1 Appendix A. Cost-Feasible and Illustrative Lists
2 What lists are included in this Appendix? There are two lists. The first is a list of proposed projects and programs that can be completed between 2016 and 2040 with estimated federal transportation dollars. This list is sorted by horizon and the project ID number. There are three horizons including a short term ( ), mid term ( ), and long term ( ). The horizon indicates the time period in which funding will be available to complete the project. The second list represents additional projects that have been identified as important priorities, but cannot be completed within the anticipated level of federal funding. What do the column headers mean? NEED ID: A unique identification number assigned to each project or program that was evaluated for the Regional Transportation Plan (RTP). T RTP ID: A unique identification number assigned to each project or program that was adopted into the fiscally constrained portion of the RTP. The 7 or 8 digit number uses a numbering convention that offers basic information about each project. The first two digits refer to the last two numbers of the year in which the project was added to the RTP, the third digit refers to the county in which the project is located, the fourth number refers to the type of project. The next three digits are a sequential number which do not specific meaning other than to ensure that each RTP ID is unique. Some numbers have an 8 th digit. That number refers to a specific phase among all projects that share the first 7 digits. COUNTY: The county or counties where the project is being proposed. LEAD AGENCY: The jurisdiction or agency that is responsible for developing and implementing the proposed project. This is subject to change.
3 PROJECT TYPE: This indicates the type of work being proposed. An explanation of types is provided inside the back cover of this binder. PROJECT NAME: A short description of the project location and proposed effort. The description is subject to change as the project proceeds through engineering and environmental assessment. MILES: Estimated length of the project. HORIZON: The time period in which funding is anticipated to be available to complete the project = , 2030 = , 2040 = 2031 to GRANT/SOURCE: The primary source of funding proposed for the project, typically a federal grant program. A description of codes is provided inside the back cover of this binder. FEDERAL, STATE, LOCAL: The amount of funding being provided through the identified grant program (GRAN/SOURCE) and/or state and local governments. TOTAL AMOUNT: The amount of funding needed to complete the proposed project in its expected year of expenditure. What do the codes stand for? PROJECT TYPE: Most are self explanatory, some that are not include: Roadway ion: Improvements to an existing roadway generally limited to the existing public right of way and not including additional vehicular lanes. The purpose is typically to improve safety or bring the roadway to desired design standards. Roadway Multi Modal: Improvements to an existing roadway that will add or improve accommodations for pedestrians, bicyclists, or transit users. Roadway Safety: Minor improvements that enhance traveler safety, typically in the form of street lighting, signage, striping, or intersection improvements. Grouping or Competitive : reserved for a specific purpose to be awarded to lower cost projects over the life of the plan, sometimes through competitions. GRANT PROGRAM: These abbreviations generally refer to federal grant programs and include: CMAQ: Congestion Mitigation and Air Quality Improvement FTA 5307 through 5339: Transit Administration Formula Grant s HPP**: High Priority (aka, Congressional Earmark) HSIP: Highway Safety Improvement
