This document provides you with relevant and helpful background information. Please pay special attention to the Please note sections. 3 3 B. Local and Regional Governments at COP23 Local and Regional Governments engagement at UNFCCC COP23 has three main components: 1. Climate Summit of Local and Regional Leaders (12 November 2017): The Climate Summit of Local and Regional Leaders is the premier gathering of local and regional governments at COP23. It is the jumping off point for key initiatives and partnerships that support implementation of the Paris Agreement, demonstrating that when cities, regions, businesses, communities and all levels of government join forces, it makes climate action stronger and more effective (see item F below). 2. Summit Dialogues (8-15 November 2017): These eight consecutive days of heightened activity by local and regional governments shape messages delivered to nations and other climate stakeholders. Taking place before and after the Climate Summit of Local and Regional Leaders, the Dialogues feature meetings, events and interactions with negotiators, laying the foundation for new initiatives, platforms and declarations to come out of Bonn (see item G below). 3. Cities & Regions Pavilion (6-17 November 2017): The Cities & Region Pavilion is the home base for local and regional governments at COP. With a diverse program throughout the full two weeks, the Cities & Regions Pavilion offers a space for events, exchanges, meetings and partnership building (see item H below). C. COP23 Venues: Bula Zone and Bonn Zone, and more The UNFCCC COP23 conference will take place in two zones: the Bula and the Bonn Zone (see Map 2). Bula Zone: The Bula Zone is the area for the negotiations of the Parties (national governments). Access is very limited and will include plenary halls, meeting rooms for negotiations, delegation offices and media facilities in the World Conference Center Bonn (WCCB). o Bula Zone open hours: from Monday, 6 November until Friday, 17 November 2017, Opening hours will be from 8:00 to 23:00. Offices for delegations will be accessible 24 hours, with reduced services on Sunday, 12 November, as well as during night times. o Participants with Bula Zone badges will be able to access both Bula and Bonn Zone. Please Note: On Sunday, 12 November, Bula Zone will be closed. Bonn Zone: The Bonn Zone will be located in Rheinaue Park, adjacent to the Bula Zone, and will accommodate climate action events including high-level events, side events, exhibits and media activities as well as delegation pavilions. o Bonn Zone open hours: from Monday, 6 November until Friday, 17 November 2017, including Sunday, 12 November, from 8:00 to 22:00. Participants with Bonn Zone badges will be able to access the Bonn Zone only. Please Note: The Climate Summit of Local and Regional Leaders, the majority of Summit Dialogues events and the Cities & Regions Pavilion will be located in the COP23 Bonn Zone.

4 4 In addition to these official COP venues, a variety of other venues in Bonn will host events. You do not need a UN badge for venues outside the Bula and Bonn Zones.

5 5 D. Transportation between Bula and Bonn Zone Both zones are well connected by regular public transportation. In addition, 600 bicycles will also be available to the delegates free of charge. Participants are encouraged to either cycle or walk from one zone to another as they are only 1.4 km apart. The estimated commuting time between the two zones is approximately five minutes by bike or about 15 minutes on foot. Public transportation can also be used to travel between the zones. Shuttle timetable and bus stops will follow on-site. Please Note: o Please be informed that on Sunday, 12 November, the Bula Zone will be closed and there will be no shuttle service available. o There is no parking for automobiles during the entire COP23. For an overview of Bula and Bonn Zones and walking distances between them, see Map 1. Please check the COP23 Information Hub for more details about travel to and from the venue and further information: information-hub-accommodation-and-transport/ Map 1: UNFCCC COP23 Venue: Bula & Bonn Zones (enlarged map at the end of the document) Source: The Federal Environment Ministry will organize an E-shuttle to connect the Bonn Zone with the Bula Zone by using emission-free cars and small buses. Please note: This service will not be provided on Sunday, 12 November.

