Co-ordination Committee of MP was held on 24th April 2015 at SLDC, MPPTCL, Jabalpur. The list of participants is enclosed at Annexure-1.0. Shri P.A.R. Bende C.E. (SLDC) & Chairman OCC welcomed all the participants attending 45 th Operation & Coordination Committee. He high-lighted the various issues to be discussed in the OCCM. Chairman OCC stated that at present Energy Accounting of Renewable Energy Generators (REGs) is being done on the basis of consolidated figures of energy injection furnished by the Nodal SE (O&M) of Discoms and EE (Testing) MPPTCL. Total monthly injection submitted to SLDC by REGs is distributed in 15 min. time block for the complete month while computing the DSM Charges of Discoms. Such practice is not desirable for accuracy of computation of DSM charges. Further, since the REG is increasing day by day and large capacity power projects are being installed in the state, present practice of Energy Accounting needs to be modified. Energy Accounting of REGs shall be done as per the data recorded in the ABT meters installed at the pooling station for which REGs have to provide AMR facility. MPPTCL and Discoms may coordinate with REGs to provide AMR facility. The Chairman OCC further stressed the need of telemetry and stated that availability of telemetered data round the clock is utmost necessary for safe, secure & reliable operation of the grid. He informed that in between two OCC meetings, a separate meeting of all the entities involved in maintaining the telemetry system is required to be convened every month. He further elaborated the details of frequency particulars for the month of February 2015 and March He informed that during the month of February & March 2015, frequency remained above 27.55% and 23.76% above 50.0 Hz, respectively. Though the frequency control is a collective efforts, the sincere efforts should be made by all the State Grid entities to maintain the frequency band within operational limit to save the additional DMC charges that are to be paid if MP remains in under drawal at high frequencies. He stressed upon the necessity of periodic checking of u/f and df/dt relays installed in EHV sub-stations for their healthiness as the frequency profile is not touching the threshold values and hence periodic checks are essential. Such defence mechanism is utmost necessary for safe operation of the state grid and whenever df/dt and u/f relays operate, designated quantum of load relief should be obtained. WRPC and CEA are also monitoring the quantum of load relief on each operation of df/dt and u/f relay. The Chairman, OCC stated that presently real time revisions are not being done by the MPPMCL/Discoms. SLDC has to perform these activities during real time of operation on behalf of Discoms in the interest of safe & secure grid operation, as adequate manpower / infrastructure has not been developed by the MPPMCL/Discoms so far. It is a prime responsibility of SLDC to maintain the grid discipline during the real time of operation, thus SLDC has to perform real time revisions. Thereafter, Shri P.A.R. Bende, Chairman OCC requested Shri K.K.Prabhakar Secretary(OCC) to take up the agenda items for discussion. Chairman OCC requested the T&C MPPTCL to periodically check the healthiness of u/f and df/dt relays, as frequency profile is running well above u/f threshold frequency and no relay operation have been noticed since August th OCC Minutes of MP 3

6 (ii) Defective u/f, df/dt relays: Member Secretary stated the committee that T&C, MPPTCL has informed that all the df/dt relays are in good condition at most of the EHV S/s. At some of the locations the u/f relays had developed some problems. At such substations the numeric relays are programmed for under frequency operation. Now all the df/dt and u/f relays installed at EHV substations are in working condition. 2.5 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to 33 KV feeders : (i) Member secretary informed the committee that details of DISCOM wise Power supply given to various domestic categories during the period Feb 2015 and March 2015 is enclosed at Annexure 2.5(i). (ii) Group Allocation to Newly Commissioned existing EHV substations :- Member secretary informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.5 (ii). The Chairman OCC requested representatives of all the Discoms to submit the details of Groups to be allocated to newly constructed feeders in writing in the OCC meeting in future as it consumes lot of time in discussing and some other important issues could not be discussed in detail due to limited time of the meeting. 7 MPPGCL intimated that there is no proposal for AOH of MPPGCL Thermal Units during the period to Representative of MPPGCL intimated in the meeting that STPS Unit # 8 shall be taken under AOH from to Member Secretary informed that dates of AOH for Hydel machines of MPPGCL are over lapping and also more than one machine of same HPS are taken simultaneously for AOH. This discrepancy in schedule of AOH submitted by MPPGCL is to be corrected. The representative of MPPGCL has ensured to correct the AOH schedule of Hydel machines and submit to SLDC shortly. Member Secretary asked NHDC whether AOH of ISP & OSP machine is being carried out as per schedule programme submitted to this office. However the same is also included in R&U scheme of WRPC. Hourly average schedule Vs Drawal of DISCOMs. ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING FEB 2015 AND MARCH 2015 : Member secretary informed the committee that there was no major grid disturbance in MP during Feb 2015 and March However the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES 6.1 Installation of 125 MVAR Bus Reactor at SSTPS : Member secretary informed the committee that the State Grid is experiencing high voltages during off peak conditions and to arrest the high voltages, numbers of EHV transmission lines are required to be opened, as the adequate reactive compensation is not available at strategic locations. It is felt necessary to keep the voltages within operational limit by installation of reactors of adequate ratings all over the grid. Reactive power management in the grid is essential for safe, secure & reliable operation. The issue of high voltages in Madhya Pradesh was also reported by WRLDC in their operational feedbacks. The issue of reactive compensation in the grid was deliberated at various forums at regional level/ national level. In the 36 th meeting of Standing Committee on Power System Planning of Western Region held on at NRPC, New Delhi it was decided that Bus Reactors are to be installed on generator bus at Generating Stations having reactive compensation of the value corresponding to atleast 10% of the MW capacity, and accordingly SLDC has taken up the matter with Executive Director (O&M:Gen.) for installation of 125 MVAR Bus Reactor at Shri Singhaji Thermal Power Station for keeping the voltages in the area within operational limits. The Chairman, OCC stated that provision of adequate reactive compensation all over the grid is essential for maintaining the grid voltages within operational limit. MPPGCL should provide line reactor on 400 kv STPS-ISP line which can also be used as bus reactor if necessity arises. MPPTCL has already done such arrangement at 400 kv S/s, Nagda. Specifications and other details can be obtained by MPPGCL from MPPTCL, if required. Representative of MPPGCL has informed that they are not member of Standing Committee of WR and hence unaware of decision taken in the meeting. However MPPGCL is abide by the decision of Standing Committee and the matter is under consideration of higher authorities of MPPGCL and efforts shall be made for early installation of 125 MVAR bus reactor at Singaji TPS after making necessary financial arrangements in this regard. 45th OCC Minutes of MP 6

