3 MINUTES OF 56 TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD AT HOTEL KALCHURI, SOUTH CIVIL LINE, JABALPUR AT 11:00 A.M. ON 08 th MARCH The 56 th meeting of Operation & Coordination Committee of MP was held on 08 th March 2017 at 11:00 AM at hotel Kalchuri, Jabalpur under the Chairmanship of Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC. The list of participants is enclosed at Annexure Shri Vijay Kumar Tripathi Dy. Manager on behalf of NHDC, the host of 56 th OCCM welcomed S/Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC, K.K.Parbhakar Member Secretary OCC & Addl. C.E.(SLDC), S. Sanyal GM, NHDC and S Pagare, C.E, OSP with bouquet of flowers followed by opening ceremony of 56 th OCCM of M.P by lighting of lamp (Deep Prajavalan). He also welcomed all the guests and participants. Further, he requested Shri S. Sanyal GM, NHDC, Bhopal to address the gathering. Shri S.Sanyal welcomed Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC, Shri K.K.Parbhakar Member Secretary, OCC and all the guest & participants on behalf of the NHDC. Thereafter he apprised the participants about achievements of NHDC. He also informed the committee that in CAG performed the audit of all hydel power stations and NHDC was considered as one of the best maintained Hydel Power station (PSU). He further stated that NHDC figures one of the best public sector having less than 1% outage in last five years. Moreover, it is also playing vital role in generating clean energy and serving the nation. Further he thanked Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC for giving an opportunity to NHDC for hosting the 56 th OCCM of M.P. Thereafter Shri Vijay Kumar Tripathi Dy. Manager, NHDC requested Shri P.A.R. Bende C.E.(SLDC) & Chairman OCC to address the gathering and to take up the proceedings of meeting. Shri P.A.R.Bende C.E.(SLDC) & Chairman OCC welcomed all the participants present for attending the 56 th OCCM of M.P. He stated that first OCCM of M.P was held in the year 2009 and this forum has resolved all matters/disputes amicably related with grid operation and other related matters. He further informed that there are 9 HPS in MP and Black Start Mock Drills have been conducted at 7 HPS successfully. M.P is the first state which has conducted highest no. of Mock Drills in India (i.e., 19 Numbers at various HPS of MP). Black Start Mock Drill of Manikheda and Rajghat Hydel Power Stations is proposed to be conducted in Rainy Season. The operational staff of Gandhisagar, Bargi, Pench and ISP have got expertize in conducting Black Start Mock Drill. In future, Black Start Mock Drill of these Hydel Power Stations shall be conducted by the Power House staff and SLDC will not depute any engineer to these Power Stations for this purpose. Chairman OCC stated that Percentage of time frequency remained within the permissible range of Hz was 69.58% for the month of Dec 2016 and 70.46% for the month of Jan The average frequency for the month of Dec 2016 & Jan 2017 was Hz. and Hz respectively. The percentage of time frequency above Hz. for the month of Jan 2016 is slightly larger % in comparison to % in the month of December The percentage of time frequency below 49.9 Hz was 6.19% for the month of Dec 2016 and was quite higher % for the month of Jan Chairman OCC also stated that high frequency period increased and recorded above 19 % in the month of Dec 2016 Jan The percentage of time Frequency above Hz has increased considerably/unevenly due to the increased injection by wind generators, which is unpredictable. 4 ITEM NO. 1 : CONFIRMATION OF MINUTES : Member Secretary OCC informed the committee that the Minutes of 55 th meeting of Operation & Coordination Committee of MP held on 22 nd December, 2016 at Hotel Vijan Mahal, Tilhari, Mandla Road, Jabalpur were forwarded to the committee members vide No /SG-9B-II/3871 dated No comments have been received to SLDC, committee confirms the minutes. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS Dec 2016 TO JAN 2.1 Frequency Particulars: Member Secretary OCC informed the committee that during January 2017 the system frequency was below 49.9 Hz for 6.19% of time against 11.04% of time during Dec The system frequency was above Hz for 23.35% of time during Jan 2017 against 19.38% of time during Dec The system frequency was within the IEGC range of Hz for 70.46% of the time during Jan 2017 against 69.58% of time during Dec The average monthly frequency was Hz during month of Dec 2016 and Hz during month of Jan The system frequency did not touch Hz during the above period. Defective u/f, df/dt relays: Member Secretary OCC informed the committee that MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation. 