Registration UNFCCC badge & Summit badge Please be aware that you need to take multiple steps to access the venue of the Leaders Summit, situated in the UNFCCC Bonn Zone (see below for details). In addition to the Bonn Zone accreditation issued by the UNFCCC (Step 1), participants to the Leaders Summit must also hold a Summit badge (Step 2). Physical access to the Bonn Zone requires a security control. Please plan for sufficient time (Step 3). Step 1: Collecting your UNFCCC badge (accreditation) to access the Bonn Zone Access to the Bonn Zone: An official UNFCCC conference badge is required to access the UNFCCC COP23 premises. To receive UNFCCC accreditation, your name must have been submitted to the UNFCCC by an accredited organization in advance of COP23. If your request for accreditation was submitted and accepted by the UNFCCC, you should have received an from the UNFCCC notifying you of your acceptance. You must bring this confirmation letter and an official identification document (e.g. valid passport) to the UNFCCC registration desk to receive your UNFCCC badge. Once the necessary documentation has been reviewed, your photo will be taken and the UNFCCC badge will be issued to you. Please note that each guest is required to pick up her or his UNFCCC badge in person as soon as you arrive. For security reasons, all participants are requested to wear their badges visibly at all times. All formalities regarding registration, including issuance of badges to duly nominated participants to attend the sessions, are free of charge. The UNFCCC registration desks are situated at the main entrances of the Bula Zone and of the Bonn Zone (Rheinaue). Please plan for queues and be aware of pick up times (see below). For further information about Bula and Bonn zones, see Map 3-5. UNFCCC Registration times for Bula Zone: o 5 November until 17 November 2017, from 8:00 to 19:00, with the exception of Sunday, 12 November UNFCCC Registration times for Bonn Zone (at Rheinaue): o 4 November until 17 November 2017, from 8:00 to 19:00, the registration in the Bonn Zone, will be open on Sunday, 12 November 2017

7 7 Step 2: Collecting your Summit badge for the Climate Summit of Local and Regional Leaders Once you have collected your UNFCCC accreditation badge at the Bonn Zone, you can pick up your badge for the Leaders Summit in advance at various occasions. o 6 10 November: At the Cities & Regions Pavilion: During the first week of UNFCCC COP23, participants registered for the Summit may pick up their Summit badges at the Cities & Regions Pavilion in the UNFCCC Bonn Zone between 08:30 and 18:00. o o o o 11 November: At the Cities & Regions Pavilion: On 11 November, participants registered for the Summit may pick up their Summit badges at the Cities & Regions Pavilion in the UNFCCC Bonn Zone from 08:30 to 13: November: At the Kunstmuseum: Early registration at the screening of An Inconvenient Sequel: Truth to Power (invitation only) at the Kunstmuseum (Friedrich-Ebert-Allee 2, Bonn). Those invited to the screening of An Inconvenient Sequel: Truth to Power and registered for the Leaders Summit may pick up their Summit badges at the screening between 15:00 and 18: November: At the Welcome Reception by the City of Bonn at Bundeskunsthalle: On Saturday 11 November at 19:00, the Mayor of the City of Bonn invites Summit delegates to a buffet reception at the Bundeskunsthalle (Friedrich-Ebert-Allee 4, Bonn). We strongly encourage all those who have not yet picked up their Summit delegate badges to do so this evening. The registration desk will be open from 19:00 to 21:30. Please note: For the early registration and reception, you need to bring your invitation letter (see attached) either printed out or on your phone and an official identification document (e.g. valid passport). 12 November: Summit registration desk in Room 8 and 6, Bonn Zone: The registration desk for the Leaders Summit will be open from 8:00 to 18:00 near Room 8 and 6, Bonn Zone. Due to the time-consuming UNFCCC accreditation process, we highly recommend you pick up your UNFCCC accreditation on a day prior to the Leaders Summit. Furthermore, due to time required to pass through the security check at the entrances of the Bonn Zone, we encourage all to arrive early on the morning (at 8:00) to the Leaders Summit. Please note: We highly recommend you to pick up the badges for the Leaders Summit beore Sunday 12 November. To recap, for the Leaders Summit on Sunday in the Bonn Zone, you need 2 badges, one from UNFCCC for the entrance to the Bonn Zone PLUS the Summit badge.

