2 The following document was prepared to assist 4Tucson s Poverty Reduction Taskforce in identifying areas with the large amount of people facing the following challenges: 1) Dropping out of high school 2) Pregnancy out of wedlock 3) Lack of secure employment Recommendations in this report are based on the statistical areas with the highest populations and social capital. Data Sources: Data for this analysis was collected from the US Census, American Community Survey, Year Estimates for the United States, Arizona, Pima County, City of Tucson, and census tracts. Limitations: The American Community Survey is an estimate based on projections from previous years and trends. The margins of error for the data were not included in this report. Additionally, census tracts and City of Tucson neighborhood boundaries are not aligned. The tract data was mapped using GIS software and overlaid with neighborhood boundaries. Appendix A: Page 2

3 The City of Tucson is a Council- Manager form of government. The City of Tucson is divided into six wards. Each ward is represented by one Council Member. Together with the Mayor, the Council Members form the Tucson City Council. The Tucson City Council helps address concerns that citizens may have about their neighborhood, their city, and the services provided by their local city government. The map to the right, shows the ward boundaries as of 2012, which was the last time they were re-drawn. Neighborhood associations are typically formed for the benefit of the residents; to help them know one another better, to establish positive relationships, increase communication, and work on issues of concern together. One of the most important reasons that neighborhoods become registered is that it affords them legal standing in certain procedures. In 1997, the Arizona Legislature passed legislation that gives neighborhoods new rights in certain criminal cases. The Neighborhood Protection Act (NPA) allows cities to register neighborhoods interested in victims' rights notification. Once registered, a neighborhood is entitled to know about certain parts of the legal proceedings in specific kinds of cases. In the City of Tucson, registered neighborhoods also get notification of pending issues such as liquor license applications in their area, and are informed of planning, transportation, or other municipal issues that may affect them. Registered neighborhoods receive assistance with mailings to their association, meeting space, and clean-ups. The Office of Integrated Planning (OIP) can assist registered neighborhood associations engaging in civic purposes by identifying City-owned facilities, such as Council Ward Offices and Neighborhood Centers, or Pima County-owned libraries that can accommodate neighborhood meetings.
