3 MINUTES OF 38 TH MEETING OF OPERATION & COORDINATION COMMITTEE OF MP HELD ON 25 TH FEBRUARY 2014 AT AM AT SLDC, MPPTCL, JABALPUR 38th meeting of Operation & Co-ordination Committee of MP was held on 25 TH February 2014 at State Load Despatch Centre, MPPTCL, Jabalpur. The list of participants is enclosed at Ann Shri P.A.R. Bende, Chairman, OCC welcomed all the participants attending 38 th Operation and Coordination Committee Meeting. He informed that Deviation Settlement Mechanism is implemented w.e.f in place of UI mechanism and hoped that all the intra state entities may have seen the commercial as well as operational effect of implementation of new deviation settlement Mechanism. He informed the committee that SLDC has taken all out efforts to avoid violation at state periphery but there is a sustained violation at Discom level during last one week, as Discoms do not exercise real time schedule are not interested to revise its schedule in real time. He also informed the committee members that Hon ble CERC has notified the revised tariff regulation to be effective from and requested that all the entities should go through the above tariff regulation. He further stated that as per limits on deviation volume specified in the regulation it is utmost necessary that adequate attention is paid by Discom in accurate load forecasting. The WRPC has decided to create a task force for development of a software for load forecasting. He further requested all the DISCOMs to nominate one officer for load forecasting as intimated by SLDC. He informed the committee that as per IEGC clause (g), SLDC has devised message formats in order to give directions in case of contingencies and/or threat to the system security. Thereafter, Chairman, OCC requested Shri R.A. Sharma, Member Secretary (OCC) to take up the agenda items for discussion. ITEM NO. 1 : CONFIRMATION OF MINUTES : Minutes of 37 h meeting of Operation & coordination committee of MP held on 21 st December 2013 at Hotel Kalchuri, Near Railway Station, Jabalpur were forwarded to the committee members vide No /SG-9B-II/176 dated No comments have been received from the members. The minutes of the 37 th meeting of Operation & coordination committee of MP have been confirmed by the Committee. ITEM NO. 2 : REVIEW OF SYSTEM OPERATION DURING THE MONTHS December 2013 TO January Frequency Particulars : Member Secretary Stated during January 2014 the system frequency was below 49.7 Hz for 0.62% of time against 1.93% of time during December The system frequency was within the IEGC range of Hz for % of the time during January 2014 against % of time during December The average monthly frequency was Hz during January 2014 whereas it was Hz in the month of December Regarding operation in high frequency range, frequency during the month of January 2014 was above Hz for 9.46% of time against 9.56% of time during December The system frequency did not touch 49.2 Hz during the above period. 6 2.3.4 Status of completion of on going Transmission Schemes being executed by MPPTCL : Member Secretary stated that the various ongoing Transmission Schemes for the current financial year i.e. Year and latest status of completion of various ongoing Transmission Schemes for the current financial year i.e. Year upto as submitted by MPPTCL is enclosed as annexure 2.3.4(i) and 2.3.4(ii). Chairman OCC requested MPPTCL to submit the information of ongoing transmission Schemes for the year before next OCC meeting. Chairman OCC informed to DISCOMS that during under drawl at high frequency, the supply to agriculture sector should be given to avoid additional charges at frequency above Hz. Group Allocation to Newly Commissioned existing EHV substations :- Member Secretary stated that as per information submitted by CE (Plng. & Design), the region wise list of 33 KV feeders emanating from various newly commissioned/existing EHV substations for which groups have not been allocated is given in Annexure 2.5 (ii). 7 07 Total Bhopal CENTRAL Gwalior Total 02 TOTAL Grand Total 16 Discoms are requested to furnish the details as per list enclosed at annexure-2.5(ii) ITEM NO. 3 : OPERATIONAL PLANNNING 3.1 Generating Units under planned outage and proposed maintenance programme : Member Secretary stated that there is no planned outages of MPPGCL thermal units during January 14 to March Proposed shutdown programme of Transmission lines / Transformers : Member Secretary stated that the proposed shutdown of transmission elements for the period to submitted by MPPTCL is given at Annexure 3.2. However T&C has not furnished the compiled data of proposed shutdown for onward transmission to WRPC for OCC meeting as decided in 26 th OCC meeting. T&C section is requested to furnish the compiled proposed shutdown programmed of T&C and EHT The Member Secretary stated the compiled information OF EHT and T&C Division for OCC of WR is not being submitted as the office of CE(T&C), MPPTCL as decided in the 26 th OCC of MP. ITEM NO. 4 : OPERATIONAL STATISTICS FOR THE MONTH OF December 2013 and January 2014 : Member Secretary stated that the details of actual generation, Schedule from Central Sector demand etc. are given in the following Annexures: Annex. 4.1 Unit wise actual Generation of MPPGCL thermal Units and station wise Generation of MPPGCL& NHDC Hydel Units. Annex. 4.2 Power Supply Position. Annex. 4.3 Hourly Average of Availability and Demand. Annex. 