5 2.2.6 U/F and df/dt Relay Operation (i) U/F and df/dt Relay Operation: Frequency did not touch Hz during Feb 2017 and Mar There was no df/dt operation during the same period. [Action: MPPTCL] (ii) Defective u/f, df/dt relays: MPPTCL has informed that all the df/dt relays are in good/healthy working condition and where the U/F relays are not available, the numerical relays programmed for under frequency operation. [Committee may like to note] 2.3 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to 33 KV feeders : (i) Details of DISCOM wise Power supply given to various domestic categories during the period Feb 2017 and Mar 2017 is enclosed at Annexure 2.3(i). [Committee may like to note] (iii) Group Allocation to Newly Commissioned existing EHV substations:- The region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.3 (ii). [ACTION : DISCOMs] ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme : The annual maintenance /outages of thermal generating units of MPPGCL during May 2017 to June 17 is Nil as intimated by ED(O&M:Gen.), MPPGCL, Jabalpur. [Committee May like to note] 3.2 Proposed shutdown programme of Transmission lines / Transformers: The proposed shutdown of transmission elements for the period to submitted by MPPTCL is enclosed as Annexure-3.2. MPPTCL is requested to submit the latest status about commissioning of the Transformer. 400 KV Rajgarh II is charged from 400 KV Main Bus-I, for ensuring connectivity with Main Bus-II. The work is in progress with work of providing Reactor on ISP Bay 400 KV Rajgarh-I is shifted in diameter of 315 MVA ICT-IV, which has facility to connect on Main Bus-I and Main Bus-II. This will impact when outage of Bus-II occurs in outage of Nagda- Rajgarh II circuit. MPPTCL is requested to submit the latest status. It has come to notice that the transformer-ii has been connected through bus coupler breaker both side (400 KV & 220 KV) and there is no main breaker for this 315 MVA X mer-ii. In 54 th OCCM MPPTCL informed the committee work of 220 KV Ckt breaker has been completed and 400 KV Ckt. Bkr. work is under progress. Latest status in the matter is requested from MPPTCL. The load is manageable through (1x20 + 1x40) MVA X mers in running condition at S/s Pichhore. Hence replacement of failed X mer is not required as intimated by MPPTCL. In 52 nd 53 rd 54 th & 55 th OCCM, Chairman OCC requested MPPTCL, P&D to submit the letter for removal of transformer from Asset. In 56 th OCC Chairman OCC stated that T&C and P&D will perform load growth / load assessment study prior to decommissioning and intimate to SLDC. Latest status in the matter is requested from MPPTCL (T&C/P&D), The 12.5MVA BBL make Transformer Sl.No. 1428/3 failed and proposed to be withdrawn from system as intimated by MPPTCL. In 56th OCC representative from T&C informed the committee that correspondence is being done with P&D, MPPTCL for load growth study

MPPGCL informed that personnel from BHEL has carried out inspection at site and it is under checking and investigation. MPPGCL is requested to submit the latest status in the meeting. 132 KV R Ph. CT burst of 132 KV Bina feeder at Rajghat end on dated MPPGCL is requested to submit the latest status. The utility may submit the latest status. [Action:MPPGCL/MPPTCL] ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF FEB 2017 AND MAR 2017: The details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures: Annex. 4.1 Annex. 4.2 Annex. 4.3 Annex. 4.4 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of MPPGCL & NHDC Hydel Units. Hourly average schedule Vs Drawal of DISCOMs. [Committee may like to note] ITEM NO. 5.0 : SYSTEM DISTURBANCE IN MP DURING FEB 2017 AND MAR 2017 : There was no major grid disturbance in MP during Feb 2017 and Mar Moreover, the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5.0. [Committee May like to discuss] ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- It is brought to the notice of the Committee that 125 MVAR BHEL make Bus Reactor commissioned on at 400 KV S/s, Katni. The present status regarding schedule and Agenda of 57th OCCM of MP 5 commissioning of reactors / transmission elements is as below:-

