3 MINUTES OF 43 RD MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 23 RD DECEMBER 2014 AT AM AT CONFERENCE HALL OF SLDC, MPPTCL, JABALPUR 43 rd meeting of Operation & Co-ordination Committee of MP was held on 23 rd December 2014 at Conference Hall of SLDC, MPPTCL, Jabalpur. Shri P.A R. Bende, Chairman OCC welcomed all the participants attending 43 rd Operation and Coordination Committee Meeting. He informed that the maximum MP Supply given in a single day was LU on 2 nd December 2014 which is ever highest so far. The system demand of MP is increasing day by day since last few days and it may increase further in coming days of the month. He further informed that the maximum demand met was 9832 MW on 9 th December 2014 at 09:00 Hrs. which is the ever highest demand met till date. The projection of demand expected to be met was MW during the current rabi season and the actual system demand is prevailing near to the projection made by the MPPMCL/Discoms. Madhya Pradesh is having surplus availability of power to meet the system demand beyond projection made for rabi season and MPTCL transmission network is also capable to handle power beyond MW without any problem. The present capacity of MPPTCL transmission network is about MVA. 53 percent of time the frequency remained within the permissible range of Hz during the last two months. He also stated that frequency profile was almost within the operating range and did not touch Hz. in last 2 years. The low frequency operation of the grid is almost eliminated but concern is about high frequency operation i.e. above Hz which was 21.52% in October & 29.91% in November This high frequency regime is mainly due to surplus availability of power as compared to actual system demand of the region even though there is a large generation capacity is under stranded condition. He also stated that in the past years the peak demand during rabi season occurred during evening peak hours whereas now it is occurring during morning hours. He informed the committee members that the large number of solar plants is commissioned in the state in the recent past and generation during the day time is of immense help in catering increased system demand due to irrigational load. Chairman OCC stated that reactors installed in state by PGCIL & MPPTCL are helpful in controlling the over voltage during the off peak hours for smooth operation of the system. He further informed that as intimated by the MPPTCL representative in the last OCC meeting, the improvement in voltage profile has not been observed despite switching ON of capacitor banks installed by Discoms for voltage improvement. Thus the Discoms are requested to thoroughly check the healthiness of capacitor banks installed under their jurisdiction and also develop some method to ensure that the capacitor banks are operative whenever taken into service. Chairman OCC stated that in regard to implementation of ADMS in the State, commercial offer has been received for ADMS from the Vendor by MPPTCL and the matter is under process. At present funding for implementation for ADMS shall be arranged by Discoms and proposal shall be submitted to the Nodal Agency for funding of this project through Power System Development Fund (PSDF). During the course of discussions on the agenda items, implementation of ADMS shall also be discussed. Thereafter, Chairman, OCC requested Shri K.K. Parbhakar, Member Secretary (OCC) to take up the agenda items for discussion. ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 42 nd meeting of Operation & coordination committee of MP held on 28 th October 2014 at State Load Despatch Centre were forwarded to the Minutes of 43rd OCC Meeting of MP 1

4 committee members vide No /SG-9B-II/4084 dated No comments have been received to SLDC. Committee has confirmed the minutes. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS October 2014 TO November Frequency Particulars : Member Secretary informed the committee that during Nov 2014 the system frequency was below 49.9 Hz for % of time against 25.55% of time during Oct The system frequency was within the IEGC range of Hz for % of the time during Nov 2014 against % of time during Oct The average monthly frequency was 50.0 Hz during Nov 2014 whereas it was Hz in the month of Oct 2014 The system frequency did not touch Hz during the above period. Chairman OCC agreed for the same. Chairman OCC informed the committee that after implementation of DSM, there is minimum number of violation of deviation (i.e. deviation is greater than 12% of schedule or 150 MW whichever is minimum) by MP as compared to other state of western region. 