1 TESTER ROAD WATER MAIN UPGRADE PUBLIC WORKS DEPARTMENT DECEMBER 2017 UPDATE DESIGN & CONSTRUCTION DIVISION The City will be replacing an aging water main under Tester Road this year. The project will begin at the main entrance to the Monroe High School, then head south along Tester Road. The project also includes placing a new water main under SR522, which will be accomplished utilizing boring or directional drilling technology. Estimated Cost: $900,000 (Water CIP Fund) Construction Target: Fall 2017 Colacurcio Brothers, Inc is actively working on the project. Most of the new water main has been installed along Tester Road, as well as the boring, casing and water main under SR522. The contractor will finish the project this month by performing the required connections to the existing water supply network. 2 CHAIN LAKE ROAD SHARED PATH EXTENSION The City of Monroe received a federal grant through Puget Sound Regional Council (PSRC) to design and purchase additional right-of-way for extending the shared sidewalk/path north along Chain Lake Road and end at Brown Road. The sidewalk would match to the existing sidewalk in the vicinity of Rainier View Road. Complete funding for construction will need to be secured before the city programs the project's final phase. Estimated Design Cost: $803,250 (design & right-of-way acquisition) $219,723 Street CIP Fund $583,527 FHWA Grant Estimated Construction Cost: $2,800,000* $1,296,975 Street CIP Fund $1,515,692 FHWA Grant *Cost to construct will likely be lower based on current private development activity which will reduce the work necessary for this project. The City solicited for professional design services in November. Several firms responded to solicitation, of which the review panel short-listed three for interviews. Ultimately, the contract award offer was extended to WHPacific, Inc. The City will spend the month of December to negotiate the scope and fee for this contract, after which the Local Agency Consultant Agreement (LACA) will be presented to Council for authorization. 3 SIDEWALK AT-GRADE RAILROAD CROSSINGS FRYELANDS BOULEVARD & 179 TH AVENUE SE In 2015 the City received a $244,500 grant from the Community Development Block Grant (CDBG) program of Snohomish County. The purpose of this project is to provide safe pedestrian pathways across the existing railroad tracks at both the Fryelands Boulevard and 179 th Avenue SE street crossing locations. Estimated Project Cost: $291,500 $47,000 Street CIP Fund $244,500 CDBG Grant Construction Target: November 2017 BNSF has scheduled railroad flagging/spotter crew beginning January 8 th, The City s contractor (RCNW) will begin work on or a couple days before this date. 4 FAIRFIELD PARK ENTRANCE The existing entrance into Snohomish County s Fairfield Park is difficult to access for vehicles travelling north on Fryelands Boulevard. This project represents a coordinated effort with Snohomish County Parks to realign the entrance to the south and across from 156 th Street SE. The City will construct the new entrance from Fryelands Boulevard to the City Limits, and the County will extend the park s access road to connect to the new location. Construction Target: Late summer 2017 City crews have completed the City s portion of this collaborative project. We are waiting for the County to complete their culvert installation and new driveway before the new entrance is made available to the public. 5 SMITH STREET & PARK STREET UTILITY UPGRADES The aging water main will be replaced in Smith Street and a portion of Park Street. Additionally, the sewer main in Smith Street will be upgraded to increase functionality. 6 DICKINSON ROAD UTILITIES PROJECT Engineering staff are developing plans to replace the aging water main under Dickinson Road, as well as address stormwater ponding issues at various locations along this road. 7 AIRFIELD WATER MAIN UPGRADE PROJECT The City is developing plans to increase the size of the water main adjacent to First Air Field (Monroe airport). The objective is to increase water supply to the Foothills area during peak demand or emergencies. Design will occur during 2017 with actual construction commencing in the spring of Estimated Project Cost: $480,000 Water CIP Fund Construction Target: Summer 2018 Engineering staff are working on the design development, and coordinating with Snohomish County Fairgrounds for potential use of their property to avoid critical areas and existing utilities. 8 191 ST AVENUE SE EXTENSION The concept of this project originated from concerns regarding increased traffic on Chain Lake Road and the need for a second route for neighborhoods that have Rainier View Road as their only access to Chain Lake Road. In January and February of 2017 there were a series of council meetings to discuss the possibility of extending 191 st Avenue SE south through the US2 Bypass corridor, including four possible alignments that connected at various locations along Chain Lake Road or to Galaxy Way. An Open House was conducted in January 2017 to receive public input on the project. The direction given to staff was to pursue a road alignment that best followed the original 191 st Ave SE roadbed, but include a walking path as part of the roadside elements. Estimated Project Cost: $2,500,000 Streets CIP Construction Target: Unknown WSDOT has given positive response to this project, meaning that the State would be willing to lease their property to the City once they have reviewed and agree to the proposed construction plans. Engineering staff are working with WSDOT to fast-track their lease process ahead of preparing plans and specifications. We anticipate receiving a final draft of the lease agreement some time in December. 