In 56 th OCCM, MPPGCL informed the committee that procurement of line reactor is under tendering stage and expected to be commissioned by Oct Latest status may please be submitted by MPPGCL in the meeting. Work will be carried out under PSDF as intimated by MPPGCL. In 56 th OCCM MPPGCL informed the committee that purchase tender will be opened on and the commissioning of reactor is expected by Oct Latest status may please be submitted by MPPGCL in the meeting. [Action: MPPGCL/NHDC] 6.2 Provision of synchronization facility at EHV sub-stations of MPPTCL:- As per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations and 220 KV Substations and 132 KV sub-stations in the path of black start. In last OCC meeting MPPTCL representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. As desired by MPPTCL, SLDC has already forwarded list of 27 Nos EHV substations on where synchronization trolleys are to be installed on priority. This list enclosed all the 400 KV substations and 220 KV /132 KV substations which fall on the routes of black start. The status of installation and commissioning of synchronization trolleys at the 27 EHV substations has not been intimated by the MPPTCL till date. MPPTCL is requested to submit latest status along with time line in the meeting. [Action: MPPTCL] 6.3 Ten Daily Reservoir operation table of MPPGCL HPS:- In the meeting held in Regional Office of MPPMCL at Bhopal on to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54 th, 55 th & 56 th OCCM, request has been made to MPPGCL for furnishing the same to SLDC within a week, In last meeting MPPGCL has submitted the Ten Daily Reservoir Table of Bargi and Bansagar Hydel Power Stations. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of remaining hydel power stations in coordination with NVDA and WRD for optimum utilisation of available water in the reservoirs during the summer season. 9 6.4 : CONTROLLING HIGH VOLTAGE DURING OFF-PEAK HOURS :- Switchable Shunt Reactors are being taken in service during high voltage conditions. However in view of inadequate shunt reactive compensation, the generating units are advised to contribute in voltage regulation by operating their units in under-excited mode (absorb Reactive Power) within the capability curve. The MW, MVAR and Voltage of generating units was analyzed for the month of Feb 2017 with the help of SCADA data available at WRLDC. In 494th OCC meeting of WRPC, WRLDC has drawn attention regarding MVAR generation at Satpura Power Station when bus voltage was above nominal. The scatter plot of MW Vs MVAR of unit and Bus Voltage Vs Reactive Power Injection by the unit has been plotted. It has been observed that generating unit at Satpura Unit No. 10 & 11 was injecting reactive power into the grid even when the bus voltage was above nominal. Such operation is not desirable and it is requested that AVR setting and the GT taps may be reviewed / adjusted so as to enable the unit to contribute in voltage regulation within the capability curve. The directives in this regard may please be adhered to control the high voltage during off peak hours. [Action: MPPGCL/NHDC/IPPs] 6.5 : MONITORING OF SCHEMES FUNDED FROM PSDF :- it was decided in the 6th meeting of NPC held on 19th December 2016 at Bengaluru, that all the RPCs in the monthly OCC meetings may follow up with the utilities to expedite the completion of schemes by giving due priority. The implementation of most of the schemes are based on the recommendation of the enquiry committee on grid disturbance of July 2012 headed by Chairperson, CEA. Therefore timely implementation of these schemes would enhance the grid security and reliability. Accordingly the details of grant sanctioned from PSDF for the schemes of MP is enclosed at Annexure- 6.5A. The status of implementation of above schemes (physical as well as financial progress) may please be reviewed and the entities are requested to expedite implementation of the schemes. The utilities were advised to furnish the information in the format enclosed at Annexure 6.5B by first week of every