2.4 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to 33 KV feeders : (i) Member Secretary OCC informed the committee that details of DISCOM wise Power supply given to various domestic categories during the period Dec 2016 and Jan 2017 is enclosed at Annexure 2.4(i). (iii) Group Allocation to Newly Commissioned existing EHV substations:- Member Secretary OCC informed the committee that the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.4 (ii). Representative from West Discom informed the committee that only one no. feeder s group allocation has been done and correspondence for the remaining 21 no. feeders with field nodal offices is being done. Chairman OCC advised the representative of West Discom for completion of group allocation to the remaining 21 no. of feeders at the earliest. Representative from Central Discom informed the committee that Groups have been allocated to 2 No. feeders in Bhopal Region and matter has been taken up with concerned authorities of Discom for group allocation to remaining 12 no. of feeders. ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary OCC informed the committee that the annual maintenance /outages of thermal generating units of MPPGCL during March.2017 to April 17 is Nil as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur. 3.2 Proposed shutdown programme of Transmission lines / Transformers: Member Secretary OCC informed the committee that the proposed shutdown of transmission elements for the period to submitted by MPPTCL is enclosed as Annexure Long Outages of transmission elements and protections : Member Secretary OCC informed the committee that the status submitted by MPPGCL /MPPTCL are given below:- S. This will impact when outage of Bus-II occurs in outage of Nagda- Rajgarh II circuit. Representative from MPPTCL informed the committee that the panel has been received and the main breaker will be taken in service by end of March The transformer bank is out of circuit from No. 105 MVA Units of these banks have failed. The 315 MVA X mer Sr. No is out of circuit from The Transformer has been shifted from Bina to M/s BHEL works for repairs. MPPTCL representative informed the committee that the testing and inspection of X mer at M/s BHEL has been completed and DI has been issued. He also informed the committee that the commissioning of X mer is expected by April The ICT has been removed for installation at Bina 400 KV S/s and commissioned there at 16:49 Hrs. on dtd New Transformer of 315 MVA, 400/220 KV EMCO make has been commissioned on dated as intimated by MPPTCL X mer commissioned through bus coupler breaker since commissioning Transformer failed on as intimated by T&C, MPPTCL. It has come to notice that the transformer-ii has been connected through bus coupler breaker both side (400 KV & 220 KV) and there is no main breaker for this 315 MVA X mer-ii. In 54 th OCCM MPPTCL informed the committee work of 220 KV Ckt breaker has been completed and 400 KV Ckt. Bkr. work is under progress. MPPTCL informed the committee that the work will be completed by end of April The load is manageable through (1x20 + 1x40) MVA X mers in running condition at S/s Pichhore. Hence replacement of failed X mer is not required as intimated by MPPTCL. In 52 nd 53 rd 54 th & 55 th OCCM, Chairman OCC requested MPPTCL, P&D to submit the letter for removal of transformer from Minutes of 56th OCCM of MP 6

Representative from MPPGCL informed the committee that the reactor will be taken in service by Tripped on Buchholtz and PRV indications. June After replacement of broken OLTC drive rod, 160 MVA NGEF X-mer charged on dtd , as intimated by MPPTCL. ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF DEC 2016 AND JAN 2017: Member Secretary OCC informed the committee that the details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures: Annex. 4.1 Annex. 4.2 Annex. 4.3 Annex. 4.4 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of MPPGCL & NHDC Hydel Units. 10 ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING DEC 2016 AND JAN 2017 : Member Secretary OCC informed the committee that there was no major grid disturbance in MP during Dec 2016 and Jan Moreover, the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- Member Secretary OCC informed the committee that the present status regarding schedule and commissioning of reactors / transmission elements is as below:- S.No. 400 KV S/s Size MVAR Implementing Agency Expected Date of Commissioning as intimated in last OCC 1. It is expected that the reactor will be in service by July 2017 as informed by NHDC. 50 MVAR MPPTCL 50 MVAR Line Reactor has been charged on MVAR MPPGCL 125 MVAR MPPGCL Representative from MPPGCL informed the committee that procurement of line reactor is under tendering stage and expected to be commissioned by Oct Work will be carried out under PSDF as intimated by MPPGCL. Representative from MPPGCL informed the committee that purchase tender will be opened on and the commissioning of reactor is expected by Oct Provision of synchronization facility at EHV sub-stations of MPPTCL:- Member Secretary OCC informed the committee that as per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. As desired by MPPTCL, SLDC has already forwarded list of 27 Nos EHV substations on where synchronization trolleys are to be installed on priority. This list enclosed all the 400 KV substations and 220 KV /132 KV substations which falls on the routes of black start. The status of installation and commissioning of synchronization trolleys at the 27 EHV substations has not been intimated by the MPPTCL till this date. Minutes of 56th OCCM of MP 8

