Harvie, Chief Administrative Officer The intent of this Workshop is to inform Council regarding the application (Attachment A) by Damco Distribution Canada Inc ("Damco") for a Highway Use Permit to operate Extended Length Super 8-Trains ("ELS 8-Trains") from their yard at 8400 River Road to the Deltaport container terminal. ELS 8-Trains are combination vehicles consisting of a tractor and two trailers capable of carrying 2-40 foot containers, each with an approximate length of 12.2 metres and a total combination length not to exceed 31 metres. This application would be for up to eight vehicle combinations utilizing the night gates at the Port with travel from 6 p.m. to 1 a.m., which could make up to three round trips to the Port during this time period depending on Port reservation times. Background At the Regular Meeting of August 16, 2010, staff brought forward a report on the proposal by Damco (formerly operating as Maersk Distribution) to run for a six month trial basis, on the route from River Way via Huston Road, River Road, and 628 Street to Highway 17A and Deltaport Way to the Port. At this meeting, Council passed the following resolutions: A. THA T Maersk Distribution be permitted to operate their Extended Length Super B-Trains from their yard on River Way along River Road and 62B Street to Highway 17 on a trial basis for six months, only after the necessary infrastructure improvements at the intersection of River Road and River Way have been completed to the satisfaction of the Director of Engineering. B. THA T Highway Use Permits be granted to Maersk Distribution for the movement of Extended Length Super B-Trains between 8400 River Road and Highway 17 for a period of six months.

A presentation by Damco officials took place at the Regular Meeting of December 13, Following further staff discussions with Damco in 2010 and public feedback, Damco chose to withdraw their application till after the South Fraser Perimeter Road (SFPR) opened in Damco is now seeking permission to use the ELS B-Trains from their yard to Deltaport. The SFPR has been designed to allow for passage of ELS B-Trains along Highway 17 and at all intersections and interchanges along the route. Passage of ELS B-Trains along 80 Street and at the Huston Road and River Way intersection, on route to the Damco yard at 8400 River Way can also be accommodated without further upgrades. River Way Congestion Prior to the opening of the SFPR staff had received complaints from businesses along River Way about the staging of vehicles in the eastbound direction mainly during the afternoon hours. This was caused by two factors: vehicles in the afternoon peak hour were avoiding traffic congestion on River Road and using River Way and Alexander Road as a by-pass route, and, vehicles returning from the Port to the yard at 8400 River Way were queuing at the Damco gate, awaiting security clearance for entry purposes. Both these congestion sources have been addressed, firstly by the opening of the SFPR and secondly by gate clearance changes implemented by Damco subsequently and will be streamlined further with the allowance of the ELS B-Trains to pass directly through the gate entrance into their yard. Field Tri als A field trial to test the Port's ability to accommodate these combinations was conducted on Friday, May 16, 2014 from the Nordel weigh scale through the Port import gates and around the container stacking areas. A further field trial was held by Damco from the weigh scale to the 8

CVSE staff were in attendance for the trial run. Damco is now in the process of completing specialized driver training on Highway's 91 and 99 on a route approved by the CVSE. Currently, Damco is awaiting issuance of the permit by CVSE for the trial period of up to six months from the roundabout on 80 Street to Deltaport for eight ELS B-Train combinations owned by them. Presentation slides (Attachment B) for the June 16,2014 Workshop have been attached for Council's information and review. 17 Performance Monitoring Damco Drivers receive an annual performance review, one aspect involves the drivers' safety record. Failure to maintain first class safety record is considered grounds for dismissal. This policy is clearly communicated to employees (and Owner/Operators) at the time of orientation and enforced throughout the year. GPS tracking system is in place. This system will not only continuously track the vehicle's location, but also record operational data, such as vehicle speed, RPMs, gear changes, and braking action. 31 References Damco 8-Train Safety Impact Assessment The safety data reported in the Alberta Infrastructure and Transportation study was applied to the intended route from Deltaport to the Damco facility on River Road. Alberta data was used, given that Alberta has considerable experience and safety data was readily available. The procedure employed was to calculate a weighted average collision rate, expressed as vehicle collisions per 100MM VKT (vehicle kilometers traveled), based on the planned route's mix of 2-lane and multi-lane roadways. '. RECOMMENDATIONS: A. THAT Damco be permitted to operate their Extended Length Super B-Trains from their yards on River Way and Aldridge Way along River Way and 80 Street to Highway 17 for a trial period of six months. B. THAT the Engineering Department issue Highway Use Permits to Damco for the movement of up to eight Extended Length Super B-Trains between 8400 River Road and Highway 17 for a trial period of up to six months subject to the issuance of Provincial Permits. PURPOSE: The purpose of this report is to seek Council's endorsement of up to eight Extended Length Super B-Trains ("ELS B-Trains") in Delta for a trial period of six months. BACKGROUND: Damco operates a container trucking and warehousing facility at 8400 River Road, which has its truck entrance on River Way and Aldridge Way (Attachment A). Damco would like to operate ELS B-trains between their facilities and Deltaport via River Way and 80 Street (see Attachment A for the proposed routing). Damco's ELS B-Trains are combination vehicles consisting of a tractor and two trailers, each with an approximate length of 12.2 metres and a total combination length of up to 31 metres. Long Combination Vehicles similar to ELS B-Trains, have been used in Saskatchewan and Manitoba since the 1970s and in Alberta since the mid 1990s. Ontario began a. pilot program in 2009 to study the impact of Long Combination Vehicles in the province. Although full results of the study have yet to be released, early indications are that the pilot project has proceeded smoothly with no collisions despite

