3 MINUTES FOR 66th MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 17th NOVEMBER 2018 AT 11:00 AM AT CONFERENCE HALL, SLDC, MPPTCL, NAYAGAON, JABALPUR. The 66th meeting of Operation & Coordination Committee of MP was held on 17th November 2018 at 11:00 AM at SLDC, MPPTCL, Nayagaon, Jabalpur. The list of participants is enclosed at Annexure Shri K.K.Parbhakar C.E.(SLDC) & Chairman OCC welcomed all the guests & participants for 66th OCCM of MP. Chairman OCC informed the committee that it is appreciable that MP has met the demand of MW today for first time without any system constraint & the grid parameters were also within limits in transmission network. He stated that the demand of MP above 13000MW has been met successfully with the coordination and support of MPPGCL which ensured the availability of about 4200MW thermal generation, MPPTCL ensured the availability of healthy & adequate transmission network and Discoms supported by providing adequate capacity of capacity banks which helped in maintaining the voltage & ensured availability of quality supply at consumer end. Discoms also supported in load management at local level by shifting the load of 11 KV feeders thus relieving the over loaded transmission network. In continuation to this, further he also added that NHDC has its own significance roll, as NHDC has ensured the availability of 1500MW Hydel Generation at any instant which helps in maintaining the load generation balance in MP Grid in short duration of time. MPPMCL has also ensured the adequate quantum of banking which has also supported in safe & secure grid operation. Further he stated that without the cooperation & support of any of these entities it would not be possible to meet the demand of 13035MW. Thereafter he stated that SLDC-MP has been appreciated for its functioning & managing the grid at various National Level platforms, which is due to the cooperation & support of each entity. Chairman OCC informed that in some areas like Guna, Sitamau and Mandsour the low voltage complaints has been received at Discom level but the voltage at were about 34 KV at transmission end. From the above it reveals that the voltage has been maintained at transmission end but the low voltage problem is still persisting at consumer end due to lack of capacitor banks at Discom level in these particular areas. It is therefore desired that all DCC s/discom shall avoid MVAR injection in grid and plan for proper capacity addition of capacitor banks particularly in these areas so that nominal voltage at consumer end may be ensured. Further Chairman OCC stated that from 1 st September 2018 pool account is maintained by SLDC. Now BSC has been implemented, thus the additional & capping have been adopted by commission as proposed by MPSLDC for balancing the pool account. In new DSM these additional & capping charges are incorporated & deposited in the pool account, thus amount deposited in pool account will be increased in continuous basis. Therefore, it would not be feasible to blocked the amount in the pool account as these companies are taking loan on higher rates for capacity enhancement. He mentioned that at regional level approximately Rs.2000 crore was blocked in regional pool account subsequently these amounts have been utilized as PSDF fund, similarly we are planning in consultation with commission for adopting a procedure according to which this pool balance amount could be adjusted /distributed to the concerned entities in the same calendar month which can be utilized by the entities for development & capacity/network enhancement. Thereafter he requested Member Secretary to take up the agenda points. Shri R.A.Sharma Member Secretary OCC & Addl. Chief Engineer, SLDC welcomed all the guests and participants for 66 th OCCM and requested all the participants for formal introduction.. He also congratulating all entities for extending full cooperation for managing rabi season and MP has successfully met demand above MW. Further he informed that in some areas like shujalpur voltage problem was reported which was mitigate by changing the tap position of transformers and reactors were also switched according to the system requirement. Generators are also requested to provide MVAR support within their capability curve. Thereafter the agenda points were taken up which are narrated here under in nutshell: ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 65 TH meeting of Operation & Coordination Committee of MP held on 14 th September 2018 at SLDC, MPPTCL, Jabalpur were forwarded to the Minutes OF 66th OCCM of MP 1

4 committee members vide No /SG-9B-II/3164 Jabalpur dated No comments have been received, hence committee confirms the minutes. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS AUGUST 2018 TO SEPTEMBER Frequency Particulars: The committee was apprised that during August 2018 the system frequency was below Hz for 8.93% of time against 13.21% of time during September The system frequency was above Hz for % of time during August 2018 against 6.57 % of time during September The system frequency was within the IEGC range of Hz for % of the time during August 2018 against % of time during September The average monthly frequency was Hz during month of August 2018 and Hz during month of September The system frequency did not touch Hz during the above period. The detailed frequency particulars for the month of August 2018 and September 2018 are enclosed at Annexure-2.1. 6 Member Secretary OCC stated that all the Discoms shall ensure the availability of the capacitor bank during Rabi season so that the low voltage problems are avoided and quality supply is ensured at consumer end. Defective u/f, df/dt relays: The committee was apprised that MPPTCL has informed that all the df/dt and U/F relays are in operation, where the U/F relays are not available, the numerical relays programmed for under frequency operation. Defective df/dt relay at 220KV Sagar & 220KV S/S Chhatarpur have been replaced & at S/S Chapda the df/dt protection is provided through df/dt feature of DPR. All U/F stages are in good/ healthy & working condition. 2.3 Power Cuts / Load restrictions/differential Load Shedding by DISCOMS & group allocation to feeders: (i) The committee was apprised about the details of DISCOM wise Power supply given to various domestic categories during the period AUGUST 2018 and SEPTEMBER 2018 is enclosed at Annexure 2.3(i). (ii) Group Allocation to Newly Commissioned existing EHV substations:- The committee was apprised about the region wise list of feeders emanating from various newly commissioned/existing EHV Minutes OF 66th OCCM of MP 4