11 Representative from MPPTCL informed the committee that for installation of synchronization trolley at 132 KV sub-stations which falls on black start path requires installation of line CVT. Further he also informed the committee that the inspection has been offered for synchronization trolley. Chairman OCC requested MPPTCL to install line CVT on the lines/substations which falls on black start path at the earliest. Further he also stated that the line CVT on 132 KV Pench-Seoni, 132 KV Seoni Lakhnadon Ckt, 132 KV Bargi Lakhnadon Ckt and 132 KV Bargi Jabalpur Ckt I&II shall be installed on priority basis so that synchronization facility is made available at Seoni, Lakhnadon or Jabalpur S/s for conducting Black Start Mock Drill. 6.3 Ten Daily Reservoir operation table of MPPGCL HPS:- Member Secretary OCC informed the committee that in the meeting held in Regional Office of MPPMCL at Bhopal on to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for operation of their hydro generators. In last 54 th & 55 th OCCM, request has been made to MPPGCL for furnishing the same to SLDC within a week, but it has not yet been provided by MPPGCL. It is requested that MPPGCL in coordination with NVDA and WRD to, prepare the ten daily reservoir operation table of all their hydel power stations and submit to SLDC at the earliest for optimum utilisation of available water in the reservoirs during the summer season. Member Secretary informed the Committee that Ten daily Reservoir Operation Table of Tons and Bargi have been provided by MPPGCL. He also requested the representative of MPPGCL to submit the Ten Daily Reservoir Operation Table of remaining HPSs at the earliest. 6.4 Operation of LBB and Bus Bar Protection and delay in restoration at ISP:- Member Secretary OCC informed the committee that at Hrs on , while stopping machine no. 7 of ISP, Local Breaker Backup protection operated of Unit No. 7 resulting in operation of 400 KV Main Bus-II Bus Bar protection. 400 KV ISP-Indore-II and 400 KV STPS-ISP lines, which were on Main Bus-II also tripped. The restoration of 400 KV ISP-Indore-II and 400 KV STPS-ISP lines was done at hrs and hrs respectively. ISP did not intimate the reason for delay in charging of these important 400 KV lines. It is indicate that 400 KV ISP-Indore-II and 400 KV STPS-ISP lines form important corridor for transfer of power from Central to West MP and outage of this critical corridor for such a long period without any justified reason is not desirable for safe, secure and reliable operation of the State Grid. The ISP is requested to avoid unwarranted delay in charging transmission elements in future. NHDC representative from informed the committee that the above tripping occurred as the breaker of Unit #7 was stuck. He also confirmed the committee that in future the instance of delayed reporting will be taken care of. 6.5 Non-compliance of SLDC instructions by Gandhisagar HPS Member Secretary OCC informed the committee that on , Wind Power generation in MP was suddenly increased to 1000 MW from 140 MW during the evening peak hours. SLDC had to accommodate such a huge additional power in the system by maintaining the grid parameter within operational limits. As Minutes of 56th OCCM of MP 9

12 emergency measures hydro generation is to be curtailed immediately which is the only possible solution for keeping the grid security intact till the effect of backing down / surrender of power in thermal generating stations is obtained. Gandhisagar Hydel Power Station was instructed to stop three machines for which code were issued at 20:25 Hrs through GCC. The shift officials of Gandhisagar HPS were reluctant to stop the machines even during emergency conditions despite SLDC request to act immediately. After repeated persuasion machines were not stopped by Operation staff Gandhisagar. Finally the matter was brought in the notice of CE (O&M:Hydel) and after his intervention, the machines were stopped at 21:01 Hrs, 21:05 Hrs & 21:10 Hrs. This act of the shift officials of Gandhisagar is violation of Clause 3.83 of MPEGC, Clause 5.1 (d) of IEGC and Sec. 29 of EA-2003 i.e. non-compliance of SLDC instructions. It is requested that the shift officials of Hydel Power Stations may be instructed to follow the instructions of SLDC promptly in future. Member Secretary OCC requested MPPGCL to issue