1 Medium Voltage Standby non-paralleling Control 1. GENERAL GUIDE FORM SPECIFICATION A. The requirements of the contract, Division 1, and part 16 apply to work in this section SECTIONS INCLUDE A. Medium Voltage 5KV and 15KV Metal-clad switchgear 1.02 RELATED SECTIONS 1.03 REFERENCES The medium voltage metal-clad switchgear and protection devices in this specification are designed and manufactured according to the following standards. A. ANSI C37.06 Switchgear AC High-voltage circuit breakers rated on a symmetrical current basis. B. ANSI C39.1 Electrical analog indicating instruments C. ANSI/IEEE C37.04, Rating structure for AC High-voltage circuit breakers rated on a symmetrical current basis. D. ANSI/IEEE C , Metal-clad and station type cubical switchgear E. ANSI/IEEE C57.13, Instrument transformers F. ANSI/IEEE C37.90, Standards for relays and relay systems associated with electrical power apparatus. G. NEMA SG 2, High Voltage fuse H. NEMA SG 4, Alternating current high voltage circuit breaker I. NEMA SG 5, Power switchgear assemblies 1.04 DEFINITIONS 1.05 SYSTEM DESCRIPTION A. [Indoor][Outdoor][protective aisle][common aisle] metal-clad automatic transfer switchgear intended for use on [5kv][15kv], 3 phase 3 wire. B. Metal-clad automatic transfer switchgear and breakers rated for [250][350][500][750]mva C. Enclosures and circuit breakers shall have a basic impulse rating of [60] [90] kv. control switchgear shall include Breakers, metering, and relays and shall be Factory tested. I
2 1.06 SUBMITTALS A. Manufacturer shall provide copies of the following documents to owner for review and evaluation with general requirements of Division 1 and Division 16: 1. Product data on specified product. 2. Shop drawings on specified product 3. Data sheets on all major components 1.07 PRODUCT RECORD DOCUMENTS A. Record drawings shall be provided the following information 1. Short circuit rating of bus and breakers 2. Outline dimension drawings 3. Device location schedule 4. Schematics 5. Point to Point wiring diagrams 6. Field interconnection drawing 1.08 OPERATION AND MAINTENANCE DRAWINGS A. Manufacturer shall provide copies of installation, operation and maintenance procedures to owner in accordance with general requirements QUALITY ASSURANCE A. Manufacturer shall have specialized in the manufacturing and assembly of like gear For a minimum of last [10] years. B. Manufacturer must be U.L. listed II
3 PART 2 PRODUCTS 2.01 MANUFACTURERS A. Custom Controls Inc. products has been used for the basis of this design. Other manufacturers products of equivalent quality, dimensions and operating features may be acceptable, at the engineers discretion, If they comply totally with all requirements specified in the contract documents 2.02 MANUFACTURED ASSEMBLIES A. Furnish individually mounted rear accessible Medium voltage metal-clad switchgear to provide Automatic transfer switch and close transition transfer controls COMPONENTS A. ENCLOSURE 1 - Switchgear shall consist of breaker and auxiliary units, as indicated I drawings, assembled to form a rigid, self-supporting, metal-enclosed structure. Outdoor metal-clad switchgear shall be enclosed in a weatherproof enclosure and shall include suitable weatherproof access doors, doors with provision for padlocking; protected ventilation openings as required; interior lighting, utility outlets with protective devices; and equipment heaters with protective devices. In each unit, major primary circuit parts (breaker, buses, transformers) shall be completely enclosed by grounded metal barriers, including a front barrier as part of the circuit breaker, 2. Switchgear units shall be arranged as shown on attached drawings. 3. For rigidity during fault conditions all connections to roll-out potential transformer trays and control power transformer trays shall be rigid bus bars insulated to full voltage rating of switchgear assembly. 4. Circuit breaker compartments shall be designed to house [5] [15] KV removable-element circuit breakers. Stationary primary disconnect contacts shall be silver-plated copper. Grounded metal safety shutters shall isolate all primary connections in compartment when breaker is withdrawn from connected position. 5. Furnish nameplates for each device as indicated in drawings. Nameplates shall be white letters on black background. There shall be a master nameplate that indicates equipment ratings, manufacturer's name, shop order number and general information.> B. MAIN BUS 1. The main bus shall be tin plated copper and rated as indicated in drawings. Bus bars shall have a continuous current rating based on temperature rise and documented by design tests. All joints will be tin plated with at least 2 bolts per joint. Bus bars will be braced to withstand magnetic stresses developed by currents equal to main power circuit breaker close, carry, and interrupt ratings. Access to bus bars shall be through removable front panels. Bus bars shall have fluidized bed epoxy flame retardant and non-hydroscopic insulation with a continuous current rating. III