9 6.2 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS:- Member Secretary informed the committee that, WRPC in 470 th OCCM informed that as per the MoM of 33 rd & 36 th Standing Committee Meetings of Western Region and subsequent decision in the 26 th WRPC meeting, the following reactors are to be installed at various locations in MP- (i) 125 MVAR, 400KV Bus reactor at Indira Sagar HEP representative from NHDC informed that Bus reactor will be installed by June (ii) 50 MVAR Line Reactor on 400 kv Satpura ISP line is to be provided at 400 KV Satpura substation by MPPGCL representative from MPPGCL informed that the status/plan will be intimated shortly. (iii) 50 MVAR Line Reactor for 400 kv Indira Sagar-Nagda line at 400 KV sub-station, Nagda is to be provided by MPPTCL representative from MPPTCL informed the committee that 50 MVAR Line Reactor will be installed by June (iv) 80 MVAR Bus Reactor at 400 KV Substation, Bhopal. The representative of MPPTCL informed the committee that 80 MVAR Bus Reactor will be installed by June, (v) 125 MVAR Bus Reactor at SGTPS, Birsinghpur Representative of MPPGCL has informed that space is not available in 400 kv switchyard of SGTPS Birsinghpur for installing 125 MVAR Bus Reactor. The Chairman, OCC informed that he himself had visited the switchyard of SGTPS Birsinghpur and actually there is no space available for installing additional transmission element. He further stated that if the soil excavation from other end of dead-end is done, the adequate space for reactor bay and other future bays could be ensured. 6.3 IMPLEMENTATION OF AUTOMATIC DEMAND MANAGEMENT SYSTEM: Member Secretary informed the committee that Clause 5.4.2(d) of IEGC mandates implementation of Automatic Demand Management Schemes before to reduce over drawal. As per regulation, SLDC through respective Distribution Licensees have formulated and implemented State of the Art and Demand Management Scheme for ADMS. The implementation of ADMS through Transco SCADA shall be economical as all the field infrastructure which constitute major cost of ADMS is already available in the Transco SCADA project. Energy Department, Govt. of MP has also issued directives vide letter No. 164/2013/13 dated to explore possibility of integration of Demand Management Scheme of Discoms with Transmission SCADA. Accordingly, several meetings have been organized between MPPTCL, SCADA Vendor and SLDC to explore the feasibility of implementation of ADMS through Transco SCADA system. Based on the discussions, it has been confirmed that the ADMS may be implemented through Transco SCADA system. SLDC has convened meetings with Discoms on and for formulating scheme, logics, load mapping and funding of cost of the scheme to be shared by the Discoms. The matter of implementation of ADMS was also discussed in 38 th, 39 th, 40 th, 41 st, 42 nd, 43 rd Operation & Coordination Committee meeting of MP. It was decided that the funding of implementation of ADMS shall be shared by the Distribution Companies in proportion to their normative percentage allocation as notified by the Govt. of MP. The Discom representatives in each meeting were requested to apprise the same to their management for taking appropriate action in the matter. MPPTCL has issued Letter of Intent to M/s Dong Fang Electronics Co. Ltd., China vide No /Tr.-06/2014/Supply/655 dated for supply of equipment & materials, hardware & software for Transmission Control Centres and EHV Sub-stations for implementation of ADMS by integration with Transmission SCADA system of MP at a total cost of Rs. 6,43,99,243/- (Rupees Six Crores Forty Three Lakhs Ninety Nine Thousand Two Hundred Forty Three) only. The normative percentage allocation for the year as per Govt. of MP notification is 29.89%, 31.83%, 45th OCC Minutes of MP 7

10 38.28% for East Discom, Central Discom and West Discom, respectively. Thus the amount to be shared by each Discom towards implementation of ADMS through Transco SCADA based on the requirement raised by MPPTCL (Annexure-6.3) is as given below:- (i) East Discom - Rs. 2,61,74,673/- (ii) Central Discom Rs. 2,78,73,531/- (iii) West Discom - Rs. 3,35,21,796/ Total Rs. 8,75,70,000/ Necessary arrangement may please be made for immediate funding of above amount to MPPTCL, so that requisite activity for execution of work could be initiated by the CE (Plng. & Design), MPPTCL to implement ADMS by the last quarter of 2015 as per submission made by the SLDC before the CERC. Respective DISCOM is requested to inform the latest status about funding of above amount to MPPTCL. MPPTCL representative informed that the firm has already initiated the activities for execution of work covered under the Milestone-1 i.e. Resource Mobilization, Field Survey, Design & Finalization of Software, Testing etc. 20% advance payment is to be made by MPPTCL to the firm to start the activities covered under the Milestone-1. The Discoms may provide necessary fund to MPPTCL as early as possible i.e. within 10 days. The Chairman, OCC stated that MPPTCL may sign memorandum of understanding with Discoms for funding. He further informed that scheme for funding for implementation of ADMS has also been submitted to NLDC, New Delhi also for funding to PSDF fund. In case the fund is sanctioned by the CERC and amount received through PSDF shall be adjusted with the fund provided by the Discoms in the due course of time. The representative of MPPTCL has requested SLDC to take up the matter of release of payment for ADMS with Discoms and Planning & Design shall submit tentative cost estimate for implementation of ADMS by integration with transmission SCADA system of MP and schedule of completion of the work. Representative of Discoms agreed to release payment in favour of MPPTCL on receiving payment requirement from MPPTCL Poor condition of 48 Volt Battery set and Battery Charger at Power Stations : Member Secretary informed the committee that the condition of 48 Volt Battery bank and Battery Charger at Rajghat HPS and SGTPS Birsinghpur is very poor and not adequate to keep important services of telemetry and voice communication healthy in case of interruption in AC supply. This issue was brought to the notice of concerned authorities several times for ensuring the healthiness of Battery Bank and 48 Volt Battery Charger at these stations. The continuity of telemetered data as well as voice communication is vital for safe, secure & reliable operation of the state grid, as during recent blackout at SGTPS the total communication & telemetry was interrupted. MPPGCL, MPPTCL and IPPs have been requested to ensure 48 V battery set in healthy condition all the times so that in case of any grid incidents data and voice communication is not interrupted. MPPGCL may submit the status of replacement of Battery & battery charger alongwith timeline. 45th OCC Minutes of MP 8

