Challenges of Road Transport Titel der Präsentation Untertitel der Präsentation 8

Questions to be answered. Congestion is increasing, also accidents and fatalities, environment is suffering, and tax budgets are insufficient, and population growths, and more and more people live in Cities, and. How city infrastructure (planning) responds to these developments? How quality of life in cities cope with polluted areas and overpopulation of vehicles? Are environmental damages from energy production going to change the equilibrium of the environment, with unpredictable consequences? Will the rising temperature of oceans increase the probability and strength of hurricanes? Will this cause serious health problems for people living in cities all over the world? Doomsday scenario? Sustainable Road Transport, Lecture Josef Czako 9

Bad quality of air The Doomsday Scenario. Parking challenges People getting sick Financial challenges Accidents Congestion Bad quality of water

Challenge: Financing. Investment in inland transport infrastructure by region (as a percentage of GDP, at current prices) Tax financing at its limits GDP share remained between 0.8% and 1.0% on average since the 1990s in Western European countries North America constant GDP share (0.6%) slight growth in investment as a share of GDP, reaching 0.7% in 2009 and Sustainable Road Transport, Lecture Josef Czako 11

Challenge: Congestion. Social economic cost of Congestion are continuously CLIMBING The demand for mobility is growing rapidly, resulting in further increase of passenger trips and freight volumes. Europe: Annual cost of congestion 110 Billion Source: EC, 2012 U.S.: Congestion cost the economy about 95,6 Billion in lost output Source: Texas A&M University, Sustainable Road Transport, Lecture Josef Czako 12

Congestion in Asia. Social economic cost of congestion are continuously climbing. 44 million people added to Asia's urban population every year, ~120,000 people a day. 80% of Asia s new economic growth will be generated in urban economies. Source: Asian Development Bank Example Jakarta: Traffic jams cost the city US $ 3 Billion each year, the Transportation Ministry says. Source: The Jakarta Post, Sustainable Road Transport, Lecture Josef Czako 13

Challenge: Road Safety. NUMBER OF PEOPLE THAT DIED IN ROAD CRASHES IN 2013 Europe: 5.5 people per inhabitan U.S.: 11.4 people per inhabitants are dying on roads. Note: The best Country is Sweden: 3 road deaths per inhabitants per year! Source: The Economist, Sustainable Road Transport, Lecture Josef Czako 14

Financing Models. Public Funding Risk of design and operation, but full (?) control of process Operations contract no upfront investments, experience included Concessions Public and private expertise, lower cost and risk, less public control Revenue sharing models Success oriented, lower level of investment, but smaller share of income PPP s Shared responsibility between the Public & the Private, Risk sharing, more economical, legal, political obstacles, Sustainable Road Transport, Lecture Josef Czako 45

Credit crisis impact on Financing Models. Reduced Liquidity & increased Bank margins The collapse of the inter-bank lending market has drastically reduced liquidity. Bank margins have increased substantially Competing capital allocation Project finance and PPP lending is competing for scarce regulatory capital allocations with more attractive corporate opportunities. This is testing the viability of the current PPP model Shrinking international Project Finance market & Relationship banking Some banks have partially or totally withdrawn from the Project Finance market. Active international players have become more orientated to their domestic markets. Relationship banking is back in force Wrapped bond market No viable capital market solution has emerged to replace the wrapped bond market However, the PPP market has not collapsed. Deals are still being brought to market and closing, albeit more slowly. There is a high degree of selectivity on the part of banks and a general lack of consistency in the terms and conditions required by funders. * Source: EPEC (European PPP Expertise Centre), The financial crisis and the PPP market, August Sustainable Road Transport, Lecture Josef Czako 46