7 substations for which groups have not been allocated is given in Annexure 2.3 (ii). The representative from East Discom informed the committee that the 2 no. feeders i.e., 33KV Ghansor-II & 33KV Sankh feeders have been group allocated & one no. feeder in Rewa region will be group allocated within 3-4 day. The representative from West Discom informed the committee that the group allocation of feeders is under process and will be group allocated at the earliest. The representative from Central Discom informed the committee 8 no. feeders have been group allocated from Gwalior region and remaining 2 no feeders i.e., Karapura & Mangarh shall be removed from the list as only the bay has been constructed at substation but the construction of 33 KV feeders is pending. Further he informed the committee that in Bhopal region one no. feeder has been group allocated and group allocation of remaining feeders is under process and will be group allocated at the earliest. In view of the above it is requested that the order copy of the feeders which have been group allocated shall be submitted to P&D, MPPTCL under intimation to SLDC. ITEM NO. 3 : OPERATIONAL PLANNNING: 3.1 Generating Units under planned outage and proposed maintenance programme: The committee was apprised about the annual maintenance /outages of thermal generating units of MPPGCL during November 2018 to December 18 is NIL as intimated by ED(O&M:Gen.). The same was confirmed by the representative from MPPGCL. 3.2 Proposed shutdown programme of Transmission lines / Transformers: committee was apprised about the proposed shutdown of transmission elements for the period to submitted by MPPTCL is enclosed as Annexure-3.2. MPPTCL informed that X mer was declared faulty & replaced by 20MVA,132/33KV Transformer on Dt MVA BHEL make X mer at S/S Dabra UAT-7B, STPS, Sarni MVA, 400/220 KV X mer at STPS X mer tripped on OSR and Differentail trip indications due to failure of OLTC. Differential relay & bucholz relay operated. X mer tripped at 21:55 Hrs. due to LA Burst. Emergency shutdown taken for 15 days from to for CPRI oil filtering and RLA testing work. Transformer is under GP and referred to OEM for replacement of defective diverter switch. MPPTCL informed that after replacement of defective Diverter Switch, transformer charged on Dt MPPGCL informed that tendering work is under progress and technocommercial has been opened on Correspondence is under progress. The same was confirmed by MPPGCL. MPPGCL informed that Owing to adverse report of RLA conducted on ICT during shutdown, proposal for permanent discontinuation of ICT from service has been submitted. 9 KV Transfer Bus Coupler at SGTPS SF6 Gas Leakage MPPGCL informed that Transfer Bus Coupler has been taken in service on MVAR (Make GE) Line Reactor at 400KV Sarni- Asta Ckt-I Under outage since due to concentration of Acetylene gas. DGA test of transformer oil of reactor was carried out by M/s CPRI, Bhopal. To carry out the internal inspection of reactor, NIT will be opened on 15th September 2018 and certain queries on techno commercial issues have been sought from M/s GE(T&D) India (OEM). Clarification is awaited. Any transmission element/ EHV element under outage, which has not been intimated/included under aforesaid outage list, should be invariably intimated to SLDC. All entities are requested to ensure the same. The utility may submit the latest status. ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF AUGUST 2018 AND SEPTEMBER 2018: The details of actual generation, Schedule from Central Sector, demand etc. are given in the following Annexures: Annex. 4.1 Annex. 4.2.i Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of MPPGCL & NHDC Hydel Units. 11 [Committee may like to note] ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING OF AUGUST 2018 AND SEPTEMBER 2018: The committee was apprised about the Grid Disturbances and Grid Incidents in MP during these months are given in Annexure 5. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES:- 6.1 STATUS OF COMPLETION OF ONGOING SCHEMES FOR COMMISSIONING OF REACTORS / TRANSMISSION ELEMENTS:- The committee was apprised about the present status regarding schedule and commissioning of reactors / transmission elements is as below:- S.No. 400 KV S/s Size MVAR Implementing Agency Expected Date of Commissioning as intimated in last OCC 1. MPPGCL informed that the price bid has to be opened and the reactor will be commissioned by December Representative from MPPGCL informed the committee that the expected to be commissioned by June Work will be carried out under PSDF as intimated by MPPGCL in 62 nd OCC MPPGCL informed the committee that the reactor is under procurement and will be commissioned by December Representative from MPPGCL informed the committee that the drawing has been approved and reactor is expected to be commissioned by March SYSTEM CONSTRAINT AT SATNA, MAIHAR, REWA, SIDHI AREA: The committee was apprised that as discussed in previous meetings of MP-OCCM any one convincing measures have not been brought in the notice of OCCM to handle the constraints faced in above area which was elaborated in length in the meetings earlier time to time. It is therefore required that transmission network/ Transformer capacity at Maihar, Rewa, Sidhi and Satna area may be re-examined and concrete solution may be work out at the earliest so that in future load of this area could be handled with reliability and security. In this context it is felt following work may be expedite to handle increasing load of Rewa area: Minutes OF 66th OCCM of MP 9

