3 From The Chief Engineer s Desk I am pleased to present the Annual Report of SLDC, Gujarat for the financial year It was undoubtedly a period of rapid change and major challenges for the grid operation. Our annual report covers our roles as System Operator. Electricity is the essential component of all economic activity, and for realising State socio economic objectives. SLDC, Gujarat must therefore ensure to operate Gujarat power system in such a way that it provides reliable supply of electricity and maintains the security of the power system too. Our annual report is an integrated one that sets out an in-depth, contextual review of overall performance of the State Grid for the financial year It outlines Grid operation reviews, key challenges of the service and how it has overcome them or plans to do so. Everything we do, and everything we plan to do, stems from our paramount commitment to ensuring the most reliable electric grid possible. SLDC is mainly carrying out two types of operational activities; one is grid operation to ensure safe, reliable and economic despatch of electricity in the State of Gujarat and the other is commercial operation including merit order despatch, Short Term Open Access, accounting of scheduled energy, unscheduled energy exchange and reactive energy exchange. Grid Operation SLDC manages electricity transmission in the State and guarantees its safety, quality and reliability round the clock. It ensures equal access conditions for all grid users with the experience and technical expertise acquired in managing complex systems. The generation capacity addition of 19.19% (3473 MW) is achieved compared to 18.65% addition during previous year The addition comprises of 696 MW from Renewable sources, 600 MW from Private Sector and 2177 MW from Central Sector. 38 Nos. of EHV transmission elements were added in Gujarat system during the year A rise of 11.53% in total energy catered and a rise of % in Maximum demand catered are worth mentioning. The energy received from renewable sources is 6624 MUs (7.55% of total energy) while it was 4175 MUs (5.30 % of total energy) in the previous year and the rise of 58% in contribution from renewable sources is quite remarkable. These figures indicate that complexity of grid is increasing enormously. There are lot of uncertainties prevailing in the grid such as demand variation, wide variation in generation from renewable sources etc. During the year, SLDC has made numerous efforts to ensure safe, secure, economic and reliable grid operation. By the end of July-2012, two major regional level grid disturbances occurred. In both the grid disturbances, Western Regional grid had survived mainly due to SPS operation at APL, Mundra. Generation of APL, CGPL & EPGL power plants were affected so many times due to frequent tripping of EHV lines in Kutch & Saurashtra pocket due to bad weather conditions during July-Aug-12. SLDC s efforts in handling these situations were indeed noteworthy for quick restoration of the system. SLDC is managing such complexities by using advanced Power System Tools, effective planning for outages of transmission elements and generating units, ensuring real time data for entire grid observation etc. Variation of MW generation in a day from renewable sources is quite common. Such variation in the 1

4 system is persistent and is handled by continuously analysing weather related information, generation regulation, optimizing the operation of lines, ICTs and shunt elements like capacitors and reactors. Commercial Operation By mandate, SLDC is the nodal agency for STOA in the State. SLDC has to carry out energy accounting for computation of capacity charges, scheduling charges and transmission losses. Also, SLDC has to maintain and manage UI Account, Reactive Energy Account and Congestion Charges Account and Regional Transmission Deviation (RTDA) Account. It is our pride that Gujarat State has implemented Intra-State