4.4 Hourly average schedule Vs Drawal of DISCOMs. ITEM NO. 5 : SYSTEM DISTURBANCE IN MP DURING DECEMBER 2013 AND JANUARY 2014 : Member Secretary stated that the Grid Disturbances and Grid Incidents in MP during December 2013 and January 2014 are given in Annexure 5.0. ITEM NO. 6.0 : IMPORTANT OPERATIONAL ISSUES 6.1 Method for Best fit Schedule of RBPH Machines at SSP : Member Secretary stated that each beneficiary state of SSP are having different demand/load pattern and thus they want RBPH machines to be scheduled as to meet their power requirement during different hours of the day. The matter was discussed in the 50 th, 51 st and 52 nd meeting of PSC of NCA..RBPH machines are presently scheduled as per guidelines agreed in the 46 th meeting of PSC of NCA. Taking into account the decision taken in the 50 th meeting of PSC of NCA, a method for best fit schedule of RBPH machines of SSP was prepared by NCA and same was discussed in the 51 st PSC meeting of NCA. This procedure intends to accommodate the requirement of beneficiary states during different part of the day as per their entitlement of power given in the NWDT Award. In the 53 rd PSC meeting it was decided that the best schedule as per prepared by NCA shall be implemented from 20 th December 2013 after obtaining consent by the respective authorities of Government of MP, Maharashtra and Gujrat. Member Secretary, OCCM informed that it was decided in 25 th WRPC meeting that best fit schedule of RBPH shall be implemented wef However WRLDC has not started scheduling power of SSP as per best fit schedule submitted by NCA. The matter has been taken with WRLDC and NCA. 6.2 Change of CT ratio of all feeders at Omkareshwar Hydel Power Station : Member Secretary stated that in the last meeting MPPTCL representative informed the committee that a letter has been received from CEA in which request has been made for submission of following information/drawings to examine adequacy of 800/1 Amp CTs in 220 KV feeders and advise accordingly : 1. Single line diagram of the switch yard indicating rating of generator transformers. 2. Maximum power flow expected in worst contingency condition. 3. (a) Short circuit level adopted for the yard equipment; (b) Maximum Fault current for the 220 KV feeder Minutes of 38th OCC of MP 6

9 4. Technical parameters of 500/a A and 800/a A CTs along with information of tappings. 5. Design calculation for 500/1 A CT for 220 KV switch yard by NHDC The copy of CEA letter dtd was handed over to Omkareshwar representative in the meeting. NHDC is requested to furnish the latest status of the same in the meeting. The representative from Omkareshwar informed that the information required by CEA has been brought by them and shall be submitted to MPPTCL. Chairman OCC requested MPPTCL to look up the matter and informed accordingly to CEA, New Delhi. 6.3 Bus Bar Protection Scheme :- Member Secretary stated that it has been noticed that bus bar protection scheme is not in place at some of the EHV sub stations / Generating stations. Action is to be taken by respective utilities for upgradation of protection system and bus bar protection system should be kept in service all the time and problem if any should be rectified on priority. The implementation of Bus-Bar protection at all the 220 KV /400 KV substation has been raised at various forums at regional level. The WRLDC and WRPC are continuously insisting for early implementation of Bus-Bar Protection. In the last OCC meetings of MP, the entities of state grid are requested to submit the details of substation /power stations where the bus bar protection is in service and schedule for installation and commissioning of bus-bar protection scheme at remaining substations/ power stations. However the information is not furnished by any entity. The State Entities are requested to submit the details of busbar protection scheme in the following format in the meeting. The matter was discussed in the meeting and Member Secretary informed the committee members that the details of availability of Bus Bar Protection scheme at different power stations and substation was discussed in last 2-3 OCC meetings of MP but the information is not been submitted by any entities of the state. He further informed that SLDC prepared a format as mentioned above and requested all the entities to submit the information to SLDC at the earliest. 6.4 Synchronisation of SR Grid with NEW Grid :- Member Secretary stated that a very important National event in the Indian Power Sector development took place on 31st December 2013 at 20:25 hrs, when the Southern Regional grid was synchronized with the N-E-W Grid by charging the 765 kv Raichur-Sholapur-I line. With this the entire power system of the country operated synchronously as One All-India Grid. The momentous event was preceded by a number of activities and action plans formulated by CEA and MOP. NLDC accordingly had suggested Minutes of 38th OCC of MP 7