12 (1) Shifting of any one ckt of 220 kv Satna-Kotar line from 220kv s/s Satna to Satna PG S/S utilizing 4th Satna -Satna interconnector which is carrying significantly less load due to higher line length in comparison to other interconnectors. (2) Erection of 2nd 220/132 kv ICT at 220kv s/s Maihar. (3) Completion of 132 KV Auxiliary bus at Maihar so as to enable to take 132 KV Maihar -Amarpatan feeder on Auxiliary Bus during any contingency or for load management purpose. At present Auxiliary Bus at Maihar is in incomplete shape. (4) Early completion of 220kv connectivity with RUMS Rewa i.e. 220KV Rewa-Rewa UMSP CKT I & II and 220KV Sidhi -Rewa USMP CKT no I and II. This arrangement shall give stability at Rewa /Satna area; therefore, it should be given utmost priority. It is indicated that 400/ 220 KV ICT No I AND II have already been commissioned at UMSP Rewa, however we are not in a position to utilize the same. The MPPTCL is requested to give updates on the matter and action taken to mitigates the line/ict constrain. Representative from MPPTCL-EHT informed the committee that surver for shifting of any one ckt of 220 KV Satna Kotar line from 220 KV S/s Satna (MPPTCL) to Satna (PGCIL) has been done and one no. tower has to erected and work is expected to be completed by end of December-18. Further for erection of 2nd 220/132 kv ICT at 220kv s/s Maihar, MPPTCL informed that land problem was persisting at Maihar S/s which has been resolved but papers will be handed over after elections. Thereafter the commissioning work of the transformer & other works at 220 KV S/s Maihar will be processed. Representative from MPPTCL informed the committee that the work for 220kv connectivity with RUMS Rewa will being after elections & is expected to be completed within a year. Member Secretary OCC stated that the above changes in the network shall be implemented prior to next rabi season as the load management without these changes load will not be manageable in Satna, Rewa & Maihar areas. 6.3 PROTECTION AUDIT OF HYDEL POWER STATIONS OF MPPGCL:- The committee was apprised that the MPPGCL vide letter No /601-PSDF, dtd 21/02/2018 has conveyed that protection audit of switchyard associated with 10 hydro power plants of MPPGCL is required to be carried out by WRPC. Further, it was decided that work or protection audit of all switchyard carried by a team constituted by WRPC accordingly nominations were invited from utilities for protection audit team. Vide this office dtd the name of officers from MPPTCL, NHDC and MPPGCL was conveyed to WRPC. MPPGCL is insisting for early completion of aforesaid protection audit, considering provisions of MOM of TESG meeting of PSDF regarding the observations for PSDF grant on MPPGCL proposal in 37th meeting held on As a sequel to above, SE (Protection), WRPC is intimated that looking to difficulties at WRPC level to constitute a committee for aforesaid work, it has been directed that committee may be constituted MP- SLDC. However, detailed programme for Protection Audit to be carried out be intimated to WRPC, so that WRPC may depute one member from WRPC their end. MPPGCL is therefore requested to furnish detailed programme for conducting Protection Audit along with data required in this regard as requested by WRPC earlier, so that proposed Protection Audit could be carried out. 13 12/11/20118,CE O&M-Hydel, MPPGCL has been requested to provide Protection details and associated equipment details in prescribed format of protection Audit so that further action on the matter may be initiated. Representative from MPPGCL informed the committee that the desired information will be provided within 3-4 days. 6.4 DETAILS OF PROTECTION AUDIT AND IMPLEMENTED DEFENSE MECHANISM:- The committee was apprised that WRPC vide their dtd: informed that The Chief Engineer(NPC), CEA, New Delhi vide letter no.7/gsc/npc/cea/2018/ dtd: (enclosed as Annexure-6.4) intimated that in a meeting with Hon ble MoSP(IC) on for discussion of the draft National Electricity Plan, CEA has been requested to prepare report & presentations covering aspects of grid reliability and security, especially with respect to grid failure, etc. Therefore Chief Engineer (NPC) has requested to furnish following details in prescribed format:- i. Protection Audit carried out so far and its observation (As per Annexure-I). ii. Islanding scheme implemented in the region (As per Annexure-II). iii. SPS implemented in the region (As per Annexure-III). iv. Status of implementation of AUFLS in the region (As per Annexure-IV). v. Status of implantation of df/dt relays & its settings in the region (As per Annexure-V). In view of the above it is requested to all the concerned entities are requested to furnish the desired data in the prescribed formats to SLDC/WRLDC/WRPC. The matter was discussed in the meeting. 6.5 LOW VOLTAGE PROBLEM AT KATNI, REWA, MAIHAR AND SATNA AREA: The committee was apprised that the outage has been availed on 400 KV Birsinghpur-KatniCkt No.-II on dtd for 3 days for replacement of circuit breaker at Birsinghpur Power House. In the above, context it is mentioned that 400 KV Katni- Damoh line and 220 KV Katni-Damoh Ckt were under break down since long due to tower collapse. Considering continuous pursuance of Power House officials outage on 400 KV Birsinghpur Katni Ckt. No-II was permitted. On dtd during evening peak and on dtd , looking to low voltage observed at Katni substation SGTPS Power House officials were contacted and requested to operate their units in over excited mode to inject reactive power in the system within the capability curve so that system may be operated near nominal voltage. However, it has been observed that in spite of repeated request the units were not injected any significant MVAR support. At 11:20 hrs on dtd the code was issued to SGTPS unit indicating required MVAR to be injected in the system, however the MVAR support was not increased, on the contrary few units were absorbing the MVAR from the system. In the above context it is mentioned that looking to ensuing Ravi Season load is in increasing trend and MVR demand of the system is increased significantly, it is therefore requested that the reactive power may be injected into the grid by all the generating units within the capability curve as per provisions of grid code. 14 view of above it is requested that the concerned official may please be directed suitably in this regard and be adhered to directives to control the low voltage, by injecting maximum MVAR within capability curve. MPPGCL was requested to comply with the instructions of SLDC and it is requested to issue necessary instructions to control room so that the thermal machines can be run to provide required MVAR support within their capability curve limits. 