9 BLUEBERRY LANE / KELSEY STREET INTERSECTION IMPROVEMENTS This intersection has long been known as being problematic and congested at times. Improving the intersection is complicated due to the immediate proximity of Burlington Northern Santa Fe railroad and US2. The flow of traffic is sensitive to the tracks being clear and the US2 signal phasing. In December 2016 and January 2017 a series of council meetings were held to discuss potential design options. Additionally, an Open House was conducted in January 2017 to receive public input on design options. Staff are exploring a design that would create a second, northbound lane along Kelsey Street. This lane would begin at North Street and provide a turn pocket for vehicles wanting to turn onto Blueberry Lane, and also additional queuing capacity for left turns at US2. Estimated Project Cost: $450,000 Street CIP Construction Target: Unknown Engineering staff applied for a grant through the Transportation Improvement Board (TIB) that would assist in funding the design and construction phases of this project. Unfortunately, this project was not selected for award. Staff are evaluating options, including alternate funding sources. Potential Timeline 2018 Design Phase 2019 Construction Phase 9 Page 9 of 16

10 TJERNE PLACE SE STREET IMPROVEMENTS Tjerne Place SE (a.k.a. Oaks Street) is located between Woods Creek Road and Old Owen Road, behind the Monroe Plaza where Albertson s used to be. This private road sees increasing traffic as drivers look to other routes to avoid traffic on US2. The City is interested in converting the road to public right-of-way and making improvements to become similar to other segments of Tjerne Place SE. Additionally, a signalized intersection would be proposed where Tjerne Place SE connects to Old Owen Road. Estimated Project Cost: $6,950,000 Street CIP Fund Construction Target: Unknown Engineering staff applied for a Transportation Improvement Board (TIB) grant that would contribute to funding design, right-of-way acquisition and construction of this project. Unfortunately, this project was not selected for award. Staff are evaluating options, including alternate funding sources. 11 2017 STREET PRESERVATION PROGRAM The City has established a Transportation Benefit District (TBD) to help maintain existing streets. Maintenance efforts include practices such as overlaying with new asphalt, adding new aggregate to the road surface (chip sealing), replacing lost binder oils on the surface (fog seal), and filling in cracks with elastomeric material (crack sealing). The City has a program that determines best use of TBD funds to maximize maintenance efforts toward our citywide street system. Additionally, the asphalt overlays will be combined with Snohomish County s annual overlay program for efficiency and competitive pricing opportunities. Other treatments may be coordinated with Snohomish County, other local agencies, or pursued as a capital project using contractor bids to perform the work. For overlays, existing sidewalk ramps adjacent to the project area will be reviewed and reconstructed as necessary to be compliant with current ADA standards. All treatments are anticipated to occur during the dry summer months. The City will contract with Snohomish County forces through our Inter Local Agreement (ILA). The County will perform the fog sealing, chip sealing, and asphalt overlay work in August. All asphalt overlay work has been completed. Small items remain to be completed, including some pavement markings, signage and incidental cleanup work. The remaining work is anticipated to be ongoing throughout December and into January as weather conditions allow. 12 GRANTS The City actively pursues other sources of project funding through grants. Grants sources include State and Federal resources and help defray the cost of maintaining and improving the City of Monroe's infrastructure. The following is a summary of grant activity that Public Works has received. The City has received federal grants (PSRC) to fund the construction phase and the design and rightof-way phases. Requested Grant: $2,432,867 (CMAQ/STP) Partially Awarded. Requested Grant: $234,723 (WSDOT Ped/Bike) Not Awarded. US-2 Shared Use Path: Both federal and state grants have been applied for to fund the design phase of a new sidewalk segment along Highway 2, specifically along the north side between Cascade View Drive and 179th Avenue NE (fairgrounds area). Requested Grant: $90,250 (CMAQ/STP) Awarded. Requested Grant: $107,190 (WSDOT Ped/Bike) Not Awarded. Funds not to be obligated (released) until th Street SE/179 th Avenue SE Signal: This location was identified in the Comprehensive Plan as operating at a substandard level of service. As such, the recommended improvement listed in the City s streets Capital Improvement Plan is a signalized intersection. Engineering staff applied for a competitive grant through the Transportation Improvement Board s (TIB) Urban Arterial Program. UPDATE: Requested Grant Amount: $674,100 Not Awarded. 