10 certain SPSs, referred to as NLDC SPS, to take care of contingencies that might take place in the All India grid. WR constituents actively participated in the same, and they are discussed in the following items of the agenda notes 6.5 RGMO status of generating units in WR :- Member Secretary stated that in the 455 th & 456 th OCC meeting of WR, WRLDC pointed out that all the eligible units are not participating in RGMO/FGMO. Further units that are participating in RGMO/FGMO give very less relief. Some units give negative relief. Primary response from eligible generating is a prerequisite for frequency control and it is mandated as per IEGC. MPPGCL is requested to submit the latest status of implementation of RGMO in their reaming thermal and hydel units. The chairman OCC informed that as per amended IEGC all the entities have to revise their governor settings and inform to SLDC. He further requested MPPGCL to take up necessary action to install the RGMO in remaining units and submit the plan to SLDC. 6.6 SENDING DISTURBANCE RECORDER(DR)/SEQUENTIAL EVENT LOGGER (SERS) OUTPUT TO WRLDC: Member Secretary stated that with Reference to section 5.9.6(c) of the IEGC and section the Operating Procedure of WR-2013, the DR/SER details for all grid incidents/disturbances need to be sent by the concerned agency to RLDC, within 24 hrs of the incident. It is observed that in many grid incidents/disturbances DR s and SERs output s not being submitted to SLDC even with the final report submitted by the entities to SLDC. All the entities are requested to submit the DRs and SERs output within 24 hrs of the incident to SLDC along with the detailed tripping report in the prescribed format so that the compiled information could be furnished to RLDC. Member Secretary, OCC state that the matter was discussed in several OCC meeting of MP, but even that the information is not being received from the entities with the tripping reports. He requested all the entities to submit the same along with the tripping report without fail. 6.7 IMPLEMENTATION OF AUTOMATIC DEMAND MANAGEMENT SYSTEM : Member Secretary stated that Hon ble CERC in the Suo Motu Petition No. 208/SM/2011 in the matter of implementation of Automatic Demand Management Schemes have issued an order on and point No. 37 of this order is reproduced as under; Quote 37. We had directed in our order dated to all SLDCs to file the current status of the Automatic Load Management Scheme, reasons for not implementing the scheme and status of contingency procedures. None of the respondents, except DTL, has complied with our directions. We are of the view that these respondents have not only failed to comply with our directions but have also failed to discharge their responsibility under the Act and the Grid Code. We direct the staff of the Commission to process the case for initiation of action under Section 142 of the Act against the officers in-charge of STUs/SLDCs of the respondents States issuing show cause notice as to why penalty should not be imposed on them for noncompliance with our directions and the provisions of the Act and the Grid Code. 11 In compliance of the directives of energy department issued vide Dy. Secretary (energy Department) Letter no. 164/2013/13 dtd a meeting was organized by MPPTCL on in the conference hall of the Director (Tech), MPPTCL, Jabalpur to discuss the integration of demand management schemes of Discoms with Transmission SCADA System. The matter was discussed in detail and finally it was decided that the SLDC shall provide the logics for Automatic demand management scheme to MPPTC. Accordingly SLDC prepared the logics for ADMS and forward to all DISCOMS and MPPMCL for their comments. A special meeting was also held on at SLDC to discuss issue of Automatic Demand Management Scheme and other regulations. The logics for ADMS prepared by SLDC were discussed in detail and based on the discussions the logics for ADMS have been finalized and forwarded to all Discoms/MPPMC/MPPTCL for their comments if any. The logics so prepared have been submitted to CE(Planning and Design), MPPTCL for taking up the matter with SCADA vendor. The copy of logics prepared by SLDC is enclosed as Annexure 6.7. The matte was discussed in the meeting. MPPTCL representative informed that the proposal as received from SCADA Vendor has already been submitted to SLDC. Chairman, OCC requested MPPTCL to organize a meeting with SCADA Vendor to discuss the issue. MPPTCL inform that they shall communicate the date of meeting after confirmation from SCADA vendor. 6.8 LOAD FORECASTING : Member Secretary stated that as per the amended Indian Electricity Grid Code that is effective from 17th February 2013 the SLDCs, SEB, distribution licensees shall always restrict the net drawal of the State from the grid within the drawal schedule keeping the deviations from the schedule within the limits specified in the Deviation settlement mechanism regulations. Therefore it is imperative that adequate attention may be paid towards load forecasting. The matter was discussed in the 455th OCC as well as in the 25 th TCC/WRPC board meeting wherein it was decided to create a task force for exploring development of a software for load forecasting. SLDC has already intimated to all the DISCOMs vide letter no /RPC-55/710 dtd to furnished the name of the task force member from each DISCOMs who should not be below the rank of SE. The DISCOMs are requested to nominate one officer in the task force, not below the rank of superintending Engineer. ITEM NO 6.9 :COMPLIANCE OF IEGC. Member Secretary stated that Hon ble CERC vide notification No.L-1/18/2010-CERC dated the Central Electricity Regulatory Commission (Indian Electricity Grid Code) (Second Amendment) Regulations, 2014 and come into force with effect from n The important amendments to be complied regularly by the State utilities are given below :- (i) Compliance to IEGC clause (g) w.e.f : The amended IEGC (g) is as under : Quote RLDCs shall devise standard instantaneous message formats in order to give directions in case of contingencies and/or threat to the system security to reduce deviation from schedule by the bulk consumer, SLDC/State Utility/ ISGS/Regional Entity/Injecting Utility at different overdrawal/under drawal/over-injection/under-injection conditions depending upon the severity. The concerned Minutes of 38th OCC of MP 9