instructions to Gandhisagar officials to comply with SLDC instruction for safe & secure grid operation Scheduling of DVC and Inter-state IPP Power :- Member Secretary OCC informed the committee that scheduling of DVC and Interstate IPP is being done by the WRLDC. Under day ahead scheduling these entities furnished entitlement of MP to SLDC and these entitlements are forwarded to MPPMCL Control Room for preparing requisitions. The requisition received from MPPMCL again forwarded to DVC / IPPs for obtaining their consent to the power requisitioned by the MPPMCL. On receiving the correspondence from DVC / IPPs the same is again forwarded to MPPMCL. Finally, MPPMCL again gives comments (agreed/ Not Agreed) on the revised quantum of power in 15 minutes time block agreed by the generator. Now SLDC punched the final requisition submitted by MPPMCL in WRLDC web based Scheduling Portal and forwarded to the concern. Similar procedure is also being adopted during the real time scheduling. This procedure of scheduling is not mandated in IEGC / MPEGC / BSC 2015 and also consumes the valuable time of system operators of SLDC which is otherwise required for smooth system operation. Also during real time scheduling such procedural delay is causing on scheduling of power from designated time block. MPPMCL in future submit requisition to SLDC only after obtaining the consent of DVC / Interstate IPPs and SLDC shall not make communication with these entities for obtaining consent on the requisition furnished by the MPPMCL and the same requisition shall be treated as final and punched on the web based scheduling portal of WRLDC. Representative of MPPMCL has agreed to the proposed procedure of SLDC for scheduling of DVC, Jaypee Nigrie and Jhabua Thermal Power Stations. Chairman OCC requested MPPMCL to obtain the consent of IPPs for revision in requisition before furnishing their revised requisition to SLDC. It would ensure revision of schedule from the Minutes of 56th OCCM of MP 10

13 designated time block. Further, he also stated that if any commercial dispute/matter arises regarding scheduling of DVC the sole responsibility will lie on MPPMCL. 6.7 Questionnaire on Hydro Generating Stations :- Member Secretary OCC informed the committee that as per decision taken in 18 th meeting of Forum of Load Despatcher (FOLD) held on 21 st November 2016, working Group on Hydro for studying the various aspects of hydro Stations may be formed. NLDC has furnished a a questionnaire on Hydro generating stations which is to be filled and submitted in respect of each hydro generating station to NLDC, New Delhi within a week time on following Id, SLDC vide letter no /RPC-28A/4187 dtd (alongwith Questionnaire enclosed as Annexure-6.7), requested MPPGCL, ISP, OSP and NHDC to submit the reply directly to NLDC under intimation to this office and WRLDC Representative from MPPGCL and ISP/OSP/NHDC informed the committee that the desired information will be provided soon. 6.8 : MONITORING OF SCHEMES FUNDED FROM PSDF :- Chairman OCC informed the committee that it was decided in the 6th meeting of NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow up with the utilities to expedite the completion of schemes by giving due priority. The implementation of most of the schemes is based on the recommendation of the enquiry committee on grid disturbance of July 2012 headed by Chairperson, CEA. Therefore timely implementation of these schemes would enhance the grid security and reliability. Accordingly the details of grant sanctioned from PSDF for the schemes of MP are enclosed at Annexure- 6.8A. The status of implementation of above schemes (physical as well as financial progress) may please be reviewed and the entities are requested to expedite implementation of the schemes. The utilities were advised to furnish the information in the format enclosed at Annexure 6.8B by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC. The matter was discussed in the meeting and Chairman requested MPPGCL & MPPTCL for informing timely as per mentioned above to all the concerned authority under intimation to SLDC. 6.9 MAPPING OF FEEDERS WIRED UNDER AUFLS TO SLDC SCADA :-. Chairman OCC informed the committee that in the 4th, 5th & 6th NPC meetings, mapping of the Feeders / Lines covered under AUFLS on SCADA systems of SLDC's/RLDC's was discussed. NPC have desired that monitoring of the feeders / loads under the AUFLS shall be done at SLDC's / RLDC's, so as to ascertain that the desired results are ensured during the events, frequency falling below the AUFLS frequency settings. In the 6th NPC meeting it was therefore desired that all the loads/feeders wired under the AUFLS is monitored in Western Region also and the progress be submitted to NPC. A list of feeders/loads implemented under AUFLS in WR was compiled at WRPC in 2014 and same is uploaded in website of WRPC under news section and PCM Minutes section. MPPTCL is requested to initiate the process of mapping these feeders in the SCADA System so that same shall be made available to WRLDC. MPPTCL is requested to update the list of feeders under AUFLS and intimate the feeders which have Minutes of 56th OCCM of MP 11