5 2.3.1 Voltage Profile : Member Secretary informed the committee that date wise voltage profile at some of the important 400 KV and 220 KV substations during the months Oct 2014 and Nov 2014 is enclosed at Annexure During the months Oct 2014 and Nov 2014, the deviation of voltage from the accepted limit on either side was recorded at following important 400 KV s/s in MP Grid. 6 Chairman OCC stated that desired voltage compensation is not observed on EHV side when capacitor banks installed in sub transmission system by Discoms are in service. The representative from Central Discom has intimated that capacitor banks installed are in healthy condition and taken in service whenever required. If capacitor banks installed on sub-transmission system are not in working condition, the voltages at EHV sub-stations of MPPTCL may go down further. Therefore Member secretary requested all the Discoms for installation of meters on Capacitor Banks and to take their MRIs to ensure that the capacitor banks are in working condition and also to know their monthly useful hours. He informed that MPPTCL is only submitting the status of capacitor bank already installed and it appears that there is no requirement for installation of additional capacitor banks in the EHV system of MPPTCL. He further requested that format for submitting the information in this regard may please be revised by T&C, MPPTCL mentioning the details of capacitor banks installed as on date and plan for commissioning of additional capacitor banks in the remaining period of current financial year. Status of completion of ongoing Transmission Schemes being executed by MPPTCL : Member Secretary informed the committee that the various ongoing Transmission Schemes completed during the current financial year (upto Nov 2014) and plan for completion of various ongoing Transmission Schemes for the Year is enclosed as Annexure U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch Hz or below during October 2014 and November There was no df/dt operation during the same period. (ii) Defective u/f, df/dt relays: MPPTCL has informed that there are no defective u/f and df/dt relays. Member Secretary requested that periodical checking of U/F & df/dt relays should be carried out by MPPTCL to ensure their healthiness. Minutes of 43rd OCC Meeting of MP 4

7 2.5 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to 33 KV feeders : (i) Member Secretary informed that the Details of DISCOM wise Power supply given to various domestic categories during the period Oct 2014 and Nov 2014 is enclosed at Annexure 2.5(i). (ii) Group Allocation to Newly Commissioned existing EHV substations :- Member Secretary informed the committee that as per information submitted by CE (Plng. & Design), the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.5 (ii). Chairman OCC requested all the Discoms to submit the updated status of list of all feeders along with their allocated group numbers as on to SLDC and MPPTCL at the earliest. ITEM NO. 3 : OPERATIONAL PLANNNING 3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary informed the committee that there is no AOH programme of MPPGCL thermal and hydel units during Dec 14 to Mar 15. He further stated that STPS Unit#7 has been taken for AOH w.e.f. 12 th December 2014 for 50 days. MPPGCL representative has informed that STPS Unit No.11 is proposed to be taken on AOH w.e.f Chairman OCC requested MPPMCL to provide power purchase cost per unit for Merit Order Despatch by 10 th of every month in respect of all SSGS/ISGS. The representative of MPPMCL informed that MOD is prepared on the basis of rates available from energy bills received from various generating stations. The MOD can be issued only after receipt of energy bills from all the generating stations. 3.2 Proposed shutdown programme of Transmission lines / Transformers : Member Secretary informed the committee that the proposed shutdown of transmission elements for the period to submitted by MPPTCL are enclosed at Annexure-3.2. 8 Member Secretary informed that Omkareshwar power station has requested for availing shut down simultaneously on both the 220 kv buses which could not be given at present as all the machines are to be taken out of bar during the shut-down period. He requested OSP representative to revise their maintenance programme and take outage of 220 kv buses one by one. 3.3 Long Outages of transmission elements and protections : Member Secretary informed the committee that the latest status of Long outage of transmission elements and protection has not been submitted by MPPGCL. MPPGCL is requested to submit the same in the meeting. Hourly average schedule Vs Drawal of DISCOMs. ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OCT 2014 AND NOV 2014 : Member Secretary informed that There was no major grid disturbance in MP during Oct 2014 and Nov However the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0. Chairman OCC stated that there are no. of incidences reported where EHV Lines/transformers have been charged without obtaining charging code from SLDC/Sub-LDC which is violation of IEGC. The list of such violations has been provided to MPPTCL for issuing instructions to all the operating staff for obtaining code from SLDC/Sub LDC before any switching operation for the safeguard of the grid. