22 Summary Legal act Regulations Framework Role models As of 22 February this year, the Electromobility and Alternative Fuels Act has been in force in Poland, which constitutes the basic set of provisions regulating the e-mobility market Due to the lack of regulations introducing direct subsidies or exemptions from VAT, which are the most effective instruments leading to the popularization of EV, Polish regulations are not ideal. However, they can be considered as a relatively solid foundation for the development of electromobility in Poland When legislating in such a young area as electromobility, it is important to establish a framework for the functioning of the market without over-regulating it. The market should remain open to innovation A key aspect is also to draw inspiration from countries that have already been successful in the area of electromobility, such as Norway, Germany and the United Kingdom
23 Summary Local governments Institutions & enterprises Funds The Electromobility Act gives considerable responsibility to local governments, which are responsible for the construction of the charging infrastructure within their territory and are competent to designate clean transport zones where only zeroand low-carbon vehicles can enter the area The Act also imposes obligations on central institutions and state and municipal enterprises, which are obliged to build fleets of clean vehicles. In addition to the Electromobility Act, Ministry of Energy in Poland established the Low Carbon Transport Fund to support projects related to the development of electromobility
24 Summary Charging stations Charging stations expansion Rising market In Poland, there are approximately 300 EV charging stations available to the public Importantly, new points are systematically created and the largest national energy companies are involved in their construction The figures in Poland are not impressive, but it should be remembered that until recently Polish buyers of electric cars could not count on any support from the government. It should also be emphasised that the sale of EVs in the country is constantly increasing
