The insulation should be vacuum pressure resin impregnated, Class-F, conductor should have thermally upgraded paper (Nomex) insulation S achieving non-hygroscopic,acid & alkali resistant insulatin. The insulation should be self-extinguishing type. Joints in the winding should be as under. a) Permanent joints : Welded / brazed. b) Bolted connection : Provided with locking devices. 21. ENCLOSURE: The core & winding assembly should be housed inside a sheet steel enclosure with removable inspection & tap changer cover. NGR SYSTEM Note: The purpose is to convert solidly earthed neutral power supply in hazardous areas to RESTRICTED NEUTRAL GROUNDING power supply system by installing NGR with ISOLATION TRANSFORMER and separate MCC PANEL for power supply to motors and equipments in hazrdous areas to restrict earth fault current to 750mA (max.) as per DGMS guidelines.the system should work in full safe and fail safe manner. The NGR System should comprise of the following : i) Neutral Grounding Resistance of suitable capacity ( appox. Resistance of 453 Ohm. 250 Watt) housed in LV protection chamber to restrict the earth fault current to 750 ma (max). Special non-deteriorating gaskets between all joints shall be provided. 3. The Bus Bars rated 800Amps shall be air insulated and PVC sleeved. The Bus Bars are to be rigidly supported at required intervals on special non-deteriorating, non-hygroscopic and non inflammable SMC supports. Adequate hylam sheet barriers between the Bus Chamber and the feeders, shall have to be provided. 4. All Mains riser connections shall be done by suitably sized and rated solid aluminium links/hdb copper/ flexible stranded copper cable. Control wiring shall be done with 2.5 sq.mm PVC copper cable. Control wires shall have ferrule numbers for easy identification. 5. Brought-out solid aluminium links, duly supported, shall be provided, for all incoming and outgoing feeders.

10 Page : 8 / Sufficient space shall be provided, for proper glanding, dressing, connecting up and servicing of aluminium cables, Adequate space shall also be provided for connecting the cable leads to the brought out terminals. 7. A 50x 6mm G.I. strip, shall be mounted on an angle iron, with adequate holes, for making earth connections. 8. Suitable cable saddles shall be provided at the front rear side of the equipment to firmly hold the incoming and outgoing cables. 9. Designation name plates shall be provided for all feeders. 10. Work Test Certificate for Routine Tests as per IS and Wiring Diagram shall accompany the equipment. 11. The Bidder shall submit detailed GA Drawing, Foundation Plan, Single Line Diagram, Schematic Wiring Diagrams etc. along with offer for technical scrutiny failing which the offer will be rejected. 12. The Bidder shall submit CPRI Test Certificate for short circuit withstand test of 50KA for one second. Temperature rise Test Report on Bus Bars should also be furnished. INSTALLATION AND COMMISSIONING Special Notes : 1. The entire work of supply, installation and commissioning of all equipment as mentioned in the tender document must be completed by the party as per terms of tender by All items shall be supplied, installed and commissioned by one party only as per specifications mentioned in the tender. The offer will not be acceptable if the party do not quote for all items of the tender and supply, installation, commissioning of all items. 3. In their offer the party must mention their detailed comments point-wise against each point of tender specifications. Any deviation from the tender specification should be specifically mentioned. Specific type and make of equipment should be mentioned. All the information required as per tender specifications must be submitted. 4. Party must enclose with the offer an undertaking from respective equipment manufacturer confirming that in the event of an order on the bidder the equipment supplied by them through the bidder will fully meet all the points of the tender and order against each item. 5. In case of an order the complete tender specification shall be mentioned in the order. However, deviations from tender specifications, as mentioned by party in their offer and subject to acceptance by OIL shall be mentioned in the order. 6. In the event of an order the party will submit to OIL within one month of placement of order all documents as required against each item.

11 Page : 9 / The manufacture of the equipment is to be started only after written approval of the drawings/ documents by OIL as mentioned in tender against each item. 8. In case the documents furnished by the bidder as per point no. 6 above do not comply with any of the points mentioned in the order then the order will be cancelled without any obligation on part of OIL. IN CASE OF SUCH CANCELLATION OIL WILL RECOVER FROM THE PARTY THE COST INCURRED BY OIL IN PROCESSING THE TENDER TILL THE TIME OF CANCELLATION. 9. Party must have experience in supply, installation of electrical equipment (like Transformer, MCC Panel, Cabling job, and specifically NGR system etc.) in mining areas similar to those mentioned in the tender, in Oil,Gas and coal mines Sector PSUs, Central and State Govts organizations. Detail of such supply, installation work for such equipment done during last five years with order details and completion certificates must be submitted with the offer. 10. Total value of supply, installation work for equipment as per point no.9 above during last five years must be above 10 lacs. Suitable documentary evidence is required with the offer. 11. Party must have valid electrical contractor license and the copy of the valid contractor license is required with the offer. 12. List of skilled Supervisors, electricians having valid Electrical Supervisory license issued by State Electrical Licensing Board must be submitted with the offer. 13. Party will provide with the offer the list of tools and equipment available with the bidder to carryout the installation and commissioning work as per tender. 14. Party will be responsible for safety of its personnel and safety of all the equipment. All the safety gadgets required for safely carrying out the job shall be provided by the party. 15. Party will be responsible for safe custody of all the items before handing over to OIL. 16. Handing over to OIL means supply, installation and commissioning and testing of all items as per order and submission of all the documents and drawings as per order. 80% of the material cost of item nos 1, 2, 3 will be released on receipt of materials in healthy condition at site (Makum OCS).Balance 20% of material cost and 100% commissioning charges shall be paid to the party after final handing over to OIL. 17. The party to strictly ensure that all the cut ends of cables, packing materials, leftover items are removed from site after completion of work. 18. The cable trench area shall be neatly dressed after laying of all cables. 19. No environmental damage at site shall be done while carrying out the job. Any damage done during the execution of work must be corrected by the party at their own cost. 20. All the test reports must be signed by licensed Engineers/supervisors who have carried out the installation and commissioning work as per order. 21. In case party is not able to commission any item due to whatsoever reasons then the balance 20% of material cost and 100% commissioning charges shall not be paid to the party. 22. Party should guarantee performance of the all items as a system. Performance of individual items will not be considered. All the individual items must perform as a complete system after commissioning to achieve OIL#s desired result i.e The complete system must able to restrict the

12 Page : 10 / 10 earth current to 750mA in case of an earth fault in the connected motors and equipments. 23.The party must be familiar with various recent circulars and guidelines given by DGMS on NGR sytems in oil and coal mines. 24. To evaluate the inter-se ranking of the offers, Assam Entry Tax on purchase value will be loaded as per prevailing Government of Assam Guidelines as applicable on bid closing date. Bidders may check this with the appropriate authority while submitting their bids.