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES 6.1 Installation of 125 MVAR Bus Reactor at SSTPS : Member Secretary informed that the State Grid is experiencing high voltages during off peak conditions and to arrest the high voltages, numbers of EHV transmission lines are to be opened, as the adequate reactive compensation has not been provided at strategic locations. It is felt necessary to keep the voltages within operational limit; reactors of adequate ratings are to be installed all over the grid. Reactive power management in the grid is essential for safe, secure & reliable operation. The issue of high voltages in Madhya Pradesh was also reported by WRLDC in their operational feedbacks. The issue of reactive compensation in the grid was deliberated at various forums at regional level/ national level. In the 36 th meeting of Standing Committee on Power System Planning of Western Region held on at NRPC, New Delhi it was decided that Bus Reactors are to be installed on generator bus at Generating Stations having reactive compensation of the value corresponding to atleast 10% of the MW capacity. 10 SLDC has already taken up the matter with Executive Director (O&M:Gen.) and requested for installation of 125 MVAR Bus Reactor at Shri Singhaji Thermal Power Station for keeping the voltages in the area within operational limits. The MPPGCL was requested to submit action plan alongwith timeline for providing reactive compensation at SSTPP in the meeting but MPPGCL did not submit any information in this regard. Chairman OCC also stated that 80 MVAR reactor on 400 KV ISP STPS Ckt shall be installed at STPS end by MPPGCL. Member secretary informed that in absence of reactor on above line, the startup supply cannot be extended from Indira Sagar to Satpura during blackout. He stated that MPPGCL should take up the matter at appropriate level for earlier installation and commissioning of the reactors. 6.2 Auto-reclosure on 400 kv/220 kv lines located in Western Region of MP: Member Secretary informed that the following critical 400 kv / 220 kv transmission lines located in the geographical area of West Discom do not have the Auto-reclosure facility in service- 1) 220 kv Indore-Jtepura I 2) 220 kv Indore-Jtepura II 3) 220 kv Indore-Badnagar 4) 220 kv Pithampur-Badnagar 5) 220 kv Nagda-Ratlam I 6) 220 kv Nagda-Ratlam II 7) 400 kv Indore-Nagda Healthiness of these lines all the time is essential for reliable operation of the state grid. These lines are heavily loaded during rabi season and carrying power more than or near to SIL. Any tripping of these lines during peak load hours may pose serious threat to integrity and reliability of the grid as manual restoration takes considerable time and system remains vulnerable during this period. SLDC has requested CE(T&C), MPPTCL to provide Auto-reclosure facility on these EHV lines at the earliest for safe & secure operation of the state grid. Other critical EHV lines located in the geographical area of East & Central Discom may also be identified and arrangement may be made for providing Auto-reclosure facility. Representative from MPPTCL informed that auto-reclosure facilities on 220 kv Indore-Badnagar, 220 kv Pithampur-Badnagar, 220 kv Nagda-Ratlam-I and 400 kv Indore-Nagda have already been commissioned and fault if any shall be rectified to make them functional all the time. For remaining 3 no. of feeders auto-reclosure facility is expected to be commissioned by March MPPTCL informed the committee that order has been placed and the protection couplers shall be installed by the end of March 15. MPPTCL also requested SLDC to take up the matter with PGCIL for providing auto reclosure facility at their end on the feeders connecting PGCIL network with MPPTCL. 6.3 IMPLEMENTATION OF AUTOMATIC DEMAND MANAGEMENT SYSTEM: Member Secretary informed that, Clause 5.4.2(d) of IEGC mandates implementation of Automatic Demand Management Schemes before to reduce over drawal. As per the regulation, SLDC through respective Distribution Licensees have formulated and implemented State of the Art and Demand Management Scheme for ADMS. Minutes of 43rd OCC Meeting of MP 8