11 It was also reported that state grid entities are not furnishing status of replacement of old Battery & battery charger to SLDC despite request made in the 43 rd and 44 th OCCM of MP. Representative from T&C, MPPTCL intimated that very old and unhealthy battery banks at EHV sub-stations shall be identified and replaced with new one shortly. Member Secretary, OCC requested MPPGCL also to take initiative to replace unhealthy battery sets and charger installed at power stations and plan for replacement be submitted in the next OCC meeting. 6.5 CARRYING OUT PROTECTION AUDIT OF ADDITIONAL SUB STATIONS HAVING VOLATGE LEVEL 220 KV AND ABOVE :- Member Secretary informed the committee that it was decided in the 1 st meeting of Grid Security Committee of CEA that Regional Power Committees are required to identify substation having voltage levels of 220 KV and above where protection audit is required to be carried out ( other than already audited substations) and submitted to Grid study committee of CEA. Accordingly list of 34 Nos 220 KV substation of MPPTCL and one no Power station (Singhaji TPS) has been submitted to WRPC where protection audit shall be conducted by the teams constituted by SLDC from various intra state entities. As discussed & decided in the 43 rd Operation & Coordination Committee Meeting of MP, MPPGCL, MPPTCL, NHDC have furnished the names of engineers for carrying out the protection audit of designated substation/power station and team was constituted. Accordingly the Third Party Protection Audit carried out during the period to and to by the teams constituted by the SLDC from the nomination received from the entities. The deficiencies / comments / observations observed by the teams are available with respective sub-station / Testing Divisions, are required to be complied at the earliest and compliance report to be submitted to SLDC, Jabalpur for onward submission to WRLDC/WRPC. It is observed that comments and remarks recorded in the protection audit reports are generally related with routine operation and maintenance and general upkeep of the substations. The protection audit teams were carrying out general inspection of the substation instead of protection scheme, relay settings and their correctness as per CBIP guidelines which is the main objective of the protection audit. Chairman OCC intimated that third party protection audit has been conducted at all 220 KV & above voltage level Sub-stations/Power stations by team of engineers constituted by SLDC. Discrepancies of category A & B noticed during the protection audit shall be intimated to all concerned for rectification within the time frame decided by the CERC. Periodical protection audit of EHV substations / power stations is a mandatory requirement as per recommendations of Grid Disturbance Committee. CEA and CERC are also continuously monitoring the progress of the protection audit conducted by the constituents. 6.6 RGMO status of generating units in MP:- The RGMO feature is not available in any of the eligible units of MPPGCL Hydel Stations and RGMO in unit 1 to 4 of SGTPS is also not provided. Primary response from eligible generator is a perquisite for frequency control and it is mandated as per IEGC. The MPPGCL has shown negligible progress in implementing the RGMO in its thermal / hydel units. The CERC in the petition No. 47/MP/2012 has issued directives that all the Generating Stations shall comply with the regulation 5.2 (f) of the Grid Code and failing which appropriate proceedings shall be initiated against them for non-compliance with the provisions of the Grid Code and directions of the Commission. The National Load Despatch Centre, New Delhi has filed a petition No. 084/MP/2015 before the CERC in the matter of Endangering the secured operation of All India Electricity Grid due to inadequate/non-performance of Free Governor Mode Operation (FGMO), with Manual Intervention 45th OCC Minutes of MP 9

12 by the generators and non-compliance of Regulations 5.2 (f), (g), (h), (i) of Indian Electricity Grid Code read with Regulations 24 and 111 of Central Electricity Regulatory Commission (Conduct of Business) Regulations, On the basis of various trippings that took place in the country, the NLDC has observed that the control areas like Bihar, UP, Chhattisgarh, MP, Gujarat, OPTCL etc. had very low or negative frequency response in the event and thereby not supporting arrest of the frequency fall. Similarly, many generating plants like Vindhyachal, Ramagundam, Singrauli etc. have shown positive or very small frequency response thereby aggravating the frequency deviation in the event and concluded that all the generating stations have not provided adequate frequency response. The matter has been discussed in the meeting and Chairman OCC stated that CERC would not grant any relief to any constituent in implementation of FGMO/RGMO. SLDC is Nodal Agency to monitor the progress of implementation in the State. Hard copy of petition filed has been handed over to representatives of MPPGCL, NHDC & JP Bina. He requested all the concerned for submission of comments in the matter by (Note: SLDC has not received comment from any Generating Co.). 6.7 (i) Bus Bar Protection Scheme :- Member secretary informed the committee that it has been noticed that bus bar protection scheme is not in place at some of the EHV sub stations / Generating stations. Action is to be taken by respective utilities for upgradation of protection system and bus bar protection system should be kept in service all the time and problem if any should be rectified on priority. The implementation of Bus-Bar protection at all the 220 KV /400 KV substation has been raised at various forums at regional level. The WRLDC and WRPC are continuously insisting for early implementation of Bus-Bar Protection. In the last OCC meetings of MP, the entities of state grid are requested to submit the details of substation /power stations where the bus bar protection is in service and schedule for installation and commissioning of bus-bar protection scheme at remaining substations/ power stations. However the information is not furnished by any entity. The State Entities are requested to submit the details of bus bar protection scheme in the following format in the meeting. Member Secretary, OCC requested all the constituents to submit the information in above format at the earliest for onward submission to the WRPC and WRLDC. Representative of T&C, MPPTCL has informed that at most of the EHV sub-stations of voltage level 220 kv & above, the bus bar protection scheme is in service and at some of the 220 kv sub-stations, commissioning of scheme is in progress, which shall be completed shortly. 6.7 (ii) Protection issue at Rajghat HPS Chairman OCC also intimated the committee that there are protection issues prevailing at Rajghat HPS i.e., if there is fault in any of the feeder emanating from Rajghat HPS, the same feeder does not trip from Rajghat HPS end and causes tripping of other feeders also from remote end. 13 delay in tripping may also cause damage to costly equipments installed at either Rajghat end or remote end. MPPGCL representative informed the committee that the relays installed at Rajghat HPS are old TELK make relays and needs to be replaced and the protection issue will be resolved by them at the earliest. The Member Secretary, OCC requested MPPGCL to submit detailed report and plan for replacement of old relays/equipments shortly to SLDC. 6.8 Absorption of reactive power by generators: Member Secretary informed the committee that during the ensuing monsoon season the voltage profile is expected to be high due to less system demand and low line loadings. The problem of high voltages becomes severe during night/off peak hours. It is observed that during these hours MVAR absorption by generating units is not significant. The WRLDC has also pointed out that power factor at many generating plants has been more than 0.95 leading which is non-conformity with CEA Technical Standards for connectivity to Grid Regulations The voltage profile at STPS remain on higher side, however on many occasions it has been found that the generators also inject reactive power into the grid. He requested the generating stations to ensure absorption of reactive power from grid with their capability curve to maintain voltages within operational limit whenever the necessity arise. In the OCCM of WR the WRPC also stated that it is imperative that generators will absorb maximum MVAR when asked by SCM/Shift In-charge, WRLDC/SLDC. It is requested that generators will come with data of reactive power absorption; voltage at the bus before and after the message is given by WRLDC/SLDC in every OCC of WR. In order to monitor the response, WRPC also requested the generators to send the capability curves of generators in their system to all concerned. The Chairman, OCC asked MPPGCL, NHDC and JP Bina to instruct their generators, or on instruction of SLDC, to absorb or generate MVAR within their capability curve. In the ensuing monsoon season grid voltage may prevail high and sometimes may rise beyond the operational limits. Under such circumstances, all the generators connected with the grid should absorb maximum MVAR from the grid within their capability curve. He also informed that if instructions of SLDC for absorbing MVAR are not complied by the generators, the same may be treated as violation of SLDC instructions. 6.9 SCHEDULING OF TECHNICAL MINIMUM SHARE FROM ISGS AND SUDDEN WITHDRAWAL OF URS SHARE OF ISGS. Chairman OCC intimated that in 28 th WRPC meeting, GM (OS), NTPC Mumbai vide letter no WR-I HQ/OS COMML/GM/2015 dated 08 th January, 2015 requested to discuss the unreasonable schedule at NTPC Vindhyachal station and raised the following issues:-. 1. NTPC units are being given unreasonable schedules for operation. In spite of repeated requests by NTPC, the schedules are observed to be very low during night hours and exceeding the capacity of On-Bar units during day hours. Constituents are giving requisitions ranging from 0 to 100% of their entitlements resulting into a huge gap between maximum and minimum generation levels. Because of such unreasonable schedules, unintentional overinjection as well as under-injection is taking place. 2. Considering such operational difficulties, the decision was already taken in 24th, 25th & 26th WRPC meetings regarding Technical Minimum scheduling and methodology for declaration of RSD. The same needs to be ensured. 3. Operationally reasonable schedules and ratio between minimum and maximum generation levels are required to be ensured as envisaged in IEGC (cl of IEGC regulation). This will ensure the integrated operation of the power system as envisaged in regulation of IEGC. 45th OCC Minutes of MP 11