month on regular basis to Member Convener, PSDF project monitoring group (AGM, NLDC, POSOCO) with a copy to NPC, WRPC division and SLDC. The status of the same is being monitored by WRPC in OCC meeting of WRPC every month. The information from MPPTCL and MPPGCL is not being received regularly to SLDC i.e first week of every month for submission the same in OCC meeting of WRPC. [Action: MPPGCL/MPPTCL] 6.6 MAPPING OF FEEDERS WIRED UNDER AUFLS TO SLDC SCADA :- In the 4th, 5th & 6th NPC meetings, mapping of the Feeders / Lines covered under AUFLS on SCADA systems of SLDC's/RLDC's was discussed. NPC have desired that monitoring of the feeders / loads under the AUFLS shall be done at SLDC's / RLDC's, so as to ascertain that the desired results are ensured during the events, frequency falling below the AUFLS frequency settings. In the 6th NPC meeting it was therefore desired that all the loads/feeders wired under the AUFLS is monitored in Western Region also in OCC meeting and the progress be submitted to NPC. MPPTCL is requested to initiate the process of mapping these feeders in the SCADA System so that same shall be made available to WRLDC. MPPTCL is requested to update the list of feeders under AUFLS and intimate the feeders which have already been mapped in their SCADA System and are monitored on line by them. Also constraints, if any, faced in mapping AUFLS feeders in their SCADA System may be intimated. The status of Mapping the AUFLS feeder with SCADA along with time line may please be submitted in the meeting. [Action: MPPTCL] Agenda of 57th OCCM of MP 7

10 6.7 REPORTING OF FLASH REPORT, DR and EL FOR 400KV, Interstate Transmission Elements & Detailed Tripping Report:- As per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real time measures required in future to ensure secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not made available after tripping of transmission grid element by the State Grid Entities and the flash report is also not being sent after repeated pursuation. All intra-state entities are requested to submit the FIR, DR & EL of station during tripping of transmission grid elements. [Action: MPPTCL/MPPGCL/IPPs/NHDC/ISP/OSP] 6.8 NON-SUBMISSION OF TRIPPING DETAILS OF INTER-STATE & INTER-REGIONAL LINES/ELEMENTS BY MPPTCL:- It has been intimated by WRLDC wide letter no.- WRLDC/SO-II/1737/ dated that in case of tripping of Inter State & inter Regional lines of voltage class 220 KV & above level, a tripping report along with the DR/EL files shall be submitted to WRLDC. In the matter it is to mention that the detailed report along with DR/EL shall be submitted to WRLDC/WRPC within 24Hrs. [Action:MPPTCL] 6.9 MAJOR GRID DISTURBANCE AT 220 KV S/S JABALPUR ON :- at around 22:21:06 Hrs., 220/132 KV, 120 MVA Mistubishi X mer II tripped from 220 KV Side on Over Current indication at 220 KV S/s Jabalpur resulting in overloading and tripping of 220/132 KV, 120 MVA BHEL X mer I & 220/132 KV, 160 MVA GEC X mer III at 220 KV S/s Jabalpur and 220/132 KV, 160 MVA X mer at 220 KV S/s Panagar, 132 KV Katni Interconnector I & II, 132 KV Shrinagar Narsinghpur Ckt and 132 KV Jabalpur Tejgarh tap Patan Ckt also tripped due to over loading. Consequently interruption occurred at 11 no. S/s i.e., 220 KV S/s Agenda of 57th OCCM of MP 8

11 Jabalpur, 220 KV S/s Panagar, 132 KV S/s Katni, 132 KV S/s Madhotal, 132 KV S/s Mansakra, 132 KV S/s VFJ, 132 KV S/s Vinobhave, 132 KV S/s Katangi, 132 KV S/s Shahpura, 132 KV S/s Shrinagar, 132 KV S/s Tejgarh, 132 KV S/s Patan and 132 KV S/s Maneri. There was load loss of about 279 MW, 139.5MWH. In view of the above tripping it is to mention that the incomplete detailed tripping has been submitted to SLDC which is violation of following grid standards:- Issues - Agency DR/EL not provided within 24 IEGC-5.2(r ) Hours. CEA Grid Standard 15.3 Non-submission of details for the IEGC-5.2(r ), c.