11 The implementation of ADMS was discussed in various OCC meetings and it was agreed by the Discoms that SLDC shall engage consultant for working out the scheme for which the Discoms will share the cost in proportion to their normative percentage allocation as notified by the Govt. of MP. In the meantime the Energy Department vide letter No. 164/2013/13 dated has directed MPPTCL to explore the possibility of implementation of ADMS through Transco SCADA. Accordingly the matter was discussed by CE (Plng. & Design) MPPTCL and SLDC with the SCADA Vendor and finalized the logics for implementation of the ADMS in Transco SCADA. Prior to this the logics for operation of the group feeders under ADMS was finalized in consultation with Discoms and MPPMCL. As intimated the SCADA Vendor has submitted its technical and commercial proposal. MPPTCL is requested to inform the latest status in this regard. Chairman OCC stated that BOD meeting of MPPTCL was held on and proposal for implementation of ADMS along with transmission SCADA was also put up before the BoD. Details of the decision taken by BoD for this proposal are awaited. He requested MPPTCL to apprise SLDC in regard to decision on ADMS by BoD at the earliest so that the CERC could be informed accordingly. 6.4 Poor condition of 48 Volt Battery set and Battery Charger at Power Stations : Member Secretary informed that the condition of 48 Volt Battery bank and Battery Charger at Rajghat HPS and SGTPS Birsinghpur is very poor which are unable to keep important services of telemetry and voice communication healthy in case of interruption in AC supply. This issue was brought to the notice of concerned authorities several times for ensuring the healthiness of Battery Bank and 48 Volt Battery Charger at these stations. The continuity of telemetered data as well as voice communication is vital for safe, secure & reliable operation of the state grid, as during recent blackout at SGTPS the total communication & telemetry was interrupted. MPPGCL, MPPTCL and IPPs are requested to ensure 48 V battery set in healthy condition all the times so that in case of any grid incidents data and voice communication is not interrupted. MPPGCL may submit the status of replacement of Battery & battery charger alongwith timeline. Chairman OCC stated that as per IEGC, battery banks should be replaced with healthy on completion of their useful life. He requested that MPPGCL, NHDC and IPPs shall submit the detailed status of battery banks of their generating stations within 3 days to SLDC. The details should include date of commissioning of 48 Volt battery set and battery charger along with their status of healthiness. MPPGCL informed that the replacement of Battery Bank at SGTPS is under progress. Chairman OCC requested MPPGCL to complete the installation of new battery set within the stipulated time limit. 6.5 REPORT OF THE TASK FORCE ON POWER SYSTEM ANALYSIS UNDER CONTINGENCIES HEADED BY SHRI V. RAMAKRISHNA :- Member Secretary informed that as a follow up of one of the recommendations of Enquiry Committee headed by Chairman, CEA on grid disturbances that took place in Indian grid on 30thand 31 st July 2012, Ministry of Power had constituted a Task Force on Power System Analysis under Contingencies in December The above report is available on the website of SLDC under download CEA Regulation link. In 466 th OCCM of Western region it was decided that the review and correction of relay settings may be done as per recommendation of this report, accordingly all intrastate entities may ensure same. 12 Chairman OCC stated that Special Meeting to review protection audit status & discuss task force report was held on at WRPC, Mumbai and Committee could not arrive at certain conclusion regarding protection relay settings. The matter of different Zone-3 settings to be adopted by MPPTCL and PGCIL was discussed in the last OCCM of WRPC and PGCIL was not agreed to adopt the recommendation of Ramakrishna committee. Member Secretary, WRPC in last OCCM has referred this matter for the 123 rd WRPC PCM to be held at WRPC Mumbai on & for discussion. 6.6 CONSTITUTION OF TEAMS FOR CARRYING OUT PROTECTION AUDIT OF ADDITIONAL SUB STATIONS HAVING VOLATGE LEVEL 220 KV AND ABOVE :- It was decided in the 1 st meeting of Grid Security Committee of CEA that Regional Power committees are required to identify substation having voltage levels of 220 KV and above where protection audit is required to be carried out ( other than already audited substations) and submitted to Grid study committee of CEA. Accordingly list of 34 Nos 220 KV substation of MPPTCL and one no Power station (Singhaji TPS) has been submitted to WRPC where protection audit shall be conducted by the teams constituted by SLDC from various intra state entities. MPPTCL has already submitted the list of 8 Nos engineers for this work, MPPGCL may nominate 8 engineers, NHDC 4 engineers, JP Bina 2 Engineers, having expertise in testing of EHV substations. Nomination may be submitted in the meeting. The protection audit of designated sub stations shall commence from February Chairman OCC requested NHDC, Jaypee Bina and MPPGCL to forward the nominations along with contact details to SLDC at the earliest for finalization of Protection Audit Teams. The