1 General Specifications Is the vehicle to be supplied made up from individual components that meet or exceed the specifications outlined in the following pages of the tender? Where minimums are called for, the vehicle must meet, or exceed the capacity, size or performance specified. The specification lists only the major details of the vehicle. Therefore, it is the supplier s responsibility to deliver a fully equipped vehicle with compatible components. The vehicle shall meet or surpass the current mandatory requirements of the Canadian Motor Vehicle Safety Regulations and bear the national safety mark and CMVI annual sticker. The cab and chassis will be mounted with an all season box, one way plow and side wing. The truck shall be suitably equipped to receive this equipment. Any modifications to the truck that are required to facilitate the installation of the equipment required by this specification shall be the responsibility of the supplier. Bolt holes must be drilled to size, not flame cut. All hydraulic hoses for all supplied equipment shall be of an adequate size to allow hydraulic operations to fall within timed specifications found within this tender and shall be two ply braided steel SAE100R2 with swivels on both ends. All hoses and wiring required shall be adequately supported and guarded so as to prevent damage from rubbing, wearing through or ice build up. A parts manual shall be supplied for each of the following pieces of equipment: hydraulic pump; truck harness; complete hydraulic snowplow control box and wing tower; snow wing; front plow and dump box/sander box; sand/salt spreader dickey-john unit. All hydraulic cylinder push rods supplied shall be high quality chrome plated except where specified. Detailed Specifications Conventional cab air mounted to frame. Each minimum with shock absorbers. Turn Radius. Rear Rear axle shall be tandem, dual drive, single speed with driver controlled inter-axle differential lock out and driver controlled traction aid on both axles. Rating shall be 40,000 lb. Minimum. Preferred Make: Rockwell Model: Rt Road speed in top gear at maximum full load R.P.M. shall not exceed 108 KM per hour. Final Drive Ratio to obtain desired road speed in top gear. Painted(white)steel disc rims must have a load capacity and pressure rating equal to or exceeding the ratings of the tires. Means shall be provided to release the parking brakes from the cab with no pressure in the main air reservoir but with air pressure remaining in either secondary reservoir. Minimum 160 amp alternator. Preferred: Delco 24 SI 2 group 31, 12 volt, 950 CCA batteries minimum. Batteries are to be mounted left side so as not to interfere with mounting of snow removal equipment including spinner & wing tower etc. and must be easily accessible for service. Batteries box shall be fully enclosed to protect the batteries from moisture, salt and sand to prevent corrosion. Delco 12V 42MT H.D. electric starter. Modulating fan hub with light weight blades. An in-block type coolant heater, 1000 watt minimum. Engine oil heater. Heavy duty dry type air cleaner with summer/winter air. Intake heater. An in-cab air restriction indicator. Heavy duty fuel/water separator with thermostatic fuel temperature controlled electric heater, filter restriction/change indicator and water in fuel sensor. A spin on coolant filter. Provision shall be made for the mounting of an engine driven pump and all mounts and adapters necessary shall be provided. Exhaust shall be mounted vertical on right side and be rain protected, but must not interfere with the snowplow wing tower mounting. A min. 75 US. gallon non polished aluminum fuel tank mounted on the left side shall be provided & shall not interfere with snow removal equipment mountings. If DEF fluid is required, tank must be mounted to rear of fuel tank. Engine hood shall be fiberglass forward tilting with access hatches. Front grill shall be stationary type. Air suspended, fully adjustable driver and passenger seats shall be supplied. Tilt Steering

Four-way flasher. 4 sealed beam backup lights. Backup warning alarm. Automatic reset circuit breakers no fuses.

5 Spare filters to be supplied. Warranty and Manuals Oil Fuel Water Separator Coolant Signed manufacturer s factory warranty. Line sheet shall be provided. Truck, drive line and supplied equipment operators manuals shall be provided. Standard Front Mount Tandem Hydraulic Pump The hydraulic pump supplied shall be a gear driven pump with in cab MAKE: over ride switch. The pump shall have a minium capacity of up to CAPACITY: P.S.I. minimum. Supplier and manufacturer to warrant the pump to operate the spinner and conveyor at the maximum level of performance with enough capacity to operate one other function. Pump mounting plate and splined drive shaft shall be supplied. The pump shall be driven from the crankshaft. The pump shall have a manufacturer's R.P.M. rating equivalent or higher than that of the truck engine, at governed speed. The drive shaft shall be supplied with spline long enough to allow telescopic retraction of the shaft in order to change fan belt without removing the pump. The hydraulic system must be set up so all other hydraulic functions do not "rob" the sander equipment. Snow Plow Truck Harness The design and construction of this equipment shall be Viking MAKE: Equipment, or be of equivalent design approved by the Township of Lake of Bays prior to submittal. The harness shall be mounted at the front end of the frame, and shall be bolted to the cheek plate. The lifting frame shall be bolted to the push plate and shall be braced to conform with MTO standards and have an opening of sufficient area to provide engine cooling. Lifting /Power tilt mouldboard Ram Diameter - 4" D.A. minimum. Lifting/ Power tilt mouldboard Ram Stroke - shall be 10" minimum. Lift of grab link for nose chain shall be 20" minimum. Drive ears shall be 30 1/2" centre to centre Quick-Tac design. Height to lower drive connection shall be 19" when mounted, truck empty. Cheek plates to match truck frame shall be supplied and shall be compatible for plow. Three grab links shall be supplied. Two sealed beams Halogen type headlamps, with high and low beam shall be supplied. Spacing and height of headlamps shall be in compliance with ES-401.

