(SEH ) is pleased to submit this Feasibility Report for the Olson Lake Trail street, drainage, trail and sanitary sewer improvement project (City Project No ). This report summarizes our study of street, drainage, trail and sanitary sewer Improvements on Olson Lake Trail (CSAH 13) from 44 th to 50 th Street North. These street, drainage and trail improvements along CSAH 13 are being proposed by Washington County as part of its Capital Improvement Plan and the sanitary sewer improvements are proposed as a joint project between the City of Oakdale and City of Lake Elmo to provide sanitary sewer service to the adjacent properties along Olson Lake Trail to replace the individual septic systems. These improvements are proposed to be constructed as one project as a joint effort between Washington County, the City of Oakdale and the City of Lake Elmo. The first phase of these sanitary sewer improvements was completed in 2013 with the understanding that the remainder would be completed in coordination with street improvements along CSAH 13. The total estimated City share of the project cost for these improvements is $670,700. The City cost share for the project is proposed to be partially funded through special assessments from the benefitting property owners. The City intends to issue General Obligation bonds that will be repaid from assessment revenues, the storm water utility fund and through the general tax levy. We recommend that the City Council review this report and, if acceptable, proceed with implementation as recommended in this report. Sincerely, Todd M. 5 April 4, 2017 Feasibility Report Olson Lake Trail Improvements Prepared for the City of Lake Elmo, Minnesota 1.0 Conclusions and Recommendations 1.1 Conclusions As a result of this study, we conclude that: The Oakdale sanitary sewer system can be installed to serve the project area, including the properties located within the City of Lake Elmo that are adjacent to the sewer alignment. The sewer service will be provided to Lake Elmo properties by Oakdale through a joint powers agreement. The CSAH 13 street pavement is in relatively poor condition, is a rural section with minimal storm sewer, and is in need of improvement. Trail improvements are recommended to address safe pedestrian access. In addition, the City of Oakdale s Comprehensive Plan recommends a trail be installed along Olson Lake Trail. The total estimated City share of these improvements is $670,700. This project is necessary to improve the condition and extend the life of the street, to provide an off street place for pedestrians and bicyclists, and to eliminate potentially failing septic systems adjacent to Olson Lake. It is also cost effective by combining the sanitary sewer improvements with the street improvements, and it is feasible from an engineering perspective. 1.2 Recommendations Based on these conclusions, we recommend that: This report be reviewed by the City Council and City staff. The street and drainage, trail and sanitary sewer be improved as proposed in this report. The City Council accept this report and proceed with the proposed implementation schedule. The improvements be constructed as proposed in this report for an estimated City cost of $670, Introduction On August 16, 2016, the Lake Elmo City Council authorized the preparation of this feasibility report, City Project No , to implement the Phase 2 sanitary sewer extension project for the Olson Lake Trail municipal urban service area. The Phase 1 sanitary sewer extension project was constructed in 2013 with Phase 2 intended to be constructed in coordination with Washington County s CSAH 13 street improvements. Washington County has programmed the CSAH 13 street improvements to be constructed in 2017 and initiated the planning and Page 1
6 preliminary design work accordingly. The Lake Elmo City Council provided municipal consent for the CSAH 13 Phase 1 Improvements as presented by Washington County on July 19, The proposed improvements are located on Olson Lake Trail (CSAH 13) from 44 th Street North to 50 th Street North. The street is owned and operated by Washington County and the City Boundary between Oakdale and Lake Elmo is along the center of the street. The project location is shown on Drawings 1 located in the Appendix. The main objective of this project is to extend municipal sanitary sewer service along Olson Lake Trail to an area served by septic systems adjacent to Olson Lake. The project has been coordinated to be cost effectively implemented with the Washington County street improvements. Washington County is improving the condition of the streets, providing drainage improvements and installing an off-street trail for pedestrians and bicyclists. 3.0 Existing Conditions 3.1 Street The street pavement along Olson Lake Trail from 44 th to 50 th Street North is in relatively poor condition and is in need of improvement. This is currently a rural section with no curb and gutter and ditch drainage along the sides. There is no sidewalk or trail currently located within the project area, although the City of Oakdale s Comprehensive Plan includes a trail on the west side of the street in this area. 3.2 Sanitary Sewer There is currently sanitary sewer serving a portion of this area, and the remainder is served by individual septic systems. Olson Lake is immediately east of the project area and is susceptible to potentially failing septic systems. Most of the houses on the east side of the street are significantly lower than the street elevation. 4.0 Criteria for Investigation The criteria used for investigating the proposed improvements include: City of Oakdale s Sanitary Sewer Engineering Standards; City of Lake Elmo s and Oakdale s Comprehensive Plans. 5.0 Permits and Approvals There is additional public Right of Way required for the proposed storm water treatment pond improvements. There will also need to be temporary easements and or right-of-entry agreements for grading and sanitary service installation purposes outside of the Right of Way. In addition, the project will require permits from the MPCA and VBWD. 6.0 Proposed Improvements 6.1 Street and Trail The existing rural section street is proposed to be reconstructed to a new urban section street with curb and gutter on both sides. The street is proposed to be 34-feet wide which allows for a through lane in each direction, a shoulder on the west side and a parking lane on the east side. Storm sewer is also proposed to be installed to collect and convey street runoff to a proposed treatment pond at the south end of the project. To address pedestrian access and safety an off street 8-foot wide bituminous trail is proposed along the west side of the street Feasibility Report Page 2 City of Lake Elmo, Minnesota