14 The matter was again discussed in the 470 th OCC meeting of Western region. MP intimated the committee that minimum 30% requisition is not possible by MP and they give 0 requisition if the power is not required by MP. In response Member secretary informed that the 0 requisition furnished by the beneficiaries is not a problem. He further informed the requisition given by the beneficiaries should be uniform through-out the day to run the generating units at technical minimum and there should not be large deviation between maximum and minimum requisition. Further it was also intimated in the meeting that it is observed many times that the intimation of URS withdrawal due to requisition of power by the beneficiaries is received at the last moment or posted on WRLDC web site just prior to the block of implementation. When there is a sudden withdrawal of URS power exceeding a quantum of 100 MW especially during peak hours, it is very difficult to manage the power requirement of the State for the beneficiary who is availing URS Hence, it is necessary that URS shall be withdrawn / scheduled in steps of 100 MW or less per block so that it would be easier for the State availing URS to manage power requirement. Also, the intimation of URS revision shall be posted with pop-up block on WRLDC website to acknowledge changes in schedule easily. The Chairman, OCC apprised the Committee regarding scheduling of technical minimum share from NTPC stations and sudden withdrawal of URS power by the WRLDC on requisition of beneficiary states. He also apprised the committee regarding discussion held in WRPC meeting on the issue Provision of synchronization facility at EHV sub-stations of MPPTCL :- Member Secretary informed the committee that as per the Section of Madhya Pradesh Electricity Grid Code (Revision-I), 2005, the synchronization facility at EHV S/s need to be ensured. The same is reproduced hereunder: In case of partial blackout in the system/state, priority is to be given for early restoration of power station units which are tripped. Startup power for the power station shall be extended through shortest possible line and within shortest possible time from adjoining sub-stations/power station where the supply is available. Synchronising facility at all power stations and 400/220kV sub-station shall be available. It is very much clear from the above that synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations. In case of total blackout or partial blackout, startup supply is to be extended to Thermal Generating Stations and other essential loads from nearby Hydel Generating Stations through possible shortest route. In emergency situations, SLDC may approach to a nearby Captive Power Plant to get the startup power. Synchronization facility is also required for synchronization of system islands and system split during system disturbance/occurrences. While performing black start mock drill of Hydel Generating Stations as mandated in IEGC, it has been found that synchronization facility is not available at the adjoining EHV substations and hence synchronization after black-start is required to be done at Power House end. He further stated that the black-start islands need to be synchronized at selected identified node in the path for which MPPTCL has been requested. The Chairman, OCC advised the T&C, MPPTCL to provide synchronization facility at all the 220 kv & 400 kv s/s of MPPTCL as mandated in Section of Madhya Pradesh Electricity Grid Code (Revision-1) 2005 and also at identified 132 kv S/s in the path of Black Start route of Hydel Power Stations. This is necessary to extend startup power to Thermal Power Stations through shortest possible route in shortest possible time and also to synchronize islands formed during the grid disturbances/incidences at the EHV S/s. 45th OCC Minutes of MP 12

15 6.11 REAL TIME SCHEDULING ACTIVITY BY MPPMCL/DISCOMs :- Chairman OCC pointed out that SLDC has taken up the issue of round the clock functioning of MPPMCL Control Room so that revision to schedule requisitions are made on behalf of DISCOMs. However only two shifts are running and only day ahead activities are being performed by MPPMCL CR. The functions of SLDC are clearly defined in various regulations and it is not supposed to carry out requisitions on behalf of DISMOMs in day ahead as well as in real time. However, as neither DCCs nor MPPMCL is carrying out the revisions in real time, SLDC is compelled to do the same in the interest of maintaining Grid discipline and security of the grid. He further stated that SLDC observes the Merit Order Despatch (MOD) as furnished by MPPMCL from time to time, however as this function pertains th MPPMCL/Discoms, SLDC shall not be responsible for any commercial implications. The Chairman, OCC requested MPPMCL to start functioning their Control Room round the clock and also carryout real time revisions / requisitions during the day of operation in addition to day ahead scheduling or else Discoms should start performing real time revision activities during the day of operation. He requested Discoms/MPPMCL to take over the work of real time scheduling activities from July, Revision in installed capacity for Computation of Plant Availability Factor (PAF) of Omkareshwar : Member secretary informed the committee that Hon ble High Court of MP had restricted the reservoir level of Omkareshwar Hydel Power Station at 189 Mtrs. Accordingly, the Hon ble Commission has directed to consider installed capacity of OSP as 50 MW at this reservoir level for computation of PAF. Now as per directive of GoMP, reservoir level of OSP has been raised to 191 Mtrs. from 189 Mtrs. on While raising the reservoir level of OSP by discharging water from ISP machines, the generation of OSP machines had been recorded at about 58 MW after 13:30 Hrs of in SCADA system installed at SLDC and the reservoir level of OSP was at around Mtrs. at that time. He proposed to consider the installed capacity of OSP as 58 MW for computation of PAF of OSP from Hrs of NHDC representative has produced the OEM document indicating that 55 MW power can be generated from OSP machines at 191 M reservoir level when all the 8 machines are on bar and accordingly they are giving DC for 55 MW and requested OCC to consider acceptance of 55 MW capacity for computation of PAF. The Committee agreed for considering DC of OSP as 55 MW for computation of PAF from 13:30 Hrs of One terminal node of IABS of MPPMCL at SLDC for Load Forecasting : Member secretary informed the committee that as per IEGC Regulation 5.3(b) of CERC, each SLDC has to develop methodologies/mechanisms for daily/ weekly/monthly/yearly demand estimation (MW, MVAr and MWh) for operational purposes. SLDCs shall create this facility at the earliest so that demand estimation data could be submitted to WRLDC to facilitate on-line estimation of demand for daily operational use for each 15 minutes block t regional level In addition to this the estimated demand forecasted shall also be utilise for load management and planning at state level. WRPC has raised the issue of providing forecasted demand in 96 time block to WRLDC by the constituents in several OCC meetings. It was decided in the 25 th TCC/WRPC meeting to form a task force for exploring development of software for load forecasting at SLDC level. In the meeting of task force held at Vadodara it was decided that M/s Metelogical would be service provider for MP for providing load forecast software free of cost for two months. In the above context representative of M/s Metelogical had also visited MP SLDC on In the meantime MPPMCL has informed vide letter no. GM(PM)/403 dtd addressed to SE(Opn), WRPC Mumbai that MPPMCL have already placed an order to M/s L&T Infotech ltd for providing load forecast services on behalf of all three Discoms and the project is in advance stage with request to exempt MP from implementation of Load Forecasting Mechanism to avoid duplicacy. It is pertinent to mention here that such software is to be installed at SLDC level. In view of the above SLDC vide letter no.3529 dtd requested GM(PM), MPPMCL to provide one terminal node of IABS of MPPMCL at SLDC, MPPTCL, Jabalpur for online submission of daily/monthly/yearly forecasted demand in 15 minutes time block to WRLDC for better system 45th OCC Minutes of MP 13