12 SLDC/other regional entity shall ensure immediate compliance with these directions of RLDC and send a compliance report to the concerned RLDC." Unquote Accordingly WRLDC/ SLDC has prepared message formats in order to give directions in case of contingencies and/or threat to the system security to reduce deviation from schedule by the bulk consumer. The message formats for intra state entities is attached as Annexure 6.11(i) Member Secretary also requested the state utilities to send compliance report of action taken on receipt of message /instructions from SLDC/WRLDC. ii) Compliance to IEGC Clause 5.5 on Periodic Reports : Member Secretary stated that as per IEGC clause c) RLDC is preparing Weekly report and the same is uploading in website regularly. One of the point of Weekly report (c) & (h) is to report the Non-compliance of instructions of SLDC by SEB/distribution licenses / bulk consumers, to curtail drawal resulting in noncompliance of IEGC and accordingly SLDC is submitting the reports to WRLDC Line outages planned vs. implemented : Member Secretary stated that the matter of nonavailing approved outages has been raised in several OCCMs of WRPC. It was reported by the WRLDC that constituents of WR do not avail most of the outages of transmission elements approved in OCCM. This is viewed seriously by the WRLDC and WRPC. The report of approved outages versus actually availed outages during the month is to be submitted to the WRPC for onward submission to the Central Electricity Authority. If any approved outage of transmission element is not availed on the scheduled date, reason for not availing the shutdown is also to be intimated to WRLDC/WRPC. The reason for not availing the planned outage is not being intimated by any entities of the state. All the entities are requested to intimate the reason for not availing the planned outage, so that the same shall be forwarded to WRLDC. In 456 TH OCC meeting of WRPC, SE(Operation), WRPC pointed out that out of approved transmission outages bulk quantum of outages are not availed by constituents even when there is no real time condition problem. A special meeting to discuss the reasons for not availing the outages approved by OCC was held on and the reasons for the same were categorized after getting the appropriate information from the constituents. These categories are as below : 1. Reliability consent not given by WRLDC 2. Real time consent not given by WRLDC 3. Clearance not given by concerned SLDC 4. Manpower problem by Agency 5. Material problem by Agency 6. Outage preponed/postponed 7. Outage availed in opportunity 8. Outage was not required 9. Request for outage not received in D-3 days 10. 13 Member Secretary requested the utilities to furnish the report to SLDC for the last month latest by 3 rd of the following month giving the reason for non-availing of approved shutdown Frequent Tripping of 400 KV SGTPS Katni circuit II : Member Secretary stated that 400 KV SGTPS Katni circuit II tripped very often on high voltage during the month November and December. This line was kept charge during this period to meet the load of Satna and Rewa areas due to outage of one of the 315 MVA ICT at 400 KV substation Satna (PGCIL). Such frequent tripping is not only destabilize power stability of SGTPS complex but also endanger the life of SF6 gas circuit breaker. As intimated by SE(ET&I-III) the overvoltage setting of this feeder is kept at 107%(428 KV) with 5 sec delay at Katni substation. The MPPTCL may look into the matter and change the setting of over voltage if required to avoid the frequent tripping of this important transmission element. The installation of bus reactor of adequate capacity at 400 kv sub-station, Katni may also be planned to avoid high voltage problem Injection of reactive power by generating units during high voltage : Member Secretary stated that it has been observed that thermal / hydel generating units are not absorbing reactive power within their capability curve during high voltage period. SLDC has requested time and again to all the SSGS generating units to absorb reactive power during high voltages and export reactive power during low voltage scenario to ensure safe and secured grid operation with due compliance IEGC / MPEGC. The WRLDC has intimated that unit of Satpura TPS and SGTPS are injecting reactive power into the grid during high voltage scenario during the month of December WRLDC also furnished the scatter plot of voltage Vs reactive power as well as active power Vs reactive power for the generating unit no. 6, 7, 8 & 9 of STPS and unit no,. 