6 Right front helper spring shall be provided. 16,000 lb. capacity Aeon Rubber (2 spools) shall be used and shall be easily removable. Two new turn signals shall be installed in the location shown in ES-401 and the wires from the truck turn signal shall be connected to these lights. These wires shall be well protected in looms. The plow lights and signals shall be equipped with "Quick-Tach" ends. The front plow harness shall tilt forward to allow the hood to tilt over centre of its pivots and stay open without the need of any additional supports. The harness shall be tilted and repositioned using a hydraulic cylinder controlled from inside the cab. Also, the frame shall be equipped with a means of aligning the harness to the locking pins when repositioning the harness. The hydraulic cylinders shall be supplied with flat face, dripless quick disconnect couplings, if required. Also, caps shall be supplied and attached to the couplings using a chain, plastic strap, etc. to protect them when not in use. Front Wing Post The design and construction of the wing post shall be in compliance MAKE: with MTO ES403, or be equivalent design approved by the Township of Lake of bays. Brace "A" in ES403 shall be replaced by a second sturdy cross member. This cross member shall be bolted to both cheek plates. Alternate braces must be approved. The wing post shall be made of 8", I-Beam, 18.4 lb/ft, minimum. Cross member shall be of heavy construction to sustain snow plowing operation in severe conditions. The wing post, when mounted, shall not be higher than the wing tower. A 12" convex mirror shall be mounted on the top rear of the front wing post. The sheave pin shall be provided with a grease fitting and an Oilite bushing. A safety stop, limited slide travel shall be supplied. Lifting cable shall not be mounted to the hinge pin. An 8" grab link shall be located halfway between upper and lower position of bolt "D" as shown on ES403. Front slide shall be provided with a tip over, arrangement. A spring shall be included to return the blade to normal position after it has tripped. Bottom of wing post shall be approximately 11" from the ground, truck empty, and shall be protected by a shoe. A 3" x 30" stroke D.A. cylinder shall be mounted on the inside of the front post and shall operate the front wing slide through 2(6 dia) sheaves and a cable. Cross member must be bolted to wing post. 6" overhang shall be left on cross members to allow lateral movement for mounting the wing post on future trucks. Guide bars for the slide shall be welded 100% up 2' from the bottom. Design and quality must be approved by the MTO.

7 Full Hydraulic Snow Plow Control Box and Wing Tower The hydraulic snow plow control box shall comply with the provisions of MAKE: MTO ES-415 and shall be constructed and mounted so the box can be mounted 3" to 4" from the cab. The control box base and mountings shall be of heavy construction to sustain snowplowing operations under severe conditions. The base of the control box shall be bolted to the cheek plates. The control box shall contain double acting valves to operate: Plow Lift; Front of Wing; Wing Slide; Tilt Front Harness; Rear of Wing, Power tilt mouldboard. And one Single acting valve to operate lift box. Valves to be featherable air operated. The controls from left to right, when viewed from the operator's seat, shall operate the following: Plow lift Front end of wing Rear end of wing Wing braces Power tilt mouldboard Pulling the lever to the rear shall raise the attachment, while pushing the lever to the front shall lower it. An air filter lubricator shall be installed to lubricate the air operated valve actuators and be located in a convenient location for filling. A reservoir of adequate capacity shall be supplied and shall incorporate: A drain plug on the side/bottom of the reservoir An oil level sight gauge and a magnetic trap removable without draining the oil A return line filter with differential pressure Indicator A high pressure in-line filter A check valve fitted in the return line to the tank if the entry point is below the normal maximum fluid level of the tank A ball valve in the pump supply line at the reservoir. The hydraulic control valve assembly shall be bolted either to the LOCATION: bottom cross member of the Wing Tower or The hydraulic control valve assembly shall be bolted to the left side of the wing tower assembly and easily accessible without raising the dump body. Also, the manual override sections of the spool valves shall be positioned to the left side of harness for easy accessibility. The valve assembly shall contain seven valves: Double acting for front plow Double acting for front of wing Double acting for rear of wing Double acting for push arm slide Double acting for power tilt mouldboard Single acting double detent for dump body hoist Double acting for front harness tilt The hydraulic valves shall have featherable flow control characteristics MAKE: and shall incorporate the use of metering type spool valves. Approved valve: Rexroth MP18 TE: The use of any other valve must have prior approval of the Township of Lake of Bays.

