This project consists of rehabilitation of various streets throughout Neighborhood Improvement Program Project Areas 1-3. Rehabilitation methods include isolated partial and full depth road repairs, microsurfacing (with crack sealing), and milling/resurfacing. Impacted streets will also be re-striped as needed, and some roadways will receive new shared lane markings (aka sharrows ) for bicycles. Traffic loops at signalized intersections and structures (e.g., manholes, valve covers) will be adjusted as needed. WHERE WILL THE PROJECT TAKE PLACE? IS MY STREET BEING PAVED? Areas 1-3 generally include public City streets south of Triplet Lake Drive and Crystal Bowl Circle, east of 17-92, and north of SR 436 and Red Bug Lake Road, excluding portions of Carriage Hill subdivision. Not all streets will receive rehabilitation treatment at this time. Some streets are in good enough condition currently to not warrant work at this time. Other sections of streets have been strategically delayed due to pending projects that may impact the road surface, such as water/sewer utility and stormwater projects; or because more significant rehabilitation is needed such as full road reconstruction (e.g., portions of N Oxford Road and S Triplet Lake Drive). A map of the project areas and a comprehensive list of road segments affected by the project are included at the end of this document. Generally, road segments with a Repair Code starting with SP will be milled and resurfaced. Road segments with a repair code starting with MS will be crack sealed (as needed) then microsurfaced. Specific road areas receiving special base repairs are also shown in a separate table. WHAT IS CRACK SEALING AND MICROSURFACING? WHY DOES MY ROAD LOOK LIKE THIS?:

2 Roads in need of only moderate rehabilitation will receive crack sealing (as needed) followed by microsurfacing. Crack sealing is a pavement preservation technique in which cracks in the pavement surface are sealed to reduce pavement deterioration by eliminating water penetration into base and subbase layers underneath the asphalt. Crack sealing can reduce the instance of crack propagation, potholes, and base failure. Crack sealing requires a cure time prior to microsurfacing, which is why (as of the date of this article) many roads currently look like the above photo. Once crack seals have cured, microsurfacing will follow. Microsurfacing is a special rehabilitation method that will extend the life and refresh the look of roads by applying a thin layer of special polymers, asphalt emulsion, and other additives to the entire road surface. This will cover up the crack sealing that is currently visible. WHAT IS MILLING AND RESURFACING? Milling and resurfacing of streets will be conducted on streets in need of more significant rehabilitation. Milling consists of removing the upper layers of asphalt surface. This is followed by resurfacing, in which a new layer of asphalt is place over the entire roadway. This process will correct surface defects, improve the appearance, and prolong the life of the City s roads. In some areas, this process may improve grading of roads (especially at the gutter line) by removing excessive layers of asphalt that were the result of past operations in which roads were repaved without first being milled. WHAT IS A SHARED LANE MARKING? WHAT DOES IT MEAN? WHERE ARE THEY GOING? A shared lane marking (also called a sharrow ) is special striping symbol added to a road to emphasize shared use by bicycles is appropriate. It IS NOT a dedicated bike lane, in which bicycles have their own lane and can ride side-by-side with motorists. Instead, bicycles and automobiles share the road in line rather than side-by-side. These sharrows are added both to help guide bicyclists and also to notify motorists that they should expect (and respect) bicyclists on the road. For most streets in Casselberry, roads are too narrow for both bicycles and automobiles to ride side-by-side safely. However, in general bicyclists are allowed to share the road (i.e., ride in line with traffic) in such situations (regardless of whether shared lane markings are present.) The shared lane markings being placed with this project will be on specific streets that are intended to be more bicycle friendly as part of the City s Bicycle Master Plan. These streets can be viewed on the project map included later in this document. These streets provide important connectivity between trails and other streets for bicyclists. 3 WHY IS THIS PROJECT BEING DONE? The Neighborhood Improvement Program was established in 2010 to holistically address needed improvements to the City s transportation system, especially within its neighborhoods. As part of this program, the City has set aside funds dedicated to paving streets Citywide that are in need of moderate to significant rehabilitation. The City was divided into twelve separate Project Areas so that projects could be completed cohesively on a neighborhood-by-neighborhood basis. The first major road project under this program to go to construction is the rehabilitation of roads in Areas 1, 2, and 3. WHAT IS THE PROJECT SCHEDULE? Isolated pavement repairs and crack sealing were already completed by the end of November Milling and resurfacing is anticipated to commence in early January 2014 and will last through the end of the month. Microsurfacing is scheduled to commence later in January 2014 and should be completed in only a few days. Temporary roadway striping will be placed as needed in January 2014, with permanent striping to be installed later (including shared lane markings) once pavement cure times have been satisfied. The entire project should be completed before the end of March HOW BIG IS THIS PROJECT? Approximately 8 miles of roadway will be milled and resurfaced and an additional 8 miles microsurfaced, for a total project length of approximately 16 miles spread across the three project areas. DO I NEED TO DO ANYTHING? The City s contractor will notify residents in advance of any project activities that may require resident action. Generally, vehicles parked on streets will need to be moved during microsurfacing or milling/resurfacing activities. This should not impact any particular location for an extended period of time. IS THIS A GREEN PROJECT? Yes. The City of Casselberry is dedicated to sustainability both from an environmental and fiscal perspective. Casselberry is the first City in Florida to comprehensively require the use of warm mix asphalt for rehabilitation projects of this nature. Warm mix asphalt is produced at lower temperatures than conventional hot mix asphalt. This has the benefit of saving energy; reducing emissions; and improving working conditions, compaction, and pavement longevity. Further, by implementing a comprehensive pavement management program that endeavors to keep good roads good by employing cost effective measures such as crack sealing and microsurfacing that prolong the life of roads, the City is simultaneously saving money and reducing environmental impact. HOW MUCH DOES THIS PROJECT COST? HOW IS THIS PROJECT BEING FUNDED? The construction cost of this project is $1.97 million. This is being funded by the City s Neighborhood Improvement Program through a special $5.3 million construction loan approved by the City Commission. The remaining loan funds will be used in the future to rehabilitate roads in other locations. I DON T LIVE IN AREAS 1-3 WHEN WILL MY ROAD BE REHABILITATED? Additional road rehabiliation projects in other areas are planned in the near future. Later in 2014, it is anticipated rehabiliation in Areas 4-7 (approximately 15 more miles) will commence.