(vi) tripping which is required for CEA Grid Standard 15.3 appropriate analysis for GD/GI. CEA (Technical standards for connectivity ti the Grid) Regulation, d. MPPTCL MPPTCL MPPTCL is requested to submit the report including the following details:- The actual cause of tripping of 220/132 KV, 120 MVA Mistubishi X mer II at 220 KV at 220 KV S/s Jabalpur shall be submitted by MPPTCL. Due to tripping of X mer II its complete load shifted of X mer I & III at 220 KV S/s Jabalpur and on 220/132 KV, 160 MVA X mer at 220 KV S/s Panagar. Consequently 220/132 KV X mer I & III at 220 KV S/s Jabalpur & 220/132 KV X mer at 220 KV S/s Panagar tripped due overloading along with 132 KV lines (source) feeding to Jabalpur and Panagar area. The details of tripping at 220 KV S/s Panagra and connected 132 KV S/s has not been submitted by MPPTCL so far. It is requested that the detailed tripping report may kindly be submitted to this office at the earliest. Only 1-no.DR/EL file has been submitted without specifying its details(element name, type, etc.) where as 3 No. X mer at 220 KV S/s Jabalpur and 1 no. X mer at 220 KV S/s Panagar tripped, without which actual cause of tripping could not be analyzed. MPPTCL is requested to kindly submit the DR of all the elements tripped to SLDC at the earliest. Reason for hand tripping the source feeder i.e., 132 KV Jabalpur Bargi Ckt I & II may please be provided by MPPTCL. Delay in resuming 33 KV supply at 220 KV S/s Panagar. [Action:MPPTCL] 6.10 Bus Bar & LBB Protection taken out of service without obtaining code from SLDC:- The Assistant Engineer 400 KV S/s Chhegaon has intimated vide dtd that at 17:00 Hrs. on Bus Bar Protection and LBB protection are taken out of service due to faulty module of C-Phase Bus Bar Relay at 400 KV S/s Chhegaon. In the above context it is to convey that such operation should have been done before taking real time grid code and prior intimation /permission of SLDC. Such unilaterally switching operation of transmission elements without obtaining code from SLDC is not desirable for safe, secure and smooth operation of integrated grid and also violation of IEGC Section 5.2 and It is, therefore, requested to ensure, not to repeat such occurrences in future. [Action: MPPTCL] 6.11 Extension of RGMO/FGMO signal to SLDC/WRLDC:- As per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200 MW and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO Agenda of 57th at OCCM SLDC/RLDC of MP for ensuring grid security 9 and compliance of regulation. Subsequently SLDC

12 vide letter no /RPC-27/3739 dated and letter No. SE/LD:E&T/693 dated requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at power station and forward the object address configured in RTU so that same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system In last meeting NHDC has informed that wiring work SCADA to RTU panel has been completed, mapping is required before got connected. In this regard service engineer of OEM has been called and shall expected to be complete by end of April 17. Regarding OSP, NHDC intimated that presently machines of OSP are operating at 191 meter below MDDL i.e After achieving the level of MDDL the same may be provided. JP Bina representative has informed that signal has been extended up to the switch yard, quotation from GE T&D India Ltd has been received for configuration in SCADA and it is under Process. MPPGCL has not submitted any status in this regard. It is requested that NHDC and JP Bina may submit the updated status in the meeting. MPPGCL is requested to submit the plan to extend the RGMO signal to SCADA in the meeting. [Action: MPPGCL/IPPs/NHDC/ISP/OSP] 6.12 Availing of outage of Interstate and 400 KV transmission elements: The standard procedure for availing outages on interstate and 400 KV transmission elements has been devised by WRPC and WRLDC in line with guidelines of CEA and NLDC. This process is approved in OCC meeting of WRPC. This procedure has already been communicated by SLDC to state grid entities for strict compliance. Matter was discussed in various meetings of MP also. A detailed procedure for approval of transmission lines /elements outage planning procedure in Western Region is attached at Annexure The Gist of the procedure is given below:- For WRPC, OCCM Approval : A. Shut Down Proposed for OCCM approval- The WRPC OCC meeting held in the every month and outage planning of transmission elements for next month shall be finalized during the meeting. The procedure for submission of proposal for approval of transmission elements in OCC meeting is as under: 1. MPPTCL,MPPGCL,JP Bina, BLA, NHDC (ISP &OSP) & M/s Kalpataru should submit their outage proposal of transmission elements for next month by 1 st of every month to SLDC for onward transmission to WRPC for OCCM approval.. 