179 th Avenue SE Sidewalk Extension: City staff are looking to extend sidewalk along 179 th Avenue SE, continuing where new sidewalk ended during the 2016 capital improvement efforts. Engineering staff applied for a competitive grant through the Transportation Improvement Board s (TIB) Sidewalk Program. If awarded, new sidewalk would be installed along the west side of 179 th Avenue SE from 157 th Place SE north to 154 th Street SE. 13 191 st Avenue SE Extension: The City has a strong interest in extending 191 st Avenue SE southerly through the unopened US2 Bypass corridor. This project which would create a second access point to neighborhoods utilizing Rainier View Road for access. The proposed road alignment would follow along the north boundary of Walmart and connect to the roundabout at Chain Lake Road and Kelsey Street. Staff continue to work with WSDOT to obtain their approval for this potential project. Engineering staff applied for a competitive grant through the Transportation Improvement Board s (TIB) Urban Arterial Program to fund a significant portion of the design and construction costs. UPDATE: Requested Grant Amount: $2,700,000 Not Awarded Oaks Street Improvements: Engineering staff applied for a competitive grant through the Transportation Improvement Board s (TIB) Urban Arterial Program. If awarded, the grant would fund a significant portion of the design, right-of-way acquisition, and construction costs to improve Oaks Street to a roadway similar to Tjerne Place SE, including a signal at the intersection of Oaks Street and Old Owen Road. UPDATE: Requested Grant Amount: $5,949,150 Not Awarded Blueberry Lane / Kelsey Street Intersection Improvements: The City has a strong interest in improving this intersection by creating a third, northbound lane that will allow additional queuing and left turn movements at this intersection. Engineering staff applied for a competitive grant through the Transportation Improvement Board s (TIB) Urban Arterial Program to fund a significant portion of the design and construction costs. If successful, design would be completed in 2018, with construction likely in UPDATE: Requested Grant Amount: $508,130 Not Awarded 2018 Arterial Preservation Program: Historically, this grant has provided approximately $415,000 each year to assist in maintaining our existing roadways. Engineering staff have asked for funds to help defray the cost of overlaying Main Street between 179 th Avenue SE and Kelsey Street. This would include upgrading adjacent sidewalk ramps to current standards. Grant award notifications are anticipated in late November. Requested Grant Amount: $518,000. UPDATE: Grant Amount Awarded: $440,000 Blueberry Lane Stormwater Repairs The City has applied for a Department of Ecology Water Quality grant to help with design and construction costs to replace the existing stormwater infiltration facility located under Blueberry Children s Park. This project will fix localized flooding issues that occur on Blueberry Lane during larger storm events. 15 PUBLIC WORKS DEPARTMENT DECEMBER 2017 UPDATE OPERATIONS & MAINTENANCE The maintenance work that City staff completes on a regular basis includes a diverse variety of programmatic activities. Examples include water main valve and hydrant operations, storm drain cleaning and inspection, right of way vegetation management, and asphalt surface repairs. During these activities O&M staff often note smaller scale capital improvement projects such as replacing a section of obsolescent water main, updating street lighting, refurbishing a failed drainage infiltration system, or improving ADA access ramps at an intersection. These projects are minor enough in scope and budget to make it more cost effective to complete the work with in-house labor due to the lower labor rates and minimal administrative overhead as compared with the more traditional design, bid, build process. : Listed below is an update for the small project and maintenance schedule for Water System Valve Turning and System Flushing Fall/Winter 2017/2018 Annual system maintenance includes turning every valve and operating every hydrant in the water system. This activity is integral to maintain water quality by removing accumulated sediment from the system. Work is 50% complete as of 11/1/17. Sewer Collections System Dead End Main Cleaning Fall/Winter 2017/2018 Dead end sewer mains pose the greatest risk of clogging due to the often lower flow volumes as compared to non-dead end mains. In order to mitigate this risk high pressure water jetting and vacuum clearing of debris is performed biannually. Public Works Shop Facility Expected completion in 2018 The Design Builder (ET Environmental) has completed 75% foundation plan sets and City staff have done a full review. The Design Builders submittal to the City for permitting of the foundation is expected in the first week of December. Construction is expected to start in April of 2018 with completion by December, Page 15 of 16