ABT Mechanism complete in all respects since April 2010 for better grid discipline and accounting. With the capacity addition taking place at a faster pace, the substantial increase in interconnections between different subsystems and the inevitable need to provide efficient and effective STOA platform, the data processing and publishing work at SLDC has tremendously increased. SLDC is handling 1347 Nos. of SEM data weekly as on Mar-13 compared to 1123 Nos. in March-12. At present, SLDC has 73 pool members in UI accounts compared to 67 during previous year and the number is on the rise. The Nos. of STOA applications processed during the year was 4816 while it was 1187 in the previous year. During the year , an amount of Rs crore was handled in UI pool accounts whereas in the year , it was Rs crore. The huge difference in UI pool account is due to the operational discipline enforced after the regional level grid disturbance on 30 th & 31 st July-12. Initiatives for Improvement A lot of initiatives were taken to improve operational performance. In April-2012, black start mock drill for SSP machine was carried out with the objective of achieving restoration of total system in the shortest possible time. SLDC had made fabulous efforts to facilitate outages for construction of new EHV lines and for R & M work of EHV lines so as to accommodate new elements in the grid at the right time and to ensure reliable operation of transmission network. SLDC has made initiatives to hold State level Operation Coordination Committee meetings at regular intervals wherein all the representatives of State & Central generating stations and Discoms are invited to have discussions on all grid operation related matters. These meetings are very much helpful for carrying out operation analysis, improving grid performance and resolving various issues pertaining to all the stake holders. SLDC has taken keen interest to relieve congestion in the network by proposing worthwhile changes in network topology and getting them implemented through the concerned agencies so as to have a secure and reliable grid operation. Our SCADA & IT team had done remarkable work for data visualization, maintaining RTU availability and communication link with control centre. Also, 86 Nos of RTU s are provided for accessing data of renewable energy generation in real time which is very much helpful to recognize trend of RE generation and handle its variation. Lot of efforts are made for accessing of various data by Users from SLDC website which maintains a high degree of translucent environment. SLDC received PSS/E software for power system analysis. The existing network upto 132 KV level is modelled and it is intended to utilize this software for outage security assessment studies. SLDC believes in knowledge sharing and skill enhancement of each of its working associates. Almost 2

5 in all capacity building workshops and training programs, SLDC officials are delegated. Also, inhouse discussion sessions are regularly arranged so that each individual s skill and area of interest is candidly recognized. As a result of this, SLDC Gujarat is proud to have the highest number of certified system operators i.e. 39 (Basic level certification of power system operation) & 26 Nos. of officers having specialist level certification on regulatory frame work in power sector which is also the highest in the country. Focus Areas for A number of opportunities and challenges exist for Gujarat Grid. Key amongst the challenges are the increasing levels of complexity in the operation of the power system coupled with a dramatically changing generation of renewable sources, portfolio of high capacity generator units, wide variation in demand, planning of outages for generating units and transmission elements, real time incorporation of voluminous revisions from generators and DISCOMs, data acquisition on faster rate, assessment of transfer capabilities, flexibility