6.6 DELAY IN SYNCHRONIZING UNIT OF BARGI POWER HOUSE AFTER ISSUE OF CODE FROM SLDC ON DTD DURING EVENING PEAK:- The committee was apprised that it is being observed that unit No.-I at Bargi HPS, takes considerable time in synchronizing, after issue of code from SLDC. In the above context, it is conveyed that on dtd the code was issued by SLDC at 17:03 hrs for taking the units of Bargi Hydel Power Station, on bar looking to increasing trend of demand and considering system exigencies. The unit No.-II was synchronized at 17:15 hours, however, the unit I could be synchronized only at 18:20 hrs after elapse of one hour seventeen minutes. Delay in synchronizing the unit with the system is not understandable. Moreover, no any reason was conveyed to SLDC for such abnormal delay. It may be appreciated that during evening peak hours load are in increasing trend and system frequency goes to minimum level. Looking to system contingency, such delay is not desirable and not warranted for smooth operation of integrated system. The MPPGCL is requested to indicate the reason of aforesaid problem and remedial action thereof. MPPGCL representative informed the committee that there is a problem in one of the breakers (make Crompton Greaves) which was previously under the scope to be repaired. But after the inspection it has been proposed by the company that the breaker shall be replaced. Member Secretary OCC stated that MPPGCL shall take up the matter seriously and shall expedite the breaker repair/replacement work and shall also ensure the availability of Hydel Machine as per the system requirement. 6.7 INSPECTION OF RELAYS OF AUTOMATIC UNDER FREQUENCY LOAD SHEDDING AND CERTIFICATION THEREOF: - The committee was apprised that it is desired that for safe & secure operation of integrated system, the under frequency relay should be connected in the system in healthy condition. Accordingly, WRPC is pressing hard to provide the self-certified status of healthiness of relays of Automatic Under Frequency Load Shedding (AUFLS) and periodic checking of the same. Vide this office various correspondence. The CE (T&C) and also SE(T&Cs) were requested to provide status of healthiness of relays of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be communicated to WRPC. Inspite of repeated request vide various correspondence, moreover the matter had been raised in OCC meeting of MP in time to time, however the desired information are still awaited from utilities. It is therefore desired that the above matter may be treated as urgent and status of healthiness of Automatic Under Frequency Relays may be provided to SLDC and also the under frequency may be tested Minutes OF 66th OCCM of MP 12

15 periodically. In this context it is also mentioned that time to time WRPC official as well as SLDC official shall visit the sub-stations to ascertain the healthiness of under frequency relay. Member Secretary OCC stated that inspection & thereafter submission of healthiness certificate of AUFLS is a regular practice & requested all SE(T&C) to submit the status of healthiness of relays of Automatic Under Frequency Load Shedding on priority basis to SLDC, so that same may be communicated to WRPC. The matter was discussed in the meeting. 6.8 UNDER FREQUENCY RELAY OPERATION AT 15:47 HRS ON DTD AT CHHINDWARA:- The committee was apprised that on , at 15:47 hrs under frequency relay was operated at 220 KV substation Chhindwara and 132 KV substation Chhindwara, resulted interruption to 11 nos feeders. The system frequency at that moment was running at the level of Hz. It appears that under frequency relay was mal-operated at Chhindwara sub-station. The SE (Testing), Chhindwara has been requested vide this office letter that under frequency relay at Chhindwara be got tested and the cause of tripping may please be conveyed to this office. It is therefore requested MPPTCL may please apprise the reason of under frequency relay operation and action taken thereof. Representative from MPPTCL informed the committee that testing of relay has been carried out and no cause was found for mal-operation of the relay. Further SE(T&C), Chhindwara has issued instructions to replace these relays. The matter was discussed in the meeting. 6.9 PROVISION OF SYNCHRONIZATION FACILITY AT EHV SUB-STATIONS OF MPPTCL AND AT ALL POWER HOUSE: - The committee was apprised that as per Grid Code, the synchronization facility should be available at all the Power Stations, 400 KV Sub-stations, 220 KV Sub-stations and 132 KV sub-stations in the path of black start. In 60 TH OCC meeting MPPTCL representative informed the committee that order for 69 no. synchronization trolleys has been placed and 1 no. synchronization trolley has been delivered for checking and testing purpose at 220KV S/S Barwaha. In subsequent meetings this issue has been discussed. However, no any fruitful progress has been observed so far. In the above context it is indicated that at Manikheda HPS and Rajghat HPS synchronization facility is not available. It is felt that every Hydel Power station should be equipped with synchronization facilities invariably for system reliability and Crises Management. Also at Manikheda HPS & Rajghat HPS single bus system exists, hence MPPGCL is requested to explore the possibility for commissioning of Double Main Transfer Bus system. Thus, MPPGCL is requested to provide synchronization facility at Manikheda HPS and Rajghat HPS and MPPGCL may kindly provide status of making synchronization facility in aforesaid HPS. The MPPTCL may kindly provide the status of installation and commissioning of synchronization trolleys at different substations. Further, is also requested to indicate, whether synchronization facility could be provided at Karera & Pichhore substation on priority basis. Representative from MPPTCL informed the committee that the list of sub-stations where the synchronization trolley have been provided will be submitted at the earliest. Minutes OF 66th OCCM of MP 13