7 The proposed street typical section is shown on Drawing 2, and the proposed street improvements are shown on Drawing 3, both located in the Appendix. 6.2 Sanitary Sewer Sanitary sewer for Lake Elmo properties is proposed to be extended to serve the remaining properties within the City s sanitary sewer service area that are not currently connected to the Oakdale sanitary sewer system. In addition, Lake Elmo is processing a minor Comprehensive Plan Amendment with Met Council in order to add two additional properties to the sewer service area that will be connected to sanitary sewer through this project. These properties include 4497 and 4473 Olson Lake Trail. This will allow the individual septic systems to be abandoned and sewage to be collected and treated at a regional treatment plant. This sewer will be operated and maintained by the City of Oakdale and service will be provided to the adjacent Lake Elmo properties through an existing joint powers agreement with Oakdale. There are seven properties along the west side of the street in Oakdale that are not currently served by sanitary sewer. These properties are high enough in elevation to be served by a gravity flow pipe. There are thirteen properties within Lake Elmo that are not currently served by sanitary sewer. All but one of these properties are low enough in elevation that they cannot be served by a gravity flow pipe. These houses will need to have an individual grinder pumping station installed at the time the service is hooked up to the house. Service stubs are proposed to be installed past the street to the edge of the right of way with this project. Individual homeowners will then need to hire a licensed plumber to complete the service installation to the house and abandon the existing septic systems. The City of Oakdale will purchase individual grinder pump stations that will be furnished to the plumbers to install at the time of hookup. This is being done to provide a consistent quality product and to obtain a better price than homeowners would if they purchased them individually. The proposed sanitary sewer improvements are shown on drawing number 4 located in the appendix. 7.0 Implementation 7.1 Estimated Costs The total estimated City share of these improvements is $670,700. A detailed cost estimate is located in the Appendix. 7.2 Benefits and Assessments The Project is to be financed by imposing special assessments against the properties benefiting from the improvements in accordance with the City of Lake Elmo Special Assessment Policy and in accordance with Minnesota Statutes Chapter 429. For the street, drainage and trail improvements, Washington County requires City cost participation based on County Policy. Residential properties in Lake Elmo will be assessed on a per unit basis at 30% of the total city cost share for those improvements. The street, drainage and trail assessment for each parcel on this project is currently estimated to be $5,900. Per the City Assessment Policy the construction of the new sanitary sewer main is assessed 100% with costs distributed equally to the benefitting properties on a per residential equivalent unit. However, this project is Phase 2 of a sanitary sewer extension project being implemented jointly by Lake Elmo and Oakdale for the benefit of properties within both Cities. 8 Phase 1 was constructed in The sanitary sewer assessments were determined using the overall total project costs for both phases of the improvements. The Phase 1 feasibility report determined the unit assessment at $18,500 and set an escalation rate of $500 per year to account for construction cost inflation. With the Phase 2 improvements now scheduled for construction in 2017, it is recommended that the City assess each benefitting property owner along Olson Lake Trail a uniform unit assessment of $20,500. This assessment has been reduced by $3,000 per lot for those lots that require an individual pumping station. This has been done to offset some of the additional installation costs associated with the pumping station. It is recommended that the street, drainage and trail improvement assessments be levied over a 15-year period and the sanitary sewer improvement assessments be levied over a 20- year period. The total estimated project assessments are $366,200. This represents approximately 55% of the City s total estimated project cost. 7.3 Proposed Funding This project is proposed to be funded with a combination of assessments and City funding. The estimated assessments are approximately 55%, and the City portion is approximately 45% of the total project cost. City funding consists of General Obligation bonds. 7.4 Adjacent Property Description The description of the properties adjacent to the proposed improvements is summarized below. All property abutting Olson Lake Trail North (Washington County CSAH 13) between 44 th Street North and 50 th Street North, located in Section 8, Range 21 West, Township 29 North; Washington County, Minnesota: 7.5 Project Schedule A proposed project schedule has been prepared and is included in the Appendix. A public informational meeting was held on December 15, 2016, at Oakdale City Hall.