8 8 Step 3: Access to the Climate Summit of Local and Regional Leaders (12 November) Please note that the Leaders Summit will take place in 2 parallel venues at the Bonn Zone: Room 8 and Room 6. Both have limited capacities. Invited Leaders Summit delegates with a yellow or blue lanyard: These participants are invited to join us in Room 8. Invited guests with yellow or blue lanyard are also cordially invited for lunch during the Leaders Summit. Please see further details below. Leaders Summit delegates with a grey lanyard: These participants are invited to join Room 6, due to capacity limitations. If both rooms reach capacity, they will be closed for security reasons. In these cases, access will be restricted until the number of current attendees drops sufficiently to allow others to enter. Larger delegations may be kindly asked to share a number of access badges. F. Climate Summit of Local and Regional Leaders 11 November 2017: Buffet Reception of the City of Bonn The Mayor of the City of Bonn and ICLEI First Vice President Mr. Ashok Sridharan, invites you to a Buffet Reception. Location: Bundeskunsthalle, Friedrich-Ebert-Allee 4, Bonn Time: 19:00 Public Transport: Please use metro stop Museumsmeile/Heussallee in front of the venue. Please note: o You can pick up your badge for the Leaders Summit during the Buffet reception. A registration desk for the Leaders Summit will be open from 19:00 until the end of the evening. o Admission to the Evening Reception requires presentation of the invitation (digitally on your smartphone or as a printout). Please be prepared to show the accompanying invitation and your official identification document (UNFCCC-badge or passport). 12 November 2017: Climate Summit of Local and Regional Leaders Location: Bonn Zone, Room 8 and Room 6 Time: 9:00 19:00 Program & Speakers The most up- to-date version of the Leaders Summit program will be available on: and on Your venue We expect many more participants than the plenary room (No 8) can carry. A neighboring room (No 6) is available to extend capacity. Speakers and guests with yellow or blue lanyards are invited to use Room 8. The program will be transmitted into Room 6 during the entire day, except between 14:15 16:00 when a parallel session takes place in Room 6. Guests with grey lanyards are invited to use Room 6; throughout the Summit; in the case that capacity allows,

9 9 guests with grey lanyards may also be invited to use Room 8 during sessions 1-4. Please note that additional transmission of the Summit Opening (9:30-11:15) and Closing (17:15-19:00) will be provided in the Cities & Regions Pavilion. Languages and Interpretation The following languages will be available in Room 8 throughout the day: English, German, French and Spanish. These four languages will also be available in Room 6, with the exception of 14:15 to 16:00 during which only English and Chinese will be available. Please consult Map 3 (at the end of this document) to see where the rooms are located. Catering Lunch will be served on the first level of the central food court of the entrance of the Bonn Zone for participants with yellow or blue lanyards. Participants with grey lanyards will receive meal and drink (free choice, no alcohol) vouchers which can be used in the Bonn Zone on 12 November November 2017: River Boat Reception hosted by the State of North Rhine- Westphalia Sunday s reception will be held on the boat MS RheinEnergie and it will most likely not leave the pier. Please have your invitation card and/or your Leaders Summit badge with you to enter. Location: KD-Landing Bridge Brassertufer Time: 19:30 ca. 22:00 Transfer: Transportation from the Bonn Zone to the dock will be provided. Buses will depart starting at 19:30 from Herbert-Wehner-Platz, located next to the main entrance of the Bonn Zone. G. Climate Dialogues Summit Dialogues, which include meetings, events and interactions with negotiators will take place before and after the Climate Summit of Local and Regional Leaders. Together the Dialogues will shape the messages delivered to nations and other climate stakeholders. More information about the program of the Climate Dialogues you can find online: H. Cities and Regions Pavilion The Cities & Regions Pavilion is located in the Bonn Zone, just inside and to the left of the Main Entrance (see Map 3). The Pavilion is the home base for local and regional governments, offering a space for exchanges, meetings and partnership building throughout the full two weeks of the COP. There will be an ongoing program between 6 and 17 November. Time: The pavilion will be open from 8:30 to 18:00. Information on the full schedule of Summit Dialogues can be found at: or

Travel Information: Bonn and Surrounding Areas By courtesy of the City of Bonn, the State of North-Rhine Westphalia and the German Federal Government, transportation by bus, tram, metro and regional trains (RB, RE) will be free of charge in Bonn, Cologne and in between, including the Ahr valley ( expanded VRS area ) up to Koblenz, for all registered participants carrying their UN accreditation badges in the two-week sessional period ( ). Note that you will have to pick up your ticket and the Info counter in the Bonn Zone.

11 11 The closest transit stops are the new train station Bonn UN Campus and the metro stop Heussallee/Museumsmeile. From Bonn Central Station to Bula Zone: You can reach the COP23 Bula Zone from Bonn Central Station (Hauptbahnhof) by bus, and metro/tram. o By bus: From the Bus Central Station (Bus Hauptbahnhof) located opposite the Bonn Train Central Station take bus line 610 Heiderhof or bus line 611 direction Pappelweg and get off at bus stop Deutsche Welle ; the Bula Zone is app. 100 m away. Buses leave every 6 to 10 minutes throughout the day. o By metro: From the Metro Central Station located under the Bonn Train Central Station take line 66 direction Ramersdorf or Bad Honnef, line 16 or line 63 direction Bad Godesberg and get off at metro stop (U-Bahn Haltestelle) Heussallee/Museumsmeile, located about 500 m from the COP23 Bula Zone. The Metro runs every 5 minutes throughout the day. o By local trains: The new stop for local trains UN Campus is located 800 away from the main entrance of Bula Zone. Please note: If you use public transport before you receive your UNFCCC accreditation, you can purchase tickets for the bus and metro with cash. You can find timetables, ticket prices, and network information for public transit at:

12 12 From Bonn Central Station to Bonn Zone: You can reach the COP23 Bonn Zone from the Bonn Central Station (Hauptbahnhof) by bus, and metro/tram. o o By bus: From the Bus Central Station (Bus Hauptbahnhof) located opposite the Bonn Train Central Station, take the same busses like the ones for the Bula Zone, bus line 610 direction Heiderhof or bus line 611 direction Pappelweg and get off at bus stop Rheinaue Hauptzugang ; the Bonn Zone is app. 300 m away. Buses leave all 6 to 10 minutes during day time. By metro: From the Metro Central Station located under the Bonn Train Central Station take line 66 direction Ramersdorf or Bad Honnef and get off at metro stop (U-Bahn Haltestelle) Robert-Schuhman-Platz, located about 900 m from the Bonn Zone. Metros leave all 5 minutes during day time. Please also consult the website for public transportation in Bonn, where you can find timetables, ticket prices, and network information, with the address of Herbert-Wehner-Platz : Specific shuttle services during COP23. Dedicated shuttle services during COP 23 includes: Line SH4 will connect the new train station UN Campus with the stops Heussallee/Museumsmeile, Rheinaue/Hauptzugang, WorldCCBonn and Kolumbusring. Line SH5 will make a circle from Robert-Schuman-Platz, stopping at WorldCCBonn, Rheinaue/main entrance and Heussallee/Museumsmeile. From Cologne/ Euskirchen/ Koblenz/ suburbs: Participants staying in downtown Cologne, west of Bonn towards Euskirchen, south of Bonn along the Rhine all the way to Koblenz, or in the picturesque wine-growing Ahr valley, can take any regional train (RE and RB) and will be able to get off at the brand-new train station UN Campus located only 800 m from the Bula Zone s main entrance. For frequencies and timetable updates please visit: or download the DB app. By taxi: The general taxi service for transport in Bonn is: +49 (0)228/ You can also download the app: Taxi Deutschland. By bike: Walking and biking is perceived as safe ways of moving in Bonn, also in the evenings. Please check the availability of COP bikes as well as bikes provided by your hotel. Please note that Uber and Lyft rideshares do not operate in Germany. Free bike rental at COP23. These are Nextbikes which can be rented for free. They can be picked up at Bula and at Bonn Zone and can be dropped at various places. More information at the Info counters. Bike ride between Bonn and Bula Zone is less than 10 min. L. Travel Information: Airports There are three airports to be considered as most convenient for your trip to Bonn. The connection between the airports and the City of Bonn is served by train, bus or tram.

13 13 Frankfurt (FRA) Airport: This airport offers international flight connections and is recommended for all non-stop connections. Flights between Frankfurt and airports listed below (domestic flights) are not recommended, instead a transfer by train. Domestic flights might only be reasonable from Munich or Berlin, almost all other German destinations reach Bonn faster by train.