16 Representative from MPPGCL informed the committee that at Rajghat HPS there no space available for extension and providing DMT system and at Manikheda possibility of providing DMT bus scheme can be explored. Member Secretary OCC requested MPPGCL to explore the possibility for installing DMT bus scheme at Manikheda HPS and intimate the same to SLDC DELAY IN SUBMISSION OF DOCUMENTS FOR FIRST TIME CHARGING OF ELEMENTS:- The committee was apprised about the Procedure for interconnection of new transmission elements is briefly narrated hereunder:- Intimation by Transmission Licensee to RLDC / SLDC(Annexure A1-A5): 10 days prior to anticipated date of first time charging. Acknowledgement and comments of RLDC/ SLDC to Tr. Licensee ( Format-II): Within 3 days. Submission of request for first time charging by Tr. Licensee to RLDC//SLDC (Annexure B1-B5): 3 days prior to anticipated date of first time charging. RLDC shall issue Provisional Charging Approval for first time charging to licensee and in case of interregional element RLDC to issue consent/ request to NLDC for IR lines. In case of intrastate line charging approval shall be conveyed by SLDC: (within 2 days). Licensee to submit dummy SEM reading to RLDC to ensure that the Meter processing Software is able to read the SEM data from the new meters. Licensee to take Operational Code from RLDC /SLDC Control Room for switching operations. The code shall be issued keeping view of grid reliability. Transmission Licensee submit Post Charging documents (Annexure C1 to C4). RLDC/ N LDC shall verify the post charging documents and issue certificate for interstate / Interregional lines / ISTS lines. The respective testing department shall furnish regarding measures taken to take care new element interconnection for protection co-ordination for adjacent s/s and accordingly undertaking shall be provided. It is requested that licensee / utilities shall strictly adhere with time schedule for documentation of first time charging of new transmission elements of all interstate line and all EHV elements 400kv and above. It may also be ensured that FTC formalities should have completed before availing outage for integration of element. The authority submitted FTC document should ensure compliance of protection/ metering/telemetry issue in coordination with T&C official. It is also desired that all necessary data should have made available to all adjacent s/s for relay coordination well before targeted date. The authority submitted FTC document should ensure all formalities have been completed otherwise it would be difficult to obtain clearance from WRLDC. In general, non-attachment of requisite papers/ SLD/ document of standing committee approval /approval of Electrical inspector /noncompliance of relay coordination of adjacent s/s / providing information incorrectly caused delay in obtaining FTC approval. Therefore, it is desired that FTC document completed in all respect may be provided in stipulated time schedule so that FTC formalities could be completed within targeted date of charging. 17 The matter was discussed in the meeting REPORTING OF FLASH REPORT, DR AND EL OF TRANSMISSION ELEMENTS & DETAILED TRIPPING REPORT:- The committee was apprised that as per the provisions of Regulation 5.2 (r) of CERC (Indian Electricity Grid Code) Regulations 2010 and Regulation of 5(9) of CERC (Indian Electricity Grid Code) (First Amendment) Regulations, 2012 all the Regional Entities of the Region shall furnish the tripping details including DR & SEL output to RLDC with in 24 hrs of the event for analysis and identify the real time measures required in future to ensure secured grid operation. The flash report is also required to be furnished to SLDC within an hour of tripping. It is observed that FLASH REPORT, DR & EL of station is not made available after tripping of transmission grid element by the State Grid Entities and the flash report is also not being sent after repeated pursuation. It is also to inform that as per CEA Protection Standards, in case of tripping of Inter Regional Lines of voltage class 220 KV & above, the DR/EL files shall be invariably submitted to RLDC under intimation to this office. All intra-state entities are requested to submit the FIR, DR & EL of station during tripping of transmission grid elements. The matter was discussed in the meeting TEN DAILY RESERVOIR OPERATION TABLE OF MPPGCL HPS: - The committee was apprised about the meeting held in Regional Office of MPPMCL at Bhopal on to discuss availability from Sardar Sarovar Project, ISP & OPS and State Hydel Plants for Rabi season, MPPGCL had agreed to obtain ten daily reservoir operation table from WRD and NVDA for their operation of their hydro generators. In last 54 th, 55 th & 56 th OCCM, request has been made to MPPGCL for furnishing the same to SLDC within a week. In last meeting MPPGCL has submitted the Ten Daily Reservoir Table of Bargi and Bansagar Hydel Power Stations. It is requested that MPPGCL shall submit the Ten Daily Reservoir Table of remaining hydel power stations in coordination with NVDA and WRD for optimum utilization of available water in the reservoirs during the summer season. The matter was discussed in the meeting ABNORMAL VOLTAGE VARIATION OBSERVED IN PMU AT 400 KV S/s BINA:- The committee was apprised about the abnormal voltage variations is being observed in PMU s at 400 KV S/s Bina (plots enclosed as Annexure-6.13 (3 pages) since May SLDC has taken up the matter with T&C, MPPTCL and M/s GE. M/s GE engineer visit was arranged to 400 KV S/s Bina to investigate the problem in PMUs & it has been informed by GE site engineer that the voltage spikes are also observed in the input values of PMU from Bus PT s & line CVT secondary, hence it can be gathered that these PMU s are showing correct values and there is no issue in PMU. 18 Further it is also to intimate that the abnormal voltage spikes are still being observed in the PMU of 400 KV Main Bus I & II and 400 