3 The Austrian toll collection system Since January 1, 2004 Tolls required for all motor vehicles whose highest total allowable weight exceeds 3.5 tons. Applicable to all highways in Austria. 9 Current status in other European countries Portugal:Only free-flow toll collection system in Europe for the primary road network in which all vehicle classes have to pay tolls. Kapsch supplied the street-side infrastructure and the on-board units (OBUs). 11 Status of the current toll collection discussion Fairness principle: charging on a route-related/time-related basis Differentiation between premium networks and secondary networks Customers are generally willing to pay tolls for premium routes as long as they offer advantages in terms of trans-regional driving comfort and travel time. Tolls are currently charged for secondary networks in special cases only (ecologically sensitive regions, mountainous routes, tunnels, urban zones...). 12 Toll discussion in Austria Nationwide tolls for trucks is economically not very attractive Limited revenues in the face of high costs compared with route tolling in the primary network Electronic vignettes ( Austrian evi ) Existing truck toll verification system could be used without incurring great added costs Conversion to electronic time clocking allows for higher flexibility and more comfort Existing manual toll collection stations could be converted for fully automatic processing Refinancing the infrastructure via the petroleum tax Although kilometers driven are increasing constantly, fuel consumption shows a stagnating tendency (lower-fuel vehicles) Trend toward alternative drive systems would erode revenues Location-related and time-related tariff models are more targeted July 10, 2014 Kapsch TrafficCom Ten years of toll collection 12