8 The hydraulic valve body together with attached components shall be designed to eliminate corrosion due to interaction between dissimilar metals. The hydraulic valves shall incorporate a means to manually override the spool valve control. The manual control shall incorporate a means to protect the spool valve end from dirt and moisture by a rubber boot or other device so that any portion of the spool that retracts into the valve body is never exposed to the elements. The hydraulic valves together with their in-cab pneumatic hand lever controls shall control the front plow, front of wing and rear of wing within the following prescribed lift and drop rates from one extent of travel to the other extreme, with the truck engine at governed RPM and the hydraulic system operating in a 15 degrees C to 25 degrees C environment. Front Plow 1 to 2 1/2 seconds Front of wing 2 to 5 seconds Rear of wing 2.5 to 5 seconds The pneumatic hand lever controls shall be featherable so as to provide smooth control of the hydraulic spool valves, with levers that are easy to manipulate with one hand and do not require excessive force to actuate. Approved pneumatic controls are: RMH DEL 1220 The use of any other controller must have prior approval of the Township of Lake of Bays. The hand controls shall be located between the driver and passenger seat, within easy reach of the driver so that the controls can be manipulated by a driver (as small as 5 ft. in height) seated in a normal seating position and without moving from the seat back rest. As well the controls are to be positioned so as to be in the forward line of sight of the driver. The position of the controls shall be adjustable so as to put them, when required, in easy reach of the passenger position. The operating air pressure range shall be 90 to 120 psi. An air pressure protection valve shall be incorporated into the system. Dana Chelsea # or the Township of Lake of Bays approved equivalents. The wing tower shall be of an open design, as per MTO standard ES any other design must be approved by the Township of Lake of Bays. MAKE: Wing tower shall be bolted to the truck frame. There shall be no pockets on the tower which would trap water or dirt (i.e. ears of channels should point down). Bottom of wing tower shall be protected by shoe, and shall have a ground clearance of 14" minimum, truck empty. The spacing of the holes in the slides for connecting the wing braces shall be approximately 17". The inside distance between the ears of wing slide shall be 2 1/2" to accept the push arm end.

9 Approved size of ram controlling the rear end of wing shall be 3" diameter x 30" stroke approximately cylinder, with a cable and sheave assembly. Approved size of ram controlling wing brace slide shall be 3" diameter x 36" stroke approximately and shall be double acting. The push arm hydraulic cylinder shall be in the retracted position when the push arm slide is in the lowered position. 6" sealed beam wing light shall be provided. Rear tower shall be mounted in such a manner that the most forward part of the dump box may be within 3" of the back of the cab, so as not to waste cab to axle space. The wing tower shall be of a heavy construction and bolted to the right side of the truck chassis. Wing tower shall be of 10" channel construction with a 25 degree offset and its mountings shall be sufficient to sustain snow plowing operations under severe conditions. One pipe brace 2 3/4" diameter shall connect the bottom of the wing tower and the truck chassis near the forward mount of the right rear springs to reduce the shock of the truck frame. The rear wing tower shall be heavily braced and gusseted to the frame cheek plate. For maximum strength two channels shall be used to form a triangular support integral with the rear post. The first channel shall be 4" x 66 1/2" lb/ft slopping diagonal The second channel shall be 4" x 40" lb/ft horizontal brace bolted to the chassis rails and welded to the brace box. Two triangular stiffeners shall be incorporated into the assembly. Hydraulic hoses shall connect the rams of the tower with the valves in the control box. All sheave pins shall be provided with oil impregnated bronze bearings and grease fitting. A 3/8" safety chain shall be supplied to secure the wing when not in use and shall be fastened to the tower by a clevis. Guide bars to contain the rear wing slide shall be welded 100% from the bottom up 2 feet. Snow Leveling Wing The snow leveling wing shall comply with the provisions of MTO ES- MAKE: 406, except for the length which is designated by the specification. The inside height of the wing shall be 29" minimum. The outside height of the wing shall be 39" minimum. Cutting edge must measure 11 feet. The thickness of the mouldboard shall be 10 U.S.S. Ga. (0.1345), minimum. Two drive ribs for connecting the wing braces shall be provided. The drive ribs shall be located approximately 8'6" and 10'10" from the nose end of the wing. The plate for mounting the wing to the wing post shall be 1" thick. the mounting hole shall be far enough from the edge of the plate to avoid failure in this area. The mounting of the nose end of the wing to the wing post shall be by means of a hinge and retractable spring, to allow tipping over the wing.