Protection Audit of 34 Nos. 220 kv substations and 1 No. Thermal Power Station is proposed to be conducted during the month of February & March, HEALTHINESS OF CAPACITOR BANKS AT 400KV INDORE & 220 KV SUB STATION JETPURA Member Secretary informed that WRLDC intimated that during the 465 th OCC meeting the issue of low voltage at Indore (Madhya Pradesh) was discussed. WRLDC informed that the Bus reactors at Indore_PG were being switched frequently to regulate voltage at Indore. It emerged that in 2004, 100 MVAr capacitor banks had been installed by POWERGRID at Indore and nearby substations. In 466 th OCC meeting representative of Power grid confirmed that 2x25 MVAr capacitor has been installed at 400 KV substation, Indore and 2x25 MVAr capacitor bank has been installed at 220 KV substation Jetpura. Representative of WRLDC has enquired the healthiness of these capacitor banks so that the same could be taken into service whenever required. Further these capacitor banks may be modelled in PSS/E software of EMS for contingency analysis if they are in healthy conditions. MPPTCL is requested to submit the status of these capacitor banks for onward submission to WRLDC. MPPTCL informed that 2x25 MVAr capacitor banks installed at 220 KV substation Jetpura are in healthy condition and taken into service whenever required. In regard to 2x25 MVAR capacitor banks installed at 400 kv substation Indore, one bank is out of order and the other capacitor bank has not been taken into service since last so many years, as the low voltage problem at 400 kv Indore S/s is almost eliminated. Thus the 2x25 MVAR capacitor banks are not required at 400 kv S/s Indore which may be shifted to another S/s such as 220 kv Sabalgarh/132 kv Shivpurkalan where voltages remain Minutes of 43rd OCC Meeting of MP 10

13 low most of the time, on approval of WRPC. They informed that out of two nos. 2x25 MVAr capacitor. One is not in working condition. They further informed that there is no low voltage problem at indore, hence the above capacitor bank is not required at Indore substation. Chairman OCC stated the above capacitor bank is not required at Indore. MPPTCL informed that if WRPC accord the permission, the same may be shifted to other s/s like Sabalgarh/Shipur Kalan substation where low voltage problem observed.. Since the above capacitor banks were installed by the PGCIL, the shifting of capacitor banks from Indore to another S/s shall be taken as agenda item in the next OCC meeting of WRPC. 6.8 IMPORT TRASFER CAPABILITY OF MADHYA PRADESH CONTROL AREA :- Member Secretary informed that the clause 4.1 of the detailed procedure for relieving congestion in real time operation-revision-1 as approved by the Central Electricity Commission on is reproduced below: State Load Despatch Centre (SLDC) shall assess the Total Transfer Capability (TTC), Transmission Reliability Margin (TRM) and Available Transfer Capability (ATC) on its inter-state transmission corridor considering the meshed intra State corridors for exchange (import/ export) of power with inter-state Transmission System (ISTS). These figures along with the data considered for assessment of TTC would be forwarded to the respective RLDC for assessment of TTC at the regional level. The details of anticipated transmission constraints in the intra State system shall also be indicated separately. The interstate ATC/TTC as per procedure shall be computed by SLDC for which updated system modeling is to be done for which MPPTCL is requested to provide monthly information regarding changes in transmission elements such as Bus, new lines, tapping / LILO lines, Fixed shunt/switched shunt, two winding, three winding transformed etc for load flow study and modelling in PSS/E software. The information should be furnished to SLDC by 5 th of every month without failure. Member Secretary requested MPPGCL/Discoms/NHDC/JP Bina/BLA to submit the forecasted load / generation data for the month of March 2015 in the meeting to use for study as desired by WRLDC. Chairman OCC informed the committee that presently TTC/ATC is being computed on regional corridors by NLDC/RLDC and similarly the TTC/ATC limits for the control areas within the region are also to be computed by the SLDC in coordination with WRLDC. WRLDC has carried out calculation of TTC/ATC for MP control area and results of the study were forwarded to MP SLDC. While going through the results, it is observed that some important transmission elements are not included by the WRLDC. It is proposed by the WRLDC in last OCCM of WRPC that WRLDC shall compute TTC/ATC limit of different control areas within the region in coordination with respective SLDC. SLDC shall provide updated transmission network along with other requisite data to WRLDC before joint computation of TTC/ATC. WRLDC shall propose some dates in the month of January, 2015 for this purpose. Member Secretary stated that transmission network of MP is updated upto September 2013 in the PSS/E software which shall be utilized for computation of TTC/ATC. From October 2013 onwards, MPPTCL has not provided details of new transmission elements connected to the state grid. He requested Plng.