2. As finalized in MP OCCM, the office of T&C, MPPTCL shall submit the consolidated proposal of EHT & T&C division to SLDC. The proposed by other section of MPPTCL shall not be considered. 3. After 2 nd day of month no outage shall be considered for proposal to be submitted to WRPC for OCCM approval. 4. After approval from WRPC, the approved shut down of MP shall be sent by SLDC to each concerned entities. 5. The WR, OCCM approved outage shall also be available for current month and next month in the website of SLDC. The url of website is sldcmpindia.com WRPC OCC approved S/D. Each entities are requested to confirm their approved shut down as available in website of SLDC. B. Procedure for Availing OCCM approved Shut Down 1. The entity / concerned authority shall give their readiness to avail the approve shut down on D-3 basis, i.e i.e., three days prior to approved date of shut down MPPTCL to SLDC for onward transmission to WRPC/WRLDC. 2. If the consent of the entity is not received on D-3 basis, the shut down shall be Agenda of treated 57th OCCM as of deemed MP cancel. 10

If due to any reason the entity is not in a position to avail the shut down on approved date and desired to avail the shut down on next date(s), the same may be rescheduled on D-3 basis and intimated to SLDC. The format for rescheduling of OCC approved shut down is enclosed herewith as Annexure 6.12(B). 4. The entities shall also submit the reason for non-availing the OCC, WR approved shut down to SLDC For WRPC, Non- OCCM Approval:- Post-OCC meeting, fresh proposals for transmission outage should be discouraged. Only under exceptional cases, the request for transmission outage after issue of OCC minutes shall be submitted to SLDC on D-3 basis. The procedure for proposal of shut down of non-occm shut down is as under : 1. The entity shall submit the proposal of outage of transmission elements along with readiness to avail the shut-down to SLDC on D-3 basis by hrs as per format enclosed as Annexure-6.12(C). 2. The shut-down proposed during real time (after d-3 basis) shall not be forwarded to WRLDC by SLDC except of emergency type. 3. If the shut-down is not availed by the entity after approval of WRPC/WRLDC, the reason should be submitted to SLDC. For Emergency Shut Down for WRLDC Approval : For emergency outages, the outage indenting agency would directly approach SLDC control room for outage code as being the practice in vogue. The outage proposal shall clearly indicate the name of the indenting agency, element details (such as element name, substation, voltage level, bay number etc.), element owner, outage time & duration, reason for seeking the outage, schematic/single Line diagram (SCADA SLD from respective substation to be submitted for transmission elements at substation) as per format enclosed as Annexure- 6.12(D). It is requested that the standard procedure finalized in OCC meetings of MP and WRPC must be followed strictly for availing outages on interstate and 400 KV transmission elements in future and SLDC shall not forward any outage message to WRLDC during the real time of operation except of emergency nature. [Action- MPPTCL, MPPGCL, IPPs, NHDC} {Committee may like to Discuss] 6.13 COMPLIANCE TO LOW VOLTAGE RIDE THROUGH (LVRT) BY WIND GENERATORS:- As per CEA regulations(technical Standards for Connectivity)- Regulations-2013 (Part-II) provides that all Wind Electric Generating stations commissioned on or before and connected at a voltage level of 66 Kv and above shall remain connected to the grid when voltage at the interconnection point on any phases dips upto 0.15 pu. This CEA standard is applicable to the wind generating stations &n generating stations using invertors. CERC on its order dtd in petition no. 420/MP/2014 directed that LVRT should be implemented for all wind turbines commissioned before and connected to voltage level of 66 KV and above and having a Installed capacity equal to or more than 500 KW. Further CERC direct that the solar Agenda of 57th OCCM of MP 11

