Code 10 0C Tender No. Tender Date : KID4915P08/07 : Material Description Quantity UOM Supply, erection, testing and commissioning of Electrical Panel for capacitor banks for power factor improvement. Technical details of the panel are given in Enclosure NO Special Notes : (A) General Notes : (i)bidder should have experience of design, fabrication and supplying of Minimum 10 Nos. of similar type of panel. Bidder should furnish the experience and performance certificates from user Industries along with the offer for evaluation of the offer. (ii) Panel shall be procured either from manufacturer or authorized dealer and duly approved dealer ship certificate should be furnished along with offer failing which offer shall be liable for rejection. (iii) Bidder should furnish the details of drawing, catalogue of capacitor, Thyristor, Automatic power factor controller, single line diagram, circuit diagram, GA drawing of the panel for evaluation of the offer of panel. Incomplete offer of the panel shall be liable for rejection. (iv)bidder should quote separately for supply of panel and Erection, testing and commissioning. (v) Bidder shall furnish the list of minimum spare parts required for maintenance of the panel along with the offer. (vi)panel shall be inspected and tested by OIL's Engineer at the premises of supplier before dispatch. (vii) Panel shall be installed and commissioned within 6-8 months from the date of receipt of the order or at the time of annual overhauling of LPG Recovery Plant. (viii) Panel shall be erected by supplier at OIL, Duliajan, Assam at the time of shutdown of the plant during annual maintenance of the plant in the month of October (ix)the expert Engineer from manufacturer is required for commissioning of the panel at the site. (x) All the tools and tackles required for commissioning of the panel are to be supplied by the supplier. (xi) Panel shall be guaranteed for 18 months from the date of supply or 12 months from the date of commissioning, whichever is earlier and Guarantee Certificate shall be furnished along with supply of materials. (B) Technical Notes : (i) Control circuit wiring shall be done by 2.5 sq.mm single core PVC insulated, sheathed, stranded copper conductor wire of 1.1 KV grade

(iii) Bottom plate of the panel shall be detachable type for making of suitable hole for cable glanding. Suitable size of brought out terminal shall be provided for incoming and outgoing cable connection. (iv)silicon insulated wire of suitable size shall be used for bus bar connection to the MCCB/ outgoing terminals. (v)control circuit HRC fuses with base shall be provided for indication lamp and voltmeter, ammeter etc. wherever it is required. (vi) Panel shall be painted with powder coated of grey color with thickness of minimum 70 micron after applying of 2 coats of primer. (vii)capacitor unit shall comply with IEEE STD and IEEE STD ( equivalent to IS: 13340/1998, IEC:60831). (viii) Capacitor unit shall be approved by NABL agency Like CPRI/ERDA and tested or at internationally accredited testing laboratory like KEMA or UL. (ix)applicable standard IS-13410, for enclosure's cover in case of sheet moulding compound (SMC) use. (x) Thyristor should be turned on when the voltage across is less than 6 volts. Triggering circuit should be immune to EMI and it should not operate due to multiple zero crossing of the input voltage wave from f any. (xi) Panel shall be designed for automatic improvement of the power factor from 0.8 PF to unity power factor with 350 amps load or more at 404V, 50HZ supplied by 1000KVA Transformer of 11KV/400V. The load consists of 80nos. LT motors from 5HP to 150HP and lighting load and also 10KVA and 120KVA UPS for supplying to power for PILC and DCS system.