10 Two adjustable wing braces shall be supplied. The upper brace shall be of a shock release type, including a spring retraction. The spring shall provide adequate stability of the wing in normal operating conditions, and shall retract the wing from tip-over position. The distance between the centre of the mounting holes of the wing braces shall be as follows: Upper brace - Extended 90" C.C. Collapsed 60" C.C. Extended distance shall be measured with spring fully retracted. Lower Brace - Extended 88" C.C. Collapsed 58" C.C. One spare pin for adjusting the wing braces shall be supplied with each brace. The top edge of the wing shall be boxed in and welded 100% to the ribs and mouldboard so as to avoid all pockets. 3 Shoes shall be supplied for the wing. Standard One Way Snow Plow This one way snowplow shall conform with the provisions of MTO standards ES-414, except that the dimensions of this specification shall prevail when the two contradict. MAKE: The plow shall operate effectively and without modification with the MTO snowplow truck harness ES-401. The weight of the plow shall range from 1,850 to 2,150 lbs and shall be constructed to prevent the accumulation of water in any area. The plow shall have a 3/8" thick rubber flap extending 18" past the vertical centre line, in normal operating positions. All ribs shall be of one-piece construction 100% welded both sides to the mouldboard. The top edge of the mouldboard shall be welded 100% to the ribs. The top rail of the mouldboard shall be manufactured of 2 1/2" x 2 1/2" angle iron and welded securely to the ribs and mouldboard with a continuous bead. All other welds must also be 100%. The thickness of the mouldboard shall be 10 U.S.S. ga. (0.1345) The mouldboard shall be pivoted and Quick attach to allow tilting in different positions. The mouldboard brace rod shall be hydraulically adjustable for plow angles of 45 degree, 50 degree and 55 degree, etc. Male end of adjusting brace assembly is to be solid steel. Both male and female ends shall have 5/8" mounting pins. The female end shall be at the top to prevent the accumulation of water. Drive bars for push frame shall be Quick-Tac design. The distance from the centerline of the holes to the end of the drive bar shall be 1 1/2". The height of the mouldboard at the top of curve shall be as follows: Front End: 24" min., 30" max. Rear End: 52" min., 60" max. The overall length shall be 12' 10" to 13' 6". The plow shall be fitted with two shoes as per MTO ES-508. There shall be 8 vertical ribs, 3 1/2" high by 3/8" thick. Minimum weld between the mouldboard and rib shall be 100% weld each side.

