Italy is the sole European country providing a legal basis on national level to introduce zones limited to traffic in urban areas and to enforce infringements (penalties/fines) Codice della Strada (road traffic provisions), as the basic legislative piece. Regulates next to speeding, incorrect parking, passing red traffic lights, drink driving also the disciplinary proceedings for accessing a Z.T.L without authorization Homologation of Z.T.L systems on basis of centralized certification assures respect of Data Protection Directive (95/46/EC) No discriminatory treatment of residents and foreigners (cross-border enforcement). 20
