9 September 2016 Feasibility Report nd Avenue South Improvements Prepared for City of Foley, Minnesota 1.0 Introduction As authorized by the City Council, this Feasibility Report was prepared for improvements to 2 nd Avenue South as well as several side streets in the project area (see Figure 1). The improvements include installation of streets, water main, sanitary sewer, storm sewer, sidewalks, streetscaping aspects, and street lighting improvements. This report contains cost estimates and design recommendations for construction of streets, storm sewer, water main, and sanitary sewer improvements. This report has been developed based on preliminary field observations and discussions with City staff. 2.0 Feasibility and Recommendations The project, as presented in this report, is both cost effective and feasible from an engineering standpoint. The estimated project costs are presented to assist the City in deciding the feasibility of the project from a monetary standpoint. The improvements are necessary to replace deteriorating streets and utilities in the area. Based on information presented in this report, we make the following recommendations: 1. Construct utility, street, and drainage improvements as recommended herein. 2. Easements should be dedicated or retained as determined by the final project design. 3. Soil borings should be taken throughout project limits to determine subsurface conditions, such as the presence of high bedrock, soil types, and water table elevations. Final design would be subject to results of the geotechnical evaluation. 3.0 Project Improvements 3.1 Street 2 nd Avenue South: The proposed street improvements are shown in Figure 3. 2 nd Avenue will be reconstructed as a 46-foot wide urban section roadway. Both sides of the road will include 8-foot boulevards with 6-foot concrete sidewalks. The proposed structural section for 2 nd Avenue includes 12-inches of Class 5 aggregate base, 4.5-inches of bituminous, and geotextile fabric (see Figure 4). This section is typical for roads in the area of similar function. SAUKR Page 1

10 1 st Street South: The proposed street improvements are shown in Figure 3. 1 st Street South will be reconstructed as an urban section roadway that varies from 40-feet to 54-feet wide. Both sides of the road will include 6-foot concrete sidewalks installed behind the curb and gutter. The proposed structural section for 1 st Street South includes 12-inches of Class 5 aggregate base, 4.5-inches of bituminous, and geotextile fabric (see Figure 4). This section is typical for roads in the area of similar function. Side Streets (2 nd, 3 rd, and 4 th Street): The proposed street improvements are shown in Figure 3. The side streets will be reconstructed as a 32-foot wide urban section roadways. Proposed 6-foot concrete sidewalks for the side streets are shown on Figure 3. The proposed structural section for the side streets includes 8-inches of Class 5 aggregate base, 3.5-inches of bituminous, and geotextile fabric (see Figure 4). This section is typical for roads in the area of similar function. 6 th Street South: The proposed street improvements are shown in Figure 3. 6 th Street South will be reconstructed as a 30-foot wide urban section roadway. The proposed structural section for the side streets includes 8-inches of Class 5 aggregate base, 3.5-inches of bituminous, and geotextile fabric (see Figure 4). This section is typical for roads in the area of similar function. 3.2 Storm Sewer The proposed storm sewer improvements are shown in Figure 3. Concrete storm sewer pipes and catch basins are proposed throughout the project area. The storm sewer will connect to existing storm sewer systems near Benton Drive at 1 st Street South, 3 rd Street South, and 4 th Street South. There will also be a connection to the existing storm sewer at the northeast side of the Coborns parking lot at 2 nd Street South. Stormwater treatment is proposed to be provided by an underground storage chamber system. The chamber system will provide sedimentation, rate control, and volume control. The exact location and size of the chamber system will be determined during the design process; as the groundwater and bedrock information gathered will dictate how the chamber system is designed. Bedrock concerns have been raised in this area related to installation of the storm sewer mains. More information on the bedrock conditions will be known after soil borings and a geotechnical report is completed during the design phase. It is assumed 100 cubic yards of rock excavation will be needed to install the storm sewer. 3.3 Sanitary Sewer The proposed sanitary sewer improvements are shown in Figure 2. The existing gravity sanitary sewers on 2 nd Avenue South and 3 rd Street South will be replaced with PVC gravity sanitary sewers to match the existing sizes. In order to eliminate a long private services on 3 rd Street South and 6 th Avenue South, new gravity sanitary sewer mains are proposed to be extended into these areas. Slip lining the existing gravity main under 1 st Street South and the alley between Benton Drive and 2 nd Avenue is included in the project improvements nd Avenue South Improvements SAUKR Feasibility Report Page 2