16 operation at regional level. This would also be of immense help in maintaining historical data of demand estimation/forecasting at SLDC. In 470 th OCC meeting of WR, Member secretary, WRPC requested to submit the time line and action plan for providing load forecasting to WRPC. It is therefore requested that MPPMCL may confirm the same in the meeting. Representative from MPPMCL informed the committee that by June 2015 one terminal node of IABS of MPPMCL shall be provided to SLDC SENDING DISTURBANCE RECORDER(DR)/SEQUENTIAL EVENT LOGGER (SERS) OUTPUT TO WRLDC: Member secretary informed the committee that with Reference to section 5.9.6(c) of the IEGC and section the Operating Procedure of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by the concerned agency to RLDC, within 24 hrs of the incident. It is observed that in many grid incidents/disturbances DR s and SERs outputs are not being submitted to SLDC even with the final report submitted by the entities to SLDC. The matter has been discussed in various OCC meetings but despite assurance all the state entities do not follow the time line. All the entities are requested to submit the DRs and SERs output within 24 hrs of the incident to SLDC along with the detailed tripping report in the prescribed format so that the compiled information could be furnished to RLDC in time. It is also observed that whenever DRs/SERs are submitted in pdf formats, the DR/SER logs may be submitted through in.cfg and.pdf format, so that further study could be possible Healthiness status of SERs/DRs of equipment in the system :- Member Secretary informed the committee that the status of healthiness of SER/DRs equipment installed in the MP grid are to be submitted to WRPC before 3 rd of each month for OCC meeting of Western Region. Most of the T&C circles and Jaypee Bina are not furnishing the monthly report of healthiness of SER/DRs to the SLDC for onward transmission to WRPC. Only 400 KV circle Bhopal is regularly submitting the desired information to SLDC and T&C circle Gwalior has started furnishing the report from last month. MPPTCL and M/s JP Bina are requested to ensure regular monthly submission of healthiness status of SERs/ DRs of equipment installed their jurisdiction to SLDC on or before 3 rd of each month. The representative of T&C, MPPTCL has assured that all the field circles shall be instructed to submit the healthiness status of SERs/DRs equipments to the SLDC within stipulated time. ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 7.1 WORKSHOP ON BLACK START RESTORATION PROCESS: Chairman OCC informed the committee that the Workshop on Black Start Restoration Process in MP System was successfully organized by SLDC Jabalpur on 25th March Approximately 85 participants attended the workshop. 7.2 TRIAL RUN OF DG SETS : Member secretary informed the committee that as per IEGC regulation 5.8(b), Diesel Generator sets for black start would be tested on weekly basis and test report shall be sent to RLDC on quarterly basis. The matter has been discussed in 41 st, 42 nd & 43 rd OCC meeting. SLDC intimated that the hydel power stations shall submit the weekly trial run report of DG sets directly to WRLDC and WRPC under endorsement to this office, whereas MPPGCL Hydel Power Stations are submitting their reports to CE (Hydel:O&M) or ED (O&M:Gen.) in place of WRLDC and WRPC. 45th OCC Minutes of MP 14

17 7.3 Black Start mock drill of Tons, Madikeda, Rajghat and Birsingpur HPS: Member secretary informed the committee that SLDC is repeatedly requesting MPPGCL for confirming the dates for conducting black start mock drill of these power station. Procedure has been modified for black start mock drill for Madhikheda and Rajghat HPS in accordance with the single bus system and nonavailability of synchronisation facility at adjoining substation which are radially fed by these HPS. The Chief Engineer (O&M: Hydel), MPPGCL has requested WRPC vide letter no.07-10/1001(e)/859 dtd to exempt Madhikheda and Rajghat HPS from the black start mock drill on the ground that governors are not functioning in auto mode, single bus system and small capacity of the machine. It is to clarify that decision for conducting mock drill at these power station is under the purview of SLDC, which is to decide the mock drills as per IEGC provision, and no exemption has been granted either by WRPC or SLDC. Further as per directives of GoMP, Energy Department conveyed vide letter no dtd MPPGCL is required to take immediate action to put the governors of Tons, Madikeda, Rajghat and Birsingpur HPS in auto mode so that the black start mock drill of these HPS could be conducted. Therefore MPPGCL may submit the time schedule of rectifying the problems of governors in these units. Representative from MPPGCL intimated that it is expected that the mock drill at Tons HPS can be conducted in June 2015 after completion of governor work at Tons HPS and the same for Birsinghpur HPS can be conducted in May, ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION: 8.1 Quarterly Review of Crisis Management Plan: Member secretary informed the committee that The NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. However despite continuous persuasion by SLDC state utilities i.e MPPTCL, MPPGCL and IPPs are not submitting the same to CEA All the other entities are requested to submit the CMP report in prescribed format for the Third quarter for the year ( Oct to Dec 2014) to CEA under intimation to this office. 8.2 Status of Physical & Cyber Security in Power Sector regarding: Member secretary informed the committee that Status of physical & cyber security in Power Sector for the Second quarter (July to Sept 2014) have not been received from any of the state utilities. All the entities should furnish the Status of physical & cyber security in Power Sector for Third quarter (Oct to Dec 2014) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Non receipt of complete ABT meter data through AMR system installed at SLDC: EE (ABT) informed that complete data of ABT meters installed at interface points are not being downloaded through AMR system mainly due to compatibility issue, connectivity / alignment problem of optical cable, network problem, modem not installed and also apprised the committee about the status of data received through AMR system in the month of March He further informed that the site offices are not forwarding the meter / CT / PT replacement details to SLDC. In response, MPPTCL has informed that new SIMs are being arranged for the locations where there is a network problem. MPPTCL also assured to take up the matter with M/s Secure Meters Ltd. for providing clamps on the meters to sort out the problem of alignment of cable. 9.2 Installation of ABT meter at 0.4kV Mangthar feeder of SGTPS : East Discom representative has informed that a proposal was submitted to the State Govt. by the Jila Panchat, Umariya for finacing of the scheme to provide supply to 415 volts consumers from 45th OCC Minutes of MP 15

