4 1.0 SCOPE SPECIFICATION FOR LOW VOLTAGE FUSE-SWITCH-DISCONNECTER This Specification covers the design, manufacture and testing of Fuse-Switch-Disconnecter for use with Low Voltage Aerial Bundled Conductor Distribution System. 2.0 SYSTEM PARAMETERS a) Nominal System Voltage - 400/230V 3ph & Neutral b) System Highest Voltage - 440/250V 3ph & Neutral c) System Frequency - 50 Hz. d) Method of Earthing - Solidly earthed neutral at substations e) System Fault Level - 25 ka 3.0 SERVICE CONDITIONS a) Annual average ambient temperature C b) Maximum ambient temperature C c) Maximum relative humidity - 90% d) Environmental Condition - Humid tropical climate with polluted atmosphere e) Solar radiation level W/m² f) Operational Altitude - From M.S.L. to 1900 metres above M.S.L. 4.0 APPLICABLE STANDARDS The equipment supplied shall be in accordance with the latest edition of the standards specified below and amendments thereof. However the CEB Specification shall supersede these standards in the event there is a discrepancy. a) IEC Low voltage switchgear and controlgear. 5 5.0 TECHNICAL REQUIREMENTS a) Rated Voltage V b) Rated insulation voltage V c) Frequency - 50Hz d) Continuous operating current (I e ) A e) Making current at 0.65 pf at 440 V A f) Breaking current at 0.65 pf at 440V A g) Rated power acceptance at rated current - 32W per pole h) Short time current/duration - 10 ka /0.5 Sec. i) Short circuit making capacity - 17 ka j) Degree of Protection - IP20 k) Utilization Category - AC-22B l) Power frequency withstand voltage - 3.5kV m) Impulse withstand voltage - 9.8kV Peak 6.0 BASIC FEATURES 6.1 General The Fuse-Switch-Disconnecter shall be used in the low voltage overhead distribution system to provide overload protection/reliable isolation and shall be of utilisation category AC-22B as per IEC It shall be of fully insulated, three Pole and neutral type On-Load-Switch Disconnector with HRC fuse for three phases and a link for neutral. It shall be suitable to withstand conditions of excessive humidity and industrial or salt pollution and shall be suitable for outdoor use in the service condition stipulated in Clause 3.0 above. All insulated Fuse-Switch-Disconnecter shall be made of non-hygroscopic, weather resistant, Robust, Glass fiber reinforced Polyamide compound possessing high thermal stability and good mechanical strength to withstand rough usage without any fracture or permanent distortion. It shall be treated to provide protection against deterioration due to Ultra-Violet radiation. It shall be suitable to accommodate "size 1" HRC fuse link as per IEC with blade contacts (knife edge type) as indicated in the drawing number DS&S/2000/ Design The Fuse-Switch-Disconnecter shall have an upper housing and a hinged lower housing/fuse carrier and HRC fuse link. The design of the Fuse-Switch-Disconnecter shall be such that the disconnection of the fuse and removal of the fuse carrier (lower Housing) could be carried out using an Operating Stick from the ground. The conductor terminals and the fuse contacts shall be designed and proportioned as to carry continuously its rated current without exceeding the maximum temperature rise as indicated in the relevant standards. 3

6 6.3 Manufacture General The upper housing shall be securely fixed to an integral mounting bracket and the lower housing /fuse carrier shall be hinged to the upper housing. The means of opening, closing, removing or replacing the lower housing /fuse carrier shall be via an operating stick fitted with an operating head (hook) and it shall be possible to operate the device from the ground level directly below the unit. The indication of closed (contact made) and open (contract broken) position of the device shall be provided, and shall be clearly and definitely visible from the operating position. The device shall allow the fuse carrier to be placed in a closed mode, without fuse link or solid link in position, and an indicator shall be fitted, visible from the ground level, showing that a fuse link or a solid-link is not in position. Provision for Neon Indication when the fuse links has operated is preferable. The temperature rise limit of the contacts and terminals shall not be more than 65 0 K as per IEC 947, and shall not cause any damage of a nature, which impairs the performance of the equipment Upper Housing and Fuse Base Four numbers of upper housing of the fuse switch disconnector unit shall be firmly bolted to a steel mounting bracket to form a three phase and neutral assembly. The upper housing shall be single unit type (four numbers) for three phases and neutral. The lower housing (fuse carrier) shall be independent single unit for three phases and neutral. The upper housings shall be provided with the incoming and outgoing conductor terminal and fixed fuse contacts. The following shall be provided with the upper housing; a) Fuse Bases suitable to accommodate the 250Amps knife edge type HRC fuse links of size 1 specified in Clause shall be securely fixed to the upper housing. b) Terminals for adequately accommodating and securely clamping the incoming and outgoing PVC / XLPE copper cables of size range sq. mm. c) Arc chute shall also be provided for safe breaking of inductive load as per utilization category AC 22B d) Galvanized Steel Mounting Brackets with provision for mounting to concrete pole shall be an integral part of the upper housing, as indicated in the Drawing No. DS&S/2000/45 (Annex - A). 4