KV Bina(M.P) JP BinaCkt installed at 400 KV S/s Bina and the magnitude &frequency of spikes is continuously increasing with time.in addition to above, it is to also intimate that the voltage spikes are observed in 400 KV Bina-JP BinaCkt even when the line is hand-tripped from both ends. The matter was discussed in 64 th OCCM and MPPTCL was requested to arrange for testing of Bus PT s, line CVT & related equipments installed at 400 KV S/s Bina for investigation of root cause of these voltage spikes observed, for its rectification and ensure healthiness of equipments at site. MPPTCL may kindly update the status. The committee was apprised about the ITEM NO. 7: BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : Black Start mock drill of Hydel stations of MPPGCL:- The committee was apprised that during the black start mock drill successfully carried out at Hydel power station as mentioned below:- S.NO. MPPGCL, ISP & OSP confirmed the proposed dates for conducting the Black Start Mock Drill same as ITEM NO. 08: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 8.1 Testing & Callibration of meters and non-receipt of timely JMR data: 1. SLDC representative requested CE(T&C) office to apprise the status of testing / calibration of interface meters as per Regulations 10 and 18 of Central Electricity Authority (Installation and operation of meter) Regulation 2010 to the committee. CE(T&C) office representative informed that interface meters installed at indore and bhopal circles are under testing process. Further, they have informed that instructions are being issued to other circle offices for testing / calibration of metes. Minutes OF 66th OCCM of MP 16

19 2. SLDC representative informed that inspite of the repeated requests made by SLDC in the previous 63 rd,64 rd and 65 rd OCCM the JMR data in standard format is not received by SLDC by 7 th of every month and requested CE(T&C) office to furnish the same by 7 th of every month. CE(T&C) office has assured that instructions will be issued to all circle offices for furnishing the JMR data in standard format by 7 th of every month at id - abtmpsem@gmail.com. 3. SLDC representative informed that CE(T&C) office has to provide list of 150 Nos newly commissioned interface points as per order no dated and subsequent amendment no dated placed on M/s Secure Meters Ltd. by CE(Procurement) office for AMC of 150 Nos AMR system (modem, optical cable, Yagi antenna, configuration). He further informed that in the absence of list the meters are not integrated with AMR system of SLDC and thus the data is not being received by SLDC. Every month SLDC is assessing the data of around 100Nos of ABT meters due to non-availability of data. He requested CE(T&C) office to immediately issue the list of 150 nos. meters installed at the interface points to M/s Secure Meters Ltd. so that same are integrated with AMR System of SLDC. CE(T&C) office assured that list of 150 Nos interface points shall be issued to M/s Secure Meters Ltd shortly. 4. SLDC representative inform that data of ABT meters installed at the interface points of Open Access Customers ( M/s SEL, M/s Prism Cement Unit-2 & M/s Maihar Cement) is not being downloaded through AMR System of SLDC and site officials are also not furnishing the load survey data of these meters. He requested the CE(T&C) office to issue instructions to field offices for data downloading and furnishing the same to SLDC. CE(T&C) office assued that instructions shall be issued to site officials. 8.2 NON RECEIPT OF ABT METER DATA OF RAILWAY TSS THROUGH AMR SYSTEM: SLDC representative informed that ABT meter data of following TSS of Railways is not being received through AMR system. 1. Railway TSS Bordhai. 2. Railway TSS Umreth. 3. Railway TSS Mansakra. Railway representative informed that Railways will coordinate with M/s Secure Meters Ltd. and MPPTCL for resolving the problems related with downloading of meter data of above TSS through AMR installed at SLDC. 8.3 AMR FACILITY FOR THE ABT METERS INSTALLED AT MPPGCL : SLDC representative informed that MPPGCL has provided AMR facility on 107 Nos ABT meters installed at the interface points and all the meters were successfully integrated with AMR server. He also informed that ABT meter data of 49 Nos meters were not received through AMR system in the month of September 2018, the status of data received through AMR system was also ed to GCC, MPPGCL on 6 th September He requested MPPGCL to take up the matter with site officials and M/s Secure Meters Ltd. to resolve the problems related with non readability of meters integrated successfully and provide AMC of AMR facility to M/s Secure Meters Ltd. so that complete data is received by SLDC. MPPGCL representative intimated that matter is being taken up with M/s Secure Meters Ltd for providing AMC of AMR system. SLDC representative requested MPPGCL to furnish the meter master of ABT meters installed at the interface points as standy meters and provide AMR facility on standby and check meters. 20 MPPGCL assured that instructions will be issued to site officials for providing the meter master of standby meters. MPPGCL also assured to look into the matter for providing AMR facility on check and standby meters. SLDC representative requested MPPGCL to issue instructions to officials of SSTPS PH-I & II for furnishing the JMR data of Secure meters where AMR is provided and data is downloaded by SLDC. MPPGCL assured that instructions will be issued to site officials. SLDC representative informed that in case of Thermal Power Stations of MPPGCL, the injection recorded by the ABT meters installed at the outgoing feeders generally do not match with the generation recorded at Generator end and requested MPPGCL to advise the site officials for monthly checking / verification of feeder wise data with Generator and Station Xmer wise data. He also requested MPPGCL for testing / calibration of meters installed at the Power Stations as per CEA regulations. MPPGCL assured that instructions will be issued to site officials for checking / verification of data and also informed that testing / calibration of meters has been done at power stations. 