1 &2 of SGTPS as analysed from SCADA data available at WRLDC for the month of December The has been sent to ED(O&M: Gen), MPPGCL for issuing instruction to the thermal generating station for compliance of IEGC / MPEGC regulations ensuring the safety, reliability & security of the integrated grid Delay in communicating the SLDC instruction to Generating station by GCC: Member Secretary stated that it has been reported by the shift engineers of the SLDC control room sometimes the instruction of SLDC for start / stop of hydel machine have not been executed by the GCC timely. If the delay in forwarding instruction of SLDC is due to communication problem, the same may be intimated to SLDC control room immediately, so that either the hydel power station could be contracted directly by the SLDC as better communication facilities are available at SLDC or some alternate arrangement could be made for meet out the requirement of the grid. ITEM NO. 7 : BLACK-START MOCK DRILL OF HYDEL POWER STATIONS : 7.1 TRIAL RUN OF DG SETS : Member Secretary informed that as per IEGC regulation 5.8(b), Diesel Generator sets for black start would be tested on weekly basis and test report shall be sent to RLDC on quarterly basis. In 456 th and 455 th OCC meeting of WRPC, it was intimated that the test report of Diesel Generator sets are not being submitted by the state utility on regular basis and since Feb MPPGCL has stopped sending the reports. All the intra state generating companies have been requested to immediately start furnishing reports to SLDC/RLDC. The entities which have stopped sending reports since 2012 may also submit the photocopy of the DG set trial register in support of operation of trial run. Minutes of 38th OCC of MP 11

14 7.2 Black Start mock drill of Indira Sagar, Bargi, Pench and Gandhisagar : Member Secretary informed that as mandated by sec 5.8(b) of IEGC all the units need to conduct black start exercise once in every six month. As planned Black Start mock drill of Indira Sagar, Bargi, Pench and Gandhisagar has to be carried out, as the first black start mock drill of these stations has already completed more than a year. The black start mock drill of Bargi HPS and Pench HPS could not be conducted on the scheduled date due to outage of Diesel generator sets at these stations. MPPGCL informed that the DG sets of Gandhisagar is available and the machines of Gandhisagar are available for black start mock drill. Chairman requested MPPGCL to propose a suitable date for carrying out the black start mock drill of Gandhisagar. ISP has informed that DG sets is available and black mock drill can be performed. Member Secretary requested MPPGCL to ensure the availability of DG sets at Pench and Bargi HPS. 7.3 Black Start mock drill of Tons, Madhikeda, Rajghat and Birsingpur HPS: Member Secretary stated that Chief Engineer (O&M) Hydel, MPPGCL has informed vide letter no dtd that the governor operation at Tons, Madikeda, Rajghat and Birsingpur HPS is on manual mode due to some technical requirement for spares for putting the Governor into Auto mode. He further informed that after availing services from OEM Engineer (BHEL) / Ex- BHEL Engineer the mock drill exercise of these HPS shall be possible after next AOH. Chairman, OCC informed that MPPGCL should submit a complete plan to SLDC at the earliest regarding availability of Tons, Madhikheda, Rajghta and Birsingpur HPS for Black Start operation. ITEM NO 8: SOME IMPORTANT MATTERS REQUIRED IMMEDIATE ATTENTION: 8.1 Quarterly Review of Crisis Management Plan: Member Secretary stated that NHDC & SLDC have submitting the quarterly crisis management report to Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. All the other entities are requested to submit the CMP report in prescribed format for the Second quarter (Oct 2013 to December 2013) for the year Status of Physical & Cyber Security in Power Sector regarding : Member Secretary stated that status of physical & cyber security in Power Sector for the third quarter (October 2013 to December 2013) have not been received from any of the constituents. All the entities may like to furnish the Status of physical & cyber security in Power Sector for third quarter (October 2013 to December 2013) directly to the Chief Engineer (GM), CEA New Delhi under intimation to SLDC Jabalpur and WRPC Mumbai. ITEM NO. 9: AVAILABILITY BASED TARIFF (ABT) RELATED ISSUES: 9.1 Replacement of faulty ABT meters and providing new ABT meters at Sub-stations : Member Secretary stated that the substation wise list of 2 Nos. faulty ABT meters and the requirement of 7 Nos. ABT compliant meters to be installed in place of Non ABT meters at various sub-stations are enclosed herewith as Annexure 9.1. The present status along with plan for replacement / installation of ABT meters may be apprised to the Committee. The matter was discussed in the meeting and MPPTCL has assured to replace the faulty meters and Non-ABT meters as indicated in Annexure 9.1. Minutes of 38th OCC of MP 12