&Dsgn., MPPTCL to submit the details of transmission elements added to the state grid from October 2013 to 31 st December 2014 and on every 5 th day of next month details of transmission elements commissioned during the previous month shall also be submitted to SLDC positively for updation in PSS/E Software. He further requested that the load / generation data for the month of March 2015 may please be provided by the DISCOMs/ Generators so that the TTC/ATC for the month of March 15 may be computed by SLDC as desired by WRLDC. 14 6.9 ANNUAL MAINTENANCE PROGRAMME AND GENERATION TARGETS OF THE GENERATING UNITS FOR THE YEAR : Member Secretary informed that the load generation balance report of Western Region has to be prepared by WRPC for onward transmission to CEA New Delhi in the last week of December Further NLDC has also requested to submit the forecasted load / generation data for the Year for computation of POC losses and Charges for the year It is therefore requested that annual maintenance programme and unit-wise/ month-wise generation target of generating units may please be submitted to this office in the meeting so that the compiled information of MP should be forwarded to WRPC/NLDC. MPPMCL is also requested to submit the month-wise target of energy to be procured from existing /New IPPs and through bilateral (Banking+sale+purchase) for the year The Member Secretary OCC informed that the information of generation targets and maintenance programmes have not been submitted by MPPGCL, JP Bina and BLA. He requested all the generating stations to submit the unit-wise / month-wise generation target and maintenance program of their thermal units for the year , so that the complied information could be submitted to WRPC/NLDC for preparation of Annual LGBR by WRPC and computation of POC charges and losses by NLDC SENDING DISTURBANCE RECORDER(DR)/SEQUENTIAL EVENT LOGGER (SERS) OUTPUT TO WRLDC: Member Secretary stated that with reference to section 5.9.6(c) of the IEGC and section 9.5.3, the Operating Procedure of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by the concerned agency to RLDC, within 24 hrs of the incident. It is observed that in many grid incidents/disturbances DR s and SERs outputs are not being submitted to SLDC even with the final report submitted by the entities to SLDC. The matter has been discussed in various OCC meetings but despite assurance all the state entities do not follow the time line. All the entities are requested to submit the DRs and SERs output within 24 hrs of the incident to SLDC along with the detailed tripping report in the prescribed format so that the compiled information could be furnished to RLDC in time. It is also observed that DRs/SERs are submitted to SLDC in pdf formats, the DR/SER logs may be submitted through in.cfg and.pdf format. The DR/SERs logs may be furnished to SLDC through to enable carryout out further study / analysis Healthiness status of SERs/DRs of equipment in the system :- Member Secretary informed that the status of healthiness of SER/DRs equipment installed in the MP grid are to be submitted to WRPC before 3 rd of each month for OCC meeting of Western Region. Most of the T&C circles and Jaypee Bina are not furnishing the monthly report of healthiness of SER/DRs to the SLDC for onward transmission to WRPC. Only 400 KV circle Bhopal is regularly submitting the desired information to SLDC and T&C circle Gwalior has started furnishing the report from last month. MPPTCL and M/s JP Bina are requested to ensure regular monthly submission of healthiness status of SERs/ DRs of equipment installed their jurisdiction to SLDC on or before 3 rd of each month. Chairman OCC requested MPPTCL/MPPGCL for submitting consolidated information to SLDC after obtaining from the site offices. ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Minutes of 43rd OCC Meeting of MP 12

