THE TIMING TO ADD STATIONS WILL DEPEND ON DEVELOPMENT AND POPULATION CHANGES. AS CHANGES OCCUR (FASTER OR SLOWER) CIRCUMSTANCES WILL LIKELY NECESSITATE CHANGES TO THE DEPLOYMENT PLAN, ESPECIALLY THOSE FOR 2025 AND BEYOND.