18 East Discom network, but, State Govt has not approved the proposal stating that Mangthar is not a village in State Govt. record. He further informed that East Discom has made all the efforts to provide supply to 415V consumers but State Govt has not approved the scheme. SLDC representative apprise the committee that at present 0.4KV Mangthar feeder drawal is added to East Discom drawal and subtracted from SGTPS, Birsingpur injection. In response East Discom representative stated that consumers supplied power from 0.4KV Mangthar feeder are not their consumers as billing is not done by East Discom and power supplied through 0.4KV Mangthar feeder should be treaded as auxiliary consumption of SGTPS, Birsinghpur. Chairman OCC stated that a separate meeting shall be organized in May 2015 in SLDC between MPPGCL, MPPuKVVCL and SLDC to resolve the issue of 0.4KV Mangthar feeder. 9.3 Providing AMR facility for the ABT meters installed at MPPGCL / OSP : SLDC representative requested MPPGCL and OSP to apprise the committee about the status of AMR implementation on the meters installed at the interface points of power stations for data communication with AMR System installed at SLDC. MPPGCL representative informed that installation of modems at the interface points has been completed but difficulty is being faced in obtaining the BSNL SIM for data communication. OSP representative informed that tendering is in process for installation of ABT meters of open protocol and for providing AMR facility. Chairman OCC stated that OSP and MPPGCL may expedite the implementation of AMR system and also stated that MPPGCL & OSP may advise the firm to obtain a certificate from SLDC for successful integration of ABT meters installed at the interface points of power stations with AMR system installed at SLDC. 9.4 Providing AMR facility on the Discoms embeded Open Access Customers: SLDC representative requested Discoms to apprise the committee about the status of AMR facility to be provided by the embedded Open Access Customers by installing compatible modems alongwith GPRS+GSM enabled SIMs for data downloading by SLDC and Discoms independently through AMR system. West Discom representative have informed that they are persuing M/s Secure Meters Ltd. to demonstrate the AMR system with GPRS+GSM enabled SIMs on one meter so that same could be implemented for all embedded OACs. Central Discom representative have informed that they have issued notices to OAC s for providing GPRS+GSM enabled SIMs so that data downloading by Discoms and SLDC could be done independently through AMR. East Discom representative have informed that only (1) one OAC is in East Discom and its meter is installed at substation. 9.5 Energy Accounting of Renewable Energy Generators: Chairman OCC stated that at present energy accounting of Renewable Energy Generators (REGs) is being done on the basis of consolidated figures of energy injection furnished by respective SE(O&M) of Discoms and EE(Testing) and distributed in 15 minutes time block for the complete month while computing the DSM charges of Discoms. He further stated that since the Renewable energy generation is increasing day by day and large capacity power projects are being installed in MP and has proposed to do the energy accounting of Renewable Energy Generators (REGs) as per the actual data recorded in ABT meters installed at the pooling station in a phased manner as follows:- i) Renewable Energy Generators connected at 132KV and above - In 1 st phase energy accounting of REGs connected at 132KV and above shall be done as per the data recorded in ABT meters installed at the pooling stations for which MPPTCL may coordinate with REGs to provide AMR facility and till AMR facility is not provided, the MPPTCL may arrange to download the data through MRI and furnish the same to SLDC by 3rd of every month. 45th OCC Minutes of MP 16

19 ii) Renewable Energy Generators connected at 33 KV In the 2 nd phase energy accounting of REGs connected at 33KV level shall be done as per the data recorded in ABT meters installed at the pooling stations subject to that the concerned SE(O&M) / EE(MT) of Discoms in whose jurisdiction the REGs are installed shall furnish the following information to SLDC - a) The details of ABT meters installed at the pooling station as per the format enclosed herewith as Annexure I. b) The pooling station and meter wise, the % of energy purchased by MPPMCL, % of energy wheeled to Discoms as per Annexure-II. c) The concerned SE(O&M) / EE(T) shall coordinate with REGs to provide AMR facility and configuration with SLDC system. Till the AMR facility completes or in case failure of AMR, the concerned officials of Discoms shall have to download the data of ABT meters installed at the pooling stations through MRI and furnish the same to SLDC by 3rd of every month for the purpose of energy accounting. d) The respective SE(O&M) of Discoms shall continue to furnish the energy injection data in SLDC format as per Annexure-III by 3 rd of every month for the purpose of cross checking. Until and unless the above information is provided by the Discoms to SLDC it will not be possible for SLDC to do the energy accounting of REGs as per actual data recorded in ABT meter. However for seeking the above information, SLDC will write separately to commercial sections of Discoms. MPPMCL representative intimated the committee that the energy indicated in the bill submitted by respective site officers for some of the RE Generators and Energy shown in the State Energy Account issued by SLDC do not match. It was decided in the meeting that the respective SE(O&M), of Discoms shall take due care while furnishing monthly injection of RE generators to SLDC and certifying monthly energy of RE generators to eliminate discrepancy so that same energy would reflect in the SEA as well as bill raise by the RE generators to MPPMCL. As per Balancing and Settlement code 2009 of MPERC State Energy Account (SEA) means monthly State Energy Account prepared by SLDC for the billing and settlement of Capacity charges, Energy charges and Incentives. iii) The Chairman, OCC informed that as per MPERC order dated in petition No. 160 of 2005, the monthly energy of renewable generators is being equally distributed among 15 minute time blocks. However as the solar generators are on increasing trend and has crossed 850 MW installed capacity and continuing, distributing this generation among all time blocks is now affecting the DSM volumes. The committee deliberated on the issue and decided that the solar energy (if consolidated one reading for the month is given) shall be distributed equally in time blocks starting from 07:00 to 18:00 Hrs during April to September and 08:00 to 17:00 during October to March. 9.6 Proposed Framework on Forecasting, Scheduling & Imbalance Handling for Renewable (RE) Generating Stations based on wind and solar at Inter-State Level - The Chairman OCC informed the committee that CERC vide Public notice dated has issued the draft framework on Forecasting, Scheduling & Imbalance Handling for Renewable Energy (RE) Generating Stations based on wind and solar at Inter State level and simultaneously issued draft amendments in IEGC, DSM regulations and Terms & Conditions for recognition and issuance of Renewable Energy Certificate for Renewable Energy Generation regulations. He further informed the salient points of the proposed framework as under Forecasting Wind & solar generators shall forecast their generation with an interval of 15 minutes for the next 24 hours for the aggregate generation capacity of 50 MW and above with high level of accuracy. This is expected to reduce the commercial impact on wind and solar generators. The wind and solar generators may forecast by themselves or choose to appoint a Renewable Energy Management Centres (REMCs) which are equipped with advanced forecasting tools to forecast their generations. 45th OCC Minutes of MP 17

