1 To the Ascension Parish Council and Transportation Committee members: The attached list of Roadways has been prepared by the Engineering Department and Department of Public Works staff, reviewed by Parish President, Mr. Tommy Martinez and is hereby presented for your review and authorization to proceed to finalize the Construction Bid Package for the ENG , 2013 Road Maintenance Project. As indicated in the following explanations, this list represents an update to the List previously approved by the Transportation Committee and the Ascension Parish Council in These additions are to include roads impacted by this past year s severe winter weather as well as including Maintenance Roads identified by PavementView system and field confirmation to raise the overall Ascension Parish road performance to optimal levels. This current 2013 Road List represents an update to the A Road List presented to the Transportation Committee for review on Tuesday, June 10, 2014 had inadvertently missed 14 roads from the as approved by President Martinez. Therefore, these fourteen roads have been incorporated into the List presented on Tuesday, June 10, 2014, to reflect the list as reviewed by President Martinez. This 2013 Road Maintenance Project road list represents the list prepared by staff and reviewed by President Martinez and is hereby recommended for your consideration and direction. 2 Methodology and Nomenclature Attached is a listing of the methodology and nomenclature used in the 2013 Maintenance List roads under consideration. The Road Maintenance List has been established using three techniques to identify, categorize condition status and optimize funding utilization. PavementView Analytical System This system uses a numeric classification system and mechanical scanning, and a software optimization system of road degradation curves, condition codes and cost pricing to optimize number and road selection. This was performed in the fall of 2013 and a preliminary road list was presented to DPW road crews and inspectors for review and comment. The resulting list is highlighted with yellow in the current listing and was forwarded through the Transportation Committee to the Parish Council for approval. These roads were designed for the Road Maintenance Bid Package based on a $2 million budget. Winter of Impact The winter months following the PavementView and visual road inspections in the fall was the most severe cold weather cycle in recent memory. As a result of the drastic temperature fluctuations experienced the roadway condition changed for the worse on most roads. Therefore, a visual inspection was performed by the DPW road inspectors and reviewed in the field by the Engineering Department staff to identify a revised condition code list. This list is attached hear for consideration. Revised Budget Funding and Bid Strategy The 2013 budget funding was supplemented with the 2014 budget funding to increase the Total Available Budget to $6.2 million. The bidding strategy is to arrange the Bid Package in a Base Bid and Alternate Bid format to allow flexibility to include as many roadways as possible based on the bid results to repair and improve in priority from the Highest Need roadways to the Maintenance Need roadways. The Maintenance Need roadways of Thin Lift 2
3 Slurry is a strategy developed and promoted by DOTD and the TPO as a means to prolong the life of a roadway before a degradation condition is reached that prohibits maintenance and require extensive removal and repair. It is proposed to include a test group of Maintenance Need roads in the Base Bid to evaluate the effectiveness of the Thin Lift Slurry process in the Ascension Parish roadway system. First the roads have been mechanically scanned through cooperation with the Regional Transportation Organization using a system known as an ARAN van that drives and scans the road surface indicators using mechanical coverage. Next LEGEND OF NOTATION used in the Road Maintenance List is as follows: 1. Yellow highlighted road segments were determined using PavementView and field inspections and represent those that have been presented and approved for inclusion by the Transportation Committee and by the Parish Council. 2. ROADS DEEMED IN CRITICAL NEED OF REPAIR: a. 1 in the first column are the roads determined through field inspection by the DPW and Engineering staff. Established using PavementView, and field inspections. 3. ROADS NEAR CRITICAL NEED OF REPAIR: a. 2 in the first column and b. Activity category of Mix & Overlay are the roads determined through field inspection by the DPW and Engineering staff. Established using PavementView, and field inspections. 4. ROADS TO BE MAINTAINED AT OPTIMAL LEVELS: (preventive) a. 2 in the first column and b. Activity category of Thin Lift Slurry are the roads determined through PavementView and/or field inspection to extend maintenance life cycle. A Two Alternate Bid was considered to allow the greatest flexibility in coverage and timely response to the road maintenance needs. 3
4 A Base Bid was developed including ALL of the CRITICAL ROADS (39); and ALL of the Second NEAR CRITICAL ROADS (28); and various levels of the remainder of MAINTENANCE ROADS (Thin Lift Slurry) (12)as indicated by PavementView to provide greatest road maintenance coverage An Alternate Bid was developed to include and the remainder of the Maintenance Need roads (99) as indicated by PavementView and confirmed through visual inspections.