to implement frequent changes in Regulations, issuance of bills, invoices and statements to all users timely and accurately etc. SLDC has set road map to meet these challenges. In , SLDC will be equipped with ABT software with Automatic Meter Reading (AMR) solutions. This software would be capable of handling thousands of SEM parameters and producing the reports in the quickest possible time. The entire job shall be carried out with the help of leading IT Company. SLDC Gujarat is planning to move forward to new WAMS technology using Digital Synchrophasor. This technology would improve operators visibility of the grid in a broader perspective and strengthen reliability. It will provide a dynamic status of the system at any given moment. This facilitates early detection of any forthcoming harmful event to the grid and responds to it, thereby, enhancing reliability and enabling the optimization of the resources safely. The synchrophasor technology provides complex quantity of data at a much faster rate, upto 10/25/50 samples per second time stamped and synchronised through GPS. In conclusion, it provides MRI view of the system instead of the X-ray view of the present system. SLDC has planned to install 25 Nos. of PMUs during the Financial Year and locations for the same have already been identified. The requisite analytics for this project are being developed by IIT-Mumbai as research project. I, on behalf of SLDC staff, take this opportunity to convey my sincere thanks to Shri S. K. INTRODUCTION 1.1 Formation As per Energy & Petrochemical Department, Government of Gujarat, Order No. GHU GEB K of 29 th May 2004, established the load despatch centre, Jambuva as State Load Despatch Centre, for purposes of exercising the power and discharging functions under section 31 of IEA Functions In accordance with section 32 of Electricity Act, 2003, the (SLDC) has to carry out following functions: a. SLDC has to ensure integrated operation of the power system in a State. b. SLDC is responsible for optimum scheduling and despatch of electricity within a State. c. Monitor grid operations; d. keep accounts of the quantity of electricity transmitted through the State grid; e. Exercise supervision and control over the intra-state transmission system; f. SLDC is responsible for carrying out real time operations for grid control and despatch of electricity within the State through secure and economic operation of the State grid in accordance with the Grid Standards and the State Grid Code. g. SLDC in a State may give such directions and exercise such supervision and control as may be required for ensuring the integrated grid operations and for achieving the maximum economy and efficiency in the operation of power system in that State. h. Every licensee, generating company, generating station, sub-station and any other person connected with the operation of the power system shall comply with the directions issued by the SLDC. i. The SLDC shall comply with the directions of the Regional Load Despatch Centre. j. In case of inter-state bilateral and collective short-term open access transactions having a state utility or an intra-state entity as a buyer or a seller, SLDC shall accord concurrence or no objection or a prior standing clearance. k. The following are contemplated as exclusive functions of SLDC. a. System operation and control covering contingency analysis and operational planning on real time basis; b. Scheduling / re-scheduling of generation; c. System restoration following grid disturbances; d. Metering and data collection; e. Compiling and furnishing data pertaining to system operation; f. Operation of state UI pool account, state reactive energy account. 7