7 6.3.3 Lower Housing / Fuse Carrier The lower housing/fuse carrier (four individual units) shall be suitable for housing HRC fuses of knife edge type for each phase with solid-link for neutral and hinged to the upper housing. The lower housing shall have the following: a) Arrangement for holding the knife edge type HRC fuse links for the three phases and solid link for neutral (facility for bolting preferable) and short circuiting facilities. b) Provision for Hinge connecting the lower housing/fuses carrier to the upper housing and closing / opening the lower housing. c) The means of opening, closing, removing or replacing the lower housing/fuse carrier shall be via an operating stick fitted with a standard operating head (hook) Contacts and Terminals Contacts The contacts shall be suitable for accepting 250 A HRC fuse-link /solid-link and shall be of such material to provide adequate contact after repeated operations and when left untouched for long periods. All contacts surfaces shall be Tin/Nickel plated to provide effective contact throughout the period of service Terminals The equipment shall be supplied complete with terminal fittings suitable for terminating mm² / Aluminium/Copper cables with cable sockets. And the design of the terminal shall be such that the line parts are not exposed. The cable termination fastener shall have a hexagon head of 14mm across flats and be accessible for using standard socket spanners. When a cable termination uses two fasteners, the order of tightening shall not be detrimental to the termination HRC Fuse Links (Knife Edge Type) The HRC Fuse Links shall conform to IEC and of size 1 knife edge type. The dimensions of the fuse link shall be as specified therein. The continuous current ratings of the fuse links shall be as stipulated in the schedule of prices. The breaking capacity rating of the fuse link shall not be less than 25 ka at 0.8 power factor lagging (Nominal). 5

8 6.4 Mounting Bracket The Fuse-Switch-Disconnecter mounting bracket "for 3ph. and neutral" shall Have provision for mounting on concrete pole with two numbers 16mm dia. Bolts and nuts and shall be strong enough to withstand the operating forces throughout its service. The Bracket shall be made of steel and shall be hot dip galvanised conforming to BS EN ISO 1461 (1999) shall be treated to prevent formation of white rust. 6.5 Operating Rod The Operating Rod shall be of fully insulated type, suitable for disconnecting and engaging the lower housing (fuse carrier) and removing and replacing the lower housing (fuse carrier) with the HRC fuse links. Length of the operating rod shall not be less than 1.2m. Provision for voltage indication (to check the fused HRC Fuse Links) shall be available with the operating rod. 7.0 QUALITY ASSURANCE The manufacturer shall posses ISO 9002 Quality Assurance Certification for the manufacture of Low Voltage Fuse Switch Disconnector for the plant where the manufacture of LV Fuse Switch Disconnector is done. The Bidder shall furnish a copy of the ISO Certificate certified as true copy of the original by the manufacturer, along with the offer. If the ISO 9002 Quality Assurance Certification was obtained from a parent company, then the name, address and the contact details of the parent company shall be furnished with the offer. If the ISO 9002 certification was obtained from a representative of parent company, then the name, address and the contact details of the said parent company shall also be furnished with the offer. 8.0 ADDITIONAL REQUIREMENTS 8.1 Routine Test Following Routine Tests shall be carried out in accordance with IEC Clause on all the equipment to be supplied. Routine test reports shall be furnish to the observation of the CEB inspector at the time of inspection. i) Mechanical Operation Test ii) Dielectric test Marking The letters "CEB" of height not less than 5mm shall be embossed or stamped on the housing of the Switch-Fuse-Disconnecter. 6

9 8.1.2 Name Plate or Labelling The following shall be marked in a durable and legible manner on the device itself or nameplates attached to the device, and shall be at a place such that they are visible and legible with the device in either the closed or open position without operating the device; a) Manufacturer's Name or Trademark; b) Rated Operational Voltage c) Rated Operational Current d) Rated Frequency e) Type Designation f) Type reference and power loss of fuse links for which it is suitable g) Rated power acceptance h) Breaking Capacity i) Standard adopted j) Cable sizes k) Terminal Identification - Source/load 8.2 Packing Each three phase and neutral assembly complete with mounting bracket and bolts shall be suitable packed in cardboard boxes to prevent damage due to rough handling. 9.0 INFORMATION TO BE SUPPLIED WITH THE OFFER The following shall be furnished with the offer. (a) (b) catalogues describing the equipment and indicating the Model Number. Constructional features, materials used for components and relevant technical literature and completed dimensional drawings. (c) Completed Schedule of Guaranteed Technical Particulars (Annex A) (d) Quality Assurance Certificate conforming to ISO 9001 as stipulated in the Clause 7.0. (e) Type Test certificates for 1. Temperature-rise 2. Temperature-rise verification 3. Dielectric properties 4. Dielectric Verification 5. Leakage Current 6. Rated making and breaking capacity 7. Operational performance 8. Rated conditional short-circuit current 9. Strength of actuator mechanism 10. Overload test Test Certificates, Performance Curves, Tables etc., of the Type Test performed shall conform to the IEC at a reference frequency of 50 Hz where applicable. 7

10 The Test Certificates should clearly identify the equipment concerned, showing the manufacturer's identity. Type No. and basic technical parameters. The Test Certificates referred to above shall be issued from a recognised Independent Testing Authority acceptable to the purchaser. Failure to furnish the particulars asked for in clause 7.0 and the sample as per clause 10.0 will result in the offer being rejected SAMPLE One sample of all Insulated Fuse-Switch-Disconnector offered shall accompany the Bid to facilitate analysis and evaluation INSPECTION AND TESTING 11.1 Inspection The selected Bidder shall make necessary arrangements for inspection by an Engineer appointed by the Purchaser and also to carry out in his presence necessary sample/acceptance routine tests of the materials, equipment offered. Routine test report shall be furnished for the observation of the Engineer Sample/Acceptance Tests The following sample/acceptance tests shall be witnessed by the Engineer. a) Verification of temperature rise limits b) 1 min. power frequency withstand test c) Leakage current c) Mechanical Operational test 12.0 TECHNICAL LITERATURE AND DRAWINGS The selected Bidder shall supply along with each equipment, all relevant drawings, technical literature, hand books etc., in order to facilitate installation and faultless operation and maintenance.