11 Plow will be equipped with carbide cutting edges. The bottom rail on the mouldboard shall be 5" x 3" x 1/2" angle below with a 3" x 2" x 3/8" gussets shall be welded between the two legs of the bottom angle, between each bolt hole, except for the two sets of end holes and between two holes in the middle of the mouldboard. The mouldboard shall be continuously welded to the bottom rails. The mouldboard shall be designed for use with MTO cutting edge ES- 505 and with the MTO standard nose piece ES-507. the cutting edge and nose piece shall be supplied. Mouldboard shall have a total bearing area (pin dia. times web thickness times number of webs involved) or 4 1/2 square inches minimum at the point where the drive links attach. Trip link safety mechanism shall be incorporated - the blade mechanism must return to the normal plowing position automatically. Trip springs must be secured with lock nuts. Two separate lift chains shall be used and these shall pick up on the drive frame at points approximately 48" apart. These lift chains shall be 1/2" diameter minimum of sufficient grade to meet the weight requirements and to ensure long life. The height of the shoes shall be adjustable as shown on MTO ES-521. Height adjustable one way snowplow shoe holder. The mouldboard shall be formed in the shape of a smooth curve. The horizontal distance from the discharge end of the plow blade to the discharge end of the mouldboard shall be 24" min. A sturdy eye 1/2" thickness shall be provided at the centre of gravity for handling of the mouldboard. The design and quality shall meet MTO requirements. Specifications For Salt and Sand Spreader all Season Dump Body This specification covers the supply of an ALL SEASON dump body, salt/sand spreader with Dickey-John Flex 4 control system The body shall remain stationary on the chassis frame while spreading. Rear discharge shall be front hoist tilt action as per conventional dump bodies. The unit shall be oval shaped to permit gravity flow unloading. The main conveyor will be centered and recessed along the length of the box. The cross conveyor will be a rubber belt chassis frame mounted with spreader (spinner) discharge on front, left side (driver) of dump box and a chute discharge on the front right side (passenger) for gravel discharging, reversible from cab. Note: Prior to installation contractor to provide Township of Lake of Bays with unit set up and installations. 12 Box U-shaped self cleaning dump body shall be 168 long and 96 the top. Water level capacity w/ 10 side boards shall be 15.8 cu. yd min. Height of conveyor floor from truck frame must not exceed 9. Hoist The lifting hoist shall be as follows: Type: 3 stage telescopic Class: 80/30 ton Stroke: 130 Tipping Angle: 50 degrees Safety stand Hinge: 2 ½ heavy duty Tailgate Tailgate shall be U shaped, double acting and height shall be 60 min. Material 3/16 double wall formed Cor-Ten A steel. Latch mechanism for the tailgate shall be air trip and latch. Spreader chains & brackets shall be supplied on tailgate & rear posts & shall consist of 5/16 grade 70 coil proof. Coal centre 25 W x 14 H with lever type handle. The main conveyor shall be recessed in the dump floor & run length wise of the body & consist of #30,000 min. Tensile strength self cleaning pintle chain with ¼ x 1 ¼ steel crossbars welded to chain 9 spacing. The main conveyor drive will consist of a planetary gear drive. The conveyor shall be capable of discharging rates of salted sand from lbs. per lane mile. One polyurethane spinner shall be provided on the left side (driver side) to spread ahead of wheels. Spinner disc shall be hydraulic direct drive. The spinner height shall be adjustable to accommodate various chassis heights. The spinner shall be capable of spreading evenly up to a 20' radius with the main operating range of 0 to 15. The lower bearing shall be a 1 2 bolt replaceable & greaseable flange bearing. Bearings All bearings shall be a suitable type & design to operate with a min. maintenance under salting & sanding conditions. Easy access to all grease fittings is required.

13 Fenders & Flaps Fenders shall be sloped, self-cleaning, constructed of 10 gauge Cor- Ten A material and continuous along length of dump body to provide cover for rear wheels and protect body. Mud flaps shall be supplied fore and aft of the rear tandem secured by a metal strap. Screens Shall be constructed of 3/8 dia. wire interwoven on 3 x 3 spacing. The wire shall be framed with ¼ x 1 ¼ angle iron & secured with chain. The screen section should be easily removed. Load Cover An air tarp shall be standard equipment with fabricated tarp arms and mesh tarp. Air cylinders to have stainless steel push rods and cylinders. Spreader Lighting The lighting system shall be LED and include custom weather proof wiring harness. All lights shall be mounted in rubber grommets to assure proper resistance to moisture and vibration. LED lamps must be covered by a minimum 4 year manufacturers warranty. Two Blue and Two Amber oval LED strobe lamps will be fitted into each side of the body posts. Rear raised detachable tail, stop, turn lights shall be as per M.T.O. configuration for combination sander/plow trucks. Two star strobe model 200AD one blue and one amber lenses shall be installed and be visible through 360 degrees. One 6 sealed beam rear facing light with driver controlled in cab switch shall be installed. 6 spinner light shall be installed. Truck Requirements The design shall accommodate installation on a 62,000 lb. G.V.W. truck with a minimum C.A. of 132. Everything behind cab must be cleared, including exhaust, battery box & fuel tanks. A conveyor shield shall be supplied to protect the conveyor chain when the spreader is not in operation. Hydraulic system to be complete with in-line filter installed between the oil tank and return line manifold. The regulator to be pressure compensated so that the selected flow will not change as load or engine speed changes. The body to be equipped with a safety bar to support the body in the raised position. The body shall be supplied with access ladders on drivers side. The steps shall be constructed using anti slip material (diamond-grip channel, ladder rung) a minimum of 14" long x 2" wide. Hand grab brackets shall be supplied to allow the operator to have three point contact at all times. The body and frame shall be sandblasted before the paint is applied. One coat of primer and two top coats required. The rear of the truck frame shall be equipped with tow hooks.

A factory trained licensed technician shall provide complete training to maintenance personnel at the Township of Lake of Bays garage. A qualified and competent trainer shall provide operator training to personnel at the Township of Lake of Bays Public Works Yard. Training shall include safety, operation, maintenance and service.