14 already been mapped in their SCADA System and are monitored on line by them. Also constraints, if any, faced in mapping AUFLS feeders in their SCADA System may be intimated. \ Chairman OCC requested MPPTCL to send above desired information to SLDC at the earliest REPORTING OF FLASH REPORT, DR and EL FOR 400KV, Interstate Transmission Elements & Detailed Tripping Report:- Chairman OCC informed the committee that as per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real time measures required in future to ensure secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not made available during tripping of transmission grid element by the State Grid Entities and the flash report is also sent after repeated pursuation. All intra-state entities are requested to submit the FIR, DR & EL of station during tripping of transmission grid elements. Chairman OCC requested all the concerned entities to instruct the field staff to comply with the above regulations for safe & secure grid operation and provide details/reports within stipulated time Status of ADMS system :- Chairman OCC informed the committee that the ADMS system did not operate during over-drawal by MP on 06th and 7th February during morning hours. In this reference it is to bring to notice that vide various correspondence, SLDC had given its clearance for activation of ADMS on completion of some formalities like modification of ADMs logic, completion of ADMS Reports, round the clock monitoring of control centers from where ADMS is operating, Proper configuration of groups and feeders information as provided by DISCOMs and arrangement for modification of group/feeder information in case of change, Availability of infrastructure at DCC for monitoring of ADMS activities, Familiarization of DCC /SLDC control room officers for using ADMS system information.. It appears that the activation of ADMS is still pending. The present status of ADMS /time schedule for putting system in operation may please be informed. Representative of MPPTCL informed the committee that testing of ADMS has already been completed in the presence of SLDC officers and requested SLDC to give approval for implementation of ADMS. Thereafter Chairman OCC stated that the testing of ADMS system shall again be done in presence of SLDC officers so that the issues which remained unresolved (i.e., breaker did not operated due to GPS link failure and breaker spring charging problem at site) during the previous testing may be resolved and some logics were still to be tested. Minutes of 56th OCCM of MP 12

15 6.12 Extension of RGMO/FGMO signal to SLDC/WRLDC:- Chairman OCC informed the committee that as per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200 MW and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO at SLDC/RLDC for ensuring grid security and compliance of regulation. Subsequently SLDC vide letter no /RPC-27/3739 dated and letter No. SE/LD:E&T/693 dated requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at power station and forward the object address configured in RTU so that same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system. However, no feedback in the matter is received, so far. The matter was discussed in length and the Chairman OCC advised OSP to obtain exemption from implementation of RGMO/FGMO from the Commission as the machines are operation below MDDL. Further he stated that remaining all the generators shall take necessary action at the earliest so that the integration of telemetry of RGMO/FGMO in RTU installed at power station can be done and the same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system by April Availing of outage of Interstate and 400 KV transmission elements: Member Secretary OCC informed the committee that the standard procedure for availing outages on interstate and 400 KV transmission elements has been devised by WRPC and WRLDC in line with guidelines of CEA and NLDC. This process is approved in OCC meeting of WRPC. This procedure has already been communicated to state grid entities for strict compliance by the SLDC. Matter was discussed in various meetings of MP also. As per standard procedure of WRPC, all the proposed outages of interstate and 400 KV transmission elements of next month should be got approved in the OCC meeting of WRPC in the current month. All the constituents of WR shall inform to the WRLDC for readiness for availing outage of transmission elements on D-3 basis i.e. three days before the date of approved outage. During 491st OCC meeting it was decided that non-occ outages should be discouraged. Only under exceptional