33 Extended Length Super B-Trains in Delta !TRUCK Page 2 of 3 Attachment C Page 2 of 8 June 12, 2014 over 11,000 truck trips and 3.5 million kilometres traveled. There are 14 approved Long Combination Vehicle routes in the B.C. interior and Lower Mainland (Attachment B). Council Policy: Under the Delta Highways Bylaw No. 6922,2012 and the Commercial Transport Act: Commercial Transport Regulations, ELS B-Trains are only allowed on Delta highways under a permit authorized by the Director of Engineering. II DISCUSSION: Safety The safety of all road users is of paramount importance to Delta residents and drivers on Delta roads. Unfortunately, the evidence does not provide a definitive conclusion regarding the safety of ELS B-Trains. However, according to research conducted for Alberta's Ministry of Infrastructure and Transportation in 2007, combination vehicles are unlikely to be any more dangerous than other large trucks. The good safety record of combination vehicles has been attributed to the stringent restrictions placed on the vehicles and their drivers who require specialized training to operate these vehicles. Environment Since ELS B-Trains would carry twice the freight of an ordinary semi-trailer due to their two 40 foot container capacity, half the number of truck trips are required to move the same amount of goods. Damco has estimated this would result in a reduction of approximately 24 truck trips daily as each combination could make three trips to Deltaport each workday. Research indicates that ELS B-Trains may result in greenhouse gas emission reductions of approximately percent. Field trials With the recent opening of Highway 17, a more direct route to Deltaport exists from this facility. Highway 17 and the roundabout on 80 Street have been designed to accommodate ELS B-Trains. Provincial Regulations In discussion with Commercial Vehicle and Safety Enforcement Branch, staff have indicated that they would permit ELS B-Trains due to their ability to reduce the number of trucks on the road. Only under a special permit would the operation of ELS B-Trains on provincial roads in British Columbia be allowed. Port Operations This application would be for up to eight vehicle combinations utilizing the night gates at Deltaport with travel from 6 p.m. to 1 a.m., which could make up to three round trips to Deltaport during this time period depending on Port reservation times, prevailing Deltaport congestion and shipping activity.

III CONCLUSION: Damco has applied to Delta to operate up to eight Extended Length Super B-Trains between their facility at 8400 River Road in the Tilbury Industrial Area and Deltaport. Such operation would require a Highway Use Permit from the Director of Engineering. Staff recommends that permits for up to eight Extended Length Super B-Trains be authorized for a trial period of six months subject to the issuance of permits by the Commercial Vehicle and Safety Enforcement Branch for travel on Highway 17 and Deltaport Way. C ;ll1is are va liclln British Columbia on highways under the jurisdiction of tile Ministry of Transportation and Infrastructure only. Note: Drivers must read and be aware of the terms and conditions of their permit, including th is form and their lelter of authorization. In addition, the policies described in the Commercial Transport Procedures Manual (CTPM), available at W'{ll 'I'!:.! x..@, and in particular Section 5.3.6, are incorporated into and form part of the conditions of this permit. Hours of Operation: Travel at times listed by area, except during the General Holiday restric tions described in Section of tile CTPM. 1. Travel Restrictions: (1\) Adverse Weather - LCV vehiclos musl not be dispatched when adverso conditions are known to be present on tile route. The Permittee is required to mal<e a reasonable effort to determine the driving conditions on the route prior to each trip, and must be able to provide documentation of having done so upon request. LCV's must no t operate during adverse weather, or when driving conditions impede the driver's ability to operate in a safe manner or prevent the driver from driving with reasonable consideration for the safety of persons using the highway. Drivers encountering adverse conditions must stop at the next safe location (or as directed by an authorized MoT employee or a peace officer) and wait for conditions to improve. This includes conditions where: i) Visibility is obscured to less than 300 m; and/or ii) There is snow present on the highway which affects the traction of the LeV. (8) Headlights - Must be on at all times when operating the LCV. (C) Speed - Maximum speed shall be the lesser of 100 lun/h or the posted speed limit. (D) elogs - Unless otherwise authorized in writing by the MoT, the Permittee must ensure that LCV's are only operaled when the elog and onboard recording device are activated and function ing. (E) LCV Driver's Certificate Must be carried by the driver when operati ng an LCV. 2. Convoying and Passing: (1\) Convoying - No convoying with another LCV is allowed within a distance of 1 km. Except in urban areas, drivers must follow other commercial vehicles at a minimum distance of 500 metres. (8) Passing - Drive rs must trave l in the rightmost lane at all times, except to pass. Passing is allowed under the following conditions: Highways with two lanes in one direction: LCVs may only pass vehictes travelling less than 80km per hour, when on level ground. " Highways with three lanes in one direction: LCVs may travel in the middle lane to pass slow moving vehicles. Highways in the Peace River District: LC Vs Illay pass when it is safe to do so. (C) Opposing Lanes - Drivers must avoid crossing opposing lanes of Iraff ic unless absolutely necessary. 3. Loads and Load Securement: (1\) Normal Freight Loads - No bulk liquids (excluding to te tanks between lilres), ne homogenous bull< commodities such as hay, wood chips, sawdust or hog fuet, no hanging/sawing loads such as rnea\. No bull< loads of logs, lumber, gravel, etc. No bulk loads of dangerous goods. (8) General Equipment - No tankers, low beds hauling heavy machinery, or any other unspecified type of vehicles and vehicle combinations.. (C) Stability - Drivers must load and couple vehicles to ensure the LCV combination, when travelling in a straight line on level, smooth, and paved surfaces, will follow the path of the towing vehicle without shifting, swerving, or swaying more than 1 Ocm side to side from the path of the towing vehicle.