20 Scheduling The generation of wind & solar is scheduled like any other generator and the generators would be paid as per scheduled generation and not actual generation. The wind / solar generators are allowed for maximum 16 revisions in a day for each one and half hour time slot starting from 00:00hrs. The wind wind / solar generators may transact power through long-term, medium term and short term trades and POC charges and losses would be applicable unless exempted by the Commission through a regulation or order. Metering - SEMs would have to be placed to facilitate boundary metering, accounting and settlemet for the wind / solar energy generators. Imbalance Handling As per the DSM regulations, the first level of volume limit +/- 12% is proposed for wind and solar generators. The proposed imbalance settlement will be as follows Sr. No. Actual Generation 1 Between 88% to 100% of schedule. Imbalance Settelement Rs. / Kwh Rate REC Settlement 3 Generator would buy REC equivalent to shortfall & transfer to buyer for RPO obligation. 2 Below 88% of schedule. 4 Generator would buy REC equivalent to shortfall & transfer to buyer for RPO obligation % to 112% of schedule. 4 REC would be issued to Generator 4 Above 112% of schedule. No payment for generation above 112%. for excess generation. REC would be issued to Generator for excess generation. Fulfillment of RPO - For the fulfillment of RPO by the buying utility, the scheduled energy would be considered as the quantum of renewable energy procured by the concerned utility. Data Telemetry & Communication Facilities The wind /solar generators whose scheduling is done by RLDCs shall provide full data telemetry and communication facilities to the concerned RLDC.. ITEM NO 10: SCADA/EMS RELATED ISSUES: 10.1 NON AVAILABILITY OF TELEMETRY OF IMPORTANT 220 KV EHV SUB STATIONS - The matter was discussed in details and it was informed by T&C and Planning representatives that the telemetry of all balance 220KV S/s namely 220KV Dhar S/s, 220KV Panagar, 220KV GanjBasoda S/s, 220KV Gwalior -2, 220KV Shajapur, 220KV Datia S/s shall be provided through Dongfeng RTUs installed under Transco SCADA project. It was confirmed by MPPTCL that the telemetry of these six sub stations shall be commissioned by June SLDC further requested MPPTCL to arrange the Data IO list for configuration in SLDC SCADA/EMS system within fifteen days for which MPPTCL agreed. 45th OCC Minutes of MP 18

21 10.2 STATUS OF PROCUREMENT OF NEW RTUs : Representative from MPPGCL informed that the offer for procurement of RTU has already been opened and integration testing with SLDC SCADA/EMS system shall be carried out in this month end. SLDC informed that the telemetry of Rajghat HPS is out due to fault in RTU and hence procurement of RTU is to be expedited by MPPGCL. Further, it was informed by T&C, MPPTCL representative that as per decision conveyed by CE(Plg & Design) vide UO No. 438 dated , Dongfeng RTU shall be utilized fro SLDC use and procurement of new RTU is not necessary. SLDC informed that the telemetry of 20 Nos. 132KV S/s having injection from renewable generators is urgently required. The list of twenty number sub stations having injection from renewable generators was handed over to T&C representative fro arranging telemetry. In response, T&C and planning section confirmed that necessary action for arranging telemetry shall be initiated in due course ARRANGEMENT OF INFRASTRUCTURE FOR REPORTING OF RTUS TO DUAL CONTROL CENTERS, AS PER REQUIREMENT OF MAIN SLDC AT JABALPUR AND BACKUP SLDC AT BHOPAL. MPPTCL representative informed that order for procurement of PLCC panels, VFT modems has already been issued by CE(procurement0,MPPTCL and now commissioning shall be initiated. Similarly MPPGCL informed that the matter is under tendering stage. SLDC requested to expedite the procurement and arrange the desired material so that communication channels and modification in RTU configuration required for achieving dual control centre reporting may be achieved as per the commissioning schedule of backup SLDC i.e. by June THE ARRANGEMENT OF DATA CHANNEL FOR REMOTE VDU INSTALLED AT GCC, DCC, MPPTCL, MPPMCL The SLDC informed that work of arranging fiber connectivity between SLDC-220KV Sub Station- Shakti Bhawan by laying of ADSS cable between 220KV S/s - Shakti Bhawan and subsequent distribution of fiber cable to various locations in Shakti Bhawan was initiated by SLDC. The administrative approval for the work was accorded by all companies including MPPMCL and funding of the project by MPPMCL on behalf of MPPTCL, MPPGCL, East Discom and MPPMCL. However, in the last meeting, finance section of MPPMCL raised some issue regarding funding of the project and the matter is pending with MPPMCL and hence the work is expected to be got delayed while data channel for commissioning of new SCADA/EMS system is required by June The SLDC clarified that unless they receive final confirmation of funding from MPPMCL, it will not be possible for SLDC to initiate. Accordingly SLDC informed that 2 MBPS data channel for commissioning of remote VDUS at MPPGCL, MPPTCL, East DISCOM, MPPMCL for at least six-month period need to be arranged by concern utilities so that Remote VDUs from new system may be installed by June DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTU s The matter was discussed in detail and SLDC explained that the rectifications of telemetry discrepancies are pending due to shortage of material (transducers, MFM, relays). MPPTCL assured that the material at division level shall be arranged shortly. Following telemetry problem were discussed in detail 45th OCC Minutes of MP 19

22 1. SLDC informed that the telemetry of Astha 400KV Sub Station is not yet commissioned. The process connections are pending due to non availability of CMRs. T&C informed that the work is under progress and shall be completed within fifteen days. 2. SLDC informed that the telemetry of 220/132KV Transformers at 220KV Vidisha, 220KV Tikamgarh, 220KV Mehgaon, 220KV Handia, 220KV Gwalior, 220KV Malanpur is not available and required to be arranged. T&C informed that the Honeywell RTU available at 220KV Indore -2 is dismantled shortly. The telemetry of balance transformed shall be arranged from dismantled RTUs. 3. SLDC informed that the telemetry of Rajghar(beora)-NTPC feeders is incorrect since long time. In view of the importance of telemetry for monitoring injection from renewable feeders, the same is required to be corrected shortly. T&C representative assured to look into it and arrange for rectification of telemetry as soon as possible. 4. SLDC informed that the telemetry of Satpura- Astha 400KV feeder from Satpura end is not commissioned despite constant pursuance. MPPGCL representative assured to arrange the same on priority basis. 5. SLDC informed that 220KV Indore, the telemetry of 220KV Astha Indore is provided by using Ujjain feeders. The telemetry of Ujjain feeder from Indore -2 is need to be provided.t&c representative informed that the same will be available by integration of dongfeng RTU with SLDC. 6. SLDC informed that the Indira Sagar Geneator-4 telemetry is non current from around two months. Indira Sagar representative assured to rectify the same within a week. 7. SLDC informed that in Gandhi Sagar and Pench Hydel power stations, telemetry of only one bus frequency and voltage is available. This is creating problem in black start. The telemetry of other bus frequency is required to be arranged. MPPGCL representative informed that transducers for the same have already been arranged and telemetry shall be arranged shortly. 8. SLDC further informed that in recently commissioned Chemtrol RTUS, SOE connection has not been extended and extension of OLTC is also pending for most of the site. T&C representative informed that instruction for extention of process connections shall be issued by T&C and SOE connections shall be arranged shortly. Further, it was agreed that to discuss telemetry issues in detail a separate meeting shall be arranged in the month of May PROBLEM IN DATA AND VOICE CHANNELS SLDC Informed that the telemetry of 132KV Morwa, 132KV Waidhan S/s is out since last six months. T&C representative informed that the problem is due to out door equipments at ATPS. SLDC further informed that the data channels of 220KV Anuppur, 132KV Kotma, 132KV Beohari, 220KV Sidhi, etc is not functioning properly. The problem of RTU data channels of 220KV Anuppur and Morwa S/s was discussed in detail in last six OCCM and it was informed by T&C that problem is due to faulty outdoor equipments at ATPS and it was assured by MPPGCL to sort out the matter on priority basis. However the matter is still pending. MPPGCL representative informed that they will look into it and arrange to rectify the problem on priority basis. Further, it was agreed by MPPTCL & MPPGCL that the action for providing alternate data channel and voice channels shall be taken on priority basis. 45th OCC Minutes of MP 20