cases, the request for transmission outage after issue of OCC minutes must be posted through for concurrence of the WRPC members (OCC group ) at least three days in advance (D-3). WRPC members may respond back in within three hours. After three hours the proposal shall deemed to have been concurred by WRPC for further processing by WRLDC. A detailed procedure for approval of transmission lines /elements outage planning procedure in Western Region is attached at Annexure The above procedure will be implemented w.e.f. 01st March, It has been noticed that the standard procedure for availing outages on interstate and 400 KV transmission elements is not followed by the MPPTCL. WRLDC repeatedly instructed MP SLDC to adhere to the approved procedure of outages and stop requesting for routine nature outages in real time of operation. It is requested that the standard procedure finalized in OCC meetings of MP and WRPC must be followed strictly for availing outages on interstate and 400 KV transmission elements, in future and SLDC shall not forward any outage message to WRLDC during the real time of operation except of emergency nature. Chairman OCC requested all the Stage Grid entities to apply for the shut downs as per guidelines stipulated in the procedure enclosed as Annexure All the planned outages of 400 KV Minutes of 56th OCCM of MP 13

16 lines and Interstate lines should be got approved in OCCM of WR. WRLDC shall not allow any planned outage if it is not approved by OCCM of WR. Only emergency nature shut down will be accepted in real time. The planned outage of the State Grid shall also be submitted to SLDC well in advance so that system reliability could be ensured by the SLDC. He also requested all the concerned entities for wide circulation of procedures among field staff to comply with Integration of New Transmission Elements into the Grid:- Member Secretary OCC informed the committee that the transmission system in Madhya Pradesh is growing at a rapid pace. The process of integration/charging of new transmission elements belonging to each entity requires compliance of certain regulatory requirements and sharing of information/submission of documents to SLDC/RLDC. Therefore mandatory documents and not limited to, to be submitted to SLDC/RLDC prior to issue of charging code for new transmission element are as follows:- 1. Copy of approval by Electrical Inspector. 2. Intimation by Transmission Licensee Regarding anticipated charging of new elements (Annexure 6.14-A) 3. List Of Elements to be charged and Element Rating details. (Annexure B). 4. Undertaking by Transmission Licensee in respect of Telemetry and communication (Annexure C). All the intra-state entities are requested to provide the above data in prescribed formats (enclosed) to SLDC/RLDC prior to charging of new transmission elements. The matter has already been discussed and brought to the notice of all entities during 54 th & 55 th OCCM. However, the desired information is still not being furnished for all the new transmission elements. All the intra-state entities are again requested to furnish the required information for integration of all new transmission elements into the grid, to SLDC/RLDC prior to their charging. SLDC representative informed the committee about the matter for timely compliance of regulatory requirement Certification of Declared Capacity of Hydro Generators by SLDC :- Member Secretary OCC informed the committee that CERC vide order dtd in petition No. 40/MP/2016 filed by NHDC, has issued following directions :- Quote Regulation 31 (3) of 2014 Tariff Regulations requires that the declared capacity for any day of the month should correspond to the capacity which a generating station can deliver for at least three hours as certified by the nodal load despatch centre after the day is over. Since the petitioner has declared the capacity based on machine and water availability, MPSLDC cannot restrict the PAFM on the ground that machines were not operated as per the directions of the local authorities. The calculation of PAFM by RLDC/SLDC has to be based on capacity declared by the generator considering machine and water availability finalized by SSRRC. Accordingly, the PAFM of ISPS for the period from to and for all the instances till date shall be recalculated by MPSLDC based on capacity declared by the generator in place of restrictions imposed by local authorities. MPSLDC is further directed to revise the SEA(s) of ISPS and OPS in the light of the above direction Unquote Minutes of 56th OCCM of MP 14