14 generators whose bidding process has not yet commenced i.e NIT has not been issued on the date of the order shall take necessary steps to implement LVRT in their generating Stations.; In 494 th OCC meeting of WRPC, Member Secretary WRPC, requested all states to indicate the present methodology of checking LVRT compliance in vogue for giving clearance for integration and update the status of LVRT compliance. The details may be compiled in the format given below and submit the same to WRPC and WRLDC Location Pooling Station Deverloper Turbine make Turbine type Turbine Capacity If turbine commissioned before Expected date of completion of retrofitting If turbine commissioned after whether compliant to LVRT (Yes/No) In view of the above it is requested that all wind and solar generators should comply the directives of CERC and submit the information to SLDC for onward transmission to WRPC and WRLDC. In future the injection permission of wind and solar generators shall be issued by SLDC after compliance of LVRT. MPPTCL is also requested to include the same its connectivity agreement/permission while issuing to RE generators. [ACTION : Wind generators/solar Generators/MPPTCL] 6.14 Permission for injection of RE Power by SLDC:- C.E(T&C) vide letter no-04-04/k-sldc/213 dated intimated to SLDC that 1 MW solar power plants of M/s Arihant Sunsen India connected through 33 KV Banco-II feeder at 132 KV S/s Delchi(Makdone), is injecting power in MP grid due to which one no. 132/33 KV, 40 MVA X mer is being overloaded causing frequent power regulation and requested SLDC to issue injection code after commissioning of proposed additional transformer at 132 KV S/s Makdone. it is to intimate all the injection permission issued by SLDC to RE generators/developer after compliance of regulatory requirements such as connectivity permission from MPPTCL/Discom, copy of PPA/LTA, etc. SLDC issues the injection permission to RE generators with advising that the injection code shall be obtained from SLDC through respective MPPTCL sub-station in which the RE generator is connected. The copy is also endorsed to concerned EE(O&M) / EE(T). It is therefore requested that the suitable instruction may be issued to concerned T&C field/discom officials to request for the injection code from SLDC only after ascertaining availability of adequate network capacity at sub-station. [ACTION : MPPTCL, DISCOMs] 6.15 Integration of Load Drop Scheme at 220 KV S/s Satna with the 400/220 KV ICT s at Satna (PGCIL):- The existing Load drop scheme installed at 220 KV S/s Satna is as below:- 1. On 220 KV Satna Satna(PGCIL) Ckt I & II to avoid over loading of 220 KV Satna Satna (PGCIL) Ckt I & II and to avoid over loading of 400/220, 315 MVA ICT I & II at 400 KV S/s Satna (PGCIL) by providing approximately 100 MW relief by tripping of 132 KV Panna, Pawai, & Nagod Ckt. Condition:- Current on either line of 220 KV Satna (PG) Satna(MP) > 800 Amp with 4sec delay. Agenda of 57th OCCM of MP 12

15 2. On 220/132 KV, 160 MVA X mer I & II at 220 KV S/s Satna (M.P) to avoid its over loading by providing approximately 100 MW relief by tripping of 132 KV Panna, Pawai, & Nagod Ckt. Condition:- Current on either ICT > 110% with 1sec delay. Seeing to the increasing load profile of Satna region and to avoid over loading of existing 400/220 KV 315 MVA ICT I & II, as an interim arrangement addition 1 no. 400/220 KV, 315 MVA ICT III is being installed at Satna(PGCIL) in conjunction with 400/220 KV, ICT II (i.e., both ICT s will be using the same Bay). In turn an addition 220 KV Satna Satna(PGCIL) Ckt III has been added/constructed for evacuation of power from ICT s and avoid over loading of 220 KV Satna Satna(PGCIL) Ckt I & II. In view of the above it has been gathered that 220 KV