15 7.1 TRIAL RUN OF DG SETS : Member Secretary informed that as per IEGC regulation 5.8(b), Diesel Generator sets for black start would be tested on weekly basis and test report shall be sent to RLDC on quarterly basis. The matter has been discussed in various OCC meetings of MP as well as WRPC for last three years. The Hydel Power Stations of MPPGCL are submitting the trial run report of DG set to CE(O&M:Hydel) with a copy to this office. As already intimated, consolidated report of weekly trial run report of DG set may please be directly submitted to the WRPC and WRLDC on quarterly basis by MPPGCL & NHDC, under intimation to this office. 7.2 Black Start mock drill of Tons, Madikeda, Rajghat and Birsingpur HPS: Member Secretary informed that SLDC has repeatedly requested MPPGCL for confirming the dates for conducting black start mock drill of these power station. Procedure has been modified for black start mock drill for Madhikheda and Rajghat HPS in accordance with the single bus system and non-availability of synchronisation facility at adjoining substation which are radially fed by these HPS. The Chief Engineer (O&M: Hydel), MPPGCL has requested WRPC vide letter no.07-10/1001(e)/859 dtd to exempt Madhikheda and Rajghat HPS from the black start mock drill on the ground that governors are not functioning in auto mode, single bus system and small capacity of the machine. It is to clarify that decision for conducting mock drill at these power station is under the purview of SLDC, which is to decide the mock drills as per IEGC provision. Further as per directives of GoMP, Energy Department conveyed vide letter no dtd MPPGCL is required to take immediate action to put the governors of Tons, Madikeda, Rajghat and Birsingpur HPS in auto mode so that the black start mock drill of these HPS could be conducted. Therefore MPPGCL may submit the time schedule of rectifying the problems of governors in these units along with present status of DG set and also intimate the proposed date for Black Start Mock Drill of above HPS. Person representing Hydel Section of MPPGCL did not submit any information regarding Black Start of above Hydel Power Stations and informed that feasibility of carrying out Black Start Mock Drill / expected dates shall be submitted to SLDC by ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION: 8.1 Quarterly Review of Crisis Management Plan: Member Secretary informed that NHDC & SLDC is submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. However despite continuous persuasion by SLDC state utilities i.e. MPPTCL, MPPGCL and IPPs are not submitting the same to CEA All the other entities are requested to submit the CMP report in prescribed format for the Second quarter for the year ( July to Sept 2014) to CEA under intimation to this office. 8.2 Status of Physical & Cyber Security in Power Sector regarding: Member Secretary informed that the status of physical & cyber security in Power Sector for the Second quarter (July to Sept 2014) have not been received from any of the state utilities. All the entities should furnish the Status of physical & cyber security in Power Sector for Second quarter (July to Sept 2014) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: Minutes of 43rd OCC Meeting of MP 13

16 9.1 Non receipt of complete ABT meter data through AMR system installed at SLDC: SLDC representative informed that complete data of ABT meters installed at interface points are not being downloaded through AMR system mainly due to non-configuration of replaced meter details in AMR server, Network problem & connectivity issue and also apprised the committee about the status of data received through AMR system in the month of Oct & Nov He further informed that M/s Secure has not configured the replaced meter details in the AMR server of about 16 meters and M/s Secure representative is also not coming to SLDC from the past two months inspite of the assurance given by MPPTCL. In response, MPPTCL informed that they will take up the matter with M/s Secure Meters Ltd. to sort out the problem of non-receipt of meter data through AMR system. 9.2 Installation of ABT meter at 0.4kV Mangthar feeder of SGTPS: Chairman OCC asked East Discom about the status of providing supply to 415 volts consumers of Mangthar village from their own network which are presently being fed through 0.4kV Mangthar feeder of SGTPS. East Discom representative has informed that a proposal has been submitted in Jila Panchat for finacing of scheme and Jila Panchat has requested the State Govt. for approval of the scheme. 9.3 Providing AMR facility for the ABT meters installed at MPPGCL / NHDC : SLDC representative requested MPPGCL / NHDC to apprise the committee about the status of AMR implementation on the meters installed at the interface points of power stations for data communication with AMR System installed at SLDC. ISP representative has informed that ABT meters alongwith modems of secure make has been procured and installed by ISP. In response, SLDC representative informed that meters & modems has been installed by ISP but due to non configuration of meters & SIM details in AMR Server the data of ABT meters is not being downloaded through AMR System. OSP representative has informed that tendering is in process for providing AMR facility which will take about 4-5 months time. Chairman OCC asked MPPGCL about the status of AMR and also stated that the list of interface points furnished by MPPGCL indicates