17 Accordingly, NHDC has submitted the revised PAFM for the year to and MPPGCL has submitted the revised PAFM wef to for certification by SLDC. The verification of PAFM submitted by NHDC and MPPGCL is under progress and shall be completed by the end of March The matter was discussed in the meeting. ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL :- Member Secretary OCC informed the committee that the last black start mock drill of Gandhisagar Bargi, Pench, Indira Sagar Power Station (ISP), Omkareshwar Power Station (OSP), Tons HPS and Birsinghpur HPS were successfully completed during the year As per IEGC Black Start Mock Drill shall be conducted in every 6 months duration. MPPGCL and NHDC are requested to submit the plan for carrying out black start mock drill of Gandhisagar Bargi, Pench, Indira Sagar Power Station (ISP), Omkareshwar Power Station (OSP), Tons HPS and Birsinghpur HPS for the year Suitable dates may be communicated to SLDC well in advance for making necessary arrangements. Chairman OCC stated that 19 No. of Mock Drills has been conducted in MP at various HPS. The Mock Drill at Rajghat & Madhikheda shall be conducted by June MPPGCL agreed for conducting Black Start at Madhikheda in the month of April Representatives of MPPGCL and NHDC requested SLDC to give suitable dates for Mock Drill Exercise of their Hydel Power Stations. Member Secretary, OCC stated that Black Start Mock Drill of all the Hydel Power Stations except Rajghat could be conducted in the month of May & June, ITEM NO 8: ALLOCATION OF THE POWER TO DISCOM, EAST DISCOM REGARDING: Member Secretary OCC informed the committee that SLDC is allocating the power to DISCOMs of MP as per GoMP Notification dtd effective from and MPPMCL is allocating the unallocated power to DISCOMs on day ahead and real time basis as per the forecasted demand furnished by the DCCs. However, the Energy Deptt. Govt. of MP vide notification No.2211/F-3-13/2016/XIII dtd. 21st March, 2016 has allocated all existing and future generating capacity to MPPMCL for maintaining uniform tariff across the State w.e.f. April Due to more allocation of power to East Discom and less to West Discom the East Discom remains in under drawal and West Discom in over drawal. These leads to gap between average cost of supply (ACS), resulting increase in average revenue realization (ARR) per unit in East Discom. It is requested to provide a solution so as to minimize the under drawal of East Discom and over drawal of West Discom. The date wise under drawal/over drawal of Discoms for the month of Feb.2017 Annexure-8. (upto ) is enclosed as East Discom representative informed that allocation to them is not proper by MPPMCL and the matter was discussed with the committee. Minutes of 56th OCCM of MP 15

18 Chairman OCC requested MPPMCL & Discoms to mutually disuss the matter and resolve the issue with common consensus. ITEM NO 9:Non-reporting of tripping incidence occurred on at 220 KV S/S Sabalgarh:- Member Secretary OCC informed the committee that At around hrs on dtd , 220Kv Shivpuri-Sabalgarh feeder-ii tripped with following indication: Shivpuri - ACN, zone-iii, FT-1, trip ABC Sabalgarh - No indication It is gathered that 160MVA, 220/132Kv transformer No.I&II at 220KV S/S Sabalgarh also tripped at the same time with O/C R phase, E/F indication resulting total failure of 132Kv supply at Sabalgarh, Shivpurkalan and Baroda substations. It has come to notice that officials on duty at Sabalgarh S/s had not intimated about above incidence by hrs to upper substation (220Kv S/S Shivpuri). Thus, the officials on duty at 220KV Shivpuri S/s, Sub-LDC Bhopal and SLDC Jabalpur were in dark about these tripping incidence, resulting delay in normalization of system. It is also gathered that above tripping occurred during shifting of load of 132 KV Shivpurkalan ckt-i to Auxiliary bus at Sabalgarh S/s.Non-reporting of tripping of transmission elements after incidence occurred, is not in the interest of safe,secure and reliable operation of integrated grid. Chairman OCC stated that the above incident is not an isolated incident in Gwalior region as in past many incidences have been observed about non-reporting and charging of elements without obtaining code from SLDC. He also requested MPPTCL to issue suitable instructions to field offices to adhere the grid code for maintaining safe & secure grid operation and avoid the repeatance of such incidences. ITEM NO. 10: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 10.1 Status of AMR system installed at SLDC: SLDC representative informed the Committee about the status of AMR data received through AMR system in the month of Jan He informed that the complete data of 555 meters was received through AMR system and data of 68 Nos meters (Monthly-51 & Partial 17) was not received through AMR system. The incomplete data is received due to site related issues such as network problem, modem switched off, meter defective or replaced, misalignment of optical cable or due to some other problems. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through for furnishing the missing data alongwith monthly JMR data latest by 4th of every month. Further following points are discussed and resolved as under:- 1.