4 C. GROUND BUS 1. A ground bus 1/4 by 2 inch copper shall extend throughout assembly with connections to each breaker grounding contact and cable compartment ground terminal. Joints shall be made up as indicated in drawings. Station ground connection points shall be located in each end section. D. CIRCUIT BREAKERS 1. Circuit breakers shall be rated for 1200A. Circuit breakers shall be interchangeable. Circuit breakers shall be operated by an electrically charged, mechanically and electrically trip-free, stored-energy spring. A [handle] shall be used to manually charge the spring for slow closing of contacts for inspection or adjustment. 2. Circuit breakers shall be equipped with secondary disconnecting contacts which shall automatically engage in the connected position. 3. Each breaker compartment shall have a breaker rack-out device. Using rack-out device, a breaker will be self aligning and will be held rigidly in the operating position. In the disconnect position, breaker shall be easily removable from compartment. Breaker racking shall be accomplished with door closed and latched. Insert handle through a hole in front door to operate rack-out device. 4. An indicating tape shall show breaker position when racking breakers in or out of their connected positions. 5. Interlocks shall prevent moving breaker to or from operating position unless main contacts are open. Operating springs shall be discharged automatically when breaker is rolled fully into connected or disconnected position. Rack-out device shall have provisions to padlock in connected or disconnected position. When locked in disconnected position, breaker shall be removable from compartment using portable lifting device. Padlock shall not interfere with breaker operation. 6. Automatic shutters shall cover primary disconnect stabs when breaker is withdrawn to test/disconnect position. Shutters shall be positively driven by linkages connected to racking mechanism. A stationary barrier shall be located in front of the shutters for additional safety. 7. Breaker control voltage shall be 48 VDC. E. INSTRUMENT TRANSFORMERS 1. Current transformer ratios are listed in each switchgear units specification paragraphs. 2. Voltage transformers shall be draw-out type, with current-limiting fuses and with BIL rating equal to the switchgear. Transformer ratios are listed on drawings. 3. Secondary control wiring shall be No. 14, extra flexible, stranded, tinned-copper control wire, Type SIS cross linked polyethylene, rated 600 volts, except for specific circuits requiring larger wire. Crimp -type, insulated spade terminals shall be furnished on all wire ends, except where insulated ring terminals are used to connect to fuse blocks, instrument studs, or terminal block points with two ore more wire connections. This relay shall have an adjustable pick up range of 75% to 100% of nominal and an adjustable dropout of 80% to 95% of pickup. Dropout shall have zero differential for time delay reset. 1- Generator Frequency Protective Relay (Device 81) An underfrequency solid state relay utilizing full cycle zero crossing sensing shall be included to respond to the fundamental frequency of the system so as to ignore wave shape distortion resulting from solid state loads, The relay shall have an adjustable pick up range of 40 to 60 Hz and adjustable under frequency dropout range of 0.1 to 10 Hz below the pickup. 1- Mounting and wiring of customer supplied governor control 1- Speed adjust potentiometer V
6 1- Voltage adjust rheostat 2- Breaker position lamps with long life led G.E. ET Position Engine Control Switch Operation Stop / - In this position, the engine shall not be capable of starting and/or running. If the engine was shutdown due to the operation of a protective device, the shutdown malfunction shall be reset when the switch is moved to this position. If the engine is running when the switch is moved to this position, it shall immediately shut down. Off/Cooldown - In this position, the engine shall shut down after a cool down period. Automatic - In this position, the engine control shall be in available for full automatic operation upon receipt of a start signal. Manual - When placed in this position, the engine shall start, run. Generator may be manually placed on line utilizing the manual synch controls.when returned to the Automatic or off/cooldown position the circuit breaker will open and the engine will run for its cooldown period before shutting down. 1- lamp test pushbutton 1- DC circuit breaker with auxiliary contact to provide control power loss signal. 2- Form C run relay contacts wired to terminal strip for control Of remote auxilliary devices. 1- Form C Fault relay contacts wired to terminal strip for remote indication or alarm. 1- Auxiliary control relays 1-24 WINDOW ANNUNCIATOR VI