There was a generation loss of 233 MW :12 APL ± 500 KV APL Mundra - Mohindergarh HVDC pole 1 with power order of 630 MW tripped due to loss of auxiliary supply at Mohindergarh end. At Hrs, 220 KV Bus A of KLTPS tripped with 220 KV KLTPS - Kukma line No. 1. So, 220 KV KLTPS - Kukma line No. 2 only remained in service for evacuation of KLTPS & ALTPS power.3. At 2.53 Hrs, ALTPS & KLTPS generating station black out was reported due to tripping of 220 KV KLTPS Kukma line No. 2. ALTPS 1 (running at 90 MW), ALTPS 2 (running at 100 MW), KLTPS 1 (running at 55 MW) & KLTPS 4 (running at 59 MW) tripped. 4. At Hrs, 220 KV KLTPS - Kukma line No. 2 was taken into service & KLTPS station supply was normalized.5. At Hrs, the station supply of ALTPS was restored through 220 KV KLTPS - Akrimota line

APL unit 8 (running at 390 MW) & APL unit 9 (running at 547 MW) tripped (03:43 to 04:00) 220 KV Nakhatrana Since Hrs, power to 220 KV Kukma S/S was being fed through 220 KV KLTPS - Kukma line No. 1 At Hrs, bus fault (PI flash over) occurred on 220 KV Bus - 1 at Nakhatrana S/S. Later on, it was cleared at Hrs. At Hrs, bus fault (Wave trap suspension string of KLTPS 2 line flashed over) occurred on 220 KV Bus - 2 at Nakhatrana S/S. As a result, the evacuation network got distressed and KLTPS 1 (running at 40 MW), KLTPS 4 (running at 49 MW) & ALTPS 1 (running at 104 MW) tripped. With the tripping, black out occurred at 220 KV Nakhatrana, Kukma and Jamanvada S/S The restoration was done through 220 KV Nakhatrana - Jamanvada - Akrimota - KLTPS - Kukma route (06.50 to 07.05) 220 KV Kukma 220 KV Anjar The 220 KV Shivlakaha - Anjar (from 3.30), 220 KV KLTPS - Kukma line 2 (from 05.46) were out due to tripping. At Hrs, 220 KV KLTPS - Kukma line 1 tripped and in reflection 220 KV Welspun - Anjar line tripped. It led to zero power at Kukma & Anjar S/S. Power was restored through 220 KV Welspun - Anjar line to Anjar & Kukma S/S

41 :26 & 18:52 KLTPS At Hrs, bus fault occurred (R ph PI support of reactor bay flashed over) on Bus 2. It led to tripping of KLTPS unit 4 (running at 48 MW). Later on, at Hrs, bus fault occurred (B ph 89A isolator PI of Nakhatrana - 1 line flashed over) on Bus 1. It led to tripping of KLTPS unit 1 (running at 61 MW) & KLTPS unit 2 (running at 64 MW) :00 STPS At Hrs, bus fault occurred on Bus-A (PI of Dhrol feeder flashed over). It led to tripping of STPS 1 (running at 84 MW) & STPS 2 (running at 91 MW) :25 APL ± 500 KV APL Mundra - Mohindergarh HVDC Pole-1 (loaded at 619 MW) tripped. APL unit 9 (running at 565 MW) tripped on SPS :25 APL ± 500 KV APL Mundra - Mohindergarh HVDC Pole-1 (loaded at 621 MW) tripped. APL unit 9 (running at 566 MW) tripped on SPS :40 Jetpur Prior to tripping of 400 KV Hadala - Jetpur line, 220 KV Gondal - Kangashiyali, 400 KV Chorania - Amreli - Jetpur lines were out. The tripping of 400 KV Hadala - Jetpur led to excessive over loading on 220 KV Hadala - Nyara D/C, 220 KV Chorania - Gondal & 220 KV Rajkot - Jetpur lines. Subsequently, bus fault occurred on 220 KV Bus - 1 (Jumper of 220 KV Rajkot line bay snapped). To control loading on remaining network, immediately load restrictions measures were enforced. At Hrs, 400 KV Chorania - Hadala line tripped causing excessive over loading of 220 KV D/C Hadala - Nyara, 220 KV Kasor - Botad, 220 KV Karamsad - Vartej and 220 KV Chorania - Gondal lines. To control loading on these circuits, load shedding 600 MW was imposed. 600 MW L/S :40 ALTPS The outage of 220 KV Panandhro - Akrimota line was taken at Hrs. to attend hot point at KLTPS end. Later on at Hrs, 220 KV Akrimota - Jamanvada & 220 KV Akrimota - Nakhatrana line (earth wire broken on loc. Nos. 164 to 166) tripped. As a result, ALTPS 1 (running at 100 MW) & ALTPS 2 (running at 110 MW) tripped :54 APL ± 500 KV APL Mundra - Mohindergarh HVDC Pole-1 (loaded at 600 MW) tripped. APL unit 9 (running at 560 MW) tripped on SPS