Satna Satna(PGCIL) Ckt III has not been integrated/included in the Load Drop Scheme. Further after the installation of 400/220 KV, 315 MVA ICT 3 at 440 KV S/s Satna (PGCIL) the existing load drop scheme at 220 KV S/s Satna(M.P) shall be revised and it was proposed that the revised Load Drop scheme shall be integrated with 400/220 KV, 315 MVA ICT I, II & III at 400 KV S/s Satna (PGCIL) providing a load relief of about 200 MW in N-1 condition of ICT s. In view of the above it is requested to MPPTCL to take up the matter with PGCIL Satna for integration of Load Drop scheme (SPS) to provide appropriate load relief in N-1 condition for safe and secure grid operation. The same has been intimated to T&C through SLDC letter No-07-05/RPC-42/222 dated [ACTION : MPPTCL] 6.16 Charging of 132 KV Chhegaon Pandhana Nepanagar Ckt without line protection at 132 KV S/s Pandhana:- It has been gathered that LILO of 132 KV Chhegaon Nepanagar Ckt II tap Pandhana was completed on The new arrangement i.e., 132 KV Chhegaon Pandhana Ckt and 132 KV Pandhana Nepanagar Ckt was charged by closing the isolators and breaker at 132 KV S/s Pandhana without any line protection due to non-availability of control/relay panel at 132 KV S/s Pandhana. At present line protection of 132 KV S/s Chhegaon Pandhana & 132 KV Pandhana Nepanagar Ckt is available at 132 KV S/s Chhegaon & 132 KV S/s Nepanagar, considering the line as 132 KV S/s Chhegaon Pandhana Nepanagar Ckt as one complete line tapped at Pandhana. For keeping the line charged, the required protections are mandatory at all the ends of the line as per IEGC, CERC & MPEGC for safe grid operation. Therefore it is requested that the 3 no. control panel for 132 KV S/s Chhegaon Pandhana, 132 KV Pandhana Nepanagar Ckt and 132 KV Bus Coupler shall be provided at 132 KV S/s Pandhana so that the line protection can be taken in service. MPPTCL is requested to provide time line and present status for providing control panel at 132 KV S/s Pandhana in the meeting. [ACTION : MPPTCL] ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- During the black start mock drill successfully carried out at ISP, OSP, Pench, Tons, Gandhisagar, Bargi and Birsingpur Hydel power station. As per IEGC Black Start Mock Drill shall be conducted in every 6 months duration. The black start mock drill exercise of above power stations shall be planned in the month of May 17 and June It is to inform that SLDC representative shall not be available at respective power stations and all the exercises shall be done by the concerned officials of respective power stations as per SLDC instructions from SLDC control room. Agenda of 57th OCCM of MP 13

16 MPPGCL and NHDC are requested to submit the plan for carrying out black start mock drill of Gandhisagar Bargi, Pench, Indira Sagar Power Station (ISP), Omkareshwar Power Station (OSP), Tons HPS Birsinghpur HPS, Rajghat and Madikheda HPS for the year MPPGCL may also intimate the preparedness and suitable dates for carrying out the black start mock drill of Rajghat and Madikheda. ITEM NO. 8: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 Status of AMR system installed at SLDC: [Action : MPPGCL/NHDC] In the month of Mar 2017, the complete data of 546 meters was received through AMR system and data of 83 Nos meters (Monthly-76 & Partial 07) was not received through AMR system. The incomplete data is received due to site related issues such as network problem, modem switched off, meter defective or replaced, misalignment of optical cable, time drift, panel shifting or due to some other problems. The status of data received through AMR system is invariably sent to all concerned offices including SE(T&C) offices through for furnishing the missing data alongwith monthly JMR data latest by 4 th of every month. The Committee may like to discuss the following as an action plan for receiving the complete data through AMR system in in a time bound manner. 