9 Charge Point Operators Presently, operators in Portugal are: Mobiletric Prio.E EDP Comercial Elergone Energia Galp EDP MOP EV Power Charging Solutions KLC By law, Retailers of Electricity for Electric Mobility must also be Operators On the other hand, Operators do not have to be Retailers of Electricity for Electric Mobility Retailers include currently: EDP Comercial
10 Contracts Included: 1. Platform - Service Operator 2. Platform - Charging Operator 3. Charging Operator-Service Provider (automated) Each operator must have a contract with all the Retailers of Electricity for Electric Mobility and each Retailer of Electricity for Electric Mobility must have a contract with all the operators. Additionally, all Operators and Retailers of Electricity for Electric Mobility must sign a contract with MOBI.E, S.A. To optimize this process, a standard contract with MOBI.E is made available. By signing this contract with MOBI.E, S.A., Operators and Retailers of Electricity for Electric Mobility will automatically accept that are signing a contract with the other relevant players (Operator A with all Retailers and Retailer B with all the Operators). One of the main items in this contract will be the Key Process Indicators and Service Level Agreements both Operators and Retailers of Electricity for Electric Mobility will have to comply with when joining the network.
11 Integration of private networks the role of the Charging Point Owner (CPOw) The CPOw may only exist in private installations and takes on a role similar to that of the Charging Point Operator (CPO) Separation of e-mobility consumption, thus eliminating any impact on existing contract. No connection Charging Point Owner Charging Point Operator Exclusive charging possible by authorized vehicles (cards) only or other, without introducing costs to the account. Private Access Private and Public Access Installation owner will assume any costs related with the equipment self-consumption or misuse, and lack of communication to MOBI.E. An informational meter may be installed upstream from the charging stations in order to monitor their overall consumption. Investment in electrical installation and / or charging stations may be shared between the owner of the installation and any other entity with the rights to use it (eg. User in private parking space or condominium). Private Access The electrical installation owner supports all costs according to his electrical sector contract Access may be restricted Access may not be charged. A CPOp may be sub-contracted. Metering and comms mandatory E-Mobility Energy deducted from DSO meter CPOw pays MOBI.E tariff Universal acess (except in private areas) Licensed activity. An access tariff is charged to EVSPs Metering, comms and ID mandatory E-Mobility Energy deducted from DSO meter CPOp pays MOBI.E tariff

13 International roaming in practice for Portugal So as to ensure roaming, MOBI.E will be the counterpart for the visiting system MOBI.E will be the customer from the e-mobility sector perspective and will buy electricity from its supplier A standard pricing fee will be enforced for roaming through MOBI.E Ad-hoc pricing will always be available, according to ad-hoc charging
14 User identification Two basic ways of identification throughout the MOBI.E network: EVSP MOBI.E RFID Card MOBI.E application For the card issuance process The EVSE may create its own cards, and MOBI.E supports a process for card registration within the MOBI.E network in order to associate the card with a specific user. More specifically, the EVSP may be allowed to use the card for purposes other than e-mobility (eg. Fidelity cards). MOBI.E offers the service of card creation on behalf of the EVSP, with its own branding, with a specific process for card registration with the EVSP systems. MOBI.E-EVSP cards uniquely identify a specific user (and a contract). However, in specific circumstances (eg. Discounts of energy offering), the card may be used only for user identification. The user will keep having access to information on all charges, at his/her user area in the portal. The energy for the charge has been supplied by the EVSP with a contract with the offering party (all settlements are always done at the energy not financial, level.
15 Charge authorization 1. If the Charging Station is ONLINE: a) At the beginning of the charge, where all conditions are checked concerning the existence of a valid and active contract. b) During the charge, where all conditions are continuously monitoring (including account balance), as the charging process evolves. 2. If the Charging Station is OFFLINE: a) At the beginning of the charge, through a whitelist of authorized cards. OFFLINE charging will be more and more restricted to specific conditions. 3. MOBI.E systems can perform real-time validation in one of the following three ways: a) Initial account balance validation, by defining a minimum negative balance (for instance EUR in pre-paid conditions) or a maximum account balance in the case of post-paid (500 EUR for instance). b) Provisional computation of account balance is done throughout the charge, thus allowing for charge interruption if required. c) Activation / Deactivation of user account by the ESVP according to self-imposed conditions.
16 Tariffs Definition 1. EVSPs are free to define their own tariffs in their relation with the EV User 2. The following variations are allowed: a) Fixed pricing, all-inclusive, with a fixed value per invoicing period (eg. 100 EUR per month). b) Variable pricing, per kwh c) Variable pricing, per minute d) Variable pricing, per average kw e) Variable pricing, per maximum EVSE power f) Variable pricing, per time period g) Variable pricing, per charge h) Combinations of all of the above 3. CPO-EVSP tariffs are also free provided that they are non-discriminatory in terms of EVSP 4. The EVSP must protect itself against the possibility of change for the value of the CPO-EVSP tariff, which is defined per EVSE.
17 Invoicing and Payment 1. MOBI.E does not get any money from end-users. 2. MOBI.E makes available generic payment gateways, which can be used by EVSPs. 3. EVSPs may use their own payment means (and gateways), to which MOBI.E will provide an integration interface. 4. Regardless, the EVSP may choose its own payment means, provided that it complies with all requirements for information sharing with MOBI.E. 5. MOBI.E is responsible for ensuring the following invoicing processes: a) EVSP to end-users b) CPO to EVSP 6. In both cases, MOBI.E offers 3 possibilities for invoicing: a) Complete e-invoicing service, with branded EVSP invoice delivered to the user, through a certified invoicing platform. b) API for direct integration with EVSP/CPO own invoicing system, which will be responsible for emitting and sending the invoice. c) API for data sharing, which contains disaggregated data that allows EVSP/CPO to bill their customers, according to the contract Charging ad-hoc Credit-card based via app App will display all available offers from all EVSPs for ad-hoc charging Payment will be made directly to the EVSP via a single payment gateway EVSP define via the back-office the desired ad-hoc charging fee. This can be defined per charging station or globally, depending on the structure The interface may be implemented at the app level by an EVSP or, for service stations (for example), the process may be launched and controlled locally vi a web interface