15 9.2 Replacement of faulty ABT meters and providing new ABT meter at Power stations : Member Secretary stated that the ABT meter is not installed at 0.4kV Mangthar feeder, SGTPS. The plan for replacement / installation may be apprised to the Committee. GCC, MPPGCL representative stated that matter has taken up DCC of East Discom for installation of ABT meters on 415 volt mangthar feeder at SGTPS. Member Secretary requested MPPGCL to expedite the matter at the earliest and intimate the status to SLDC. 9.3 Providing AMR facility for the ABT meters installed at MPPGCL / IIP s / NHDC/ OAC s/oag s/ REG s : In compliance to state commission directives for computation of weekly transmission losses and UI charges, SLDC has requested the Intra State entities including REG s coming under RRF mechanism for providing the AMR facility by installation of modem and SIM at the interface point and arrangement of Application Protocol Interface (API) (where ever M/s Secure make meters are not installed ) for data communication with AMR System of M/s Secure Meters Ltd. installed at SLDC. The Commission had given the cut-off date for commissioning of AMR system by 28 th Feb MPPGCL / IIP s / NHDC/ REG s/oac s/oag s are requested to submit the status of the same. MPPGCL informed that they have issued the LOI to M/s Secure Meters Ltd for providing AMR facility at MPPGCL power stations. M/s BLA & M/s Jaypee Bina has informed that modem configuration has been done by M/s Secure for providing meter data through AMR at SLDC. Member Secretary requested ISP and OSP to replace the L&T and Elster make meters installed at ISP and OSP for providing AMR facility at their end. 9.4 Renewable Regulatory Fund (RRF) Mechanism: The CERC vide notification dated has amended the CERC (Indian Electricity Grid Code) (Second Amendment) Regulations In the regulations 2014, the Commission has revised the applicability criteria for RRF mechanism that pooling stations commissioned after shall come under RRF mechanism and where there is no separate pooling station for a wind / solar generator and the generating station is connected through common feeder and terminated at a sub-station of Distribution Company / STU /CTU, the sub-station of distribution company / STU / CTU shall be considered as the pooling station for such wind / solar generator, as the case may be. SLDC has furnished the list of the wind / solar projects and requested the West and Central Discoms to identify available pooling stations commissioned on or after The status of availability of separate pooling station may be discussed. DCC representatives of West and Central Discoms have assured to take up the matter with their Commercial Sections for providing requisite information to SLDC. 9.5 Energy Accounting of Renewable Energy Generation: As per the request made by the Discoms during the workshop conduct at SLDC on 26 th and 27 th Nov 2013, SLDC was distributing the energy procured centrally by the MPPMCL on the basis of actual drawal made by the Discoms in the current month. However, due to delay in receipt of discom drawal from T&C office by 5 th of every month, SLDC has started the distribution of energy on the basis of actual energy input in the previous financial year as per MPERC (Cogeneration and generation of Electricity from Renewable sources of energy) (Revision -I) Regulations 2010 from the month of Jan 2014 in the State Energy Account. The issue may be discussed in the meeting. Member Secretary informed the MPPMCL / Discoms that SLDC has started the distribution of energy on the basis of actual energy input in the previous financial year as per MPERC (Cogeneration and generation of Electricity from Renewable sources of energy) (Revision -I) Regulations 2010 from the month of Jan 2014 in the State Energy Account. Further Member Secretary stated that in case MPPMCL / Discoms have any objection they take up the matter with MPERC. ITEM NO 10: SCADA/EMS RELATED ISSUES: Minutes of 38th OCC of MP 13

16 10.1 STATUS OF PROCUREMENT OF NEW RTUs :- The matter was discussed in detail and SLDC informed that 37 No of RTU are to be procured by MPPTCL and 2 Nos. RTU is to be procured by MPPGCL. SLDC requested to expedite the procurement action. MPPTCL and MPPGCL informed that the tender for procurement of RTUs shall be issued shortly ARRANGEMENT OF INFRASTRUCTURE FOR REPORTING OF RTUS TO DUAL CONTROL CENTERS, AS PER REQUIREMENT OF MAIN SLDC AT JABALPUR AND BACKUP SLDC AT BHOPAL. The matter was discussed in detail and representative from MPPTCL desired to know the fund requirement for material to be procured. SLDC clarified that the fund required for the material to be procured for communication requirement of backup SLDC is to be arranged by concern utility and not by SLDC. Further, SLDC explained that the procurement of material is required to be arranged on priority basis so that data channels are available before commissioning of backup SLDC. Representative of MPPTCL and MPPGCL agreed for the same ARRANGEMENT OF NECESSARY SPACE, POWER SUPPLY FOR INSTALLATION OF WIDE BAND EQUIPMENTS:- It was clarified by SLDC that the Master Telecom project of WR is being looked after by Addl. CE (procurement) desired detail regarding space and other requirement has already been received from PGCIL. Hence necessary arrangement of space in all wideband nodes is to made in advance. SLDC further requested MPPTCL to provide address details of wideband locations as material for wideband locations where replacement is planned is ready for delivery. MPPTCL representatives agreed to provide address details to PGCIL within a week PROGRESS OF INSTALLATION OF NEW RTUS ALONG WITH PLCC DATA LINKS AT EHV S/S It was informed by SLDC that RTU at 220KV Rewa S/s is still not commissioned. RTU at 20KV Chichli is also commissioned by shifting of RTU available at 132KV Bahadurpur S/s. Further, frequent failure of MFM is observed. SLDC further requested to take up the matter with Firm for taking appropriate