Project Development Process We Are Here Future Phases Project Background Environmental & Conceptual Project Awareness Engineering Transit Service Construction Detailed Engineering Conduct corridor-wide briefings with: Eco-Rapid Board of Directors Elected offices Project Study Area Cities Major Project Stakeholders Ongoing Public Participation 3

WSAB Transit Corridor Project Background February 2013: SCAG approved Alternatives Analysis (AA) March 2013: City of South Gate/OLDA publish Southern Rail Corridor Community Impacts and Opportunities Report September 2014: Eco-Rapid Transit publish Transit-Oriented Development (TOD) Guidebook: Southern Corridor March 2016: Gateway Cities COG publishes the Gateway Cities Strategic Transportation Plan September 2015: Metro Board of Directors receives the Technical Refinement Study (TRS) 4

SCAG AA Recommendations Light Rail Transit (LRT) Two northern alternatives: East Bank West Bank 3 Stations identified 5

Metro TRS Overview 1. Southern Terminus - City of Artesia Pioneer Station as new terminus 2. New Green Line Station - Constructing station in active freeway and rail line 3. Huntington Park Alignment & Stations - Shift alignment from Pacific Blvd. to Santa Fe Ave. - Relocate SCAG AA station locations to: Salt Lake Ave./Florence Ave. Randolph St. east of Pacific Blvd. 4. Northern Alignment Options 5. Access to Union Station 6

TRS Issue 1: Southern Terminus City of Cerritos requested: - To remove Bloomfield Station from further consideration - City of Artesia Pioneer Station becomes the new southern terminus 7

TRS Issue 1: Southern Terminus Pioneer Station feasible as new terminus: - Additional parking demand studies needed - Preferred location for both Cities of Artesia and Cerritos, west of Pioneer Blvd. with storage tracks east of Pioneer Blvd. 8

TRS Issue 2: New Metro Green Line Station Within the median of the I-105 Freeway east of the I-710 Interchange Direct connection above the Metro Green Line, within the existing railroad right-of-way 9

TRS Issue 2: New Metro Green Line Station Access to the station limited to the north side of the freeway Center platform station configuration feasible, but requires permanent encroachment onto the I-105 Freeway Temporary operational impacts during construction: - I-105 Freeway Operations - Metro Green and Blue Lines Operations Additional analysis needed: - Minimizing property impacts and maximizing pedestrian access from the south 10

TRS Issue 3: Huntington Park Alignment and Stations City of Huntington Park requested: - Shift alignment from Pacific Blvd. to Santa Fe Ave. - Proposed station relocations: On Salt Lake Ave. north of Gage Ave. to south of Florence Ave. From Pacific Blvd. north of Randolph St. onto Randolph St. east of Pacific Blvd. Alignment shift not feasible Both proposed station relocations are feasible - Proposed Salt Lake Ave./Florence Ave. station has projected higher ridership - Final station location at Randolph St. dependent upon selected Northern Alignment 11

TRS Issue 4: Northern Alignment Options SCAG Alignments: East Bank West Bank 3 Pacific Blvd. Corridor Options: Pacific/Alameda Pacific/Vignes Metro Blue Line/Alameda St. Corridor Options: Alameda Alameda/Vignes 12

East Bank Alignment AA recommended alternative Access to Union Station from north via east of LA River Requires sharing right-of-way with UPRR and Metrolink Potential relocation of UP tracks Potential adjacent property acquisitions (multi story businesses) Potential relocation of high tension power lines 13

West Bank 3 Alignment AA recommended alternative Access to Little Tokyo via Pacific Blvd. to 7 th St., then Alameda St. to 1 st /Central Transfer required to Gold Line to reach Union Station Lower ridership numbers due to transfer 14

Pacific/Alameda Alignment Option Developed for TRS Access to Union Station via Arts District by Pacific Blvd., 4 th St., then Alameda St. 15

Pacific/Vignes Alignment Option Developed for TRS Access to Union Station through the Arts District by Pacific Blvd., Santa Fe Ave., then Vignes St. 16

Alameda Alignment Option Developed for TRS Access to Union Station through Little Tokyo via shared right-ofway with Blue Line then Alameda Blvd. Direct connection with Metro Blue Line at 3 transfer stations 17

Alameda/Vignes Alignment Option Developed for TRS Access to Union Station through Arts District via shared right-ofway with Blue Line, Alameda St., then Vignes St. Direct connection with Metro Blue Line at 3 transfer stations 18

TRS Issue 4: Northern Alignment Options Key Findings Number of Stations Length (miles) Travel Time (minutes) Estimated Daily Boardings (2040) Preliminary Cost Estimate (in billions, 2015$) East Bank West Bank 3 * Forced Transfers Pacific Blvd Corridor Pacific/ Alameda Pacific/ Vignes Metro Blue Line/ Alameda St Corridor Alameda Alameda/ Vignes ,760 43,390* 59,660 52,550 75,300 61,770 $3.8 $4.3 $4.3 $4.3 $4.3 $4.6 Higher Performing Alternatives 19