8.4 PROVIDNG AMR FACILITY AT GT-I & II OF BLA POWER HOUSE: The agenda point could not be discussed as no officer from M/s BLA Power has attended the meeting. 8.5 NON RECEIPT OF ABT METER DATA OF ISP & OSP HPS THROUGH AMR SYSTEM: SLDC representative informed that ABT meter data of ISP & OSP HPS is not being received through AMR system installed at SLDC and requested ISP & OSP to coordinate with M/s Secure Meters Ltd. & SLDC for resolving the problems related with downloading of meter data through AMR. ISP & OPS assured to coordinate with M/s Secure Meters Ltd and SLDC for downloading of meter data. 8.6 NON RECEIPT OF MONTHLY INJECTION DATA (JMR) OF NEWLY COMMISSIONED WIND & SOLAR POWER PROJECT FOR ISSUANCE OF MONTHLY STATE ENERGY ACCOUNT : SLDC representative informed that the concerned SE(O&M) s do not furnish the monthly injection data of following newly commissioned Wind & Solar Power Project connected at 33KV level. However, SLDC is incorporating the injection data recorded in ABT meter in SEA, but, verification of data could not be done. i) 15MW Solar Power Project of M/s Simcom Pvt. Ltd. having (Simcom(1MW), Eastman(4MW), Made Easy(10MW) connected through 33KV Ctk-I and 4 MW Solar Project of M/s Ramesh Steels connected through 33 Ckt-II at 220KV Ganjbasoda. SE(O&M) Vidisha. SLDC representative requested DDC, Bhopal to take up the matter with their CE(Comml), office for issuance of directives to concerned SE(O&M) to furnish the JMR generation data by 3 rd or 4 th of every month. DCC Bhopal assured to take up the matter with CE(Comml), Bhopal. Further, SLDC representative informed that inspite of the repeated request the SE(O&M) Dewas is not furnishing the monthly wind & solar injection data timely, the data for the month of September 18 was received on 7 th Octo18. SLDC representative requested DDC, Indore to take up the matter with CE(Comml), office for issuance of directives to SE(O&M) Dewas to furnish the Minutes OF 66th OCCM of MP 18

21 JMR generation data by 3 rd or 4 th of every month. DCC, Indore has assured to take up the matter with CE(Comml), Indore. Further, SLDC representative informed that monthly injection data of the following wind & solar generators connected at level and above is not furnished by the concerned EE(T), MPPTCL. SLDC consider the data received through AMR or through MRI by site official in monthy SEA, but verification of data could not be done. i) 42MW Wind Power Project of M/s Suzlon Gujrat Wind Park Ltd. connected at 220KV Badnagar substation through Ckt. ii) 21MW Wind Power Project of M/s Sarjan Realities Ltd. connected at 220KV Badnagar substation through Ckt. SLDC representative requested CE(T&C) office to issue necessary instructions to field offices for furnishing the JMR data of the above RE Projects. CE(T&C) office have assured to issue instructions to field offices for furnishing the JMR data of above mentioned RE Projects connected at level and above. 8.7 Implementation of REG DSM Regulations Non receipt of load survey data of ABT meters installed at the Pooling Stations of Wind & Solar Power Project for issuance of monthly Deviation Settlement Mechanism Account: SLDC representative informed that the concerned Nodal officers are not furnishing the complete load survey data of the ABT meters installed at the qualified Wind & Solar Power Project connected at 33KV level. The ABT meter data of the following Pooling Stations has not been received by SLDC neither through AMR nor through mail from concerned Discoms for the month of September i. 15MW Ujjas-I Rajgarth (Baiora). ii. 14.4MW Ujjas-I Barod. iii MW Ujjas-II Barod. iv MW Ujjas-I Susner. SLDC representative requested to DDCs, Indore and Bhopal to take up the matter with their CE(Comml), office for issuance of directives to concerned nodal officers to furnish the meter load survey data of above wind & Solar polling stations. DCC Indore & Bhopal has assured to take up the matter with CE(Comml). 8.8 TIME DRIFT IN ABT METER INSTALLED AT THE POOLING STATIONS OF WIND AND SOLAR GENERATING STATIONS AND SLIDING WINDOW PROBLEM: SLDC representative informed that the following ABT meters installed at Pooling Stations of Wind & Solar Power Projects has time drift and thus not recording the correct data. He also informed that SLDC has already requested to Generators with copy to concerned licensee vide letter no dated 29/10/2018 for time synchronization of the ABT meters with GPS so that correct DSM account of these Wind and Solar Projects is issued by SLDC. SLDC representative requested to DDCs, Indore & Bhopal take-up the issue with concerned officials for time synchronization and replacement of ABT meters. DCC Indore & Bhopal assured to take up the issue with concerned officials of Discoms. SLDC representative also requested CE(T&C) office to issue instructions to concerned officers for time synchronization of ABT meter installed at the 50 MW NTPC Rajgarh Solar Project. CE(T&C) office assured that instructions will be issued. ITEM NO. 9: SCADA AND E&T RELATED ISSUES: 9.1 ARRANGENEMENT OF TELEMETRY OF IMPORTANT 220KV SUB STATIONS & S/S HAVING INJECTION FROM RENEWABLES/CAPTIVE POWER PLANTS OR HAVING INTERDISCOM FEEDERS & HAVING TRACTION FEEDERS- It was informed during the meeting that integration of 152 RTUs has been completed & integration of telemetry of Five RTUs (132 KV Raghogarh, 132 KV Isagarh, 132 KV Pratappura, 132 KV Dabra, 132 KV Udaipura) with SLDC SCADA is pending. Further, SLDC informed that telemetry of Birsingpur HPS and Zinna HPS is also not available and same needs to be provided by MPPGCL. SLDC informed that MPERC regularly monitors & enquires about the reason of RTUs pending for integration & thus SLDC requested MPPTCL & MPPGCL to take up this matter on topmost priority. MPPTCL informed that telemetry of integration of 132 KV Pratappura shall be done after operationalization of Malanpur Wide Band node. MPPTCL further informed that integration of 132 KV Dabra shall done through Gwalior or Mahalgaon Wide Band Node, integration of 132 KV Raghogarh & 132 KV Isagarh shall be done within 15 days & integration of 132 KV Udaipura shall be done by end of Dec 18. MPPGCL informed that tender for procurement of RTUs of Birsingpur HPS and Zinna HPS has been dropped & tendering process shall be again initiated. In response, SLDC requested MPPTCL to arrange a transducer for ISP to which MPPTCL agreed. MPPTCL informed that they will arrange for rectification of the discrepancies at priority. SLDC further informed that the status of telemetry is being monitored by MPERC through MIS report and hence telemetry is required to be maintained properly with highest possible availability. It was also informed by SLDC that lot of inconvenience in grid management is observed due to above discrepancy and hence upgradation of above mentioned RTU is to be taken up on top most priority for which MPPGCL and MPPTCL agreed. 