action for removal of telemetry discrepancy, commissioning of balance RTUs and planning of maintenance of Chemtrol RTUS MAINTENANCE OF RTU S AND AVAILABILITY OF SPARES:- MPPGCL:- It was informed by SLDC that the spare procured earlier is going to be exhausted soon & therefore procurement of spares needs to be arranged. It was assured by MPPGCL to initiate the necessary action in the matter, at the earliest. MPPTCL:- It was informed by MPPTCL that the order D20 CPU has already been placed and spare is expected to be delivered shortly. SLDC further requested MPPTCL to arrange spare CMRs and transducers as rectification of telemetry discrepancies are pending because of non availability of CMRs and Transducers with field offices. MPPTCL representative agreed to take immediate action STATUS OF TELEMETRY ARRANGEMENTS FOR SINGAJI TPS & SATPURA TPS:- It was informed By SLDC that only Ex-Bus generation of Singaji and STP extention is available and HV side generation is not available. MPPGCL informed that the same shall be arranged sortly. Minutes of 38th OCC of MP 14

17 SLDC further informed that second communication channel of Singaji TPP is also required to be commissioned through 400KV Pithampur. MPPGCL and MPPTCL representative assured to arrange commissioning of second channel on priority basis THE ARRANGEMENT OF DATA CHANNELS FOR REMOTE VDU INSTALLED AT GCC, DCC & CMD MPPTCL CHAMBER. it was informed by SLDC that reliable 2 MBPS leased line from SLDC to various locations where Remote VDUS are installed is required to be arranged on priority basis. All concern agreed to arrange the same, by June 2014, so that remote VDUs from new SCADA/EMS system shall be commissioned. SLDC further clarified that for functioning of present Remote VDUs, leased line with V35 interface are required. However, for Remote VDUs under new SCADA/EMS system, leased line with G 703 interface shall be required. Accordingly all concern is advised to arrange leased line with V.35 interface and also arrange V.35 to G703 interface converter. All concern i.e. MPPGCL, MPPTCL, East DISCOM, MPPMCL agreed for the same DISCREPANCY IN TELEMETRERED VALUES RECEIVED FROM DIFFERENT EHV S/S & POWER STATIONS & UPGRADATION OF EXISTING RTU s The matter was discussed in detail and SLDC explained that the rectifications of telemetry discrepancies are pending due to shortage of material (transducers, MFM, relays). MPPTCL assured that the material at division level shall be arranged shortly. It was also assured by MPPTCL that action for upgradation of RTU at 220KV Sarni S/s & 220KV Pandurna which is required because of interdiscom feeders shall be initiated shortly. It was informed by MPPTCL that modification in RTU configuration at 220KV Sarni S/s is required for this work. SLDC inform that same shall be arranged by Sub-LDC Bhopal on priority. It was informed by SLDC that telemetry discripiency and upgradation for RTU work is still pending for Hydel Power Stations. MPPGCL assured to complete the telemetry discripiency and completion of extention of process connections of SOE at HYDEL power stations at the earliest. It was specifically informed by SLDC that the telemetry of Bus and Line reactor at all 400KV S/s is required to be arranged as WRLDC is pressing hard for providing telemetry of bus and line reactors. MPPTCL and MPPGCL agreed for arranging the same on priority basis PROVIDING ALTERNATE DATA CHANNELS & EXPRESS VOICE CHANNELS FOR RTU STATIONS:- The matter was discussed in detail specifically data channels of 220KV Anuppur and Morwa S/s. It was informed by T&C that problem is due to outdoor equipments at ATPS. MPPGCL assured to initiate action for arranging outdoor equipments for ATPS on priority basis. Further, it was agreed that the action for providing alternate data channel and voice channels shall be taken on priority basis LONG OUTAGE OF RTUS:- The matter was discussed and MPPTCL and MPPGCL assured to take necessary action for restoration of telemetry on priority basis and also take preventive action to avoid long outages. Further, unreliable functioning of telemetry of Omkareshwar and Indira Sagar Hydel Power Station was discussed in detail and it was categorically informed by SLDC that lot of problem in grid management is being faced by SLDC due to unreliable functioning of telemetry of Indira Sagar and Omkareshwar HPS. 43 Annexure-5.0 SYSTEM DISTURBANCE December 2013 & January 2014 System Disturbance / System Incidence : 1. System Disturbance on at 220KV S/s Shivpuri: On dated at around 03:05 Hrs MP System was normal and frequency of N-E-W Grid was HZ. Prior to fault 132 KV Motijheel Banmore Ckt I & II, 132 KV Motijheel Mahalgaon Ckt and 132 KV Motijheel Tigra Ckt were open hence 132 KV S/s Motijheel and 132 KV S/s Jora was radially fed from 220 KV S/s Sabalgarh. At 03:10 Hrs. 220 KV Shivpuri Bina (PGCIL) Ckt tripped from both ends due to transient fault and 220 KV Shuvpuri Bina Ckt tripped from 220 KV S/s Bina end only, resulting 132 KV Shivpuri Pachhore Ckt tripped due to over loading and 132 KV Interconnector II also tripped from 220 KV S/s Shivpuri end. Consequently interruption occurred at 220 KV S/s Shivpuri, 220 KV s/s Sabalgarh, 132 KV S/s Shivpuri, 132 KV S/s Kolaras, 132 KV S/s Mohna, 132 KV S/s Vijaypur, 132 KV S/s Sheopur, 132 KV S/s Jora, 132 KV S/s Motijheel. There was consumer load loss of approx MWH due to above tripping. There