42 :52 APL At Hrs, both the 400 KV APL - Sami - Dehgam lines tripped leading to tripping of APL unit 8 (running at 550 MW) on SPS :43 UHPS KV D/C UTPS - UHPS line were switched OFF by SLDC to control loading on 220 KVD/C Ukai - Mota line and all the generation of UHPS was evacuated through 220 KV D/C UHPS - Achhalia line.2. At Hrs, 220 KV UHPS - Achhalia line No-1 (Achhalia end Z1 B-E, UHPS end Z1 B-E) tripped. In reflection, 220 KV UHPS - Achhalia line No.-2 also tripped at Achhalia end only. As a result, the evacuation network got distressed and led to tripping of all UHPS units :54 WTPS At Hrs, bus fault occurred at WTPS end causing tripping of all 220 KV feeders connected to WTPS. Same time WTPS-1 (running at 148 MW) & WTPS-5 (running at 167 MW) tripped :03 ± 500 KV HVDC Pole ± 500 KV HVDC Mundra Mohindergarh Pole-1 with power order 628 MW tripped. It led to SPS operation at APL. APL unit 7 (running at 547 MW) & APL unit 9 (running at 378 MW) tripped. The generation loss was around 925 MW :35 ALTPS At Hrs. 220 KV KLTPS - ALTPS line tripped due to R - Phase conductor broken between Location 1 & 2. In reflection, 220 KV Akrimota - Jamanvada line and 220 KV Akrimota - Nakhatrana line (From Akrimota end only) also tripped. As a result, the evacuation network got distressed and led to tripping of both ALTPS units. At Hrs., power supply was restored through 220 KV Akrimota - Nakhatrana line :07 ± 500 KV HVDC Pole ± 500 KV HVDC Mundra Mohindergarh Pole-2 tripped because of card failure in HVDC control. Before smooth transfer of power from pole-2 to pole-1, the SPS logic of rate of change of power through bus sectionlizer got activated. It was resulting in to tripping of APL Unit No. 8 (running at 560 MW). Then, HVDC pole-1 was carrying@ 900 MW with only Unit no 7 of stage-iii running with 500 MW. As a result, the SPS logic of reverse power protection installed on bus sectionalizer got activated thereby sending trip command to ± 500 KV HVDC Mundra Mohindergarh Pole

43 : KV Bhilad At Vapi (PG) substation, none tripping of 220 KV Vapi (PG) - Magarvada line 1 bkr resulted into 220 KV Bus-1 tripping. 400/220 KV, 315 MVA ICT - 1 and 220 KV Vapi - Vapi (PG) line connected to 220 KV Bus-1 at Vapi (PG) also got tripped. It resulted in overloading of remaining ICT of Vapi (PG) & GETCO system. Within few seconds, the ICT-2 at Vapi (PG) also tripped and whole load of DD / DNH got transferred to GETCO Bhilad substation. Subsequently at Bhilad S/S, the R-Ph fly-over dropper jumper of 220 KV Bhilad-Tarapur line detached from clamp. Also, all 220 KV feeders connected to Bhilad S/S tripped. As a result, zero power condition occurred at Bhilad S/S :02 UTPS At 18:02 Hrs, HV side, Y-phase Lightning Arrestor of 220/400 KV 315 MVA ICT at UTPS flashed over. At the same time, LBB protection for Bus-II operated and all feeders connected to Bus-II tripped form UTPS end only. With the tripping of Bus-II, Unit No. 3 tripped. It resulted into generation loss of 150 MW :44 UTPS At Hrs, all feeders connected to 220 KV Bus-I tripped which resulted into black out at UTPS. The reason of Bus-I tripping under LBB protection is still under investigation by Ukai TPS. It led to tripping of UTPS Unit No. 2 & 4. Generation loss of 265 MW occurred :57 ± 500 KV HVDC Mundra - Mohindergarh pole 1 & 2 tripping At Hrs, all outgoing feeders at Mohindergarh end tripped resulting into blackout at Mohindergarh. It led to tripping of both the poles of ± 500 KV HVDC Mundra - Mohindergarh line. As a result, SPS operated at APL end and APL unit No. 7 (running at 562 MW) and APL Unit No. 9 (running at 505 MW) tripped

44 : KV S/S Vapi At 10:11Hrs, B-Ph jumper (between breaker and CT) of 220 KV Vapi - Vapi (PG) line (connected to Bus-B) detached from B-phase pole and fell on the ground. The line breaker tripped on DPS, Z-1, B-E, Dist: 3.0 Km, but, at the same time B phase breaker pole didn t trip. It led to LBB protection operation and all 220 KV feeders connected to Bus- B tripped. In reflection of fault, 220 KV Vapi - Bhilad and 220 KV TAPS Vapi line connected with Bus-A had undergone the racing with LBB Operation of Bus-B and tripped with back-up relay from far end. However, the 220 KV KAPP-Vapi line No. 1 didn t trip. It resulted