9.3 EXTENSION OF RGMO/FGMO SIGNAL TO SLDC/WRLDC :- SLDC informed that as per IEGC 5.2(f), RGMO/FGMO is mandatory for all thermal units above 200 MW and hydro units above 10 MW. Further considering the high penetration of renewable to grid and also the Government target to achieve 175 GW, it is essential to monitor operation of RGMO/FGMO at SLDC/RLDC for ensuring grid security and compliance of regulation. Subsequently SLDC vide letter no /RPC-27/3739 dated , letter No. SE/LD:E&T/693 dated , letter No. SE/LD:E&T/34 dated , letter No. SE/LD:E&T/143 dtd ,, letter No. SE/LD:E&T/309 dtd , letter No. SE/LD:E&T/980 dtd requested MPPGCL/NHDC for integration of telemetry of RGMO/FGMO in RTU installed at power station and forward the object address configured in RTU so that same may also be configured in SLDC SCADA and RGMO/FGMO status may be displayed in SCADA system. The matter was again taken up vide this office UO No.38 dated 21/08/2017. 25 shall be done shortly. 5 Singhaji TPS Phase II 3 MPPGCL informed that they will take up the matter with Singhaji TPS and arrange the telemetry on top most priority. 9.4(A) NON AVAILABILITY/ UNRELIABLE TELEMETRY OF HYDEL POWER STATIONS :- SLDC informed that the telemetry of Bansagar III, Tons, Pench, Bargi, Madikheda is very unreliable & frequent long outage with abnormal delay in restoration of same is observed. SLDC also requested MPPGCL to arrange required spares (PLCC/RTU/MFM etc.) at Power Stations so that availability of telemetry may be achieved as desired by CERC. Further SLDC informed MPPGCL that training may be arranged by SLDC to MPPGCL engineers looking after telemetry work so that the routine matters regarding telemetry outages may be solved at priority. SLDC informed that the restoration of above PLCC voice Communication is of utmost importance as lot of inconvenience in system operation is observed by SLDC as voice communication through Mobile/ P&T lines is not reliable and remains out /unreachable for most of the time. MPPGCL agreed to discuss this matter with its higher officials. 9.5 NON AVAILABLITY & WRONG TIME STAMPING OF SOE AT SLDC SCADA SLDC informed that on some instances, it has been observed that the SOE was not received or wrong time stamping of SOE was received in SLDC SCADA system. The matter was taken up with field for verification for proper configuration /connections of SOE data in RTUs & after long pursuance, the matter was investigated and it was found that the settings inf code 2 & inf code 4 were not correct in Dongfeng make RTUs. These settings have now verified and changed in some of the RTUs and SOE with correct time stamping from RTUS where settings were modified is now receipt in SLDC SCADA/EMS system. Further SLDC informed that the SOE verification of all RTUs is being done & out of 152 RTUs, SOE verification of 50 RTUs has been done & requested MPPTCL to expedite the SOE verification of balance RTUs at the earliest. It was informed by SLDC that complete scheme to extend wideband facility upto RTU was prepared by SLDC and forwarded to SGTPS around two years back. However, required converter and laying of fiber optic cable is still pending. MPPGCL informed that the procurement work is under progress. SLDC informed that the matter regarding utilisation of wideband nodes at Gandhi Sagar and Pench HPS was also discussed in last OCC meetings & meeting dtd & MPPGCL was requested to ensure that distance between wide band equipment & nearby RTU panel should not be more than 15 meter. MPPGCL informed that in Pench HPS distance is under the limit. However in the case of Gandhisagar, MPPGCL agreed to look into this matter. Minutes OF 66th OCCM of MP 27

30 9.8 TELEMETRY OF RAILWAY TSS SUB STATIONS: - SLDC informed that the telemetry of existing 38 Nos railway Traction Sub Stations & upcoming 25 new railway TSS is required to be provided by railway for monitoring of drawal by each TSS and also monitoring of demand of railway in MP. SLDC informed that despite constant pursuance in last various OCC meetings no progress in the matter has been observed. Further SLDC informed in the meeting & vide letter dtd that before initiating commissioning of telemetry, the scheme is to be approved by SLDC, so that any integration issue may be avoided.sldc also informed that railway has not yet submitted the architecture of telemetry scheme, details of equipments & protocol to be used. Railway informed that the tender has been issued & equipments have been delivered. Further Railways informed that currently the telemetry of Railway TSS is being extended to Railway Zonal office & further it will be integrated with SLDC. Railways informed that they will arrange a meeting with SLDC before initiating the integration of telemetry with SLDC. Railways also informed that the telemetry integration of Railway TSS shall be completed by next OCC meeting. 9.9 INFORMATION REQUIRED FOR PMU ANALYTICS UNDER URTDSM PROJECT:- SLDC informed that under the Unified Real Time Dynamic State Measurement URTDSM Project, the analytics applications has been installed at SLDC MP for which the relay setting details are required for its configuration from all the sub-stations where PMU s are installed and its adjacent sub-stations. SLDC also informed that the matter has been constantly being pursued by SLDC from last 3 OCC Meetings, however still the required information is pending to be provided by MPPTCL. SLDC thus requested MPPTCL to furnish the data at the earliest. MPPTCL agreed to provide the same on priority.