14 14 From Frankfurt Airport to Bonn: The best and fastest connection between Frankfurt airport and Bonn are trains. Go to the Frankfurt airport long-distance train station by following the signs to Frankfurt Flughafen Fernbahnhof. This station is located at the AIRail Terminal next to Terminal 1. Trains depart from platforms 4 to 7. You can travel either by high-speed Inter City Express (ICE) train to Bonn/Siegburg or by direct train to Bonn Hbf (Central Station), Both trains leave from the Frankfurt airport long-distance train station two to three times every hour between 5:00 and 23:00. The direct ICE train to Bonn/Siegburg takes about 40 minutes and departs at least once every hour. The one-way ICE fare from Frankfurt Airport to Bonn Siegburg is about 60. Tickets can be purchased from the Deutsche Bahn (DB) info counter or from one of the red and grey ticket machines. Once you arrive in Bonn/Siegburg, you will find Tram 66 in the ground level, just 3 min away from train arrival. All trams leaving at this head station go towards Bonn and indicate Ramersdorf or Bad Honnef. Tram 66 will pass through the inner city, the Bonn station and then brings you to the Southern parts of Bonn, including Bula Zone and Bonn Zone. Tram stop for Bula Zone: Heussallee/Museumsmeile. 8 min walk to Bula Zone entrance. Tram stop for Bonn Zone: Robert-Schuman-Platz. 10 min walk to Bonn Zone entrance (turning left to Ministry for the Environment, past Ministry right, then left again) or, if already holding a badge, Rheinaue (5 min to side entrance). The ticket costs for metro (tram) rides from Siegburg to Bonn is ca. 5 and must be purchased at a vending machine in the station or inside the tram. Train tickets purchased at Frankfurt airport can include the cost of the tram. Alternatively, there are direct trains from Frankfurt Airport to Bonn Central Station via Mainz, along the river Rhine. Travel time is longer (1.5-2 hours), but the price is lower and you can enjoy a beautiful view along the river valley! Cologne/Bonn (CGN) airport: The closest international airport to Bonn is Cologne-Bonn Airport, with mainly European connections. This is a good option for those who have to change flights in a European capital. Bonn Central Bonn/ Siegburg ICE From Cologne-Bonn Airport to Bonn: Take bus number SB60, which connects to downtown Bonn in 30 minutes, and exit at the final stop Bonn Hauptbahnhof (Central Station).

15 15 At the airport, the bus to Bonn is located at Terminal 1. The bus timetable can be found here: Please note that the schedule of buses is different for weekdays ("Montags-Freitags"), Saturdays ("Samstags") and Sundays/public holidays ("Sonn- und Feiertags"). The ticket costs around 8.30 and can be purchased at a vending machine or directly from the bus driver. A COP Line SH1 will connect Cologne/Bonn Airport with the conference site at WorldCCBonn and Museumsmeile. Düsseldorf (DUS) airport: The train ride from Düsseldorf to Bonn is not shorter than from Frankfurt airport to Bonn. From Düsseldorf airport to Bonn: When arriving at Düsseldorf Airport, take the free of charge SkyTrain shuttle to Düsseldorf Flughafen train station. From there, on platform 4/6, you will find direct trains to Bonn Central Station (Bonn Hbf). The journey lasts approximately 1h 10 min and costs one way. Tickets can be purchased from the Deutsche Bahn (DB) info counter or from one of the red and grey ticket machines. German Rail: For train schedules please check: M. Other practical information Accommodation: For information on accommodation and sightseeing in Bonn, visit the Bonn tourism information page _hotels/?lang=en and also providing touristical information and event support. Should you be interested in exploring and sightseeing, the city of Bonn will provide some inspiration. Weather: In Bonn the temperature in November is between 1 C and 10 C (33 to 50 F). The perceived temperature, however, is colder, due to the cold, moist air coming from the Rhine river. Please be prepared and bring suitable outerwear. You can find the weather forecast for Bonn at Time: The time zone in Germany is Central European Time (GMT + 1) Electricity: 220V 50Hz European plugs with two circular metal pins are used (Type C/F). 16 16 Currency: The German monetary unit is the Euro. We recommend withdrawing or changing money at the airport upon your arrival. There are a few banks within walking distance of the venue, including Deutsche Postbank AG Sparda Bank Sparda Bank Friederich-Ebert-Allee Robert-Schuman-Platz 1 Heussallee Wardrobe: In both, Bula Zone and Bonn Zone you will wardrobe facilities. It is advisable to store your luggage elsewhere as space is limited and possibility to check in your suitcase limited. Internet access: Both Bula and Bonn Zone will offer free WIFI. Access codes will be available on the spot.

17 17 Emergency and medical information: On the UNFCCC Website you can find a number of important telephone numbers for medical emergencies in Bonn: Shopping in Bonn: The venue is located in the south of Bonn, 15 min by tram from the city center where you can access shops, the post office, pharmacies, bakeries etc.. Shops are normally open until 20:00 from Monday to Saturday and closed on Sundays. N. Excursions Program in Bonn and North Rhine-Westphalia The state government of North Rhine-Westphalia (NRW), the German Federal Environment Ministry and the City of Bonn are kindly offering technical excursions to local government colleagues on various issues in the region of NRW. North Rhine-Westphalia For further information of the program and registration visit: Thematic excursions to sustainability projects offered by the City of Bonn The City of Bonn is offering thematic excursions on November 13 showcasing Sustainable Urban Development, Sustainable Energy Generation and Green Spaces (Rheinaue Park). Each excursion may accommodate 25 persons. See attached PDF for details.