1. CE(T&C) office may take up the matter with M/s Secure Meters Ltd for resolving the site related issues such as time drift in meters, meter defective, network problem and SIM defective. Details are shown in enclosed Annexure-8.1.i. 2. Integration of ABT meters installed at the interface points of newly commissioned substation / Xmers / HT consumers / OACs 49 Nos as Annexure-8.1.ii. SLDC vide dated has forwarded the list of interface points to CE(T&C) office for furnishing the details of meters, modem and SIMs for integrating the ABT meters with AMR system of SLDC. (T&C) office is requested to furnish the same on priority basis. 3. M/s Secure Meters Ltd is not attending the AMR related problems of the ABT meters installed at newly commissioned substation / Xmers / HT consumers those are not covered in AMC of AMR system. CE(T&C) office is requested to issue instructions to M/s Secure for attending the same. 4. CE(T&C) office is requested to issue instructions to field offices that they should ensure that modems are not switched off and optical cable is properly connected & aligned. This will improve the readability of meters installed at the interface points. [Action : CE(T&C) MPPTCL] 8.2 AMR facility for the ABT meters installed at MPPGCL : In compliance to state commission directives for computation of weekly transmission losses and Deviation charges, SLDC has requested the MPPGCL for providing the AMR facility on the meters installed at the interface points for data downloading through AMR System installed at SLDC. Accordingly MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points as intimated by CE(Thermal), O/o ED(O&M:Gen), MPPGCL vide letter No. 426 dated The status of first fortnight of April 2017 of ABT meter data (52Nos) not received through AMR system of SLDC has been ed to GCC, MPPGCL on 25 th April MPPGCL is requested to take up the matter with M/s Secure Meters Ltd. to resolve the problems related with non readability of meters integrated successfully. MPPGCL is also requested to instruct the Gandhi Sagar HPS officials for furnishing JMR data of the ABT meters integrated with AMR system. Further, MPPGCL is also requested to intimate the plan for integrating the ABT meters installed at SSTPS. [Action : MPPGCL ] Agenda of 57th OCCM of MP 14

17 ITEM NO 9: SCADA/EMS RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & 132KV S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS- The telemetry of new 220KV S/s, important 132KV S/s having injection from renewable generating Stations, and Captive Power Plant, is to be provided through Dongfeng RTUS installed and commissioned under MPPTCL SCADA project. Total 50 Nos. Sub Stations has already been identified and forwarded to MPPTCL for arranging integration of telemetry. The integration of around TEN RTUs (132KV Biora,132KV Arniakala,132KV Kannod, 132KV Poliakala, 132KV Jeerapur,132KV S/s Tarana, 132 KV Bankhedi S/s, 132 KV Khapaswami S/s, 132 KV Umreth S/s, 132 KV Chanera S/s is also required to be integrated with SLDC SCADA system. In addition to the above, telemetry of Six number of RTUs (132KV Banmore S/s, 132KV Morena S/s, 132KV Datia, 132KV Mungaoli S/s, 132KV Shujalpur S/s, 132KV Meghnagar S/s) is also pending to be commissioned for monitoring of railway drawal. The telemetry of two more RTU s at 132 KV Semri Harchan S/s & 132 KV Amla S/s is also required to be integrated with SLDC SCADA system for monitoring of railway drawal. Further, most of the RTUs commissioned recently is not working properly and functioning intermittently. The telemetry of 132KV Khilchipur, 132KV Mandideep,132 kv Dewas BNP,132 KV Shankargrah, 132 KV Kukshi is commissioned but functioning intermittently. The telemetry of 220KV Morena, 220KV Gwalior-2 is not available simultaneously. The telemetry of these identified Sub Stations is urgently required for monitoring of grid. Hence the progress in the matter as well as further schedule of commissioning, including data channel, plan for arrangement of modems, and rectification of SOE issue may please be provided by T&C. [Action: - CE (T&C)/CE (T&P), MPPTCL] 9.2 UPGRADATION OF EXISTING RTUS & DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & The present status of telemetry discrepancy including upgradation requirement is enclosed herewith as annexure-9.2.