into load loss of 300 MW :49 ± 500 KV HVDC Mundra - Mohindergarh pole 1 & 2 tripping At Hrs, all outgoing feeders at Mohindergarh end tripped resulting into blackout at Mohindergarh. It led to tripping of both the poles of ± 500 KV HVDC Mundra - Mohindergarh line. As a result, SPS operated at APL end and APL unit No. 7 (running at 422 MW) and APL Unit No. 8 (running at 509 MW) tripped : KV Pirana (Torrent) : KV S/S Kim Prior to occurrence, 400 KV Sugen Uno Sugen line was under outage from 13:35 Hrs for PMU installation. At 14:35 Hrs, 400 KV Sugen-Pirana (Torrent) line tripped on Z1 Y-B. At the same time, both the 400 KV Pirana (T)-Pirana (PG) lines tripped from both the ends resulting into blackout at Pirana (Torrent). It led to load loss of 135 MW. Prior to occurrence, the loading on each 220 KV Kim-Sugen line was 128 MW. At 12:38 Hrs, 220 KV Sugen-Kim line No. 1 tripped. It led to over loading of 220 KV Sugen-Kim line No. 2 and B-Phase bus isolator jumper of 220 KV Sugen-Kim line No. 2 got detached resulting into 220 KV Bus-B fault. As a result, all feeders connected to 220 KV Bus-B tripped. It led to tripping of all 220/66 KV transformers at Kim S/S. There was load loss of around 160 MW. At 12:50 Hrs, all load was restored

At 16:59 Hrs, 400 KV APL-Sami section-1 tripped. It resulted in overloading of 400 KV APL-Sami section-2 and operation of SPS. As a result, APL Unit No. 4 (running at 308 MW) & APL Unit No. 8 (running at 559 MW) tripped. There was a generation loss of 867 MW. Prior to occurrence, the loading on each 400 KV APL-Dehgam line was around 638 MW. APL Unit 2 was not on bar. Total generation of APL complex was 3219 MW. Flow on HVDC was 1303 MW. Power flow from APL Stage-4 to APL Stage-3 was 33 MW. At 1529 Hrs, FSC of 400 KV APL-Dehgam line No. 1 tripped. It resulted in overloading of 400 KV APL-Sami section-2 and operation of SPS. As a result, APL Unit No. 4 (running at 225 MW) & APL Unit No. 7 (running at 367 MW) tripped. There was a generation loss of 592 MW. Prior to occurrence, the loading on each 400 KV APL-Dehgam line was around 627 MW. APL Unit 2 was not on bar. Total generation of APL complex was 3315 MW. Flow on HVDC was 1303 MW. Power flow from APL Stage-4 to APL Stage-3 was 239 MW. At 15:55 Hrs, FSC of 400 KV APL-Dehgam line No.1 tripped. It resulted in overloading of 400 KV APL-Sami section-2 and operation of SPS. As a result, APL Unit No. 4 (running at 225 MW) & APL Unit No. 8 (running at 470 MW) tripped. There was a generation loss of 695 MW. Prior to occurrence, the loading on each 400 KV APL-Dehgam line was around 639 MW. APL Unit 2 was not on bar. Total generation of APL complex was 3425 MW. Flow on HVDC was 1302 MW. Power flow from APL Stage-4 to APL Stage-3 was 231 MW. At 14:39 Hrs, FSC of 400 KV APL-Dehgam Line No. 2 tripped. It resulted in overloading of 400 KV APL-Sami section-1and operations of SPS. As a result, APL Unit No. 4 (running at 311 MW) & APL Unit No. 7 (running at 432 MW) tripped. There was a generation loss of 743 MW

Total 38 Nos. of Support centre cases were communicated to GE and resolved for various SCADA improvements. e. Total 130 Nos. of PNA cases were run for outage / contingency study. f. Wi-fi facility has been established successfully. g. Cyber security monitoring with the help of admin based antivirus for intranet and for laptops is established. h. Voice logger facility has been provided for recording of operation communication. i. Establishment of video conferencing facility between SLDC-WRLDC/NLDC is done. j. Revamping of SLDC website has been done. k. Data backup facility has been provided to all departments. l. In-house software programme has been developed for auto update of bi-lateral consumers and reactive charges for operational purpose. m. Reactive energy validation software programme has been developed for ABT. n. Separate ABT LAN installation has been done by configuring virtual LAN with provision of Layer-3 switch. 46