11 Bedrock concerns have been raised in this area related to installation of the gravity sanitary sewer mains. More information on the bedrock conditions will be known after soil borings and a geotechnical report is completed during the design phase. It is assumed 250 cubic yards of rock excavation will be needed to install the sanitary sewer. Sewer services will be constructed from the sewer main to the property line (or as close to the building face as possible). Commercial services will be constructed of 6-inch diameter PVC pipe. Single-family residential sewer services will be constructed of 4-inch diameter PVC pipe. 3.4 Water Main The proposed water main improvements are shown in Figure 2. The existing water mains on 2 nd Avenue South, and 3 rd Street South will be replaced with 8-inch ductile iron water mains. Existing undersized water mains on 2 nd Avenue South from 3 rd Street South to 4 th Street South will be replaced and upsized to 8 ductile iron mains. In order to eliminate a long private services on 3 rd Street South and 6 th Avenue South, new 8- inch ductile iron water mains are proposed to be extended into these areas. Bedrock concerns have been raised in this area related to installation of the water mains. More information on the bedrock conditions will be known after soil borings and a geotechnical report is completed during the design phase. It is assumed 200 cubic yards of rock excavation will be needed to install the water main. Water services will be constructed from the water main to the property line (or as close to the building face as possible). Commercial water services will be 6-inch diameter ductile iron pipe. Single-family residential water services will be 1-inch diameter copper pipe, which is standard for most single-family water services. 3.5 Streetscaping Streetscaping improvements are proposed for 1 st Street South. The proposed improvements will include concrete sidewalks, paver accents, and boulevard trees. 2 nd Avenue South and the side streets will also include boulevard trees in areas where there is not utility conflicts or existing tree coverage. 3.6 Decorative Street Lighting Decorative lighting will be included for 1 st Street South and 2 nd Avenue South, and will be similar to the lighting installed as a part of the nd Avenue Improvements project. 4.0 Opinion of Probable Cost Itemized breakdowns of probable cost are presented in Appendix B. The breakdowns are presented to provide insight into the cost of various items of the total project. Generally, these types of improvements are financed through special assessments to benefiting properties in the project area. The City must ultimately decide the method of financing and the time when City fees and charges will be collected. The following breakdowns are provided to assist the City in determining what portion of the total project cost the City may be responsible for. These figures are estimates and final figures would be determined by City staff at the completion of the project. 5.1 Street In conformance with current City assessment policy for street reconstruction, it is assumed all lots adjacent to the roadway being reconstructed will be assessed 25 percent of the street cost. The City and State Aid would pay the remaining street costs. 46- to 54-Foot Wide Street Assessments: For this report, it is assumed 25 percent of the street costs will be assessed to benefiting properties for properties fronting 1 st Street South and 2 nd Avenue South. The remaining 75 percent of the costs are assumed to be a State Aid cost. 30- to 32-Feet Wide Street Assessments: For this report, it is assumed 25 percent of the street costs will be assessed to benefiting properties for properties fronting 2 nd Street South, 3 rd Street South, 4 th Street South, and 6 th Street South. 14 5.5 Storm Sewer Current City drainage assessment policy for reconstruction is $0.22 per square foot (SF) of property. For properties included in the storm sewer assessment area, the entire parcel will be assessed for the storm sewer improvements. Property previously assessed for storm sewer improvements will not be included in the storm sewer assessment for this project. The single-family residential (R-1) and the multi-family residential (R-2, R-3) 2017 WAC charge is $1,900 per connection.