the non-abt meters are installed at few locations and Meter Sr. Nos. are not mentioned at all the locations. MPPGCL representative has informed that BSNL is not giving (GPRS+GSM) enabled SIMs to MPPGCL which is causing delay in implementation of AMR system and also have assured to submit the revised list of interface points to SLDC. Chairman OCC advised the MPPGCL representative to take up the matter with MPPTCL for arranging the SIMs. Further, Chairman OCC also stated that MPPGCL/ NHDC may also advise the firm to obtain a certificate from SLDC for successful integration of ABT meters installed at the interface points of power stations with AMR system installed at SLDC. 9.4 Providing AMR facility on the Discoms embedded Open Access Customers: SLDC representative requested Discoms to apprise the committee about the status of AMR facility to be provided by the embedded Open Access Customers by installing compatible modems alongwith GPRS+GSM enabled SIMs for data downloading by SLDC and Discoms independently through AMR system. West Discoms representative have informed that they have requested M/s Secure Meters Ltd. to demonstrate the AMR system with GPRS+GSM enabled SIMs on one meter so that same could be implemented for all embedded OACs. Chairman OCC advised the West Discom to expedite the demonstration on one meter by M/s Secure Meters Ltd. and implement for all embedded OACs. Further, he also advised the East and Central Discoms representatives to discuss the matter with their respective Minutes of 43rd OCC Meeting of MP 14

17 commercial sections. ITEM NO 10: SCADA/EMS RELATED ISSUES: 10.1 PROVINDING TELEMETRY OF 220KV CHICHLI, DHAR & PANAGAR S/s-:- It was informed by SLDC that telemetry of 220KV Chichli S/s is only partially commissioned as only analog telemetry is available to SLDC. The OLTC tap Position and status telemetry (CBs and SOE) of Chichli S/s is still not available to SLDC. Further, the telemetry of 220KV Dhar & 220KV Panagar S/s is pending for commissioning. T&C representative informed that due to some issues, they are unable to arrange configuration of these objects in Dongfeng RTU and hence, T&C will arrange commissioning of Chemtrol RTU already available at 220KV Chichli S/s. Further, T&C also informed that commissioning of telemetry at 220KV Dhar & 220KV Panagar shall take time as procurement of RTU is under progress. SLDC requested to expedite the arrangement of RTU for these sub stations and also requested to explore the possibility of providing telemetry of these Sub Stations through Dongfeng RTUs STATUS OF PROCUREMENT OF NEW RTUs Representative from MPPGCL informed that the offer for procurement of RTU has already been opened and new RTU shall be arranged shortly. SLDC informed that the telemetry of Rajghat HPS is out due to fault in RTU and hence procurement of RTU is to be expedited by MPPGCL. Similarly, it was informed by CE (procurement), MPPTCL that procurement of RTU for 38 S/s for which tender processing is already in progress and shall be expedited ARRANGEMENT OF INFRASTRUCTURE FOR REPORTING OF RTUS TO DUAL CONTROL CENTERS, AS PER REQUIREMENT OF MAIN SLDC AT JABALPUR AND BACKUP SLDC AT BHOPAL. MPPTCL representative informed that order for procurement of PLCC panels, VFT modems has already been issued by CE(procurement0,MPPTCL and material shall be expected by next three-four months. Similarly MPPGCL informed that the matter is put up for administrative approval to MD MPPGCL and tender for procurement of material shall be issued shortly. SLDC requested to expedite the procurement and arrange the desired material so that communication channels and modification in RTU configuration required for achieving dual control centre reporting may be achieved as per the commissioning schedule of backup SLDC i.e. by March THE ARRANGEMENT OF DATA CHANNEL FOR REMOTE VDU INSTALLED AT GCC, DCC,MPPTCL,MPPMCL The SLDC informed that work of arranging fiber connectivity between SLDC-220KV Sub Station-Shakti Bhawan by laying of ADSS cable between 220KV S/s - Shakti Bhawan and subsequent distribution of fiber cable to various locations in Shakti Bhawan was initiated by SLDC. The administrative Approval for the work was accorded by all companies and funding of the project is proposed by MPPMCL. However, in the last meeting, finance section of MPPMCL raised some issue regarding funding of the project and the matter is pending with MPPMCL and hence the work is expected to be got delayed while data channel for commissioning of new SCADA/EMS system is required by February Accordingly SLDC informed that 2 MBPS data channel for commissioning of remote VDUS at MPPGCL, MPPTCL, East DISCOM, MPPMCL for at least six-month period need to be arranged by concern utilities so that Remote VDUs from new system may be installed by February Minutes of 43rd OCC Meeting of MP 15