was no generation loss and System was normalized in due course of time. 2. System Disturbance on at 400 KV Indore: On dated at around 06:00 Hrs MP System was normal and frequency of National Grid was HZ. At 400 KV S/s Indore, all 400 KV feeders were in charged condition and normally loaded. At 06:05:41 Hrs fault occurred on Y- Phase of 400 KV Indore Itarsi Ckt I and after 40 msec (i.e., at 06:05:41:530 Hrs) Y Phase breaker of 400 KV Indore Itarsi Ckt I opened. After 960 msec (i.e., at 06:05:42:491 Hrs) Y Phase Breaker of 400 KV Indore Itarsi Ckt I auto- reclosed. But as the fault was not cleared Main 2 protection relay again operated at 06:05:42:877 Hrs and after 40 msec (i.e., at 06:05:42:917 Hrs) Breaker of all the three phases opened with Y Phase, Zone I, Km relay indication. Due to the above tripping Bus Bar Protection for Main Bus II operated. After taking the Bus Bar protection out from service, 400 KV Bus II at 400 KV S/s Indore was charged by charging 400/220 KV ICT IV at 07:32 Hrs. 44 Annexure 6.9 LOGIC TO BE IMPLEMENTED IN TRANSCO SCADA FOR ADMS Requirement in SCADA Terminal at DISCOM Control Centre: The DCC terminal of Transco SCADA shall have a overviews for ADMS and other features which shall include (for particular DISCOM) : (i) The list of groups which qualify to be operated under ADMS on the day of the week with real time total load of the group. (ii) The LIST of ADMS Groups on the week day with current status of the Group i.e. OPERATED or NORMAL. There should be provision for Enabling/Disabling the group for ADMS. It shall also be possible to Trip/Close particular selected Group from this window by issuing command. The user operations shall be permitted through password. (iii) When selected the group, a separate window shall open listing the 33 KV feeders in the group with status ( Operated / Normal ). From here the provision shall be available to Enable/Disable each feeder for ADMS operation. It shall also be possible to Trip/Close particular selected feeder from this Window by issuing command. The user operations shall be permitted through password. (iv) There shall be an Alarm Window which will list the activities by the user and also the list of Group/feeders operated under ADMS (if a Group/feeder normalized then the alarm should disappear). It shall also have listing of failed operations (i.e. if a group/feeder failed to Trip/Close through ADMS). Each activity Alarm (User actions, Group/Feeder Operation, Failed Operations) shall be displayed in different colour. (v) It shall be possible to open at least 4 windows simultaneously and by size zoom it shall be possible to view four active windows at a time. (vi) The addition/deletion of feeder/group shall not be permissible through DCC terminal. This activity shall be permitted to the System Administrator of Transco SCADA. Following data shall be transferred from SLCD SCADA to Transco SCADA system on ICCP for ADMS purpose. (i) (ii) MP Schedule, MP Drawal and MP Deviation (+ OD, - UD) and Local Frequency. 45 LOGICS FOR ADMS (1) The Group covered on the day under UFR shall be excluded from ADMS. (2) If Freq <50.00 Hz and MP OD is > 12% of schedule or 150 MW whichever is less continuously for 15 minute duration, then calculate the quantum to be shed through ADMS. (3) Calculate the Overdrawing DISCOM s Load to shed on the basis of its prorata quantum in MP O/D. (example : suppose OD is MP is 300 MW and 12% of schedule is 100 MW then load to be shed will be 300 MW, D1 O/D by 200 MW, D2 by 150 MW and D3 U/D by 50 MW, then D1 shall shed =200*300/350= 171 MW. load and D2 shall shed by (150*300/350)= 129 MW, by operating 1 or more groups in the overdrawing DISCOM as per requirement (equal to the prorata overdrawal quantum). This would either lead to Zero or slightly underdrawal position. (4) If the total quantum of Groups to be shed in a overdrawing DISCOM exceeds its total prorata quantum, then in last groups less feeders shall operate to match to ZERO O/D. (5) The groups in particular DISCOM shall operate under ADMS in rotation. This means that if there are total 30 groups, then group 1 will again operate next time after group 30. (6) The under drawing entities shall not operate. (7) The group if continuously under ADMS outage should be automatically normalized after 1 hour of operation and simultaneously next group shall operate to compensate for OD. (8) On clearing of the OD condition and U/D reached upto 100 MW for continuously 15 minute or more than 150 MW instantly, then normalisation shall start with First- Operated first normalized basis. (9) Iterations (1) to (8) shall be continuous process. This would ensure that the ADMS operates only when the MP overdrawal crosses 12% 0r 150 MW (whichever is less) barrier continuously for 15 minute duration. (10) If the Group/feeder does not operate, then Alarm message shall appear in the DCC Terminal of TRANSO SCADA, giving the details of the Feeders not operated in that particular group or the non-operation of complete group. In such case DCC may issue instruction to s/s through Control Centre (sub LDC or Transco SCADA centre) to trip particular 33 KV feeders or can manually issue trip command from SCADA. 46 (11) In case of underdrawal more than 150 MW below Hz or any Under drawal above Hz, the DISCOMs should immediately check if any ADMS group is under operated condition and restore the same.
