3 : Chronology of events IEGC Regulations, 2010 notified on Clause 5 and Clause 7 of Annexure 1 of IEGC : UI charges arrived at due to the variation of generation by wind and solar shall be shared amongst all the states through Renewable Regulatory Charge to be operated through Renewable Regulatory Fund. Clause 9 of Annexure 1 of IEGC : NLDC shall prepare a detailed procedure for implementation of the mechanism of Renewable Regulatory Fund and submit the same for approval by the Commission. CERC examined the proposal submitted by NLDC and the modified procedure was notified on State Load Dispatch Centre-GETCO 3

13 Brief of Final Order A. Point of scheduling, coordination agency and eligible generators: Pooling station considered as basic building block. Concept of coordinating agency introduced. Any person, generator or any other mutually agreed agency. The pooling stations that are commissioned on or after have been considered for the purpose of mechanism. 15 Brief of Final Order C. Multiple contract rates, captive wind generating plants, other options Concept of reference rate is introduced. Reference rate for New Grid: Rs.4.00 Reference rate for SR Grid: Rs.5.00 For wheeling, Contract rate would be: ZERO Reference rate is for determining financial implication for variability of wind generator, irrespective of whether it is selling to the state through a contract or through open access. Financial implication would be the difference between Reference Rate and UI rate. State Load Dispatch Centre-GETCO 15
16 Brief of Final Order D. De-pooling Arrangement. Preferably mutually agreed mechanism. In case of disagreement, the UI charges should be shared based on actual generation on weekly basis during the same time frame. State Load Dispatch Centre-GETCO 16
17 Brief of Final Order E. Over generation above 50% of schedule. UI cap rate for over generation above 50% of the schedule shall be continued. State Load Dispatch Centre-GETCO 17
18 Brief of Final Order F. Miscellaneous Metering, Data acquisition and data communication shall be as per prevailing norms of Grid code. In case the ABT meter is not installed by the respective STU or DISCOM by , the same may be installed by CTU at the cost of concerned STU/DISCOM. Mock exercise for forecasting and scheduling has already been commenced from NLDC is directed to align the procedure for implementation of the mechanism of which is under process. 19 Scheduling and Settlement of Accounts (As per old procedure) Scheduling of Wind power generation plant is being carried out under mock trial and it will be implemented with full commercial impact from The schedule by wind power generating stations may be revised by giving advance notice to SLDC. The revision by wind power generating station will be effective from 6 th time-block. There may be maximum of 8 revisions for each 3 hour time slot starting form 00:00 hours during the day. Concerned RLDC/SLDC shall maintain the record of schedule from renewable power generating station based on type of renewable energy source. State Load Dispatch Centre-GETCO 19
20 Contd.. Wind Generators shall be responsible for forecasting their generation up to an accuracy of 70%. Actual Generation beyond +/- 30% of schedule, UI charges would be applicable. Actual Generation within +/- 30%, no UI charges to Generator. Variation within +/- 30%, UI would be applicable to host State. UI charges shall be shared among all the States of the country in the ratio of their peak demand met in the previous month. Max. generation of 150% of schedule would be allowed in a time block, from grid security point of view. Generation above 150%, charges payable to WEG would be UI charges corresponding to Hz. For intra-state transactions, deviation of actual generation within +/-30% would be settled through. Deviation outside +/-30% would be settled directly. State Load Dispatch Centre-GETCO 20
21 Contd.. For inter-state transactions, deviation of actual generation for the purchasing State would be settled at UI rate through. Implication due to deviation within +/-30% would be settled with host State through. Deviation outside +/-30% would be settled directly. If sale of power to two or more States, the deviation would be dealt with proportionate to the share in the generation of wind farm. Host State will receive compensation from, for total or part difference of schedule and actual generation additional UI rate on account of under-generation by WEG as per the CERC UI regulation Host State also will receive from, difference between UI rate and cap UI rate for under drawl beyond the % MW prescribed in UI regulation, to the extent of Under drawl by State because of over generation by WEG.