Ramakrishna Ex. Member, CEA. These groups would review the existing protection relay setting practices, suggest as to how to go about carrying out system studies to implement coordination of relay settings, PSS tuning activity and review the protection audit observation status. 24 In view of the above it is requested that whenever the meeting shall be called by WRPC for above study, the nominated persons may be instructed to attend the same without fail. SA-2 Alternative scheme to put Auto Reclosure (A/R) in service on the EHV lines connecting to Generating Stations Chairman OCC informed the committee that in 123 rd Protection Committee meeting of WRPC, MPPTCL intimated that, in order to avoid charging of faulty lines from generating stations, A/R was kept out of service for EHV lines connecting to these stations. Sometimes, tripping of these loaded lines on transient faults may result in power swing, emergencies for power evacuation and disturb the stability of the system and further it may be led to backing down of generation or other operations to save the system. It also intimated that in general, most of the transient faults are single phase to ground in nature and A/R of the line is the best option to maintain the reliability and stability of the system. But a possibility of A/R attempt on a faulty line and its anticipated impacts discouraging generating stations. Therefore from generating station s point of view, an A/R scheme can be developed such that the line emanating from generating station with some time lag (i.e. about 400 msec) after successful reclosing of line from the remote end and also on confirmation of healthy voltages on line CVT at generating station end. Therefore problems related to switching on faulty line from generating station can be overcome and system availability and stability could be maintained in better way. The logic for this alternative scheme to put A/R in service on the EHV lines at Generating Stations may be developed as following; 1 Keep dead time setting of A/R 900 ms at remote end from generating station. 2 Keep dead time setting of A/R 1300 ms at generating station and make AND logic of reclose command with the line CVT voltages. The committee appreciated the proposal made by the MPPTCL. It was observed that this was discussed in 122nd PCM under item no. 2.7 and it was decided that A/R have to be in service for all lines including lines emanating from generating station, it was suggested that A/R of lines connected to generating station may be closed after confirmation of successful A/R closing at remote end and ascertaining that there is no permanent fault, as suggested by MPPTCL as above. CGPL representative intimated that CGPL being generating station, the A/R was kept in service for its lines. The logic adopted for A/R operation at their end is ascertaining successful A/R operation at remote end and healthy voltage in all 3 phases on the line. He also stated that the above logic can be adopted with lines having CVTs and may not be feasible at substations where bus VT is used for line protection. In view of concerns raised by members, it was felt that wherever it is possible, the above logic may be incorporated & A/R may be kept in service. Chairman OCC apprised MPPGCL, MPPTCL & IPPs about the above matter. SA-3 RESERVE SHUT DOWN OF ISGS STATION :- Chairman OCC informed the committee that in 28 th WRPC meeting the methodology for obtaining reserve shut down of ISGS station was finalised. The Methodology of reserve Shut down of ISGS is given below :- (1) The RSD-RoCU formulated in earlier WRPC meeting, was an example of RSD-RoCU (triggered by Beneficiary) and can be availed whenever required again. (2) In case beneficiaries are not asking for RSD and the schedules remain below Technical Minimum schedule 45th OCC Minutes of MP 22

25 a) NTPC will inform beneficiaries and RLDC to enhance schedule to Technical Minimum. b) If Schedule is still less, NTPC will inform RLDC and SLDCs and propose for withdrawal of unit. Beneficiaries having entitlements at the station and requisitioning the same ( for eg, presently J&K in Mauda), shall have to be accommodated either at that station ( for example other unit at Mauda) or next cheapest station ( eg, Sipat ) from the entitlements of the beneficiaries who are not requisitioning at Mauda. If this is not acceptable to these beneficiaries who are requisitioning less, technical minimum scheduling for this unit shall be done. If it is acceptable then the unit shall be on generator triggered RSD-RoCU and will be withdrawn c) Accordingly, as per point (b) above, NTPC will either withdraw the unit in RSD OR run on in Technically Minimum and inform the same to all SLDCs and WRLDC. d) In case a unit is taken on RSD by NTPC, generation schedule for the concerned NTPC station will be restricted to its On-Bar capacity. For this, NTPC will declare both ON BAR DC and OFF BAR DC and the total DC for such station to WRLDC. (NTPC will not give DC for Units under forced and planned outages). e) WRLDC will also indicate on bar and total DC entitlements of constituents. f) Constituents will give requisitions in R0, as per their requirement, for their entitlements only with respect to ON BAR DC. g) WRLDC will ask constituents to increase their requisition at least up to Technical Minimum of ONBAR DC. Accordingly, R1 schedule will be issued. h) Boundaries of URS in such cases: If a unit is taken on RSD and any constituent has requisitioned more than their entitlement from ON BAR DC (and full ON BAR DC is not requisitioned), the same will be scheduled to him limited up to his entitlement from total DC, assuming that balance after scheduling other beneficiaries requisitions is available, and up to this will be considered as RSD, not URS. Requisition beyond entitlement of total DC, from available ON BAR DC shall be treated as URS. i) If some beneficiaries requires power more than ON BAR DC entitlement and up to his total DC entitlement from a station whose unit is under RSD, then the unit can be brought back, if such requirement is more than ON BAR DC by a quantum equal to the Technical Minimum of unit under RSD for at least 72 hours. j) To reiterate, when requisition of any constituent is shifted to other stage or other station due to RSD and the same is scheduled, it will be on Variable cost only and the beneficiary would continue to pay Fixed Charge for the Plant under RSD. It will not be considered as URS for fixed cost sharing. It was decided that NTPC shall have necessary co-ordination with WRLDC for any problems. It was also decided that NTPC and WRLDC shall bring out a detailed procedure to achieve the above. During the discussions, it was seen that the present scheduling pattern for Mauda showed that only J&K (10 MW for all day) and Chhattisgarh (in peak hours only for about 60 MW) were scheduling from both units of Mauda. Hence, this quantum requires to be surrendered by beneficiaries of Mauda from their ON bar entitlements at Mauda or Sipat (depending on one or two units are under RSD at Mauda) in proportion to their entitlements at Mauda, so that J&K could be scheduled for whole day and Chhatisgarh in peak hours, either at Mauda / Sipat as the case may be. If this is not agreeable to beneficiaries, then they have to accept Technical Minimum schedule at Mauda.
